1 Call to order: 10:15 a.m. by President Dave Miller Roll call was taken by Susan Ernst (See attached). Texas Citizen Police Academy Alumni Association Delegates Meeting Monday, August 1, 2016 Corpus Christi, Texas Dave Miller introduced the members of the TCPAAA Board. The Treasurers Financial Statement Annual Report for period ending June 30, 2016, along with the Budget was reviewed by Stan Appleton. With no questions or comments made, the reports will be filed for auditing. The 2015 Delegates Meeting Minutes were reviewed. A motion was called to accept with corrections to the Delegate s List by Officer Tony Valdez, Dickinson Police Department; and seconded by Stephen Humphrey, Harlingen CPAAA. Motion passed unanimously. Elections of TCPAAA Board Positions 2 nd VP, Terry Williams thanked Billy Boehlke and Stan Appleton for their assistance in the nominations and announced the board positions open for election. Current board members have accepted nomination to continue in their present positions as President and Secretary. The election committee has nominated Vickie Thompson for 1 st VP and Officer James Plant for 3 rd VP. Terry continued with the election process: President: Called for nominations from the floor - There being none, nominations ceased. 1 st VP: Called for nominations from the floor - There being none, nominations ceased. 3 rd VP: Called for nominations from the floor - There being none, nominations ceased. Secretary: Called for nominations from the floor There being none, nominations ceased. It was asked by a delegate to accept nominations by acclamation. Dave Miller said that the by-laws state that elections must be by secret ballot but will have the By-Law committee review the requirement for the election of officers. Ballots were gathered by the designated representatives from Corpus Christi CPAAA once voting was completed. The results will be announced at the Award Banquet Dinner. By-laws Changes - 2 nd VP, Terry Williams reviewed the following: 1) Under Article V: Officers, Section 5.5 President, it is proposed to add Past President will serve in the position of Advisor on the Board of Directors with voting rights. 2) In Section st VP, it is proposed to remove the first sentence along with the Communications Committee; and the Sponsorship Committee in the third sentence. The following sentence is to be added: The 1 st VP will oversee the Membership Committee. 3) Under Article VII: Committees, Section 7.2 Standing Committee, it is proposed to delete item g. Carolyn Suderman, Dickinson CPAAA, noted that Section 5.5 needs to read Immediate Past President... Kerry Kruger, TexasDPSR1CAAA, noted that Section was redundant in the duties of the 1 st VP. A motion was made by Gary Anderson, Kyle CPAAA, with a second by Deputy Steve Squier, Montgomery County Sheriff s Office, to correct Section 5.5 but leave Section as written for now. The motion passed unanimously. Convention Update - 4 th VP, Dorris Murdock asked for a round of applause for Cheryl Daubs and Eric Rivera for Corpus Christi CPAAA for hosting the convention. She announced the following convention hosts: 2017: Waco; 2018: Austin; 2019: San Marcos; and 2020: College Station. Any group interested in hosting the state convention in 2021 was invited to contact any member of the board. Dorris turned the floor over to Terry Williams for announcement about the 2017 Convention. 2 The dates for the 2017 Convention will be August 3 rd, 4 th, 5 th (Thursday, Friday, Saturday) and will be the fourth time that Waco has hosted the State Convention. He introduced Candice Ortiz, Waco s PD Liaison, and reminded everyone to stop by the Waco Exhibit Hall table to register for the convention or a chance to win a TV or Waco basket. Tables in the Exhibit Hall will be at no charge and they have the form needed to contract with the Waco Convention Center for electricity. Committee Reports: By-Laws & Standing Rules & Nomination Committee 2 nd VP Terry Williams noted that if anyone is interested in serving on the By-Laws & Standing Rules committee or Nomination Committee to contact him. Chief Morales was introduced and thanked everyone for the opportunity to serve on the board but it was time to let someone else take the 3 rd VP position. On behalf of all law enforcement he thanked those for all their help and support of police officers and to keep up the good fight. In Dickinson, the police department lately has received food, cards, and letters of support by the truck load and it is appreciated. He believes citizens are making a difference in law enforcement and asked everyone to continue to pray for the country and officers. Lt. Fairchild was introduced next. He thanked everyone present for their support of law enforcement and related that his Dad was a WWII vet and how he was always taught to take the fight to them; never want the fight on your ground. He said the fight is here on our ground and everyone needs to pray for all police officers and support those protecting us. Web Master - Leo Waltz explained he works on TCPAAA s web pages and also arranged for web hosting, mailing list and setting up alias s for each Board members. The previous web hosting service used for the web site decided to shut down the state s web site (and other legacy shared servers) and he has moved the web site to GoDaddy where there is unlimited storage and he has re-configured the web site structure to better match the organization structure. In addition, Google for Non-Profits is being used for mailing list groups. Public Relations Dave Miller asked the delegates if there is anyone who can help out the Board by looking for someone to fill this position to get a newsletter out. Vickie Thompson volunteered to take the position. Regional Reports: Region One Billy Boehlke welcomed everyone to the TCPAAA 2016 Convention. Region One has 24 active CPAAAs. The Region continues to work on updating their Policies and Procedure Manual. They have started a LODD Program to assist fallen officers in their region and Billy gave a brief overview of the program. If anyone is interested in having more information about the program they may contact Jack Compton or Barbara Cook. Region Two Marilyn Parker reported that the Region continues to have very good speakers at their meetings. The Region supports 14 CPAAAs with a membership of 184 individual members. She said they continue to reach out to alumni groups in the region. Officer Mike Hatfield related that his chief is interested what alumni s are doing and has the fully support of Garland s chief. Region Three Officer James Plant continues to work in growing the region and related that there has been as many as 61 attendees at the meeting. Marcie Davis introduced the new Region Three President, Gary Anderson. Region Four Detective Mike Baranyay was unable to make it to Corpus Christi. Region Five The Board continues to contact CPAAAs to help with starting the Region. Region Six Cheryl Daubs said thanks to everyone for coming to Corpus Christi and the 2016 TCPAAA Convention. She announced a Corpus Christi officer made the video shown in the opening ceremony and that anyone interested in a copy should get their business card or contact info to her. Direction of the TCPAAA - President Dave Miller continues to seek out CPAAAs in Region Five to help establish and grow the region. He wants to also work on getting more CPAAAs involved in the state. 3 Old Business: None for this meeting. New Business: The board looked at the cost of putting on a convention and how much more expensive it has become recently. The Board voted to increase the future Convention fee to $ with $ going to the host city and keeping the annual State Membership dues at $ Dorris Murdock explained that a host city is sometimes limited to the choice of hotel which can accommodate the number of attendees as well as the cost of the Hotel food for the Convention meals were the factors that the Board considered in their discussions of raising the fee. The host city cannot bring in food except for the Hospitality Room. The last time the fee was raised in 2010 from $90.00 to the current $ However, the host city has the option to raise the fee. Waco has decided to keep the $ Convention fee for General Discussion - Open to the Floor. Joe Cochran, Plano CPAAA, spoke of the board taking on the objective to bring Region Two s two groups (TCPAAA Region 2 and CPAANT) together into one group of the state. Dave Miller asked again that everyone to take a few moments to walk up to the 1 st Responders at the Convention and thank them for all they do to protect us. Motion to Adjourn was made by Tony Valdez from the Dickinson Police Department with a second by Gary Anderson from the Kyle CPAAA.
