1 CITY OF WHITEHALL CITY COUNCIL WORK SESSION MINUTES 5:00 p.m. PRESENT: ABSENT: ALSO PRESENT: Virginia DeMumbrum, Ellie Dennis, Jen Hain, Debi Hillebrand, Norm Kittleson, Steve Salter, and Kevin Spencer City Attorney Sweeting, City Manager Huebler, City Clerk Bourdon, Chief Squiers Discussion Items Mayor Hillebrand called the meeting to order at 5:00 p.m. in the Garden Room. Marina Operations Council Member Salter requested an update on the marina status. City Manager Huebler provided an update on the diesel fuel tank that failed a pressure test. He also provided historical data on the financials and improvements made to the marina. Salter expressed people s concerns on staying in the marina business; Huebler responded that it would have to go to a vote of the people. Snowmobiles Council Member Dennis voiced her concern on the snowmobile noise and would like to see the hours reined in. Discussion included routes, concerns by sledding hill, and the positive responsiveness of the snowmobile club. Whitehall Apartments PILOT Jeff Gates, TJ Acquisitions, shared information on Whitehall Apartments, their vision to renovate, and their desire for a PILOT (Payment in Lieu of Taxes). Other Council Member Salter requested that options are discussed before a complete restoration of the sledding hill stairs is started. Informational Items Provided for future discussion: Goals and Rental Inspections Public Comment Dan Bowyer, 215 S. Elizabeth, informed Council that there are speed limit signs (25mph) on the bike trail path for snowmobilers and there is a small sign at the bottom of Hanson regarding No Snowmobiles.

Mayor Hillebrand called the meeting to order at 6:00 p.m. in the Council Chambers. APPROVAL OF THE AGENDA Motion by Dennis, seconded by DeMumbrum, CARRIED, to approve the agenda. All yeses. SPECIAL PRESENTATION Rich Houtteman, Consumers Energy Rich Houtteman, Consumers Energy, announced to council that he was pleased to award a check to the City for a grant application that was submitted by the City for $1, for trees. APPROVAL OF THE COUNCIL MINUTES Motion by Hain, seconded by Spencer, CARRIED, to approve the December 19 council meeting minutes. All yeses. APPROVAL OF THE ACCOUNTS PAYABLE Motion by Spencer, seconded by Kittleson, CARRIED, to approve the account payables in the amount of $386, and checks to be drawn in their several amounts. Roll Call Vote: Yes Spencer, Kittleson, Dennis, DeMumbrum, Salter, Hain, and Hillebrand; No ; Absent. COMMUNICATIONS Central Dispatch, Central Dispatch Audit, Charter Newsletter, Local Officers Compensation Commission Motion by Dennis, seconded by DeMumbrum, CARRIED, to approve the communications and place them on file. All yeses.

4 City of Whitehall Council Meeting Minutes Page Two PUBLIC COMMENT Dick Connell, 818 Alice Street, encouraged the city to enforce the sidewalk clearing ordinance to ensure student/walkers safety. Peggy Clauss, 604 E. Slocum announced that she does not intend to clear her sidewalk; that s what she pays taxes for, so the City can do it. MESSAGES FROM THE MAYOR, COUNCIL, AND CITY MANAGER Council Member Salter requested an update on the Playhouse and parking lot lights. City Manager Huebler responded that the project manager is currently getting contracts signed based on the awarded bids and he will check with the DPW Director on the lights. Mayor Hillebrand asked for a status on the lights on City Hall which the City Manager will provide an update after checking with the DPW Director. UNFINISHED BUSINESS NEW BUSINESS A. Resolution 18-01: Easement Amendment Motion by Kittleson, seconded by Dennis, CARRIED, to approve Resolution authorizing the City Manager to sign the Amendment to Grant of Easement as presented with amendments which clarifies that absent negligence or willful misconduct, the property owners, Janet Andersen and William Woodhams, will not be liable for specified damages or injuries. Roll Call Vote: Yes Kittleson, Dennis, Spencer, Salter, Hain, DeMumbrum, and Hillebrand; No ; Absent. B. Tag Day Request Knights of Columbus PUBLIC COMMENT Motion by Hain, seconded by DeMumbrum, CARRIED, to approve the Tag Day request from the Knights of Columbus for Saturday, October 6, All yeses. Barbara Brinkman, 217 E. Lewis Street, thanked Steve Salter for repairing a mailbox and encouraged the City to maintain the sidewalks for the sake of the children starting with their own. She also inquired on the status of the sound system for the council chambers; the clerk responded that it s in process waiting on a consultant.
