INVOCATION Invocation was presented by Dr. Maulana Karenga, Department Chair and Professor of Africana Studies. Dr. Karenga thanked the board for the opportunity to share some reflections on life and leadership during Black History month. He shared from the following two texts: Senate Meeting Minutes #24, February 11,

2 From the African classical sacred and ethical text, Odu Ifa Let us not engage the world hurriedly. Let us not grasp at the rope of wealth impatiently. That which should be treated with mature judgment, Let us not deal with in a state of anger. When we arrive at a cool place, Let us rest fully; Let us give continuous attention to the future; and let us give deep consideration to the consequences of things. And this because of our (eventual) passing. Dr. Karenga explained that this quote is a teaching on having a measured, balanced and thoughtful approach to achieving a good life. He added that the Eji Ogbe s stressed on the importance of being the balanced person and the Odu s ethics poses wealth as one of the main essence of life. He expressed his concern that pursuing material gain is not enough for a successful life. Treating important matters with reasonableness and calmness along with proper rest-taking habits is essential for leading a quality life. Dr. Karenga said that Odu s teaching also addresses the need for individuals to be concerned about the consequences of the decisions they make. He also read from the Egyptian sacred text, Hosia. Dr. Karenga explained that as we light the candle for creativity we should wish and commit ourselves to work for a world which is better and more beautiful than what we inherited. In doing this, we should reaffirm the ancient African ethical commitment to constantly heal and restore the world, a practice in ancient Egypt called serudj ta. This moral obligation calls on us everywhere and at all times, in society and in nature, to raise up what is in ruins; to repair what is damaged; to rejoin what is severed; to replenish what is depleted; to strengthen what is weakened; to set right what is wrong; and to make flourish that which is fragile and undeveloped. Dr. Karenga explained that doing good deeds is not difficult since while doing good to others they are also doing it for themselves and thereby a moral community which we all deserve to live in is being built. 4. ANNOUNCEMENTS FROM THE CHAIR VP Baghdassarian reported the following: Dr. Martin Luther King, Jr. Day Celebration: Tuesday Feb. 24 th, 12-1pm in the Beach Auditorium; followed by an evening panel and a film at 6:30pm Grow Beach Garden: building planting boxes Sunday Feb 15 th, 12-5pm Dr. Caveness reported that on Wednesday Feb. 18 th there will be a panel on Human Sex Trafficking in the USU at 6pm, with the following panelists: Lt. Dan Pratt, Dr. Barbara Hernandez and Ms. Rachel Thomas. She thanked the Political Science, Women s Gender and Sexuality Studies and Program Council for sponsoring the event. 7. APPROVAL OF THE MINUTES FROM THE LAST MEETING A. Senate Minutes, Meeting #23, February 4, 2015 Senator Moucharrafie noted the following corrections: Item #7: Senator Le s correction should read change Mr. Josh Angue to Mr. Josh Angeo Item #10-B-2: Senator Kreszyn has experience with child development but not specifically with the IPCDC Item #11: Her comment should read Chicano/ Latino Graduation Committee pays more than $10,000 and not just $10,000 and that there are many more other events for which the student organizations have to rent and pay for, not just the graduation event (M)Moucharrafie (S) Martinez to approve Senate Minutes, Meeting #23, February 4, 2015, as amended VOTE ON THE MOTION MOTION CARRIES 8. Legislative Business 1) BA # : Voting Campaign and Student Government Representation. Policy change: addition of Bylaws Chapter 2 Article 1 Section 9 B. Duties, Chapter 2 Article 1 Section 12 E. Duties and Powers, Chapter 2 Article 4 Section 3 E. Duties, Chapter 2 Article 5 Section 2 (1 st reading) Senator Salazar explained the resolution and said that the board members have an obligation to represent the students nationally. He said that voting is a right not taken seriously especially by younger generations. Senator Salazar said that voting figures of the young adults has been declining gradually and the board members have an obligation towards changing it. Senator Salazar said that the resolution calls for a campaign to be organized with the objective of stressing the importance of student voting and democracy. Senate Meeting Minutes #24, February 11,

4 He suggested that voting advertisement be done through KBeach (cabinet member working with KBeach to advertise 2 months prior to the election date), Lobby Corps, College Beat (uploading videos online similar to the lines of Senate in a Minute ), newspaper ads, and poster/flyer advertisement from the Programming Board. Senator Salazar said that this resolution would have a big impact on the community and is the right thing to do. Senator Moon said that she did not assist Senator Salazar write the resolution, and asked VP Baghdassarian to delete her name from the list of sponsors. VP Baghdassarian said that this resolution seems to be micromanaging the role of the Secretary of System wide Affairs and Lobby Corps. She added that voting campaign is one of the outline duties for Lobby Corps along with the Secretary of System Wide Affairs, who takes responsibility for conducting such events. Senator Reyes agreed with VP Baghdassarian and added that the first 4-5 whereas were repetitive. Senator Hernandez yielded her time to Secretary for System wide Affairs Zambrano, who stated that System Wide Affairs and City Affairs oversee voting registration and campaign events. She stated that she found the resolution repetitive and unnecessary. Mr. Haller said that forcing the student media to hold certain activities is a violation of the first amendment and our own policy on the student media. He said that editorial content cannot be controlled and is against the law. Senator Salazar said that this concern needs to be addressed and that as board members they have jurisdiction over student media. He said that ASI is advertising the USU Referendum campaign so why can t there be a voting campaign through student media. VP Baghdassarian said that USU Referendum is different from ASI Government. She again stressed the fact that the essence of this resolution is a Lobby Corps issue and suggested Senator Salazar attend Lobby Corps meetings and partner with Secretary Zambrano. Mr. Haller said that there is a difference between ASI Communications and the student media outlet. He said that ASI Communications is a corporate marketing tool and does not represent itself as a form for free expression; whereas the radio, TV stations and the newspaper are clearly articulated in our policy as being forms for free expression. Senator Salgado said that it is difficult to get students to vote through Lobby Corps events and suggested Senator Salazar collaborate with Lobby Corps and KBeach for outreaching the students to vote. VP Baghdassarian suggested Senator Salazar working with the Lobby Corps and drafting a similar resolution without the specifics. 5 10. NEW BUSINESS A. Legislative Business 1) SR # : Resolution in Support of Non-Discrimination Association (1st reading) Senator Reyes thanked former Secretary of LGBTIQ Affairs Shannon Cholokian, and Senators Allen and Olmeda for their assistance in drafting the resolution. She explained that the resolution addresses specific areas that account for decline in the Campus Pride Index at CSULB. She said that as ASI supports the nondiscrimination policy of the university; however, the university policy does not address the association with outside entities. Senator Reyes said that this resolution encourages Ms. Larisa Hamada to help the board address the University policy and amend it in accordance with the outside entities which do not comply with non-discrimination. She gave the example of Athletics having Chick-fil-A as a sponsor who does not adhere to non-discrimination policies. VP Baghdassarian added a new whereas, as suggested by Senator Reyes: Whereas Campus Pride, the national nonprofit organization who serves LGBTIQ and ally student leaders and campus organization, will be adjusting their campus pride index, causing CSULB s LGBTIQ rating decrease; and Senator Moucharrafie asked if Chick-fil-A discriminates against athletes or their team who publicly are LGBTIQ+. Senator Reyes said that Chick-fil-A discriminates the overall LGBTIQ+ community. She stated that Athletics has associated itself with Chick-fil-A, and since Athletics is under the university they should not associate with Chick-fil-A. Dr. Caveness said that our non-discrimination policy flows from the federal law. She read a policy portion from the Campus Regulations that pertained to prohibited categories of discrimination, and said that the point of prohibiting harassment and discrimination is since it limits the student s ability to participate in or benefit from the services, activities or opportunities offered by the university. She said that asking Ms. Hamada to revise the University s policy, which flows from federal law, would not be feasible. She suggested the authors of the resolution speak with Ms. Hamada for resolution revisions. Mr. Haller recommended the following: Line #18: Needs citation since there might be a procurement or fund-raising policy which prohibits doing business with these types of organizations Line #20: Clarify what the association is and how they are working together Line #24: Specify who the anti-gay groups are Senator Mohtashem asked if there is a board which reviews the sponsorship/partnerships with outside businesses. Mr. Haller said that the University Relations and Development oversees the approval of sponsorships and partnerships from various entities and added that he is not sure if there is any policy which limits accepting money from organization not complying with the non-discrimination policy. Senator Olmeda said that Chick-fil-A publicly announced their opposition to gay marriage. Senator Salazar asked Senator Reyes if she has spoken with the Athletics, yet. Senator Reyes said that they are still determining whom to contact within the Athletics department. Dr. Tabari asked the board members to not lose track of the purpose of this resolution which is to improve the Campus Pride Index. She supported Senator Salazar s suggestion of contacting Athletics. Senator Kling asked if the committee that determines the Campus Pride Index score has reviewed the sponsor list and decide on the scores. Senator Reyes said that they were looking at sponsors they were associated with and it led them to Chick-fil-A, an entity not following the Non-Discrimination Policy. 6 Senator Kling said that Athletic Director Vic Cegles shared various sources of their budget at the last Senate meeting. He added that alternate sources for Athletics budget lapse created, if the resolution was to pass, could also be provided within the resolution. Senator Yan said that it is worth noting that the Chick-fil-A CEO Dan Cathy was reported saying I don t support gay marriage. Faculty rep Mr. Jarvis, who is acquainted with Mr. Dan Cathy, said that Chick-fil-A is not a gay hostile company and that Mr. Cathy s Executive Secretary of 30 years is a lesbian and that his personal secretary is gay. Mr. Jarvis said that the comments may be with regards to his traditional view of marriage. Dr. Caveness said that it is worth noting that today s conversation is in line with the student engagement legacy and that these moral issues are very important. She applauded the senators for identifying this issue, wrestling with it, and being committed to doing research and providing options. Senator Kling said that if Mr. Cathy has voiced his stance against gay-marriage, it is still discriminatory. Senator Myrter said that the 8 th Windmeyer. whereas should provide more background context on Mr. Shane Senator Mohtashem said that the whereas which defines Campus Pride should be placed before the quote. (M) Mohtashem (S) Wong to approve SR # : Association (1st reading) VOTE ON THE MOTION Resolution in Support of Non-Discrimination MOTION CARRIES B. Non-Legislative Business 1) SR # : Resolution in Support of Stance on California State Legislature Bills of Interest (1st reading) Secretary for System wide Affairs Zambrano reviewed the following Bills of Interest: Assembly Bill 7 (Bonta): Public Schools: Larry Itliong Day Mr. Itliong was a contemporary revolutionary of Cesar Chavez who led day-long protest on the working conditions for immigrant farm laborer. This bill requires the Governor to dedicate October 25 th of each year as Larry Itliong Day Assembly Bill 27 (Chavez): Public Postsecondary Education: Exemption from Nonresident Tuition This bill would require CSUs and UCs to exempt a student or prospective student who will use the GI Bill education benefits from paying non-resident tuition regardless of time spent in state Assembly Bill 42 (Kim): Public Postsecondary education: funding and mandatory fees This bill would prohibit mandatory system wide fees or tuition increases in all CC s, CSU s, and UC s. It would also prohibit any imposition of student success fee at any campus without a favorable student vote of 2/3 on a campus student election. If passed, it would take immediate effect Assembly Bill 80 (Campos): Interagency Task Force on the Status of Boys and Men of Color This bill would create the Interagency Task Force on the Status of Boys and Men of Color, in response to the federal My Brother s Keeper initiative, and would serve as a support mechanism for department agency and system leaders. It would also address the challenges facing boys and men of color in California, and assist departments and agencies in improving life outcomes for this population Assembly Bill 206 (Alejo): Student Financial Aid: California DREAM Work-Study Program This bill would require the California Student Financial Aid commission to establish the California DREAM Work-Study Program Senate Meeting Minutes #24, February 11,

7 Senator Wong, with reference to Bill #AB42, said that Public Defender (PD) Lendrum previously mentioned that the fees will not fluctuate for the next 6 years. He asked Secretary Zambrano regarding the mismatch in the time frames of 6 years versus the 2 year time-frame referred by her. Secretary Zambrano said that the CSU BOT decided on freezing the fee amount for the next 6 years; after which the students would decide whether or not the Success Fee should be implemented or not, as mentioned by PD Lendrum. She added that the AB42 asks for another moratorium for 2 years; after which the students would vote on having a Student Success Fee or not. Senator Wong, with reference to AB27, asked for the revenue impact on the CSU s from in-state vs. out-ofstate students for veterans. Secretary Zambrano said that veterans are provided with the GI Bill which funds for their tuition. She said that instate costs would come up to $3000 per unit versus the out-of-state fee of $3300 per unit. Mr. Haller asked if the 2/3 requirement for the AB42 is a recent addition. Secretary Zambrano said that it has always been a part of the bill. Mr. Haller said that if the state cuts funding to the CSU s within the next couple of years, CSU s would not have any avenues to recover. Senator Reyes noted a correction under line #77 and suggested using system leaders. (M) Moucharrafie (S) Martinez to approve SR # : Resolution in Support of Stance on California State Legislature Bills of Interest (1st reading) VOTE ON THE MOTION MOTION CARRIES C. Executive Business 1) PA # : Confirmation of (1) Programming Board Member Tyler Scott Mr. Scott presented that he is pursuing his BA in Communication Studies and through his studies and work experience has acquired the abilities to think and execute decisions in fast-paced environments, to communicate effectively, and to resolve potential disputes. He said that as being the former treasurer for his department s student organization he acquired the skill-set of leadership, event planning and strong communication skills. He added that he was on the Dean s list at Golden West College as well as at CSULB. (M)Moucharrafie (S) Mohtashem to confirm Tyler Scott as a Programming Board Member. VOTE ON THE MOTION MOTION CARRIES 11. REPORTS A. Jay Jenkins, ASI Chief of Staff Chief of Staff (COS) Jenkins reviewed the following Cabinet accomplishments/ongoing projects: AB540 Training: April 24 th, 9am 1pm, in USU 303 Safe-Zone Training: Feb 20 th, 8:15am-12:30am, in the Chatroom. 35 spaces available, RSVP to sharon.cruz@csulb.edu VETNET Training: April 17 th Beach Team: Feb. 18th, 5pm CSULB Love t-shirts: revenues to benefit the Scholarship for Students. Directed Senate to encourage sales Grow Beach: planter build-out, Feb 15 th, 12-5pm Take Back the Night: date in April TBD. Event will be hosted with the Women s Resource Center CHESS 2015: application wiling period has closed. Secretary Zambrano will be coordinate interviews which will begin tomorrow Senator Salgado asked how many spots are still left for Safe-Zone. 8 Senator Reyes asked if she could sell CSULB Love t-shirts during sporting events. COS Jenkins said that prior approval would need to be obtained from the 49er Shops, Inc. B. Dale Lendrum, ASI Public Defender (PD) Lendrum made the following announcements: Thanked and congratulated the board members on passing the resolution to Support Increasing the number of CSU BOT Student Trustees Academic Integrity Committee: no new cases since last September Student Fee Advisory Committee: the last 2 meetings have been postponed. PD Lendrum voiced his concern that discussion on the issue of Student Success Fee is being delayed. Feb. 6 th meeting was pushed to March 6 th so that they could discuss the USU Referendum. He said that he would be asking the committee to discuss the current state of the Student Excellence Fee and would also ask them to add it to their agenda, as it is a crucial item for the CSULB students. University Resource Council: meetings will resume meeting Feb 17 th. PD Lendrum said he will send a designee, as he has a class conflicting with the meeting time. The newly formed Student Program Review Council (SPRC): held its first meeting on Feb 6 th. PD Lendrum elaborated on its mission and said that the SPRC gives the division and opportunity to examine past and present practices and envision the future using institutional, divisional goals and objectives as corner-stones for strategic planning It gives the division a chance to obtain evidence of best practices and use resources to make best resource divisions for optimal student learning, development and success It helps reveal challenges that keep units from obtaining their goals and allow the division to develop ways to overcome such obstacles It helps the division provide the best services possible for an ever-changing student body It enables the division to answer public calls for accountability and document its contribution to student learning, development and success PD Lendrum said that the SPRC will review programs and offer recommendations for improvement and not limit them. The program which is being currently reviewed is the Student Life and Development. PD Lendrum added that the SPRC would move on to the Student Health Services program review next during the spring and fall semesters. He thanked Dr. Caveness for nominating him to chair the council. CSU BOT: voted last month to overhaul the Student Success Fee CSU s which have the Student Success Fee in place, would remain in place till, at least 2021 CSU s which currently do not have the Student Success Fee, will not institute it till, at least 2021 As a member of the Student Fee Advisory Committee, PD Lendrum said that he will be working on everyone s behalf to utilizing these resources over the next 6 years to hire additional faculty. C. Joseph Phillips, ASI President There was no report due to President Phillips being out sick. D. Mr. Haller said that they budget for those students to attend those conferences. Senator Harwell, with regard to the KBeach award from Video Television, asked if Mr. Haller was aware of a single particular show which was singled out for that award. Mr. Haller said that he was not sure of the name of the writer or the show right now, but the award was specific for that particular writer and show. Senator Harwell also asked about our portfolio and how easily are they diversified. Mr. Haller said that it typically runs on 65% Equity and 35%- Fixed Income. E.
