6 6 COMMENTS FROM THE PUBLIC Comments from the Public When addressing the Board, please follow these few guidelines: * Before the meeting begins, fill out a "Request to Address the Board" card and give this to the President. The Board President will refer to these cards when inviting comments from the public. * Limit your presentations to the Board to no more than ten minutes. * Whenever possible, contact the LISD Superintendent before a board meeting, as questions may be answered or information taken at that time. * Submit complaints against school personnel in writing to the LISD Superintendent at least five days before a regular board meeting. (The law provides that the person against whom a complaint is lodged has the right to ask for a closed hearing on the complaint.) * Whenever possible, prepare a written summary of your comments to the Board so board members can later review the information more carefully. * Groups of more than three should choose a representative to address the Board. * Public debate is not allowed at a Lenawee Intermediate School District Board of Education meeting

8 8 BOARD OF EDUCATION Biennial Election Procedures Monday, June 5, 2017 LISD William J. Ross Education Service Center Community Room 4107 N. Adrian Hwy. Adrian, MI The School Code specifies the following election process: Section 614(2) The board of a constituent district shall designate its representative to this electoral body by resolution. In its resolution designating its representative, the board of a constituent district shall identify the candidate the board supports for each position to be filled on the first ballot taken by the electoral body. Section 614(2) President and secretary of intermediate school board act as chairperson and secretary. Section 614(6) The school district filing official shall provide ballots for the biennial election, listing on the ballots the names of all candidates properly nominated. The chairperson of the biennial election meeting may accept nominations for a vacancy from the floor only if no nominating petitions have been filed for the vacancy.

Appoint Election Canvassers LISD Board President Richard Germond appoints two (2) election canvassers: & Any two persons, present at the meeting, not members of the LISD Board or candidates for election, may be appointed. 2. Oath of Member, Board of Canvassers LISD Board President Richard Germond gives the Members, Board of Canvassers the Oath of Members, Board of Canvassers. Canvassers will sign the "Oath of Members, Board of Canvassers" document, to be notarized. 3. Casting Ballots Voting delegates go to the voting table, sign the poll book, pick up a ballot, cast their vote, present completed ballot to the canvassers, and return to their seats. Members, Board of Canvassers, will supervise the voting process overseeing that votes are cast by appointed delegates (or their appointed alternate delegates). 4. Canvassing Votes Members, Board of Canvassers verify that each electoral delegate votes for the candidate(s) their Board of Education directed its representative to vote for, and publicly announces how each district s vote was cast. Members, Board of Canvassers record the results in the official Canvass of Votes Cast document, to be notarized. 5. Announcement of Successful Candidates LISD Board President Richard Germond will ask the Members, Board of Canvassers to announce the successful candidates.

20 RESOLUTION OF THE _A~dr~ia=n... BOARD OF EDUCATION WHEREAS, the biennial election of the Board of the Lenawee Intermediate School District will be held on Monday, June 5, 2017, at a meeting of representatives from constituent school boards. WHEREAS, Section 614(2) of the Revised School Code requires a constituent school board to designate its representative and identify the intermediate school board candidate the Board supports for each position to be filled on the Board by a resolution adopted not earlier than 21 days prior to the date of the election, [Note- May 15, 2017 is the earliest date that a constituent school board may designative its representative and identify the candidate(s) that the Board supports] and WHEREAS, Section 614(2) prescribes the method for passage of a resolution including the requirement of considering the resolution at not less than one public meeting before adopting the resolution, and WHEREAS, the Board previously considered the resolution at an open meeting conducted in a manner prescribed under the Open Meetings Act on May NOW, THEREFORE, BE IT RESOLVED THAT: 1. The Board designates Trustee Ballard as its representative to serve on the 2017 electoral body responsible for electing members to the Lenawee Intermediate School District Board of Education and Vice President Baucher as alternate representative in the event the designated representative is unable to attend. 2. The Board supports candidate(s) Dale Wingerd and Bruce Carter [insert candidate names equal to the number of vacancies] for a position on the Lena wee Intermediate School District Board of Education for a term of six years. 3. The Board directs its representative Trustee Ballard to vote for candidate(s) Dale Wingerd and Bruce Carter [insert candidate names equal to the number ofvacancies] at least on the first ballot taken at the June 5, 2017, election. 4. The Board authorizes and directs its secretary to file this resolution with the secretary of the Lena wee Intermediate School District Board of Education. Ayes: Members Engle, Baucher, Ballard, Ferguson, Flores, Henagan-Sprow and Sheehan Nays: Members Resolved this 22 day of May, 2017.
