WATER AND SEWER RATES AND CHARGES This council hereby finds and determines that the continued deterioration of the physical condition of the system constitutes a threat to public safety and to the health and well-being of the citizens of the parish, and that the financial deficiencies in the system also constitute a threat to the parish's credit rating and reputation in the financial community.
