3 AMENDMENT NO.2 TAX INCREMENTAL DISTRICT NO.7 MARSHFIELD, WISCONSIN I. INTRODUCTION The City of Marshfield created Tax Incremental District No.7 (TID No.7) on May 22, TID No.7 was created to promote industrial development in the Yellowstone Industrial Park (formerly Eastside Industrial Park). The amendment of TID No. 7 will expand the industrial park near the intersection of 29th Street and Veterans Parkway and Mallard Avenue and 34th Street. The amendment encompasses approximately acres of land. A potential industrial development project will utilize the parcels near Mallard A venue and the former Gust property. Parcels 7357, 7359 and 7358 were acquired by the City for future development. Realignment of 29th Street will make this area more attractive to future development. This document only identifies modifications to the original Project Plan. A. Planning and Approval Process The Common Council authorized the second amendment of TID No. 7 on January 26, City Plan Commission reviewed the draft Plan Amendment No. 2 during a meeting on March 16,2010, and recommended the Plan for Public Hearing. Notice of the Public Hearing was published March 23,2010, and March 30,2010. The Public Hearing was held on April20, 2010, and recommendation for approval made by the Plan Commission to the Common Council. The amendment to the TID No. 7 district boundary and project plan was adopted by resolution of the Common Council on April 27, B. Joint Review Board The Amendment to TID No. 7 must be reviewed and approved by a Joint Review Board as required by Wisconsin Statutes. 4 The Joint Review Board held its organizational meeting on March 31,2010. On May 5, 2010 the Joint Review Board approved Amendment No.2. C. Plan for Development The area added to the district is approximately acres. See Attachment # 1 for an updated summary of the district. Attachment #2 provides a parcel list, property valuations, land use, and zoning for the amended area. Map # 1 shows the District Boundary, parcels and parcel numbers. Map #2 shows existing land use, Map #3 shows zoning, and Map #4 shows proposed improvements. Following is a summary of the amendment area of TID No.7. STATEMENT OF KIND, NUMBER, AND LOCATION OF PROPOSED PUBLIC IMPROVEMENTS WITHIN THE DISTRICT Proposed public improvements added to the original project plan include the following: 1. Demolition of Structures(former Gust Property). Removal of the existing farmstead buildings is needed to create a developable parcel. 2. Department of Revenue Amendment Fee. 3. Utility Relocation(at intersection of CTH A and 29th Street) Utilities including watermain, sanitary sewer, gas, telephone and electric lines need to be relocated to create buildable parcels th Street Reconstruction. This project is being updated to reflect updated cost estimates. This project is listed in the original project plan. 5. Railroad Crossing Improvements. A railroad crossing is needed at CTH A and Veterans Parkway to provide rail access to Yellowstone Industrial Park th Street Reconstruction. Reconstruct 34 1 h Street from STH 13 to the wastewater treatment plant. 7. Pedestrian Bike Trail- Hewitt Trail Connection. 8. Consultant cost to develop TID Amendment. Ill. 5 IV. ECONOMIC FEASIBILITY STUDY A. Financial Status of TID No. 7 Tax Increment- Department of Revenue 2009 TID Summary Report Marshfield TID No. 7 Tax Increment is $2,495,600. The City expects to received $59,413 in Projections of future revenue will use the existing mill rate of $ (2009). Expenditure Period- The expenditure period for TID No. 7 ends in The City can incur additional projects cost up until2019. The City has expended $1,896,930 on TIF eligible projects. City TIF Capacity- the City can create new tax increment districts and add territory to existing TID's up until such time that total TID Increment equals or exceeds 12% of the City's total equalized value. The City currently has 3.23% or $43,061,700 of its equalized value in TID Increment. Amendment No. 2 will add $310,300. Existing TID Increment plus the value of property being added to TID No. 71s well below the 12% threshold. Cash Flow - A financial analysis of TID No. 7 Amendment No. 2 is included as Attachment No. 4. Existing financial statements for TID No. 7 created 12/31 /09 are Included as Attachment No. 6. New Increment- An Industrial prospect has committed to locating in TID No.7. The equalized value of the project is expected to be an increase of $3,000,000 in and 2,500,000 in The realignment of 29th Street will create several new buildable parcels. This land is expected to generate approximately $3,000,000 in increment value. The original TID 7 Project Plan estimated Yellowstone Industrial Park could support $30,000,000 of new development. Amendment No. 1 area is projected to increase In value by $9,000,000. TID increment potential in Amendment No.2 is $1,300,000 for a projected increment of $40,300,000. The TID increment potential of the existing TID area plus amended area increment Is $33,000,000. V. 6 A. Timetable The City of Marshfield originally had a maximum of seven years, until May 21, 2008; to incur TIF expenses for the projects outlined in this plan. The amended TIF Law allows TID's to make expenditures to within 5 years of the life of the district. The expenditure period for TID No. 7 has been extended to five years less than the maximum life of the District, or until The Implementation schedule for TID No. 7 activities can be extended beyond that shown In the original project plan. VI. ANALYSIS OF OVERLYING TAXING DISTRICTS Attachment# 5 illustrates the impact on overlying taxing districts for TID No. 7. Amending the TID boundary and Project Plan will jump start development within the TID. VII. MAP SHOWING EXISTING USES AND ZONING (SEE MAP #2 & #3) VIII. MAP SHOWING PROPOSED IMPROVEMENTS AND USES (SEE MAP #4) IX. PROPOSED ZONING (SEE MAP #3) Map# 3 illustrates existing zoning in the amended area of the TID. Rezoning could take place to implement the Project Plan and further development goals of the City. It is the City's intention to develop parcels as needed, as additional Industrial lands future rezoning could take place to meet the needs of business projects within TID No.7. X. PROPOSED CHANGES IN THE MASTER PLAN, MAPS, BUILDING CODES AND CITY ORDINANCES There is no change to this section. XI. A LIST OF ESTIMATED NON-PROJECT COSTS There is no change to this section. XII. Roll call was taken. Review of Amended Tl D #7 Boundary Proposal Pawlisch reviewed the proposed amendment with the JRB. A brief history of the TID was also provided with Pawlisch informing the JRB that the expenditure period for the TID expires in 2019 with the TID expiring in Martin asked if the City has run any projections on when they foresee closing the TID. Angell informed the JRB that the City does not have any plans on closing the TID prior to the 2024 expiration date. Pawlisch informed the JRB of the following dates related to the review process of the proposed amendment: April 20 1 h - Public Hearing before the Plan Commission April 2ih - Common Council review/approval The next meeting of the JRB was set for May 5 1 h at 2:00 p.m. in the First Floor Conference Room - City Hall Plaza. WHEREAS, the Common Council of the City of Marshfield, Wisconsin created Tax Incremental District No.7, City of Marshfield on May 22, 2001; and WHEREAS, after public notice, the Plan Commission of the City of Marshfield held a public hearing on the proposed project plan amendment on April 20, 201 0; and WHEREAS, following said public hearing on April 20, 2010, the Plan Commission of the City of Marshfield approved Project Plan and Boundary Amendment No. 2 and recommended approval to the Common Council; and WHEREAS, on April27, 2010, the Common Council adopted a Resolution approving Project Plan and Boundary Amendment No.2.
