5 Board of Trustees Agenda Item Information Meeting Date February 11, 2014 Meeting Type Regular Meeting Special Meeting/Workshop Hearing Agenda Placement Public Hearing Open Session Executive Session Recognition Administrative Report Consent Agenda Regular Agenda Information/Discussion Date Submitted: February 4, 2014 Subject: Required Hearing and Report for the Texas Academic Performance Report (TAPR) and the Approval of the Campus Performance Objectives for the School Year. Executive Summary: Texas Education Code Chapter 39 requires each district s board of trustees to publish an annual report that includes the Texas Academic Performance Report (TAPR), campus performance objectives, a report of violent or criminal incidents, and information received under Texas Education Code (e) from the Texas Higher Education Coordinating Board. The board of trustees shall hold a hearing for public discussion of the report, and they shall widely disseminate the report within the district. Due to changes in legislation the performance report formerly known as the Academic Excellence Indicator System (AEIS) report is now the Texas Academic Performance Report (TAPR). The TAPR provides information on the performance of students in each school and district in Texas. The report also provides information on school and district staff, programs, and student demographics. The following link can be used to access the Pearland ISD TAPR report - Almost all of the data in this report has been already presented to the board over the past year. Included in the information is a review of the STAAR performance data from the school year as well as attendance rate, annual dropout and graduation rates, and college readiness indicators. The just received 2013 College Board Highlights Page is also included in the board packet for review. Texas Education Code requires that each campus improvement plan set objectives based on the TAPR and periodically measure progress toward the performance objectives. These objectives must be approved by the local board of trustees and must be included in the published TAPR. As is currently being constructed for the anticipated STAAR/EOC Incentive Plan, each campus performance objective for testing results is designed to increase performance such that one fifth of the progress towards 100% passing is the annual goal. Consequently, achievement targets vary from campus to campus depending on the increases needed to attain that objective. Campuses with lower scores require greater gains to meet the objectives. Campus Performance Objectives for the school year are posted on the Pearland ISD website - 5

The WAN is made up of the Fiber-optic connections starting at the ESC and extending out to all of our remote sites (campuses). There are 19 remote sites and a main hub at the ESC. ALL network traffic, VDI, Wi- Fi, and wired data are transmitted over the WAN. The WAN is made up of the Fiber-optic cable, the laser optics which can transmit a signal up to 40 kilometers and the transmission monitoring switch or switches. This coming year our 10 gig connections are due for renewal, which prompted our issuing a Request for Competitive Sealed Proposals. A percentage of this procurement will be eligible for e-rate reimbursement. The preparation area is constricted and the minimal space between tables and large equipment makes it difficult to maneuver carts and racks. Creating a safer workplace in this kitchen is a high priority. Enlarging the footprint will also allow for the addition of needed equipment such as a walk-in freezer and refrigerator. Staff in the food service department has developed a long-range capital improvement plan which includes the expansion of the kitchen at Shadycrest Elementary School. This long-range plan was developed in response to the excessive fund balance reserve in the Food Service Fund. The fund balance reserve of the food service fund currently exceeds the USDA s maximum limit of a 25% or 90-day operating reserve. In turn, the administration has been examining possible courses for inclusion within the endorsement plans. Trustees will remember that under House Bill 5, school districts must make available to high school students sequences of courses that allow curriculum requirements to be met for at least one of five endorsement options as outlined in the Bill. The five state prescribed/allowed endorsement areas are as follows: Arts & Humanities; Business & Industry; Public Service; STEM; and Multidisciplinary. Pearland has a robust curriculum portfolio that allows the district to offer all five endorsement options to students and multiple career options under each endorsement. Therefore we recommend board approval of all 5 endorsement areas thereby authorizing the administration to flesh out courses required for each career option under each of the five endorsements. In an effort to communicate the new requirements the district has created documents to assist students and parents in planning. Attached are sample documents from the Course Selection Guide: Pearland ISD Graduation Plan this is aligned with the new state plan for students beginning high school in It reflects the endorsement pathways as well as Performance Acknowledgements. Student & Family Graduation Planner an internal planning document used for students/parents entering high school in Pearland ISD High School Four Year Plan with Endorsement a working document for planning for 8 th graders entering high school in It will be retained for conferencing in 9 th grade and for future college and career planning. Curricular Endorsement Pathways a sample page from the Course Selection Handbook that provides a blueprint for possible graduation pathways under endorsements. In addition, the attached information gives the latest edited Texas Administrative Code regulations governing new graduation requirements and endorsements. The document compares the TAC recommendations originally made in November 2013 to those finally 48

Board approval of five different endorsement areas also provides students the state required flexibility to change their plan during their high school career thereby giving them maximum opportunity for the widest breadth of curriculum options.
