1 Cromwell-Wright Fire and Ambulance Joint Powers Board Regular Joint Powers Board Meeting May 24, p.m. A Joint Powers Board meeting of the Cromwell-Wright Fire and Ambulance was held on May 24, 2016, at 6 p.m. at the Cromwell Fire Hall. The meeting was called to order at 6:00 pm by Chairperson Lisa Lund. Seconded by Dahl. Motion carried unanimously. Minutes from April 18, 2016: Motion by Peterson to approve the Minutes of the April 18, 2016 Joint Powers Meeting. Seconded by Manninen. Motion carried unanimously. Treasurer s Report: Fire receipts for the month of April: $ Ambulance receipts for the month of April: $4, Fire disbursements for the month of April: $10,299.56

2 Ambulance disbursements for the month of April: $2, Bank balances for month ending April 30, 2016: Northview checking: $102, Northview savings: $20, Lake State Credit Union savings: $94, Northview checking: $53, Northview savings: $21, Motion by Shelton to approve the April 2016 Treasurer s Report. Seconded by Onstad. Motion carried unanimously. Combining Wright & Cromwell Funds: The City of Wright has requested that a new checking and savings account be set up before transferring out their funds. A new account will be set up under the name of: Cromwell Wright Area Fire District. We will use the current ambulance Federal ID number. Motion by Shelton to set up a new checking and savings account at Northview Bank. Seconded by Dahl. Motion carried unanimously. Errors and Omissions Insurance: The policy was discussed and it is in place. The clerk was asked to check with other cities as to who they have for insurance and what they pay for Director s and Officer s Insurance. Attorney s Opinion on the New District Joint Powers Duties and Responsibilities: Correspondence was received from Attorney Yetka stating that the latest draft of the Joint Powers Agreement provides that the present arrangement that existed would continue in perpetuity until the tax district is created. Accordingly, we are under no time constraints to continue to operate the district as a joint powers entity. Since our joint powers district cannot yet levy taxes we are still dependent upon the County and each of the townships and cities submitting the necessary tax levy for collection which is to be turned over to the district for operation. Attorney Yetka also stated that the district can and should set up its own bank account. It is authorized to do so as a Joint Powers Entity.

3 Relief Association Update: The State stipulates that only one pension plan is allowed per entity. Wright is with PERA and Cromwell is with Fidelity. A decision by the members must be made prior to forming the District. A decision will have to be made and approved at the annual meeting of the Relief Association on July 6, Personnel Handbook Policy: Draft 5 of the Personnel Handbook was passed out. Additions were added to this draft: Page 17: Use of the District s computers and cell phone use. Page 18: Weapons are Prohibited. The Air Force still needs to be added to page 8 under Military Leave. Motion by Haugan to accept the Personnel Handbook Policy with changes. Seconded by Onstad. Motion carried unanimously. Minimum Staffing & Unit Response Order: Some typographical errors need to be corrected. The City of Wright and the City of Cromwell need to be added to the first paragraph. Motion by Shelton to accept the Minimum Staffing & Unit Response Order with changes. Seconded by Peterson. Motion carried unanimously. By-Laws: The Proposed By-Laws of the Cromwell Wright Area Fire Taxing District need to be reviewed and approved at next month s meeting. Legislation District Bill Update: No legislated action was taken on bill HF3832, SF3477. We now must wait for the next session. New Business: Chief and Officer s Report: Chief Goodin reported that the Wild Land gear has arrived. We received a $2,000 matching grant from the DNR. The total cost was approximately $13,000. We

4 have 9 new members to outfit plus some of the current gear needed to be replaced. Will need to purchase Turn Out gear. Approximately $10,000. The Wright Brush Rig is now operating and has been used twice already. A custom made hitch was added and a larger (300 gallon vs 200 gallon) aluminum tank and pump were added to the quote of $5,000. Total cost came to $6,500. The $5,000 was budgeted for Two garage doors at Cromwell need to be replaced. Black top is needed in front of the Cromwell Fire Station. The department is coordinating a time frame with the City of Cromwell for work to be done at the same time to save some money. Air conditioning needs to be installed at the Cromwell Fire Station meeting room. A mini-split vs air conditioning was discussed. It was decided only the air is needed. Mike will get quotes on air only. Motion by Gary Peterson to grant permission to Mike to go ahead and make arrangements if not exceeding $2,000. Seconded by Manninen. Motion carried unanimously. We have a total of 33 members from Wright and Cromwell on the fire department. We have 23 members from Wright and Cromwell on the ambulance department. We have 9 new members who have completed their Fire Fighter 1 course. Training was paid for through a State grant. We need to replace the first line ambulance. We will bring the old ambulance to Wright to replace their old ambulance. Plans are being made for a Rescue Scramble. Several mock accidents/medical emergencies will take place for hands-on training of members. June 25 is the Cromwell Summer Fest. We will have a demo auto crash rescue, extrication, transport to landing zone, and air ambulance landing and takeoff with the patient. LifeLink is scheduled to come providing they are not called out at that time. The next meeting will be held on Tuesday, June 28, 2016 at 6 pm at the Cromwell Fire Hall.
