2 DEDICATION IT IS WITH A SENSE OF LOVE, PRIDE, AND APPRECIATION THAT THIS YEARBOOK IS DEDICATED TO OUR LOYAL MEMBER FRANCES TRAXLER GREIFF Frances has been a member of Beta Kappa Chapter since 1973 and continues as a valuable reserve member. In her role as an educator of English and journalism in Atlanta and DeKalb County for twenty-six years, she achieved many honors including 1991 Teacher of the Year at Druid Hills High School. She served as adviser to the newspapers in Cross Keys High School and in Druid Hills High where she also sponsored National Honor Society. Having earned a bachelor's degree from Florida State University and a master's degree from the prestigious Madill School of Journalism at Northwestern University in Chicago, Frances wisely guided countless students in setting and reaching high goals. Being ever sensitive to the needs of others, she volunteered for seventeen years delivering "Meals on Wheels." Additionally Frances diligently mentored E.S.O.L. students for many sessions in a Clarkston area location. This multi-talented member, also an accomplished artist, has opened her home in recent years to provide art instruction for other artists. As a writer, Frances' articles have been published in Progressive Farmer, the Atlanta Journal-Constitution, Sunday Magazine, and in Floridays Magazine. In 2000, PRINTER LADY was published, after having been illustrated as well as written, by author Frances. This book gives an interesting and well-written account of Sara Hillhouse, first female Georgia newspaper editor. Ongoing proceeds from book sales lend support to various educational needs as noted by chapter members. Additionally, Frances' support to the field of education and to Beta Kappa continues through the Frances Traxler Greiff Award, set up in recent years by her husband, the late Professor George R. Greiff in his wife's honor. Our chapter sisters appreciate the foresight and generosity of Frances, her husband, and their three children all of whom are very successful in their professional fields.

32 SCHOLARSHIPS, GRANTS, AND AWARDS DELTA KAPPA GAMMA INTERNATIONAL EDUCATIONAL FOUNDATION DEADLINE: February 1, 2016 This foundation seeks to help children and education by preventing bullying and encouraging anger management. PSI STATE SCHOLARSHIPS DEADLINE: FEBRUARY 1, 2016 Three scholarships (THE EVA GARDNER, THE EDNA EARL JESSIE, AND THE ANNIE FRANCES FLANIGAN) are given annually to fulfill the Society's fifth purpose "To endow scholarships to aid outstanding women educators in pursuing graduate study." ELYSE BOYLSTON MEMORIAL FOUNDATION AWARDS DEADLINE: JANUARY 2, 2016 The Elise Boylston Memorial Foundation assists Psi State members of the Delta Kappa Gamma Society International by supporting educational research, to develop special projects related to the improvement of education and to encourage personal and professional growth in education in the state of Georgia.
33 Lucile Cornetet Award DEADLINES: November 1, 2015; February 1, 2016; May 1, 2016 The Cornetet Seminar Awards are granted to organizations within the Delta Kappa Gamma Society International to sponsor professional development seminars that are open to all educators, both Delta Kappa Gamma members and non-members. PSI STATE ACHIEVEMENT AWARDS DEADLINE: TBD Psi State Achievement awards are given to Delta Kappa Gamma members based on service to Chapter, State, Region, and International and for outstanding service in promoting the purposes of Delta Kappa Gamma. FRANCES TRAXLER GREIFF AWARDS APPLICATIONS ARE CONSIDERED AS RECEIVED Frances Traxler Greiff Awards are awarded to assist Beta Kappa members or non members to fund various educational needs as noted by chapter members. The award is funded by the sale of Printer Lady, written by Frances Greiff, a Beta Kappa member. Interested individuals should complete the Beta Kappa Application form found at RUTH BORN CHEEK AWARD The Ruth Born Cheek Award is funded by the Beta Kappa budget. It was established to aid high school graduates pursuing a degree in an education field. Beta Kappa members nominate young ladies for this grant-in-aid. The deadline for the Ruth Born Cheek Award is March 31st. The Award is voted on by Beta Kappa members and Awards will be announced in April. Interested individuals should complete the Beta Kappa Application form.
34 Chapter Rules BETA KAPPA CHAPTER PSI STATE, GEORGIA DELTA KAPPA GAMMA SOCIETY INTERNATIONAL Revised /Approved /Updated ARTICLE I NAME The name of this chapter shall be Beta Kappa Chapter, Psi State Organization, The Delta Kappa Gamma Society International. ARTICLE II OBJECT/PURPOSES The objectives/purposes of Beta Kappa Chapter shall be the seven purposes of the Delta Kappa Gamma Society International and those of the Psi State Organization. Any additional chapter objectives must be consistent with the Constitution and Psi State Bylaws. A succinct statement expressing who we are as members and what we do as an organization, such as: Leading Women Educators Impacting Education Worldwide is to be used on all chapter communications to members and to the public. ARTICLE III MEMBERSHIP Membership is in accordance with the Constitution. The chapter has full authority for the administration of membership. Section 1. Members. The membership of Beta Kappa Chapter shall be composed of active, reserve, and honorary members. An active member shall be a woman who is employed as a professional educator or has been retired from an educational position. An active member shall participate in the activities of the Society. A reserve member, so requesting, shall be restored to active membership. No chapter vote is needed. A former member shall be reinstated to membership by the chapter receiving the request. No chapter vote is needed; she pays current dues and fees. The chapter has the authority to act in matters of membership. Membership records are kept at the chapter level. Section 2. Election of New Chapter Members. The yearly number of initiates shall be determined by the vote of the active members who are in good standing. Election of new members will be by a two-thirds majority of members present. No voting will be done by proxy. Only members in good standing may vote on new members. Either the Chapter President or the Membership Chairman will mail invitations to the newly-selected women and will be responsible for organizing the initiation ceremony. Section 3. Orientation of New Members. The Chapter President and officers whom she selects will provide an orientation before the installation of newly-elected members. Section 4. Termination of Membership. Termination of membership shall be in accordance with the Constitution.
35 Section 5. International Dues. International active dues shall be $40.00 and international reserve dues shall be $ ARTICLE IV FINANCES Section 1. Annual dues. The state annual dues shall be an amount determined in accordance with Psi State Standing Rules. The President and Treasurer of the Chapter will review and determine chapter dues, fees or special assessments based on state, national, international, and chapter needs. Chapter members may vote to pay an amount in addition to dues and fees for the support of a chapter or state organization project. Only the chapter can assess itself to support projects of its choice. Agreement to financially support chapter or state organization projects should be recorded in chapter minutes. Annual dues shall be paid between July 1 and October 31 of each year. On November 1, members shall be dropped for non-payment of dues and fees. All dues and fees will be collected by the chapter treasurer. State, national, and international dues and fees will be forwarded to the state treasurer. Section 2. Financial controls. The Finance Committee shall submit a proposed budget annually, including any Grant-in-Aid, Scholarships, and/or other projects, for adoption by the chapter. All expense vouchers shall be approved by the president before payment is made by the treasurer. An annual audit/financial review shall be done by a member who is not a chapter officer. ARTICLE V ORGANIZATION Beta Kappa's written chapter rules are consistent with the Constitution, Psi State Bylaws, and Psi State Standing Rules. Beta Kappa may participate in a Coordinating Council. The chapter is represented on Psi State Board. Business of the chapter is conducted in a manner consistent with the Constitution and the Bylaws of Psi State Organization. The Delta Kappa Gamma Society International may also be known as the Society, Delta Kappa Gamma, DKG or by the Greek letters. The official jewelry may be worn on a ribbon or other manner as desired. Members are expected to wear Society jewelry in ways that demonstrate the respect and honor they have for their membership. ARTICLE VI OFFICERS AND RELATED PERSONNEL Section 1. Types of Officers. The elected chapter officers, all of who must be members of the Society, shall be a president, a vice president, and a secretary, plus the option of a second vicepresident, and/or a corresponding secretary. The chapter treasurer will be selected by the executive board. The chapter treasurer shall maintain a record of receipts, bills and bank statements. The president will appoint the parliamentarian. Chapter personnel, all of who must be members of the Society, shall be defined in the chapter rules. It is desired that the appointed parliamentarian be a member. (Chapters with need for a specially trained parliamentarian may utilize the service of a non-member who has the desired skills.) The treasurer and parliamentarian will serve without vote, in accordance with the Constitution. The chapter president will represent the chapter at the Psi State Executive Board meetings. If the president is unable to attend the Psi State Executive Board meeting, she will select someone from the chapter to represent her. Section 2. Nominations and Election of Officers. A slate of officers will be determined by and presented to the membership by a nominating committee. The nominating committee is comprised of the three most immediate past presidents who are able to serve. The nominating committee will secure the permission of each prospective officer before submitting her name on the slate of officers. Nominations will also be taken from the floor.
36 Elections are held in even-numbered years and procedures are consistent with the Constitution. Election to office will be by a 2/3 vote of active attending members in good standing. Reserve and honorary members do not vote. If only one candidate has been nominated, the vote may be a voice vote. If more than one candidate has been nominated, the vote must be by written ballot. Section 3. Duties of Officers. The duties of officers must be consistent with those listed in the Constitution. Section 4. Terms of Office. All officers will serve a term of two years. No officers except the treasurer may serve in the same office longer than two terms in succession. All officers will take office on July 1 following their elections; therefore, installation of officers must occur before July 1. The President's pin is presented by the chapter at the installation. When a vacancy occurs in elective or appointive positions, the succession of elected officers is consistent with the Constitution. If a vacancy occurs other than the presidency, the president shall name a successor. If the office of president becomes vacant, the first vice president completes the term of office. In the event that the vice-president should become unable to complete the term of office, a new president will be elected by the members. ARTICLE VII EXECUTIVE BOARD The Chapter Executive Board will be comprised of all currently-elected officers, the immediate past president, and other such voting members as may be determined by the chapter. The treasurer and parliamentarian shall be ex-officio members. The parliamentarian is "without vote". The treasurer is designated "with" or "without vote". The treasurer will be without vote if under remunerative contract for her services. Committee chairmen may be added, but do not have voting privileges. (Voting members are elected by the members, not appointed). The Executive Board, which meets at least twice a year, but may meet more often, will function according to the Constitution. The chapter executive board may meet through electronic communication as long as all the members may simultaneously hear one another and participate during the meeting. A quorum for the Executive Board will consist of a majority of the voting members. ARTICLE VIII STANDING COMMITTEES Standing committees include at least those for which the chapter has constitutional responsibility or includes an alternate structure for accomplishing the assigned work. Section 1. Standing Committees. Committees shall be appointed by the president. Exceptions are listed in the chapter's Chapter Rules. The Nominations Committee is elected. Committee chairmen and members shall be guided in the completion of their duties by the Handbook of the Delta Kappa Gamma Society International, latest edition. The chapter may fulfill their constitutional responsibilities by establishing committees as needed. Each chapter decides how it will organize its committees in order to accomplish its constitutional responsibilities. Establishment of committees to do the work is one such choice. Elected or special (ad hoc) committees may be established as needed. The president is ex-officio on all committees except nominations. Any task requiring immediate actions shall be accomplished by polling the executive board before the president takes action. ARTICLE IX AREAS OF ACTIVITY Any chapter publication will include names of the publication and number of issues per year. The president will approve all publications. Any special funds and/or awards may be created by the executive board and must be approved by the chapter membership. The Society offers up to twenty-nine annual international scholarships for graduate study. Members applying for international scholarships may pursue any field of graduate study. International scholarships may be granted for pursing a first masters. The applicant is required to: (1) have completed a bachelor's degree, or (2) be accepted and enrolled in a graduated program of a nationally accredited institution of higher education, preferably pursuing a doctoral degree. Beta Kappa Chapter will have at least four regular meetings a year. (Regular meetings are meetings where business is conducted.) August, October, December, February, and April or May are the usual months in which meetings are held. Additional meetings/excursions may be scheduled to carry out the program of the chapter. Such programs will be approved by the Executive Board. The programs for these meetings will be decided by the Program Committee. All members are welcome to suggest programs. A quorum is 2/3 of the attending active members in good standing. A quorum is required to conduct business. ARTICLE X AMENDMENTS These chapter Rules may be amended by a two-thirds vote of active members in good standing who are present, provided notice of proposed amendments has been presented to members at least one meeting prior to voting. ARTICLE XI DISSOLUTION Before a chapter is dissolved, the approval of the Psi State Executive Board must be obtained. Careful consideration shall be given to the manner in which those desiring to maintain membership transfer to other chapters. International procedures must be followed. All chapter liabilities and
38 obligations shall be paid and satisfied or provisions made thereof. Any remaining funds in the chapter account shall be sent to the Psi State treasurer for state or international projects. The chapter's paraphernalia, the Society publications, and the chapter records shall be retained in the state archives and made available for use. The charter must be returned to the Psi State Executive Secretary to be forwarded to International Headquarters. The Psi State Executive Board shall decide whether the Greek name shall be reused or not. ARTICLE XII PARLIAMENTARY AUTHORITY Robert's Rules of Order Newly Revised (current edition) shall govern the proceedings of the chapter in all cases not provided for in the Constitution, the International Standing Rules and the Psi State Bylaws and Standing Rules.
