1 Work Group A topics Group #1: Klein Gardner, Beitel, Orlowski Difficulty Priority Work Grp Notes 9/19-21 meeting Notes 10/18-19 meeting 500 Marshall Klein Reorganize Chapter 5 to be more easily understood Discussions included: Concern over NS (Non Sprinklered) being in height and area table cells related to R, I and H. Formula in Section The committee agreed that a reorganization of Chapter 5 was may be missing a factor; Marshal Klein to verify. The needed to allow for ease of use, consistent applications and committee agreed that the reorganization, including the table enforcement. expansions was a good idea and worth persunig. Direction from the committee was to refine the proposal as discussed and to create a reason statement for the December meeting. 503 & FCAC 505 & Chapter & coord with FCAC Change code so fire wall creates a new building for Chapter 5 purposes and is optional for other systems such as do I need 2 addresses; 2 complete egress systems; 2 distinct sprinkler systems each with its own tap/meter off the public system; two alarms systems; etc. Move Mezzanines and Equipment Platforms to Chapter Clarify that Accessory A occupancies including A-1 and A-2 can be allowed in unlimited area buildings without complying with Section The committee agreed that clarification was required. The committee agreed that mezzanines should stay in chapter 5 as it is used very often while determining height and area of buildings. Further, the committee indicated that design professionals need to have it in chapter 5 for ease of use. It might get missed otherwise. The committee indicated that was required on this item The committee agreed that clarification was required. Discussions included: Concern over systems serving both sides of the firewall being shut down by a single event on one side of the firwall. The language "permitted to be" is not needed. Should go further to prescribe what services could go through a firewall and serve both structures. Discussions with FCAC: Same concern over services being unavailable for the undamaged structure. Penetrations are already allowed in a firewall by the IBC. The FCAC requested a proposal and examples of application for their review. Discussions included: Editorial revisions needed to clarify that Group A1 and A2 could be considered accessory areas and be open to the primary occupancy at a maximum area. Consider adding "where not accessory to" to the first sentence in Section in the proposal needs to be renumbered to fit in Direction from the committee was to refine the proposal as for the December meeting. 507 coord with FCAC Clarify whether unlimited area buildings can have basemen The committee agreed that clarification was required. Discussions included: Basements should be allowed based on: Section allows single story basement ant does not exceed that allowed for a one story building. When a building meets Type 1 construciton, it can be unlimited and can have basements complying with the code provisions. Section 504 allows for underground buildings. Basements should not be allowed based on: Lack of fire department access to the basement. Unlimited area bulidings are specific requirements and basements are not specifically discussed and should therefore not be allowed. Discussions with FCAC included: General consensus that a basement was already allowed for unlimited area buildings as the code does not currently prohibit them. Concerns were raised over allowing a basement in an unsprnklered unlimited area building. Staff to provide available code history Jesse Beitel Revise requirements in Table to eliminate conflict with Section regarding sprinklers in Residential Occupancies The committee agreed that the requirements for sprinkler systems in all Group R should be clarified. 509 Move Incidental uses to Chapter The committee prefered that requirements for incidental uses stay in chapter 5 as they are related to height and area and mixed uses (natural progression in chapter 5). Further, the committee agreed that these requirements are related to mixed use and, as with mezzanines above, the provisions could be missed by design professionals. The committee indicated that was required on this item. 510 Paul Coats Examination of scenarios contained in Section 510 to determine if there are overlapping provisions and ways to simplify Jim Smith Emergency Generator fuel/power supply IBC Chapter The committee agreed that Issue is covered by the code referenced standard, and therefore is required on this item.

2 Jim Smith Stretcher sized elevators IBC s The committee discussed the following: Not reasonable to provide this for all elevators. Some are provided for convenience and are not required by the code. These for sure should not be required to accommodate a stretcher. Small buildings could be a hardship cost-wise. Maybe there should be more thresholds based on building height. Important for first responders to properly treat occupants. Lowering the threshold for when elevators are required could change the accessibility requirements for other floors than now required Pedestrian walkways needs overhaul.especially It is written as a requirement with 4 exceptions it needs to be written as 5 options to comply Discussions included: Previous Item #3 dealing with buildings on the same lot complying with section needs to be addressed somewhere in the new provisions. Direction from the committee was to refine the proposal and craft a reason statement for the December meeting. Include a clean copy of final text for committee review. Group # 2: Davidson, Orlowski, Rice, McCormick Change congregate living definition to include convents, sororities, frats etc and then erase such terms from code. Clean up discrepancies in number with occupant load of 100 for occupancies in a religious assembly v. other occupant load thresholds Chuck Bajnai Outdoor swimming pool complexes A-3 or A-5? Change exceptions to be numbered subsections Need section in Chapter 3 to say what becomes of I-3 activity when less than 6 people are being restrained. IRC Section R nd exception allows owner occupied transient lodgings under 5 There is no IBC section that sends them to the IRC. Also need to coordinate threshold in Section R101.2 of IRC with Section of IBC and 310 Steve Orlowski R occupancies built under IRC still have provisions from IB Focus on occupancies happening on roof and address building structure, height, egress, loading (current egress provisions for outdoor areas assumes it s on the ground) Gardens, assembly spaces, tennis courts, parking, vegetative roofs, solar panels.put in Chapter 4. also assembly occupancies on roofs Sarah Rice Move atrium provisions to Chapter General consensus of the committee that a clarification and simplification should be considered. Tthe committee agreed that a clarification and simplification should be considered. The committee agreed that clarifying the Group of an outdoor swimming facility with respect to applying code provisions, such as egrees and required plumbing facilities, should be considered. The committee requested staff to provide more information on how to address this issue. The committee agreed that this was a discrepancy between codes. One option is to revise the scope statement of the IRC to include other items from IBC. The committee agreed that a clarification of the requirements for occupied roofs was required and important. There was some concern over the amount of time this task would require. The committee agreed that this was probably not necessary because of the other provisions for atriums that relate more to the special use and occupancy requirements of Chapter 4 rather than the fire and smoke protection features of Chapter 7. Discussions included: Consider further clarifying accessory areas as rooms or spaces in Sections and to clarify the maximum occupant loads are per room or space. Direction from the committee was to refine the proposal and craft a reason statement for the December meeting. Discussions included: The committee agreed that the proposal was appropriate and directed staff to review the proposal for accuracy and provide a draft reason statement. Discussions included: The need for a list of I-3 requirements that are applicable to all I-3 uses for the task group to discuss how these may apply to conditions with less than 5 occupants retained. Concern of justifying additional requirements for this condition. Special locking arrangements in Section could be considered for these conditions. Direction from the committee was to create a proposal and reason statement, based on the discussions above, for the December meeting. Discussins included: Lodging houses are transient in nature and should be R-2?? Consider adding definition of lodging house from the IRC to the IBC. Seems that Exception 1 to R101.2 does not correlate with the IBC live/work requirements. Staff to provide code change information on Exceptions 1 and 2 of Section R101.2 from the 09/10 cycle for the task groups review. Direction from the committee was to revise the proposal based on the discussions and to draft a reason statment for the December meeting. Discussions included: Coordinate this proposal as necessary with the work of the Adhoc committee on health care. Staff to provide code changes from 09/10 dealing with Sections and Direction from committee to revise proposal and create reason statement for committee review at the December meeting. Reduce priority from 5 to 2 and see if more information on the issues are available from previous code changes. A proposal will not be developed this cycle to address this issue.

3 Floor surfaces for carports is discussed but not for private garages which aren t carports Clarify separations between private garage and non-reside Clarify private garage and hangars can be associated with non-residential use Robert Davidson Prefabricated Hydrogen fuel modules (HIPOC will bring lan The committee agreed that this issue should be addressed by using the language currently addressing this issue in the IRC as an example of how to format the requirements within the IBC. The committee agreed that this was covered as a mixed occupancy under the code for other than residential uses. Group U is the occupancy. To calrify this the committee suggested a reference to Chapter 5 for separation of U that exceed the limitations in This item has been combined with the item above. See Notes above. The committee agreed that prefabricated hydrogen fueling units should be regulated as equipment, not buildings. The committee agreed with the proposals and gave direction to draft The committee agreed with the proposals and gave direction to draft The committee agreed with the proposals and gave direction to draft Bob Davidson reported that HIPOC was still expected to produce proposed language and he would bring that forward to the work group and to the committee at the December meeting Hyperbaric chambers what is standard when not in hosp and 1009 Jim Smith Stair geometry for steps/stairs serving platforms IBC Chapter 10 and or Section 410 and Section Robert Davidson Clarify ventilation to all occupancies The committee agreed that this should apply to all The committee agreed with the proposals and gave direction to draft occupancies and that a clarification is required Move to The committee agreed with the proposals and gave direction to draft Group # 3: Kabele, Andrews, Feid, Smith, Rice 1000 Jim Smith Fire area/compartmentation provisions related to people movement in assembly Move provisions of to chapter Gregg Exit acess from one floor thru another floor and portions Gregory Keith presented his proposal. The committee generally agreed that Work Group 3 consider the proposal over their next several conference calls and report to the committee at the December meeting with a finished proposal and reason statement if developed Gregg "Capacity" and "Width" Gregory Keith presented his proposal. The committee generally agreed that Work Group 3 consider the proposal over their next several conference calls and report to the committee at the December meeting with a finished proposal and reason statement if developed. Rick Kabele indicated that industry had recently provided a table with Revise these sections to avoid a potential conflict a summary of door hardware code requirements to the work group. Scott McCormick Item 2 threshold of 300 occupants and & This is a work in progress and proposals and reason statements will requiring panic hardware for 50 or more be provided at the December meeting Scott McCormick Not enforced? Combined with item above Gregg Exit access and travel distance resolution new Gregory Keith presented his proposal. The committee generally agreed that Work Group 3 consider the proposal over their next several conference calls and report to the committee at the December meeting with a finished proposal and reason statement if developed Scott McCormick Consider a height limitation on exit signs The committee agreed that this was a matter not provided for and could be clarified. The committee requested that staff provide the committee recent code changes related to this topic Jesse Beitel Define "Dead end" The committee agreed that clarification was required. After discussing the proposed definitions further, the committee was not sure a definition was needed for clarification. This is a work in progress and proposals and reason statements will be provided at the December meeting Scott McCormick Require continuation of sidewalk from exit discharge to This is a work in progress and proposals and reason statements will The committee agreed that clarification was required. public way be provided at the December meeting /404.9/ FCAC 1028 Can "exit discharge" go across atrium floor The committee agreed that clarification was required. Change terminology "aisle stairs" to "aisle steps" throughout this section to avoid The committee agreed that, although this tipic will invite a large amount of testimony at the hearings, this committee should consider clarification language to more clearly indicate where aisle stairs stop and means of egress stairs begin. he committee directed staff to suggest options for clarification for review by the work group assigned. This is a work in progress and proposals and reason statements will be provided at the December meeting. Staff (Kim Paarlberg) explained this issue and provided a preliminary code change and reason statement. The committee generally agreed that Work Group 3 consider the proposal over their next several conference calls and report to the committee at the December meeting with a finished proposal and reason statement if developed.

4 Group #4: Rice, Bajnai, coats, Gardenr, Ruth, Ehrlich, Keith, Douglas coordinate with FCAC Michael Gardner 1600, 1700, 2400 Temporary structures - band stages. The committee agreed that Table should not be referenced by non-structural sections of the code as it should be for structural applications only. The committee agreed that further research was required to determine the scope of this coordination in the IBC. Discussions included: There is a standard currently written on temporary stages that will be sent to the committee for review. Providing specific requirements in the code for temporary stages will be complex and should not move forward as a change this cycle. Appendix A and Section and deal with structural requirements for temporary structures, including stages. A change to consider now would be to duplicate the language in Section and in Chapter 31 for temporary structures general structural requirements. Staff to verify this is NOT a Code Correlation Committee issue. Robert Rice identified the issues discussed by the work group. This is a work in progress and proposals and reason statements will be provided at the December meeting. Robert Rice identified the issues discussed by the work group. This is a work in progress and proposals and reason statements will be provided at the December meeting. The committee agreed with the proposal and gave direction to draft It was also understood that Gary Ehrlich would check with industry to verify that masonry moment frames were indeed no longer used or referred to. Robert Rice identified the issues discussed by the work group. The committee agreed with the proposal and gave direction to draft The committee agreed that the fastening table in the IRC Robert Rice and Paul Coats identified the issues discussed by the should replace the fastening table in the IBC. Staff to work group. Paul Coats indicated that AWC would initially identify determine differences between the tables and provide the the values to use when there were multiple values given between the committee a matrix to discuss awith the task group.this will codes and AWC. This would then be discussed by the work group also be used in the reason statement. Task group to meet to and interested parties for possible revision. This is a work in finalize the proposal for the full committee meeting in progress and proposals and reason statements will be provided at October. the December meeting. The committee agreed that the wall bracing requirments in the IBC could be improved by considering revisions to incorporate the wall bracing requirements currently in the IRC. Robert Rice and Chuck Bajnai identified the issues discussed by the work group. Robert indicated that the main proposal would be developed to editorially revise the IBC provisions to be in the order of the IRC provisions. Then additional proposals would be developed to address the technical differences between the two documents. This is a work in progress and proposals and reason statements will be provided at the December meeting. Group #5: McDaniel, Davidson, Coates 3400 Steve McDaniel and FCAC Changes to more closely reflect the way issues are dealt with in IEBC, (Change of occupancy, alterations, additions) Steven McDaniel introduced the proposals. The committee generally agreed that Chapter 34 of the IBC should be deleted. There was some discussion to leave Chapter 4 in the IEBC at least for now in an effort to gain more support for deletion of Chapter 34. The reason statement could identify the committee intention to delete Chapter 4 from the IEBC in the future. FCAC did not think deletion of Chapter 34 was a good idea at this time. Many jurisdictions do not adopt the IEBC and if 34 was deleted and they did not adopt the IEBC, they would have no provisions for existing buildings. Recommended that this wait until the IEBC is more widely adopted. Steven McDaniel to provide matrix that shows where all Ch 34 and Ch 4 (IEBC) requirements are located in the IEBC. Group # 6: Feid, Orlowski, Coats Sarah Rice Redefine "penthouse" to include occupiable structures on foor. new 404(IPMC) ibc 1208 irc 304 IEBC Section 404 of IPMC requires minimum standards within dwelling units and sleeping units that are not required by IBC for new construction. In other words in jurisdictions which adopt both, the moment the IBC C of O is issued, the building is in violation of the IPMC The proposed language was modified to reference sleeping rooms rather than bedrooms to further clarify the room area requirements. The committee agreed that the modification was appropriate and directed the work group to provide a completed proposal and reason statement for the December meeting.
