Note that it is up to the individual to make sure that their state accepts the PDH credits for participation in meetings. 3.0 ADOPTION OF AGENDA Required action - Motion to approve the Agenda with the following amendment: B30.9 Scope revision is approved with one comment. Motion to approve the responses to comments and the revisions as editorial was seconded and approved unanimously. This change will need to be recirculated to B30 and BSCS. If anyone has contacts at colleges or universities and are interested in giving a codes and standards, please let the Secretary know. If any of the members would like to give the presentation, the Secretary can forward the PowerPoint presentation and volunteers are welcome to use the material. University of Pittsburgh at Johnstown presentation was given by Kate Hyam and Justin Pilgrim on November 30, Agendas Agendas will only be mailed upon request. 6.0 STATUS REPORTS, PROCEDURES and TRAINING 6.1 Publication Status of B30 Volumes Pages The SC Chairs are requested to review the publication status and check the year of publication for accuracy. All standards are available in PDF format for all B30 members and alternates through the following link: ublications=yes 6.2 B30 Revisions Approved for Publication Pages The SC Chairs are requested to review this document and let the Secretary know if there are any changes to be made. 6.3 Global B30 Volume Revision Requests Pages The Secretary has posted the Global Volume Review Approved Items on C&S Connect at: Standing guidance: All SCs need to review the Global Revision Requests and consider them for incorporation during their revision process. The exact wording outlined in the requests is not mandatory.

These are handled with the Subcommittee reports. 6.5 S&C Training (September) Page Abstain, Not Voting and Disapproved Votes The Secretary noted the following: A response of not voting signifies neither approval nor disapproval and shall be executed only when the standards committee participant believes that he/she has a conflict of interest or potential conflict of interest and, in accordance with Society Policy, is removing himself/herself from the voting process. Disapproved or abstain votes or not voting responses shall provide written explanation. Disapproved votes should include an alternative action that will resolve their disapproved vote. Suggested for abstentions: insufficient knowledge of the subject.

9 B30.22 Articulating Boom Cranes (Reynolds) The following request needs to be reviewed during the next revision: As a result of discussion during the BSCS consideration of the B30.22 Appeal in November 2015 the BSCS noted the following: It is recommended that the B30 Standards Committee review the wording in for the next revision of the standard. This review should consider the location of this requirement and how information related to original design factors is to be obtained. B30.31 Self-Propelled, Towed, or Remote Controlled Hydraulic Platform Transporters (Sweeney) PINS with no comments were received so this activity is approved to move forward. - The Chair has assigned Paul Sweeney as the initial subcommittee Chair. - Membership is currently being recruited for this subcommittee this fall. - The first meeting will be held during the May B30 Standards week. B30.32 Unmanned Aircraft Systems (UAS) Used in Inspection, Testing, Maintenance, and Lifting Operations The PINS closed with no comment so this activity is approved to move forward. US TAG to ISO TC 96 on Cranes (Fidler) RAC Regulatory Authority Council (Shelhamer) Pages Standing request - If anyone has any suggestions for potential members, please contact the Secretary. The RAC committee met on December 8, 2017, the minutes of the meeting may be found attached. There are a few items to be discussed during this meeting: 1) Request for information on Mini Cranes/Spider Cranes in the 3-5 ton range The RAC has requested that the B30 committee comment on which of the B30 standards currently cover this equipment. If none of the standards currently cover it, then they suggest that the committee consider adding safety guidance for these types of cranes or that a new standard be developed. They are seeing more and more of these in their jurisdictions. Pictures may be found at: ) Requests for Revision from Charles Shelhamer NYC Department of Buildings The B30 committee approved the responses during the September 2017 meeting. This was discussed at the RAC meeting on December 8 th. The RAC Committee discussed the responses to the items below and requests that these items be reviewed again. The issue is that the Regulatory Agencies MUST be in compliance with OSHA. So, where there are minor issues of inconsistencies between OSHA and B30 the RAC
11 members would like the B30 committee consider the addition of these extra items. If there is confidence in B30 meeting the OSHA requirements, then adoption by agencies would be easier. 3) NYC adopted via rule more of the content of ASME B30.3,.5,.6,.22, and.29, specifically inspection requirements and some operational provisions in May. Previously we had only adopted the sections x-1 of those standards, which provided design, etc, criteria. B30.5 Latin America and Caribbean International Working Group The first meeting took place on August 3, 2017 with 7 members in attendance. Donnie Alonzo from ASME presented an overview of ASME committee procedures. There is a requests for Chair, Vice Chair and Secretary volunteers and the location and dates of the first in person meeting have yet to be determined. To date the following have applied: Chair Ricardo Espinel and Raul Gonzalo Vice Chair - Mauricio Bulla and Raul Gonzalo Secretary Raul Gonzalo 8.0 OLD BUSINESS 8.1 Request for New Standard on Sling Cut Protection (Mackey) Pages During the September meeting Tom Mackey gave a presentation and presented the new activity form. The committee discussed the proposal and noted that the proposal is for a design standard. Several members proposed addressing this within the B30.9 standard instead of as a standalone document. It was noted that the B30.9 standard has looked at this but all proposals brought to the SC have proposed to add the design of this equipment, which is not under B30.9 scope. B30.9 does require the use of edge protection. A Motion that the B30 committee ask the B30.9 subcommittee to review this equipment and determine if edge protection should be included in that Volume was seconded and approved with 4 disapprovals noted. The Secretary has forwarded this information to the B30.9 Chair. 8.2 Definition of Rigger and Signalperson (Lusi) The Chair appointed an ad hoc committee to develop these definitions. Tony Lusi is the ad hoc Chair, Ted Blanton, Dave Decker, Mike Mills, Cliff Dickinson, Stephanie Wood, Mark Jaxtheimer are the members. Ballot closed 8/17/17 Pages TR B30 Global Definition of Rigger and Signalperson received 14 disapprovals. 8.3 ASME Areas of Focus (Hyam) Page During the May 2017 meeting, the Secretary noted that ASME is interested in making sure that their standards reflect current and future technology. Possible future topics that were discussed include: Inspection of Cranes Using Drones, Automation of Cranes or Material Handling Equipment and use of real time load charts that use on the fly calculations of stability will require sensing system reliability.

These will be kept on future Agendas for further consideration by the standards committee and subcommittees. 8.4 CSA Liaison Report (Mellott) 8.5 Technical Committee on Spanish Liaison Report Subcommittee on B30 Standards in Spanish (Edwards) The Committee is no longer active, but will most likely be activated once the next edition of B30.5 is published. Depending upon the success of the sale, ASME will prioritize the future volumes for translation. The Secretary noted that there is a plan to update B30.5 for the next edition. 9.0 NEW BUSINESS 9.1 Marketing of B30 standards During the September meeting, it was recommended that the ASME marketing department help to educate the public on the major differences in the standards that have occurred over the past 10 years. The Secretary requested that the B30 committee members assist in sharing the changes to the committee. It was noted that trainers, insurers, owners, manufacturers and government agencies are all involved in ensuring that those using the cranes are aware of the standard. The committee also shared the following suggestions on how to market the B30 Volumes more effectively: - Possibility to market through SCNRA Lifting and Transportation magazine and other publications using standards committee articles or paid advertisements. - Posting of changes of the standards online and in trade publications. These suggestions were forwarded to the B30 Marketing department and a B30 Brochure was developed. 9.2 S&C Successful Committee Practices Pages Legal Implications of Standards and Certification Activities Pages MEMBERSHIP REPORT (EXECUTIVE SESSION) 10.1 Committee Roster Pages The B30 committee members are requested to review the rosters. 13 Subcommittee rosters are available online at any time through the following link: Committee Balance of Interest Pages The Committee reviewed the balance of interest and noted that the committee is currently in balance B30 Membership Actions Standards Committee Membership There are currently 45 voting members. Alternate Report Page 438 Chair Ballots (May) Membership Review (May) During the May 2017 meeting, the Chair reviewed the performance of standards committee participants in accordance with the B30 supplemental procedures, see attachment. It was noted that Norman Hargreaves was not in compliance with the requirements and per the supplemental procedures, his membership was to have been removed from the committee. However, ASME staff reviewed the B30 supplemental procedures alongside the ANSI accredited Procedures for ASME Codes and Standards Development Committees and determined that the supplemental procedures do not meet the requirements of Section 4.4 Duties of the Officers. Paragraph states that all terminations need to be voted on by the consensus committee, see below for the excerpted requirement The Chair shall review the performance of standards committee participants at least once each year, and take actions to correct poor performance, including the possibility of proposing terminations. See paras , 3.3.4, and 7.1. Terminations must be approved by both the consensus committee and the cognizant board. Individuals whose appointments have been terminated may appeal this action. Therefore, the B30 supplemental procedures need to be revised. A proposed revision to the B30 supplemental procedures will be presented during the September B30 meeting and must be approved by the B30 committee and Board on Safety Codes and Standards before further action could be taken on the pending membership action. September 2017: A Motion to approve the revised procedural wording which would clarify that any terminations from committees require a voted action was approved unanimously.
