2 What is an Electronic PollBook? A pollbook is a list of eligible voters An Electronic PollBook (EPB) is a laptop with an electronic version of the voter list A voter s name only appears in the precinct list in which they are registered The EPB also contains the list of all voters in the locality Each precinct has at least 3 color coded EPBs

3 Overview of the Check-in Procedure 1. Voter must state their full name and address. 2. Voter must present ID 3. Voters without ID are sent to the Chief 4. The Election Officer (EO) searches the EPB for the voter 5. EO verifies the voter s name and address on the EPB 6. EO clearly states the full name and address out loud 7. EO takes note of the voter s Congressional District. (1 st, 10 th, 11 th ) and selects appropriate voting permit 8. EO Checks in the voter 9. EO Confirms voter check in 10.Checked-in the voter s name will be red 11.Voter receives voting permit

4 Getting Familiar with the Voter Search Screen

5 What s on the Voter Search Screen? In the top left corner of the screen: Precinct: Name and number of the precinct in which you are serving Voters: Registered voters in the precinct Checked In: Voters checked in (0 when opened) EPBs are synched so this number should be the same on all EPBs. Provisionals: The Number of Provisional voters checked-in. (A chief only function) Election Status: Indicates the polls are open.

6 What s on the Voter Search Screen Continued At the bottom of the screen: Date and Time: This needs to be correct. Election Date: This should say the election date. Status: This will say connected. Each EPB should be connected. (If you notice it says alone, immediately alert the EPB Specialist). Total Device(s): Either 3 or 4 depending on how many EPBs there are. Plugged In: This indicates the EPB is receiving power. If a battery icon appears alert the EPB specialist. Battery may not be 100% as long as power is connected

7 What s on the Voter Search Screen Continued The Search Bar Most searches are performed using the first letter of the voter s last name followed by a comma and several letters of the voter s first name. No spaces are used. Example: Abraham Honest Lincoln L,Abr

8 What s on the Voter Search Screen Continued The Search Bar Once you start typing, the screen will populate (Last name, First name, Middle name, Year of Birth)

9 What s on the Voter Search Screen Continued A limited search: Quickly finds the voter Eliminates spelling issues Takes less time Keeps the line moving Once you find the voter, double click on the voter name and the voter details screen will appear. Less is more!! Do not type the whole last name of the voter.

10 Review Voter Detail Screen Once voter details screen is open Ask for voter ID 2. Ask voter to state his or her full name and address (include middle name) 3. Verify the name and address is the same as stated 4. Repeat the full name and address out loud (PLEASE NOTE THE ADDRESS ON THE ID DOES NOT HAVE TO MATCH THE POLLBOOK, BUT THE ADDRESS STATED MUST MATCH THE POLLBOOK.)

11 Review Voter Detail Screen A split precinct exists where more than one district is voting Verify the correct district and select the matching voter permit

12 The Voter is Now Ready to be Checked In! This message indicates that this voter is ready to be checked in. (Left click on Check Voter In) A voter is only checked in after ID is presented, the name and address are verified, and the name and address are stated out loud by both the voter and the Election Officer.

13 Confirm Check-In Once the voter is checked in, the confirmation screen will appear. Left click Confirm to check in the voter.

14 Getting Back to the Search Screen If the voter is not to be checked in, select Verify that the voter is not being checked in

15 The Voter is Checked-In When the voter s name is highlighted in red the voter has been successfully checked in on the EPB Hand the voter a voter permit A voter does not get a voter permit until the entire process is completed as indicated by the red bar across their name

16 After a Voter is Checked-In Left click the button to clear the search screen and search for another voter.

17 First Name Search If you are unable to find a voter by the last name, try a first name search First, type a comma (, ) in the search box Begin typing the voter s first name This will populate all of the voters in the precinct with that first name Page through the voters This comes in handy if a voter forgot they registered with a hyphenated last name.

19 Yellow triangle with exclamation mark indicates a HAVA Voter HAVA Voters HELP AMERICA VOTE ACT Any voter who registered by mail after 2003 and did not present ID is indicated as a HAVA voter the first time they vote. The HAVA voter must present an ID from the HAVA ID Follow the same procedures for check in If the HAVA voter does not have ID SEND THEM TO THE CHIEF OFFICER!

20 ?- Requires Address Confirmation Voter information must be confirmed before the Voter is permitted to vote. ALWAYS SEND THIS VOTER TO THE CHIEF! A voter marked?-requires Address Confirmation is indicated on the voter search screen with a red stop sign. Do not check in this voter Do not verify their address YOU MUST SEND THIS VOTER TO THE CHIEF! No Exceptions!

21 Absentee Voter This voter has either voted absentee in-person, by mail, or has not returned their absentee ballot and would like to vote at the precinct. ALWAYS SEND THIS VOTER TO THE CHIEF! A voter marked as an Absentee Voter is indicated on the voter search screen with AB SEND THIS VOTER TO THE CHIEF!

22 Chief Only Election Officers may check in HAVA voters All other Voter Messages are handled by the chief A separate password is needed to check in these voters If you see this screen: Left click on Cancel Left click on Back to List
