1 PAD 6108: Institutions, Policy, and Governance Instructor: Rick Feiock Bellamy 665 (904) Office Hours: M 4:00-5:00 and by appointment most afternoons rfeiock coss.fsu.edu www: Course Description: The purpose of this course is to provide students with a basic understanding of how formal governance structures and institutional processes influence and constrain policy choices and administrative decisions. We examine the consequences of various institutional arrangements for substantive policy choices and governance and management decisions in government. 2 Requirements: Students are required to read the assigned materials, and to participate fully in class. For each class session one or more students will be assigned to make a presentations on the assigned readings. The purpose of these presentations is not to summarize the content of the readings. Each presentation will consist of two major components. First, the presenter will critically evaluate the readings and indicate how ideas in that particular reading relate to others in the same week. Second, the presenter will raise critical questions about the readings for class discussion. Presenters who fail to follow these guidelines will be stopped by the instructor. The internet Web Board will be used to post a summary of these presentations in advance. Each presenter will post on the Campus Black Board ( discussion questions and a one page essay highlighting major arguments of his or her presentation at least 48 hours before class. Students will be given their class participation grade prior to the final. You will then have the option of substituting your participation grade for the final exam grade. If you wish to exercise that option, you must specify this before taking the final exam. A brief research design (5 pages or less) for the research paper will be due by the seventh class. 12 th. The final research paper will be due the last class meeting. This research paper will be of publishable quality and will examine the consequences of a specific institution or institutional arrangement. Students will present the results to their research. The paper should be between 20 and 30 pages and should conform to the style and form of an article submitted to the Journal of Public Administration Research and Theory. Please meet with the instructor before the second week of classes if you need accommodation for a disability. Grading: The grade for the course will be determined as follows: Research Design 5% Research Paper 45% Final Exam 0 or 25% Presentations and Participation 25 or 50% 2
