7 DR. ANSAR PARVEZ Former Chairman PAEC Profile Dr. Ansar PARVEZ has more than four decades of experience in the peaceful applications of nuclear technology. Currently, Advisor (Nuclear Power) to NCA, he served six years as Chairman of Pakistan Atomic Energy Commission. During his career, he contributed in the area of human resource development, nuclear power plant safety analysis and nuclear power projects. He spent 18 years at Karachi Nuclear Power Plant. He also spearheaded five nuclear power projects of the country. Basically, a physicist, he did his Ph.D. in nuclear engineering from the US, and has been on the visiting faculty at Purdue University, USA. He has also served as the Chairman of the IAEA Board of Governors. 04 Roundtable Report

8 AMBASSADOR (R) ZAMIR AKRAM Pakistan s Former Permanent Representative to United Nations, CD and Geneva Profile Centre for Pakistan and Gulf Studies (CPGS) A mbassador (R) Zamir Akram has served as Pakistan s Ambassador and Permanent Representative to the United Nations, CD and Geneva. Ambassador Akram joined the Foreign Service of Pakistan in July 1978 and has held various diplomatic assignments in Pakistan Missions abroad, including in Moscow, Geneva, New Delhi and Washington and served as Pakistan's Ambassador to Nepal from August 2002 to March Ambassador Akram has also served in a variety of positions at the Ministry of Foreign Affairs in Islamabad. He holds a Masters Degree in International Relations from London School of Economics and Political Science. Roundtable Report 05

ANTON KHLOPKOV Director of the Center for Energy and Security Studies (CENESS) Member of the Advisory Board under the RF Security Council Chairman of the Moscow Nonproliferation Conference Editor-in-Chief of the Nuclear Club Journal Profile H e graduated from the National Research Nuclear University MEPhI. In 2000, he was a Visiting Fellow at the James Martin Center for Nonproliferation Studies. From 2000 to 2009 he has worked for the PIR Center (Center for Policy Studies in Russia), including as Executive Director ( ). He is the editor-in-chief and co-author of the Nuclear Nonproliferation Encyclopedia (2009) and author of the monograph Iran's Nuclear Program in Russian-American Relations (2001). Co-author of the monographs: Arms Control and Missile Proliferation in the Middle East (2012), Nuclear Reset: Reduction and Nonproliferation of Nuclear Arms (2011), At the Nuclear Threshold: The Lessons of North Korea and Iran for the Nuclear Non-Proliferation Regime (2007), Global Partnership Against the Spread of Weapons of Mass Destruction Guidebook (2006), Nuclear Nonproliferation in Russian-American Relations: History, Opportunities and Outlook (2000). A report titled Prospects for Nuclear Power in the Middle East after Fukushima and the Arab Spring. Challenges and Opportunities for Russia, co-authored and edited by Anton Khlopkov, was released in Russian and in English in January He is author and co-author of articles for Russian and international periodicals. Among his recent articles are: Russia s Nuclear Security Policy: Priorities and Potential Areas for Cooperation (2015), Megatons to Megawatts Program: Hard Lessons and New Opportunities for US-Russian Nuclear Cooperation (2014), Governing Uranium in Russia (2014), Creation of Laser Enrichment Laboratory in Iran: A True Story of Jeff Eerkens (2012), Russia, Myanmar, and Nuclear Technologies (2011), US-Russian 123 Agreement Enters into Force: What Next? (2011), Russian-Chinese Cooperation in Uranium Enrichment: From Gas Diffusion to the Centrifuge (2010), The Bushehr NPP: Why Did It Take So Long? (2010), The Angarsk Project: Enrichment Vs. Proliferation (2008). Anton Khlopkov leads CENESS projects to pursue Track II dialogue on pressing nuclear issues with experts from Iran and North Korea. He paid five separate visits to Pyongyang in At the invitation of the Atomic Energy Organization of Iran, he visited several Iranian nuclear facilities, including the Bushehr Nuclear Power Plant (BNNP) and the Tehran Nuclear Research Center (TNRC). On February 14, 2015 Russian President Vladimir Putin signed Decree No 72 On the Composition of the Advisory Board under the Security Council of the Russian Federation. The decree reappoints Anton Khlopkov as member of the Board for the third time. His research interests: the nuclear nonproliferation regime and safe and secure development of nuclear energy. 06 Roundtable Report

10 SENATOR SEHAR KAMRAN (TI) Member Senate of Pakistan Profile enator Sehar Kamran is an elected Member of the Upper House of Parliament of Islamic Republic of S Pakistan for the term She has earned a name for herself among academicians and practitioners in areas of regional andinternational, defence and strategic studies. In recognition of her services to the field of Education, Social Work and for promoting Pakistan in the Kingdom of Saudi Arabia, SenatorKamran has the honour of being awarded one of the highest National Civil Awards of Pakistan Tamgha-e-Imtiaz the Medal of Excellence in recognition of her contributions. Centre for Pakistan and Gulf Studies (CPGS) Senator Kamran, as the President of the Centre for Pakistan and Gulf Studies, has effectively contributed in streamlining the debate on international, regional and national issues of contemporary significance. Senator Kamran has been an eminent speaker at various platforms, for social, educational and defence-related issues, and has actively participated in a number of national, regional and international conferences, seminars and workshops. These include the OIC Workshop on the Implementation of UN resolution 1624 on Countering Incitement to Terrorism, held at the OIC headquarters in Jeddah, Saudi Arabia, the Gulf Research Meeting of 2012 at the University of Cambridge, where she presented a paper on Pakistan and the Gulf Region Historical Perspective and Future Trends ; the Gulf Forum 2011 organized by the Gulf Research Council and Diplomatic Institute KSA, and the IISS annual conference on Global Strategic Review (GSR) held in Geneva in September, 2011, and a paper presentation on Iran and GCC Intra Gulf Cooperation, in an International Seminar on, Crossroads Asia: Dynamics of Peace and Progress, held at National Defence University, on February Most recently, she had the privilege to speak at the international agenda forum titled On the Second Track, the Role of Civil Society and Public Diplomacy in the Further Development and Expansion Of The SCO at Sochi, Russia, in April In March 2016, she had the honour of participating in the United Nations event on the Conference on Status of Women (CSW). She has also participated in the EU Non-Proliferation Consortium in Brussels in November She is also a member of the International Institute of Strategic Studies (IISS) and the Middle East Centre for Strategic Studies (MeSc). As a member of Senate Standing Committees on Foreign Affairs and Defence; she has visited Qatar, Turkey, South Korea, Germany,Belgium, Afghanistan, Iraq, Beirut, Syria, Geneva; and Scotland to participate in Track-I and Track-II dialogues. She participated at a talk at the Geneva Centre for Security Policy (GCSP). Senator Sehar has put her sincere efforts on various platforms for achieving peace and prosperity of the beloved country Pakistan. Senator Sehar Kamran is the Member of Senate Standing Committees on Defence, Defence Production, Federal Education and Professional Trainings, & Functional Committee on Human Rights. She is also a Member of Parliamentarians for Global Action (PGA). As well as a Leader of Standing Committee (Research and Policy Advice) of Alumni Association of National Security Workshop (AAN), National Defence University, Islamabad. She has a number of publications to her credit, including a book chapter and editing of a book on, Rejuvenating FATA: Education as an Instrument of Change, in Evolving Dynamics of FATA: Reflections on Transformation. The discussion, widely attended by prominent policy makers, national legislators, practitioners and experts from various institutions including Ministry of Foreign Affairs, PNRA and PAEC was Chaired by the Former Chairman Pakistan Atomic Energy Commission, Dr Ansar Parvez; speakers for the event were Dr Anton Khlopkov, (CENESS), Russian Federation, and Ambassador (R) Zamir Akram, Pakistan s Former Representative to the United Nations and Geneva. The speakers discussed the potential for civil nuclear cooperation between Pakistan and Russia. Pakistan s eligibility, application and entry into the Nuclear Suppliers Group (NSG) was also debated. Senator Sehar Kamran (TI), President, CPGS, in her welcome remarks, stated that Pakistan has an advanced nuclear program. She said Pakistan has the experience, expertise, credentials and immense untapped market potential, in addition to the manpower, infrastructure and ability necessary to supply NSG controlled items. Pakistan possesses every quality to render it an invaluable addition to the group, she added. She further said, Pakistan has also made modest contributions to IAEA s activities by sharing its experience and providing services of experts in diverse technical areas such as nuclear radiation, transport and waste safety, nuclear security, application of nuclear technology in agriculture, medicine, industry and nuclear energy. Participants opined that the real responsibility of maintaining regional stability falls on the United States since the policy of skewed support for partners is based around a strategy to contain China.
