CDU/CSU Floor Leader Volker Kauder Visits KAS Korea Mr. Volker Kauder, chairman of parliamentary group of the Christian Democratic Union/Christian Social Union (CDU/CSU) in the German Bundestag, visited Seoul from 15 th to 17 th April During his visit, he discussed issues ranging from the situation on the Korean peninsula and the management of the international financial and economic crisis. Marc Ziemek and Volker Kauder Mr. Kauder was accompanied by Dr. Karl A.Lamers, Vice Chairman of the Defence Committee in the German Bundestag. KAS Korea arranged meetings with the speaker of the National Assembly Kim Hyong-Oh, His Excellency Prime Minister Han Seung-Soo, the floor leader of the Grand National Party (GNP) Hong Joon-Pyo, His Excellency Minister of Unification Hyun In-Taek, and Representative of the Korean-German Parliamentary Friendship Group Kwon Young-Se. During his visit, Mr. Kauder also exchanged his opinions with partner organizations of KAS Korea and KAS Korea Representative Marc Ziemek.

2 Konrad-Adenauer-Stiftung e. V. 2 Editorial Dear Reader, After over three years my term as KAS s resident representative for Korea will come to an end soon. Time flew by really fast and in this last edition of our newsletter, which I initiated three years ago, I would like to take the time to reflect and share some thoughts with you. What first comes to my mind is that I am very grateful for the opportunity to serve in this position in Korea. I always wanted to work in Korea since I graduated from university and also contribute to Korean- German friendship and cooperation. I would like to thank KAS for putting their trust in me and fulfilling this wish. I appreciated the experience in Korea, and although Korea is not new to me, I learned a lot from our partners, friends and colleagues. It has been an honor to cooperate and discuss with all the Korean institutions and individuals I met during the last years and I hope to keep in touch with many of you, as I will stay connected to Korea in the future. Together with old and many new partner organizations we initiated several new projects. These ranged from party development or the integration of North Korean refugees to the strengthening of the peace and reconciliation process between South and North Korea and the discussion of market economic models and sustainable and responsible management issues. Within the last three years we have arranged more than 150 events and welcomed more than 8000 guests. We have released 25 publications and 5 Newsletters and have cooperated with over 30 new Korean partners. Several times I also had the honor to accompany high ranking representatives to Germany and North Korea as well as to coordinate meetings for high ranking German politicians, such as Federal Minister Dr. Annette Schavan, Federal Minister Dr. Franz Josef Jung, Federal Minister Michael Glos, CDU/CSU floor leader Volker Kauder and other equally honorable delegations with their Korean counterparts. Also we had the honor to welcome the President of the German Bundestag Prof. Dr. Norbert Lammert in Seoul, who in his function as the Vice Chairman of the KAS was honored with a honorary doctorate at the renowned Korea University among others for the contribution of the Konrad-Adenauer- Stiftung to Korean society and democracy. I tried my very best to contribute to a more sustainable development on the Korean peninsula and to promote Korean-German friendship and cooperation. However, I could not have done this alone, so last, but not least, my special gratitude goes to my devoted team. I would like to thank Seung-Gu Lee, Ju-Hong Lee and Hye-Kyung Lee for all their support without which KAS Korea could not have realized the events of the last past years. V. 3 A Report on North Korean Refugees from a German Perspective Eventually peace and reconciliation will be achieved on the Korean peninsula and Koreans from South and North will be reunited as one people. The time and setting of such a hopefully peaceful event cannot be foreseen as of now. Unification, like in the German case, may even come over night and unexpectedly. However, while most eyes are looking towards the unpredictable activities of Pyongyang and are hoping for the best, small steps towards unification have already been taken right here and now in South Korea, without attracting much attention. So far more than 15,000 North Korean immigrants have settled in South Korea and are living all across the nation. Their successful settlement and integration is an important step towards a peaceful future unification. It is also a challenge, an opportunity and a long learning process for all parties involved. Since the beginning of the 1990 s when the first wave of North Korean immigrants came to South Korea their number has increased dramatically. While in the beginning their number has been less than 100 per year, it has consistently increased since then, as shown in the following graph. Still, the number of North Korean immigrants in the South Korean society is relatively small and most of them live an unnoticed and isolated life. Many South Koreans may not be aware of this situation and even be indifferent towards the whole reunification discussion. Welcomed and supported by the South Korean government, North Korean immigrants integration therefore is still a big challenge for the South Korean society. More than half a century of separation since the end of the Korean War and the lack of information exchange across the 38 th Parallel have taken their toll. Prejudice and lack of understanding on both sides, as well as little concern for each other poses a major problem. Unlike the German case, where the access to information via the media, exchange letters and visiting programs have kept families on both sides informed and alert, very little is known about each other in the Korean case, which contributes to this indifference. However, those more than 15,000 immigrants, who have so far arrived, may be just the first wave of many more to come and helping them to settle may serve as important preparation for the expected unification. This opportunity should be seized now while the number is relatively small. There is a need not only to integrate North Korean immigrants, but also raise the awareness of them and their needs among the population in order to overcome future costs and problems of social integration. The biggest challenge for North Korean immigrants upon arrival in South Korea seems to be adapting to the new political and economical environment. However, language barriers, differences in education and lack of knowledge of new technologies, are also major obstacles. Self motivation and the ability to find and keep a job seem to be the greatest challenge for the majority of young refugees. For the younger generation, whose number amounts to about 20%, education is the biggest challenge. After all many of them have not completed their education in North Korea or spent longer periods on the run. KAS Korea Representative Marc Ziemek and Minister of Unification Hyun In-Taek

V. 4 North Korean Refugee Report KAS Korea launched a book titled North Korean Refugee Report: Embracing the Future in Seoul, on April 30 th Believing that all people have potential and that education is one of the most important criteria for success in South Korea, KAS Korea together with partner organizations decided to focus on this specific target group. The book launch was opened with an opening remark from Marc Ziemek of KAS Korea. He put forward that the integration of North Korean refugees serves as an important step towards peaceful reunification. Thus as the number of North Korean refugees in South Korea is steadily increasing, necessary measures have to be taken. KAS Korea Representative Marc Ziemek The event was continued with congratulatory speeches from His Excellency Ambassador Park Kyung Seo, Korea s previous Ambassador of Human Rights and distinguished professor from Ewha Womans University. Among the contributors to the book, President of Hanawon Go Gyung-Bin, Cho Myung Sook from Yeomyung Refugee School, and a mentor for North Korean refugees, Lee Min-hee, shared their experience with the audience. The North Korean Refugee Report is published in two versions, Korean and English. This publication has been motivated by the success of the mentor program, which KAS Korea has been organizing together with Open Society for Civil Solidarity since Some of the mentors who have been actively involved in the program also share their stories and experiences in the book. The book is divided into two parts. The first part is dedicated to North Korean refugees account on their lives in North Korea, the process and reason of defection and their challenges in adapting to South Korean society as well as their expectations for the future. In the second part of the publication, experts analyze governmental and nongovernmental integration initiatives for North Korean refugees in South Korea. While doing this, the authors share their personal as well as professional experience in participating in this integration process and paint a vision for mutual understanding and future unification. The book also examines how the North positions itself by propagating that it is the only country that provides free education and medical treatment to its people. The regime touts that North Koreans are exempt from taxes, treated equally, and thus live in a fair society. In the book, one North Korean migrant talks about the reason he was rejected from a North Korean University. According to the refugees, their biggest challenge upon arrival in South Korea was adapting to the new political and economic environment. This book is hoped to be able to increase people s awareness on the current situation of North Korean refugees. North Korean refugees could also serve as mediators and mentors for newly arriving

If North Korean refugees integration into the South Korean society fully succeeded, they would become important assets who can help overcome prejudice and misunderstanding prior to a possible territorial or political unification. Speakers and contributors to the North Korean Refugee Report Integration Workshop Series: Mentor Training KAS Korea and Hope Sharing Association organized integration workshop series on the theme of integrating North Korean immigrants. The workshop aimed at training volunteers and preparing them to become mentors for young North Korean immigrants in South Korea. North Korean immigrants arrived in Korea carrying an emotional and psychological baggage, while also struggling with social and cultural gap in South Korea. The number of women and young immigrants coming from North Korea is increasing every year, while South Korean government still struggles in addressing their special needs. KAS Korea designed a mentor program to assist incoming North Korean migrants adjusting their lives in South Korea. In 2009, so far 3 workshop series have been organized in March, May, and July. Invited experts on North Korea and North Korean immigrants themselves were engaged in constructive dialogues with mentors-to-be. In the March workshop, the mentors were introduced to KAS Korea and our activities in Inter-Korea cooperation and assisting the adaptation process of North Korean immigrants. In the education part of the workshop, the Director of North Korea Human Rights Center Huh Seon Heng tried to give the Mentors and Mentees in March Mentoring Workshop Mentors and Mentees in May Mentoring Workshop

In July 2009, KAS Korea also arranged a discussion session for mentors and mentees with Dr. Nino Galetti from KAS Headquarter in Berlin, who presented a lecture about German unification as a case-study for Korean reunification. In the July workshop that was held in Jeju do, the mentors and mentees agreed to work harder for the betterment of the mentoring program, to better help North Korean refugees adjust to life in South Korea. Mentors and Mentees in July Mentoring Workshop Mentors and Mentees in July Mentoring Workshop Campus Q Campus Q is a project jointly held by KAS Korea and Grand National Party (GNP) to educate college students about politics. The alphabet Q in Campus Q is extracted from the word quarter, meaning that the new generation only takes a quarter of the time old generation takes in thinking and behaving. From hundreds of applications that came in, campus Q accepted 121 successful applicants to join the two-month long workshop.the project has three subagenda: (1) providing young people and opportunity to explore new politics for new era, (2) reducing political apathy of young people and enhancing their active participation in politics, and (3) providing young people an opportunity to experience politics by finding solutions for pending issues by themselves. On the first workshop, KAS Korea representative Marc Ziemek had the honour to give an opening speech in the National Assembly and talked about political youth organizations in Germany. KAS invited Dr. Nino Galetti for the workshop on July 10 th Besides presenting in the workshop, Dr. Galetti also met with the Chairman and Board Committee of the Youth Committee of GNP, and the Chairman of Korea-German Parliamentarian s Friendship Association Kwon Young Se and exchanged some ideas about political youth organizations in Germany and Korea. V South-South Dialogue: Forum on Reconciliation and Co-Prosperity KAS Korea and Korea Council for Reconciliation and Cooperation (KCRC) organized a forum to address a sustainable North Korea policy on May 14 th 2009, at Seoul City Hall Press Center. The forum was opened with congratulatory speech by Standing Chairman Kim Deog-Ryong of KCRC and KAS Korea Representative Marc Ziemek. This forum analyzed South Korea s North Korea policy for the last ten years, to then derive to a future action. Several North Korean experts and respected South Korean think tanks, as well as representatives of various political parties participated in this event. The dialogue was moderated by Head of Institute for Peace and Unification Studies in Seoul National University, Park Myung-Gyu. The first presenter, senior researcher of Korea Institute for National Unification, Park Hyung Jung, talked about South Korean government s policies on North Korea for the last ten years; followed with a presentation on the incumbent government s policy presented by chief researcher in inter-korean relationship at Sejong Institute, Jung Sung-Jang. The discussant comprised of lawmaker Kim Sung-Gon of the Democratic Party, lawmaker Jung Ok-Im of Grand National Party (GNP), editor of Daily NK and director of Network for North Korean Democracy and Human Rights Son Kwang-Ju, and cohead of Korean Sharing Movement and cohead of the Citizen s Peace Forum.The purpose of this forum is to seek for a sustainable North Korea policy, in order to achieve reconciliation and co-prosperity between South and North Korea. The speakers in the forum, among others, talked about the continuity and change of South Korea s North Korean policy under Kim Dae-Jung, Roh Moo-Hyun, and Lee Myung-Bak administrations. V Years Anniversary of KAS in Korea Last year marked the 30 th anniversary Foundation (KAVKAS) has with its of Konrad Adenauer Foundation approximately 150 former scholarship activity in Korea. We are holding the 30 years celebration on August 26 th this year. Konrad Adenauer Foundation has been engaged in Korea since It was a period of time when the country was still strictly ruled by a military regime and far away from being the democracy it is today. As one of the first political foundations, we initiated development projects with Korean partners and continuously adjusted the recipients developed itself into the biggest alumni association of the Konrad Adenauer Foundation outside of Germany. It consists of highly respected and recognized pool of experts. From the beginning, it has been the goal of KAS Korea to promote along with its projects and programs a better understanding between Europe and Korea, to contribute to a broadened dialogue and the exchange of ideas and experiences. Korea and Germany have so much in focus of our measures and projects to the common. They share the values of democratic needs of the fast-moving democracy, pluralism, human rights, Korean society. Over the last three decades, a wide range of activities with different partners were covered. Starting respect the rule of law and are committed to the ideals of freedom and civil liberties. In the present world, Korea and Germany from research projects on political also share common challenges and development, agricultural support programs and credit initiatives, we then promoted the emancipation of women, implications of globalization. This all can serve as a basis for both to cooperate and contribute to stability and peace in the political education, strengthening of civil present world order. Bilateral relations society, decentralization, rule of law, media culture and scholarship programs. between Korea and Germany had begun since 1883 with the signing of German- Nowadays, we focus our work on party Korean trade, friendship, and shipping democracy, globalization, introducing the idea of German social market economy, security policy, and strengthening the agreement. One of the most important areas of cooperation is not possible to deal with this challenge united efforts to achieve peace and earlier, but finally in 2002 first projects in the form of workshops aiming at removing the stereotypes about and prejudice reconciliation on the Korean peninsula and in the whole North East Asia region. In line with all these developments, KAS Korea towards South and North Koreans were has intensified its programs and conducted successfully. Since 2001, KAS contributes to the bilateral dialogue and Korea also invited North Korean photo cooperation by promoting visits by journalists and laywers for training delegations, organizing seminars and purposes to Germany. In South Korea, workshops with international experts and workshops, seminars, and conferences on delivering important information and current policies, as well as integration and analysis about current events. We are mentoring programs for North Korean looking forward to intensifying our immigrants are being organized on regular basis. In addition, the Korean Alumni Association of the Konrad Adenauer engagement in Korea and would like to thank all our Korean partners for their past, present and future support.

V. 9 Retrospective on 20 Years of Collapse of Berlin Wall: A View to Reunited Korea KAS Korea and Peace Foundation on June 23 rd, 2009 organized a symposium titled Retrospective on 20 Years of German Unification: A View to Reunited Korea. The symposium was opened with a speech from KAS Resident Representative for Korea Marc Ziemek, German Embassy Representative Dr. Micong Klimes, previous Korean ambassador to Germany His Excellency Mr. Lee Soo-Hyuck, and President of the Peace Foundation Pomnyun. The main event of the symposium consisted of lectures delivered by two experts, General Representative of Thüringer Aufbaubank (TAB) and former Secretary of State Dr. Jürgen Aretz and Prof. Han Un-Seok from Korea University. The two speakers presented two very interesting perspectives on how German unification model could be implemented in Korea. Dr. Aretz talked about what was required of Germany to build the course and prospect of the unification process. Addressing questions from discussants and floor, Dr. Aretz also mentioned that money is the least important issue regarding unification, it is the future of the next generation that matters, and unification will also reduce the cost of defence and security and thus compensate the cost of unification. Prof. Han s lecture titled Dr. Jürgen Aretz, Assemblyman Kwon Young-Sefrom GNP, Prof. Ho-Yeol Yu and Prof. Un-Seok Han from Korea University Speakers in Retrospective on 20 Years of Collapse of Berlin Wall: A View to Reunited Korea Symposium Lessons Learned from German Unification for Korea, in which he elaborates how Korean case is very different from the German case, and thus Germany s assimilation unification model will not work for Korea. Instead, Korea should pursue unification through amalgamation of the two Koreas. Assimilation will make North Korea a second-class region, and North Koreans second-class citizens in the united Korea; thus internal unification will not succeed. Taking the role of discussants was Prof. Ko Sang Tu, Prof. Song Tae Su, Prof. Shim Ik-sup, and Prof. Jeon Tae Kook. The discussion was chaired by the President of Korea Dialogue Academy, Prof. Park Jong- Hwa. In his closing, Prof. Park called for a change of perspective in viewing unification. Unification might cost Korea not a small amount of money, but if we change our perspective and see it as luxurious goods that is worth the price, we will not be reluctant and negligent in pursuing it. During his visit in Seoul, Dr. Aretz was also engaged in discussions with the leaders in the Ministry of Unification, Asistant Minister Chun-Sig Kim from the Unification Policy Office, and the Chairman of International Relations Committee in the National Assembly Jin-Ha Hwang. In the dialogues, they discussed the issues concerning lessons Korea can learn from German reunification.

SNU CSR Conference KAS Korea sponsored SNU CSR Network and SNU s student organization WISH to hold a conference on the current situation of CSR and social enterprises in Korea on July 25 th The conference was opened by KAS Korea representative Marc Ziemek and SNU students from various majors presented on various aspects of CSR in Korea. V. 11 Economic Crisis and CSR KAS Korea in cooperation with partner organization Korea Sustainability Investing Forum (KoSIF) organized an international workshop on Economic Crisis and CSR, on June 18 th -19 th The workshop discussed about the meaning, role, and future of CSR in Europe and Asia, particularly in the time of economic crisis. The conference was opened with a speech from KAS Korea Representative Marc Ziemek and the Chairperson of KoSIF Kim Young Ho. The conference was divided into three sections, and was attended by scholars, researchers, and experts from various renowned organizations. The first session focused on the topic Comparison of Government Initiatives on CSR. Dr. Torsten Christen from the European Commission, Sang Jick Yoon from the Ministry of Knowledge Economy, and Prof. Kanji Tanimoto from the Hitotsubashi University each presented on Europe, Korea, and Japan s approach to CSR. The second session discussed the Corporate initiatives on CSR, reviewing CSR practice in Europe and Asia viewed from the perspective of large companies and SME. Experts discussed about the consolidation of annual financial and CSR reports to reduce redundancy of information. More investors read CSR reports and thus are more sensitive in investing in socially responsible companies. However, arguments were brought up against the idea that this can only be done in big corporations. Among the speakers in the The speakers and discussants on Worskshop on Economic Crisis and CSR, and organizing committee from KAS and KOSIF Dr. Thorsten G. Christen second session was Coleen Fletcher from CSR Europe. The third session raised the topic of CSR in the global and international level. The last session discussed the issue of attracting investors in social-friendly indexes, such as Dow Jones Sustainability Index. Korean investing habit was also discussed, that it was more speculating rather than investing and that it is harder to attract investors to invest in a long term portfolio. In addition to the workshop KAS organized meetings with European representatives such as Hyundai Motor and Samsung Electronics. Representatives from Samsung Electronics, KAS Korea Representative Marc Ziemek, and Coleen Fletcher from CSR Europe The workshop was closed with the signing of Seoul Declaration on CSR, in which all participants in the workshop declared to: (1) pursue the aim of sustainable development; (2) pursue a harmonious approach between environment and society in increasing company s competitiveness; (3) abide laws in the optimization of economic value; (4) support corporate management for mid and long term principles and process instead of short term performance; and (5) emphasize the interests of stakeholders.

V. 12 CSR and the Role of Companies, Investors, and the Government KAS Korea and the Korea Sustainability Investing Forum (KoSIF) co-organized a seminar to discuss the functions of Corporate Social Responsibility (CSR) in different areas, and the role of the stakeholders. The seminar was held on February 19 th The main topics in the discussion were characteristics of CSR across different industry sectors, ways to combine investment and social responsibility through the practice of Social Responsible Investment (SRI), and Korean government s engagement in CSR. The seminar was aimed at analyzing CSR in Korea under the various perspectives such as regulator, academics, industry, and SRI, collecting various opinions from different debaters who comprise of various stakeholders, as well as communicating the contents of the seminar with public through press release, newsletter, and KoSIF website. The seminar was opened by Korea Representative for Konrad Adenauer Speakers and discussants on CSR in the Press Center Foundation Marc Ziemek, and the Chairperson of KoSIF Prof. Kim Young-Ho. The seminar was moderated by Vice President of Korea Advanced Institute for Science and Technology (KAIST) Seoul, Prof. Ahn Byeong-Hun. Ms. Chung Soo- Young from Ecofrontier presented on Industrial features in Korea s CSR, Prof. Rho Han-Hyun of Kookmin University presented on Korean government s policy towards CSR, and Mr. Ryu Youngjae from SUSTINVEST presented on the Current Situation and Characteristics of SRI in Korea. Search for A Sustainable Economic Model KAS Korea and Korea Ordo Economics Association organized a seminar to search for a suitable economic model for Korea to increase its efficiency and equality. The seminar was held on February 3 rd 2009 at the Korean Chamber of Commerce and Industry. Speakers in the seminar search for a suitable economic model for Korea The seminar was opened with welcome speeches from the President of the Korea Ordo Economics Association, Shim Ji-Hong; President of Gyeonggi Research Institute, Jwa Sung-He; and Marc Ziemek of Korea Regional Office, Konrad Adenauer Foundation. The keynote speech was delivered by the Chairman of Korea Fair Trade Commission, Baek Yong-Ho. The seminar was divided into three sessions. In each session, professors from several renowned universities in Korea delivered speeches ranging from market economy and the role of government, Lee Myung- Bak s micro-economy politics, up to social responsibility and business ethics.

V. 13 Symposium on Constitutional Reform KAS Korea in cooperation with Korea Public Law Association (KPLA) held a symposium on the topic Constitutional Amendment and South Korea: Issues and Proposed Solutions on June 26 th KAS Korea especially invited Prof. Michael Kloepfer from Germany, who presented his paper titled Stability of Federal Government and Federal President under Germany s Basic Law. In his presentation, Prof. Kloepfer talked about the institutional peculiarities in Germany, such as the constructive vote of no confidence, the question of confidence, and so on. He also talked about issues concerning presidential, and federal chancellor election dissolution of Bundestag, and the changing party system in Germany. Prof. Kloepfer was also engaged in discussions with Korea Constitutional Court s Secretary-General and representatives from the Korean Parliament, members of the Future Korea Constitution Committee. The representatives were Ms. Lee Ju- Young, Mr. Joo Sang-Young, and Mr. Kim Young-Woo from Grand National Party (GNP), Ms. Lee Nak-Yong and Mr. Yoo Yoon-Geun from Democratic Party, Mr. Lee Sang-Min from Liberal Forward Party, and Mr. Kim Kwang-Seob from Constitution Committee administrative office. The study-visit was aimed at groping the right direction toward Korea s constitution amendment through understanding the historical background of reunified German constitution and the reality of constitution itself, and expanding exchange and relationship between the two countries. During the study-visit, they met with among others, Andreas Schmidt MdB and Michael Grosse-Brömer MdB from Federal Bundestag Legislation and Judiciary Committee; Dr. Oliver Borowy, expert on parliamentary law from Administration Office of Bundestag, Berlin; and previous head of Bundestag, Prof. Dr. Rita Süßmuth. V th Anniversary of Federal Republic of Germany and 20 th Anniversary of the Fall of Berlin Wall KAS Korea in cooperation with KAVKAS (Korean Alumni of the Konrad- Adenauer-Stiftung) held a seminar commemorating the 60 th anniversary of FDR and the 20 th anniversary of the fall of Berlin Wall. The seminar was held in Busan on June 10 th -11 th The topics discussed in the seminar ranged from lessons learned from German history to the management of autonomous regions local administration in Germany. In the seminar, the Korean alumni of KAS presented the German achievements in the last 60 years and delivered papers in their fields of expertise. The seminar was aimed to learn from Germany s experience as a developed country and observe the governmental system and culture that led to its success. From that point on, the discussion went on to what Korea could learn from Germany and the direction that Korea should take in developing the nation. This seminar also aimed to strengthen the Prof. Shim Ik-Sup in the seminar relationship and cooperation between KAVKAS and KAS Korea. KAVKAS stated their commitment to increase the understanding and encourage the research about Germany in all aspects, including politics, administration, law, policy making, environment, science and technology, arts and culture. Based upon the seminar and further research of the designated speakers, KAS Korea will release a publication in July 2009 on this double anniversary which will be publicly available in Korean bookstores. KAVKAS Annual Meeting KAVKAS (Korean Alumni of the Konrad-Adenauer-Stiftung) held their annual meeting this year on June 11 th 2009 in APEC Nurimaru, Busan. During their meeting, they talked about the progress KAVKAS have achieved over the year and also listened to KAS Korea presentation about our activities. In this annual meeting, KAVKAS also elected the new president. KAS Korea would like to thank Prof. Shim Ik-Sup for his efforts and friendship in the past years. 15 Konrad-Adenauer-Stiftung e. V. 15 KAVKAS New President Byun Hak Su New KAVKAS President Byun Hak-Su is professor in German Literature in Prof. Byun Kyungpook National University. He Hak-Su, obtained his Ph.D in University of professor Stuttgart in Prof. Byun will act in German as KAVKAS President for the language commencing 2009/2010 term. and literature in Prof. Byun Hak Su s interest in Germany started early when he was still attending undergraduate study in Korea. He majored Kyungpook National University in German language and literature, and enjoyed reading prose written by great has designed five major goals in his German writer Johann Wolfgang von Goethe and Herman Hesse, and also memorizing poems from Heinrich Heine and Rainer Rilke. It was his passion to German literary romanticism that has capacity as KAVKAS president. Firstly, he would like to encourage KAVKAS members participation in events and programs held by KAS headquarter in Germany, which will also be the long awaited opportunity to pulled him to come to study in Germany. return to their Holly Land. Secondly, His area of interest, however, exceeds the boundaries of language and literature. He learning from how Germany succeeded taking law education and social cooperation does research on various fields of studies, under civic education, he wishes to including law culture psychoanalysis, literary history, comparative literature, literary critics, memory discourse, literature therapy, and on. Recently, he had just completed a scholarly work in perform a project in which law scholars, youth, lecturers, and even parents can have a media of discussion through which they can have idea exchange. Thirdly, Prof. Byun intends to design a project that is in collaboration with another scholar on line with KAS Korea s objective to German people s law culture and encourage the understanding and consciousness of the law. He also established, for the first time in Korea, a Department of Literature Therapy in Kyungpook National University. Currently, he is working on the translation of a book international cooperation between South and North Korea, to find a solution to this very matter. Fourthly, he puts a special interest in the KAVKAS next generation, which is currently impossible since KAS for titled The Space of Memory, while also the time being has suspended the conducting a research on memory scholarship program. In is in his best discourse that is increasingly gaining interest that Korea s young generation popularity in the humanities studies. Among his renowned publications was The Birth of Literature Memory. As the President of KAVKAS, he intends to enhance our cooperation with KAS and Germany in general. Specifically, he wishes to gather the insights of each KAVKAS members who have studied in various fields in Germany, and try to apply the knowledge they have acquired to the betterment of Korea. To meet this goal, he could also learn from Germany as he did more than a decade ago. And last but not least, he what he deems most important, is to hold annual meeting or seminar for not only KAVKAS members, but also their families, to revitalize the network and mutual relationship among them. Because in the end, as much as the leader is important, the future of KAVKAS lies in the hands of its members, that keeps the organization running vigorously.
