1 Community Advisory Committee Meeting #1 Hiawatha Golf Course Property Master Plan
2 Welcome! Take two minutes and introduce yourself, and tell us about your passion for parks and recreation
3 CAC Charge The Hiawatha Golf Course Master Plan CAC shall: Become knowledgeable about past investigations conducted by the MPRB and others in order to gain a reasonable understanding of water management conditions on the golf course property and any attendant effects on nearly private properties; Become knowledgeable about past and current use of the property, including communities served by the current golf course use of the property; Become knowledgeable about other aspects of the golf course property and the master planning project and its scope, and advise MPRB staff and consultants throughout the planning process; Contribute to broad community engagement by acting as primary contact for the CAC s represented communities, and by enhancing the project s interaction with a wide range of stakeholders and stakeholder groups; Assist with ongoing communication of technical plan elements to the general public; Report back to appointers or appointing bodies, as requested, on the plan process, information presented, and possible recommendations; Make recommendations to the MPRB Commissioners on the future use or evolution of Hiawatha Golf Course, based on agreed upon vision, goals, and principles; Make recommendations to the MPRB Commissioners in support of any changes to the golf course property or perpetuation of current uses, with attention to priority, sequencing, timing, and funding.

5 What is a Master Plan? A master plan sets a vision to guide long-term development and improvements to a park or group of parks; It guides stewardship and helps ensure that park features and amenities reflect the needs of the communities they serve; It helps ensure long-term financial and ecological sustainability; A master plan involves extensive engagement with individual and group stakeholders, other community partners and governmental entities; and It is subject to review and comment by the public, as well as public hearings and approval by the Minneapolis Park and Recreation Board of Commissioners.
6 Process Each stage and their outcomes are detailed in the Info Binder. Over the next twelve months we ll be moving through a series of STAGES and associated OUTCOMES from each stage. 1. Context Coming to an understanding of the project 2. Conditions Getting to know the site and its various needs 3. Possibilities Thinking big for the future, and developing guiding principles 4. Directions Refinement of big ideas, and developing a focused vision 5. Preferences Identify a preferred direction 6. Documentation Putting the plan on paper and developing recommendations to the MPRB 7. Sharing Broad distribution of the draft plan for comment 8. Review Input to drive the final plan home
7 Approvals of the Master Plan Must be adopted by the Minneapolis Park and Recreation Board Must be adopted by the Met Council The master plan may require alignment with permitting agencies: US Army Corps of Engineers US Fish and Wildlife Service Minnesota Department of Natural Resources Minnesota Board of Water and Soil Resources Minnesota Pollution control Agency State Historic Preservation Office Minnesota Office of State Archaeologist City of Minneapolis Minnehaha Creek Watershed District

9 Master Plan Goals At it s core, we need a usable plan the reflects community needs and is implementable under the various regulatory agencies. Specifics on reaching this goal will be driven by a master plan vision and a set of guiding principles, yet to be conceived.
