I believe that you have made the right recommendation and that Garden Village sits more comfortably within Drypool Ward, where the community has long had its roots. As I stated in my first submission to you I feel that the Drypool ward is better suited encapsulating the entire conservation area of Garden village and the revised boundaries reflect that. I take comfort in knowing that the shared services and heritage that the members of the Drypool ward have will be viewed as one continuous electoral area and served by the same council ward members as they were previously. The existing natural boundaries and communities built around them should be served by the same councilors and seen as one constituency as their needs and concerns are more aligned with the proposed area. Many thanks for taking my comments into consideration, I have a strong history and roots within this ward and I am happy that I was given the chance to have my views and concerns considered at these stages. I would like to express my support for the Labour Group's Boundary Review Proposals from March After looking at the draft proposals the Labour submission seems far more logical than other suggestions in that it seeks to ensure historic local communities are brought together for representation. However, the current Beverley and Sculcoates proposal is ridiculous in that it is an artificial construct bordering 9 Wards with extremely different social, economic and cultural differences. The inclusion of this Ward and a reluctance to cross the River with a Ward, even though local Government Area Committees have operated this way for many years, then impacts on the rest of the City proposals.if you genuinely want natural communities than this Ward as proposed in draft form simply must be revisited. In my younger days I lived on off Beverley Road presently in Myron and then on which is now on Newland Ward. Those areas had no community links with the area that is presently Beverley Ward and my friends that reside on Beverley High Road see no commonality between their community and the areas of Beverley Road presently in Myron and Newland Wards. They are disgusted by the proposal and see it as inept and insensitive interference of the worst possible kind. I merely reflect their words to me. Last week I had an unsolicited letter pushed through my door by the Labour Party (see attached). I was so appalled by its contents that I initially ripped it up and threw it away, but having spoken to some of my neighbours about its content I feel strongly that I need to give you mine (and their) views on this subject. I have had a look on your website at the proposed boundaries for council wards and looked at the comments you received in your previous round of consultation. I believe that the letter that I and my neighbours have received from the Labour Party is, at best, inaccurate and, at worst, outright lies. I will go through the various points that they have raised below. They state: Labour agrees with residents of Garden Village that this area has more in common with the private residential areas of the Holderness Ward. I may have missed it, but I could not find a single person from Garden Village who wrote in to your last consultation who made that point. The only people who made that point were the Labour Party. In fact you seem to have had quite a few people writing in to say that they didn t agree with this statement if I had been aware of it at the time I would probably have written in myself. They state that Drypool Ward is: mainly Council and private rented social housing. This is fundamentally not true. For a start Victoria Dock (which is in Drypool Ward) is almost entirely owner occupier. I have numerous friends who live in streets off Holderness Road, including Severn Street, Mersey Street and Endymion Street, who also own their own homes. There are areas of council housing on Barnsley and Victor Streets, as there is here in Garden Village on Laburnum Avenue and Acacia Drive. To suggest otherwise is utterly ridiculous. The writer of this letter clearly has a very low opinion of us if he thinks we d be motivated by trying to distance ourselves from council tenants. They state: school catchment areas and other social factors would mean being part of Holderness Ward would result in better electoral representation. I have no idea what they are referring to here. My children attended Mersey Street Primary School, same as most other children in Garden Village and many children from the neighbouring streets like Jalland Street and Durham Street. As for better electoral representation, I haven t noticed there being a problem here as far as I can remember Garden Village has always been a part of Drypool Ward and we seem to get the same level of service from the council and our MPs as anywhere else. They state: Council Wards are supposed to cover areas that are similar; the proposal here does not achieve this. I do not agree with this at all, for the reasons stated above. This is all one community off Holderness Road and I am disappointed that this letter appears to be trying to divide us and create ill feeling. I have friends who live off Holderness Road, my doctor is off 1
27 Holderness Road on Morrill Street, we use the shops on Holderness Road, including ASDA. This is my community and I see no good reason to split it up. Finally they state they want us to send our comments to: Boundary Review, Beverley High Road Survey. What, if anything, Beverley High Road has to do with the issues in Garden Village I have no idea! Rather than replying to this letter from the Labour Party I am sending my comments to you directly. It is none of their business what I think about these issues surely this should be an independent process that ignores attempts by politicians to divide us. The further draft proposals place Bodmin Road, and thus the church, in the Kingswood ward rather than West Carr or North Carr. This does not reflect the vision of the church, or the heritage of the area. Bodmin's vision is to see the Kingdom of God established in the HU7 area. This is particularly focused on Bransholme - partly since the Church globally has an obligation towards those at the edge of society; partly since Kingswood didn't exist when the church was founded back in c The church was founded with the wider Bransholme estate, having previously been located in one of the fishing communities which was displaced to this area. The proposed changes cut Bodmin off from the majority of Bransholme and places it in Kingswood, an area where the demographic is markedly different to the norm in the HU7 area. It separates an area off from the rest of the estate which it was built alongside, and places it in a ward alongside a new residential area dramatically different in atmosphere and demographic. I would suggest that the whole area south of John Newton Way and east of Bude Road would be better placed in West Carr, rather than Kingswood, due to this area being a part of Bransholme. Thanks a lot for considering my comments. I hope that the boundary commission revises its proposal to place Bodmin Road Church and the surrounding area in Kingswood and rather places it in West Carr - which would better reflect the history of the area, its demographic, and the vision of the church. I believe that this is a cynical political move, a gerrymander if you will, that does little to benefit the communities in question. I also oppose the Bransholme proposals to split the Bude Road community down the middle, which would place half in Kingswood and half in West Car. Again, this absolutely fails the community test and will not benefit the residents one iota. 82 Review Committee Members Review Officer (Kingston upon Hull) Local Government Boundary Commission for England 14 th Floor Milbank Tower Dear Members RE: Ward Boundary Review Kingston upon Hull Myton Ward. I live in the north east end of the Myton boundary sometimes referred to as Fountain road estate, an area which has become the focal point of controversy And conjecture within the submissions received for the review so far. The following proposal is written in good faith as a resident and represents my personal view and is not representative of any office I hold or professional body To which I am affiliated. This submission concerns the Myton Ward as affected by the review so far and especially the North East boundary which includes Bridlington Avenue, Fountain Road, Beverley Road South to Freetown Way and the natural boundary of the river Hull and Barmston Drain Before moving on I will attempt to give an overview of the area that is not politically motivated, as in that regard I am not partisan and feel that often local Services delivery at times can be fettered by posturing, point scoring and the pursuit of personal agendas. I was born in Grange Street in 1950 into a family who have lived in this area for many generations, about 100 meters from my current address. My family being of Irish extraction, immigrants who settled in the area. My wife s family who settled in the Liddell street area were also from Ireland. The housing was poor Two up two down terraced houses, built back to back with a tap in the back yard the only source of water for the house and an outside toilet. I attended Fountain Road schools. The community was close sharing many facilities such as the wash house, public baths and shops which stretched form Charles Street and the Catholic Church to Brunswick Avenue into Waterloo Street which intersected on Fountain Road and was a match for any like community in Hull at the time for cohesiveness and identity. The war had seen Hull suffer very severe bomb damage which was very evident In this area and to the City Fathers credit a demolition and re-build programme was undertaken with council houses being built over a period of time to address the needs of the time, indeed in some shape or form that programme today is still extant albeit Ham strung in the form of enforced austerity measures. Most of the new housing was built in the form of Estates on the Eastern side of the river Hull, indeed we were re-housed in 1958 onto Greatfield Estate into
83 palaces compared to what we left behind. No worries or concerns about the river boundary which appears to be an important part of the nostalgic argument about boundaries. A bus ride in the early days or even a walk across one of the many bridges was not an issue as I recall indeed Hull Kingston Rovers started life in the west of the City moving to East Hull and Hull FC took their place at the ground as they left. Such is the extent of cross river migration that the nostalgic notions are just Good banter amongst an eclectic mix of Hullensians. After the demolition of the area the estate as it is today was built in the late sixties with many people moving back to the old end a colloquialism describing where you lived. My return to the area took place in 2011for personal reasons, after a working lifetime, living in many places but always with a base here in Hull. That return has not been a shock nor unpleasant. I have met an eclectic mix of People young and old with diverse nationalities, beliefs and ethnicity getting along for the most part and being very tolerant of the needs of others, an example being the recent building and opening of a home for the homeless housing about 30 people which was put into operation without protestations. We also are home to the Rise academy which seeks to re-engage troubled teenagers with the education system, several churches one of these will see its school placed into a different ward with the current proposals and a care home which services the needs of some challenging residents. The notion of community here is not living in each other s pockets but to be willing to help your neighbour and to engage with visitors to the area. Everyone s take on community is not the same but identity and a sense of belonging is a constant for all which is fundamental to the boundary debate. I have seen the video transcripts of the initial interviews held in Hull, read and reviewed all submissions to date and have engaged with some of the interested parties and talked to local residents in the area of concern and have concluded That it is not in our best interest to be annexed in this way despite the argument Put forward to do so. In essence the submission accepted as the most likely to go forward for Beverley and Sculcoates appears most plausible and I can see how in need of a resolution that the Committee has been seduced by its overwhelming content, apparent attention to detail, scope and depth as opposed to other submissions which were less detailed. However with regard to Myton as pertains to my argument the Sculcoates and Beverley submission is really quite flawed and if examined closely has stretched points and contrives to create links that really do not exist for north east Myton, or at the very least are tenuous. In particular we are more aligned to the city centre than Beverley road beyond Fountain road. The city centre shops are reasonably accessible and there are very few retail outlets south of Beverley Road to Freetown way. The references to Heritage funding is a real stretch as the amount of money involved is not enough to make
84 any impact of any real consequences along the mile long stretch it is meant to cover on the frontage of both sides of Beverley Road and certainly does nothing for the area of Myton which I refer to. The straw polls/questionnaire which offered loaded options with regard to being aligned with less than savoury areas as opposed to heaven was always very much working back from a preferred outcome to produce x without all the information available to hand for the chosen questionee. Finally the bus that unites communities, Myton to Kingswood and return. This bus originated to facilitate the more infirm and elderly residents of Myton to access the Town Centre and Hull Royal infirmary. It is the only bus which runs along Bridlington Avenue in a circular route that went up Hessle road and across the city to Asda Kingswood an impossible route to manage always very unreliable. Now changed, runs from Kingswood through Myton to the city centre every hour and a half no Sundays no Bank holidays seven per day a very poor service for us but a supplementary service for Kingswood which has a deal of choice of buses to access the town., on average every 15 minutes. The Myton Bus is an extra for Kingswood to use and if on the bus at this end they are not visiting this community they are passing through. The shape and size of the proposed ward is so unrealistic from the centre of the city to the very edge of the city boundary by Dunswell, whose residents can hear the church bells of Beverley as clearly as in the Northern part of Myton I can hear Hulls Town Hall clock chiming. It really is an absurd proposition to put forward such a change for no gain for the residents it concerns, however the motivation has a very transparent barely hidden agenda to upset the balance of Representation in the areas affected, in my opinion. As I stated at the outset my assertions are not based on party loyalties and act on my families behalf and neighbours of this community who care, however I would ask that you re-visit the initial letters of the Myton Ward Councillors as our representatives, in particular as they are a succinct accurate summation of the facts for This area of the Ward at the outset of this process. In conclusion my considered options for the way forward for Myton would be 1. To remain as we are with the whole of Myton and retain three councillors the criteria is already met within the tolerances of the review. 2. Remove North East Myton Bridlington Avenue Fountain Road Estate from the proposed Beverley/ Sculcoates ward which would be an achievable compromise and works well with the natural boundaries. 3. To become part of the Labour proposal of Myton Central

The inclusion of this Ward and a reluctance to cross the River with a Ward, even though local Government Area Committees have operated this way for many years, then impacts on the rest of the City proposals.
