The current Beverley and Sculcoates proposal is ridiculous in that it is an artificial construct bordering 9 Wards with extremely different social, economic and cultural differences. The inclusion of this Ward and a reluctance to cross the River with a Ward, even though local Government Area Committees have operated this way for many years, then impacts on the rest of the City proposals.if you genuinely want natural communities than this Ward as proposed in draft form simply must be revisited. Beverley and Sculcoates Ward is a ridiculous piece of planning by any measure, creating a bizarre and artificial community of people who have nothing in common. A 30 minute walk from freetown way, to Desmond Avenue, where I have regularly stayed, and would be a further minute walk to the top, such a ward would be unparalleled in Hull s history no sane person, would dream of making a ward so long in thin, in the simplest terms. Having one ward travelling down Beverley rd is nonsensical, it passes through 3 distinct communities that have no relationship with one another whatsoever. My area is mainly landlord supplied student accommodation with a small private house owner cohort, to the North of here you have very grand houses and then two estate areas one known as Ghost town. This is an area of mainly owner occupier and elderly people and at the other end of Beverley Rd you have a large estate near Anlaby Rd. It is difficult enough to create a community nearby let alone in parts of a new ward that no one knows at all. Is this a party political issue because the only party that will benefit from this is the Lib Dems. I would hope that you reconsider these plans and nurture wards that know each other. Hymers Aveue has no connectivity with Myton Ward or Anlaby Road and looks culturally towards the Avenue community. It is obvious from the map that this is a topological fix, as without this community the proposed attempt to lever large parts of Anlaby Road into Myton could not be achieved, as it would not join. Your proposals seek to cross the natural boundaries of Railway Lines in all directions to achieve this, and this clearly completely conflicts with the community arguments you are supposed to consider. Clearly this stems from the Boundary Commissions hugely unpopular proposal to split Hessle Road. By adopting the Lib Dem proposal, you merely divide Hyners Avenue instead from its natural community of interest, and divide also the Newington community. There were alternative proposals that kept Hymers Avenue in Avenue Ward and the Stadium in Newington. You chose to ignore them. I urge you look seriously at these proposals as those currently proposed are extremely unpopular and you have no mandate for your proposals for Hymers Avenue or the Stadium area which cut through established community affiliations. I moved to Hull in 2009 as a student and lived initially off Newland Avenue. Most recently I lived in, off Anlaby Road, in the Myton Ward. In June I relocated to the North East, but having lived in Hull for over 8 years I wanted to comment on the areas I know well. Firstly, I support your proposal for the Myton Ward, where I lived most recently. The ward boundaries on Rawlings Way and Spring Bank West are clear and will be easily understood. I think it s a good idea to include the KCOM Stadium and the streets around it in Myton as it s part of the city centre. I also think the removal of areas that are really part of the Beverley Road community (the Waterloo Estate and streets north of the Welly Club) from Myton is a good idea as it makes Myton ward clearly about the city centre and the roads out to the west, like Anlaby Road where I lived most recently. The areas being moved out to the north will be better served being attached to wards containing other parts of Beverley Road. Secondly, I also think your proposed Wyke Ward works well. The railway lines, Cottingham Road and Beverley Road are clear and obvious natural boundaries. Thank you for taking this into consideration and please adopt these wards, as you have proposed them in your Further Draft Proposals, for next year s council elections. I have been actively involved in the local community through volunteering on numerous projects over the last 10 years, this currently includes: Chair of Friends of Western Library Group. Chair/Project Co-Ordinator for Streetwize Community Association. Parent Governor for Chiltern Primary School. Chair of Hull Fishing History Group. Committee Member/Child Safety Co-ordinator/Public Co-ordinator for the Friends of Constable Street Fields Group. Member of the Governor s Architect City Wide Group. Member of the HCC Tenant s Forum Group. I did not agree with your initial proposals for the new Newington & St Andrews ward, as I thought the boundary down the back of the Boulevard cut the Hessle Road community in half. However, I think that your further draft proposal for the Newington & St Andrews ward is spot on, because it fixes the problem of the boundary between Myton and St Andrews. Loads of people from round here, plus the STAND and the local Heritage Group, opposed the boundary down the Boulevard, so I am really pleased that you ve listened to them.
44 In the proposed ward as you now have it, it is really good that all the area that is being demolished and rebuilt as part of the NASA Area Regeneration, either side of Hawthorn Avenue, is included in the same ward. Rawlings Way is a good boundary people know where it is and it s been the ward boundary for St Andrews for many a year, furthermore Anlaby Road is a good northern boundary, additional it s a lot more sensible to put all of the Gipsyville estate in the Pickering Ward as it has much more in common with the rest of Pickering Ward than with the terraced streets either side of Anlaby Road. So please keep Newington & St Andrews ward as you are now proposing it. Thank you for listening to the community and fixing the errors from the last Draft. I would like to think I have a good idea of this community and the issues that we face. This area is part of the Holderness Road community. The Methodist church, round the corner on Durham Street, is well attended by people in Garden Village, as is our local primary school on at Mersey Street. The shopping area on Holderness Road is our local shopping area me and my friends and neighbours use these shops regularly. All of these amenities (and Garden Village itself) are in Drypool ward. This makes perfect sense as, when there are issues that impact on our community (like plans in the past to close Mersey Primary, or our local library or even issues with new shops on Holderness Road) our community can speak as one. To move Garden Village into Holderness ward would split our community. Despite the name, Holderness ward appears to cover the area up Lambwath Road, Tweendykes and Stoneferry. This is not the same community and, I'm sure, they will have their own issues that are better addressed by them remaining together in one ward. I was dismayed to receive a letter from the Labour Party telling me that they think Garden Village should be moved into Holderness ward. Leaving aside the fact that in all the time I have lived here I can never remember the Labour Party in Hull taking an interest in Garden Village before, the idea of moving us seems completely unnecessary. Why their sudden interest? We have always been a part of the Drypool ward. To split us makes no logical sense to me it is a "no brainer" to keep Garden Village within Drypool ward. I do not understand the reason for moving Sunnybank, Springbank West and Hymers Avenue into Myton ward. These streets have long been associated with the Avenues: Princes Avenue is the natural resource for shopping and transportation, for example. Nor, in my opinion, do these three streets have much in common with the Anlaby Road area you propose to join them to. Previous proposals kept Hymers Avenue within Avenues ward where, I believe, it naturally belongs. I also wish to object to the proposed Beverley & Sculcoates ward, which seems to me to be wholly artificially created. You state that the Commission aims "to ensure that the pattern of wards reflects the interests and identities of local communities" but there is no community identity across this proposed ward. The central area of Hull, one of the more ethnically diverse parts of the city, looks more naturally towards Springbank and certainly has little in common with the suburban streets at the north of Beverley Road. Poorer areas within the proposed new ward (eg. Fountain Road) have markedly different concerns to those of more middle class areas. The Hull to Beverley railway line is a well established boundary between Hull North and Hull West constituencies, so I cannot see the sense in moving these streets into Myton ward. I also wish to express my objections to the proposal to create a Sculcoates and Beverley Ward. Running almost the entire length of Beverley Road, the areas currently in Newland and Myton Ward are not a natural fit with the existing Beverley Ward. This proposal proposes the cutting in half of the Bude Road Area, and divides a community that has been in one Ward since the Bransholme estate was built in the 1960s 70s. This proposal splits the Bude school catchment areas in half. The only reason this seems to have occurred is to satisfy the private owners of Kingswood that without this Gerrymander would not be big enough for a three person Ward. It would appear to be the case that the Boundary Commission disregards the views of poorer residents from a social housing area, caring only for more prosperous home owners. Splitting a community and joining half the residents of the estate across a major road, a huge distance apart, is just plain wrong on every community test. I believe all residents views should be given equal weight and these proposals need rejecting and the Bude area needs keeping as one community like it has been for the last years. This proposal would also put half the socially deprived Bude Area in Kingswood Ward, denying it vital funding on all deprivation indicators. Sent from Windows Mail 1

Moving these two roads across two railway lines, and aligning them with Anlaby Rd and the Thornton Estate is effectively creating a completely artificial community, and one that will be detrimental to the interest of the communities both socially and politically. I also wish to oppose proposals to artificially construct Beverley Rd and Sculcoates Ward, for similar reasons ie that such a boundary change will create nothing short of a specious alignment of communities. As an alternative to the proposed changes, I would like to emphasise my support for the plan for the wards proposed by Labour in March this year. Please convey my opposition accordingly. My detailed objection, sent during the consultation phase, focused on the irrationality of having a 'ward' stretch for 3 miles along a winding river bank, leading to a conglomeration that is often only just over 100 m wide, and encompasses a set of wholly disparate communities. I am sure that I was not alone in objecting in detail, without any response that addresses these important issues. The continued insistence on the original proposal makes nonsense of the claim that one priority must be for the 'ward' to represent a community, or communities with similar characteristics. It seems that the obstinate insistence on treating the River Hull as an impassable boundary, while also treating Beverley as a second impassable barrier, has the led the LGBCE into a position from which they cannot retreat without 'loss of face'. This is no way to conduct oneself as representatives of a functioning democracy. I ask the Commission to think afresh, rather than force us, the local residents, into a whole unsustainable ward, whose new Councillors would have a constant battle on their hands to come up with a coherent policy for ensuring its development and cohesion.
