1 ABORTION White Paper You should stand with her Terron Watkins
2 Executive Summary This document will introduce the thoughts of the Clinton Administration in terms of the heated discussion of abortion. In this document we will state our stance on abortion as well as our plans to improve this issue. We will debunk the true meaning of the Hyde Amendment. This document will also discuss the allocation of more funds into the Planned Parenthood Foundation. Enclosed in this document is the history of abortion as well as important court cases that have led to the views of our country at this point about abortion. Introduction This report will be presenting information about Secretary of State Hilary Clinton s position on abortion. This document is here to provide the facts of this complicated matter. Abortion has been an important factor in this election. We will identify many options that we see as plans in this debate of what is right or wrong of abortion.

4 Background of the Problem Abortion is a problem that has divided our country for many years. Each presidential candidate has had to take a stance on this issue and defend it endlessly. In 1973 Roe v. Wade had great implications on the country of the United States of America. The decision that was passed was that abortion was a woman s fundamental right under the United States Constitution. They listed that this was a right that was stated in the 14 th Amendment. This election on of the main issue is whether or not to overturn the Roe. V. Wade decision or to leave it as is. In 1973 abortion first became legal in the United States. When it was first passed as being legal, abortion was a procedure that was covered by Medic Aid. This was changed in 1976 when the Hyde Amendment was passed. The Hyde Amendment is one that banned the coverage of abortion from being covered by Medic aid. This particular Amendment is interesting because it makes abortion the only medical procedure that cannot be covered by Medic Aid. Medic Aid covers birth control, and sterilization so it being banned from covering abortion is an atrocity. The Hyde amendment is one that had a direct impact on low-income and immigrant women who may seek abortions more often than other environments. Solution We as the Clinton party organization propose that we leave the decision of Roe v. Wade. We have decided that the best way to conduct the decision of Roe v. Wade is to leave it as is. We believe that the government has no business in deciding what is right or wrong in a woman s decision of what to do with their body. We also believe that we should use tax money and give a percentage of it to Planned Parenthood. This is an issue that we believe is a serious topic, we want the people of America to feel as though this is a safe environment that has the best interest of its citizens. In order to do this must remove the Hyde Amendment which bans the government from using tax payer dollars on Planned Parenthood. We believe that if we can scrap the Hyde amendment that we can equal the playing field amongst women of this country. If we can overturn this this decision to not allow women to have abortion covered by Medic Aid, we will be making medic aid a wholesome insurance policy. Abortion is covered by most private insurances, why should it not be covered by Medic Aid as well. We just want the tax payers money will be used to provide an equal medical coverage. We as the Clinton administration would love to provide the citizens with a safe and secure way to get abortions as well as have a better living condition. We just want women of all incomes to feel as though they can securely move throughout this country. We Need You We need you to vote for our administration this November. Together we can change the way that medic aid system covers abortion. We also want the people to know that we believe that the
5 government has no right to invade into the decisions made by women on what they do with their body. We need you to vote to get rid of the Hyde Amendment, this is an amendment that has crippled our medic aid system. Voting against the Hyde Amendment will allow us to provide health insurance that will be as comparable as the private insurance companies. Those who are less fortunate should not be discriminated against in terms of their ability to be able to make a decision of abortion based solely on the fact that they have a lower income. We also ask that you take your time to discuss these issues with your peers. This is an serious topic in terms of this election and we ask that everyone go out and vote. Together we can make this country one that is truly inclusive and not discriminate people based on gender, race, or financial class. Conclusion To conclude we as a party would like to discuss the problem of abortion. We believe that our plan to leave the court decision of Roe v Wade as the standard is the best solution to creating a society where women have the freedom to do as they please with their own body. We also feel that we should give more money to Planned Parenthood as well. As Clinton administration has previously stated we will fight to get the Hyde Amendment changed. Getting this changed will allow women of low income to not feel as though they have to raise a child in poor conditions. We just want women of low income to have the same options as women who have private health care insurances.
