His Excellency said this in the foundation laying ceremony of a school at Rautahat. The school is said to be built at Pathrabudhram VDC on the cost of Rs.4 Crores and 39 Lakhs. Ambassador Rae said that India has always wanted peace and stability in Nepal. He said that India will always help Nepal to gain prosperity by helping in i n f r a s t r u c t u r e Ranjit Rae development among other things. The two storied and 31 rooms school is being built under Indian Government s help. Ambassador Rae was felicitated by the locals and the political leaders when he visited. Decision to start Expose Campaign Birgunj : Revolting against the government s decision of conducting local elections on Baisakh 31, 2074 without amending the constitution, Madhesh Forum of Parsa has decided to conduct a week long movement. Under the presidency of Terai Madhesh Sadbhawana Party, Parsa s president Mr. Birendra Yadav, a meeting was held which decided to conduct a week long protest program from Falgun 14 th, i.e. from Saturday. Starting from Milan Chowk on 14 th and ending on Manwa Bazaar on the 20 th, the main objective of this expose campaign will be to expose the betrayal of the three main parties, namely Nepali Congress, CPN-UML and Maoists, to the citizens. Madhesi Front registers amendment Kathmandu: Modification in the Amendment Bill has been registered byunited Democratic Madhesi Front. Madheshi front put this forward on Sunday, on the issue of borders of the states. In State Number 2, Jhapa, Morang and Sunsari along with mixing 11 VDCs from Chitwan and state number 5 will be from Nawalparasi to Kanchanpur. And, in this way, the province will not have any hill districts. The amendmentstates, Province1: Taplejung, Panchthar, Ilam, S a n k h u w a s a b h a, Terhathum, Dhankuta, Bhojpur, Khotang, S o l u k h u m b u, Okhaldhunga and Udaipur. State Number 2: Saptari, Siraha, Dhanusha, Mahottari, Sarlahi, Rautahat, Bara, parsa, Jhapa, Morang, Sunsari and 11 VDCs of Chitwan. State Number 4: Gorkha, Lamjung, Tanahun, Kaski, Manang, Mustang, Parvat, Syangja, Myagdi, Baglung, Palpa, Gulmi, Arghakhanchi, Rolpa, Pyuthan, Rukum (eastern part). State Number 5: Nawalparasi, Rupandehi, Kapilvastu, Dang, Banke, Bardiya, Kailali, Kanchanpur. State Number 7: Bajura, Bajhang, Doti, Jumla, Darchula, Baitadi, Dadeldhura. Madhesi Front also put forth the amendment in language and National Sabha formation. Nepali congress will try to pass the amendment bill. In a meeting of MPs representing Madhesh, Party Chairman Sherbahadur Deuba said that efforts will be put to pass this bill along with the UML.

The state has said that the demands are legitimate and will be fulfilled, time and again, to maintain peace during the Madhesh Movement. But, when the time comes to promulgate the demands, they always cheat. The common Madheshi citizens are always The local elections can be changed. Only the nonpolitical affiliated citizens should be allowed to stand as candidates. Local proportional inclusion should be mandatory. If any candidate is found to be affiliated to any political parties or is getting sponsored by them, they should be removed. Due to the lack of knowledge on difference between a friend and a agent, politeness and sycophancy etc, Nepal is slowly going backwards. There is no rapport built between what the citizens want and what they are being given. Citizens want equality but are getting federalism. They want equal experiences but are getting sympathy. They want opportunities but are getting quotas. They want development, but they are getting conflict instead. The nepali citizens are fighting for their rights, but the leaders are fighting for position. After all, it s time to realize that racial discrimination and patriotism don t go hand in hand, but quite the contrary. Gaur terrorized due to Madhav Nepal Kathmandu: CPN UML leader Madhav Kumar Nepal caused Gaur to be terrorized for the whole day. He has been accused of trying to cause a massacre in madhesh by forcibly organizing a program when the sentiments of Madhesh are pretty anti CPN-UML. Before him, UML s other leader Bamdev Gautam repressed madheshis in Janakpurdham using the force of the police and caused rioting in Rautahat. The program was done even when Nepal knew that the locals were angry. But, due to lack of security, the program was forced to take place in police station amidst a security chain. That caused conflict between the police and the protestors, causing tear gases to be fired too. A journalist of The Himalayan times, Mr Prabhat kumar jha was bashed while collecting the news by the police. The unrest still continues. Out - of sync Eid in Pakistan -2 - James Crickton So, by the time, families gathered to celebrate Eid this year with new clothes, shoes and tinkling bangles the streets of Pakistan from Peshawar to Quetta were soaked in blood of the faithful. The Eid eve itself was blood soaked with militants attacking Quetta policemen who had gathered to bury a colleague killed while he was Eid shopping with his family. For these families each Eid festival henceforth will not be a day of joy but a day when a grave, or graves in some cases, need to be visited, and a time to relive the memories of lost ones. There are already hundreds of families who mark these sad rituals every year on Eid, said an editorial in a leading daily. TTP and its ally Lashkar-e- Jhangvi (LeJ) are getting help from the Haqqani Network in their fight against the Pakistan State. On its part, the Haqqani network doesn t attack the Pakistani State and therefore it is the trusted asset and proxy of the Pakistani security establishment on both sides of the Durand Line, as Stephen Tankel, a noted American expert, points out. For instance, the Haqqani network has helped Rawalpindi to bring Afghan and Pakistani militant leaders under a new umbrella, Shura Ittihad-ul-Mujahidin for better operational coordination. Simply put Pakistan army has tied itself in knots. It cannot fight TTP and pamper the Haqqani Network at the same time. Ignoring the Haqqani Network s help to augment TTP s capability is no more than aggravating the self-inflicted misery. It must revisit its terrorism centric foreign policy and stop using jihadi proxies for geo-political goals. This is the first and foremost pre-requisite to subdue the likes of TTP, and to achieve the avowed objective of dismantling terrorist infrastructure in Pakistan. Otherwise Pakistan will have to be prepared to recognise the Islamic Emirate of North Waziristan, where, as the sedate Karachi daily, Dawn, says, there is a defacto takeover by militant forces. They (the militants), have their own army, their own courts and their own administration. And it seems their own Eid too, the daily said pointing out that Eid in the tribal belt was celebrated, like in Saudi Arabia, a day ahead of rest of Pakistan. Is the out-of sync Eid in the tribal belt a small matter for Pakistan, where death and destruction rain down almost every day? The jury is still out. End Sources :Agencies

3 3 Monday, 27th National Weekly February, , Falgun 16 th Madhesh Movement is Yet to Fulfill it s aim The consensus was given at the time when the government was being built. The consensus was for meeting our demands. There has not been a situation when our consensus has to be taken back, but if situation arises we will look into it. You have announced the program of protest. What are the strategies? - In the past, the madheshi citizens revolted strongly. They have been through countless closures and protests. Dozens of them were martyred. But, till now the demands of the movement has not been fulfilled. We requested the government to amend the constitution before going into the elections, but the g o v e r n m e n t announced the dates on their on free will, we are revolting against that. The government has said that the amendment will go along the date announcement of elections. Why no patience? - That is all for the sake of saying. We had clearly said that the amendment should be done before, but they did not agree. It has compelled us to go to revolt against it. The madhesh wont take part in the elections until all demands are fulfilled. The previous six month long movement was of no use. Will the government go against their decisions now? This is just the beginning. There are various protest programs that are upcoming. If our demands are fulfilled now, we are ready to go in elections. We are not against the elections, we just want our demands to be fulfilled prior to the elections. The government is asking for suggestions on whether to increase the number of local bodies in the Madhesh by 7 days. You could have waited upto that? That is not the demand of madhesh, but if that happens, it s good for madhesh itself. What are the further strategies? The movement will continue till the demands are fulfilled. U have given your consensus to the government yet you are protesting. This is a hot topic in the social media currently. What is your say in this? - The consensus was given at the time when the government was being built. The consensus was for meeting our demands. There has not been a situation when our consensus has to be taken back, but if situation arises we will look into it. So the consensus can be taken back anytime? - That goes without saying. There are protests being announced one after another. Till when will this continue? - The protest for getting our rights will continue as long as the demands are not fulfilled. Rajendra Mahato Just fighting a g a i n s t d i s c r i m i n a t i o n does not really help. Some days ago the names of - The movement will continue till the demands are fulfilled. - Madhesh movement was unable to fulfill it s aim. Until and unless that happens, discrimination is bound to continue. - We requested the government to amend the constitution before going into the elections, but the government announced the dates on their on free will, we are revolting against that. President, Sadbhawana Party r c o m m e n d e d candidates for the next ambassador for Nepal included one Madheshi. Inclusion is just in the constitution isn t it? - That is because the Madhesh movement was unable to fulfill it s aim. Until and unless that happens, discrimination is bound to continue. Inclusion was written in the constitution but it was not practiced, was it? - Laws are not made, when made, they are not followed. That is why it is not practiced. What difference does it make if the amendment is before the election or after it? - The citizens have fought for such a long time. Many have died. All cannot go for vain. This constitution is making it all go for vain. With this constitution, how can we go into elections? First it needs to be amended. - Among the protest programs, there is an Expose Campaign. What is it about? This campaign is all about raising awareness on how we have been betrayed and discriminated, and how we can go forward.

4 4 Monday, 27 th February, , Falgun 16 th 5 th bilateral Line of Credit (LoC) Review Meeting between the Governments of India and Nepal Kathmandu: The 5 th bilateral Line of Credit (LoC) Review Meeting between the Governments of India and Nepal was held on February 2017 in Kathmandu. The Indian delegation was led by Mr Ajit Gupta, Joint Secretary (DPA-I), Ministry of External Affairs and the Nepalese delegation was led by Mr Baikuntha Aryal, Various projects which have been approved for implementation as well as the projects for which preparation of DPRs are under process by the Government of Nepal, under Line of Credit for US$ 550 million (LOC-III), were also discussed during the meeting. National Weekly Golden Jubilee Scholarship awarded by the Government of India Kathmandu: At a felicitation function held at Hyatt Regency hotel, Kathmandu on February 22, 2017, Hon ble Minister of Education Dhaniram Paudel and His Excellency Joint Secretary, International Economic Cooperation Coordination Division, Ministry of Finance. The concerned Nepalese authorities from the Ministries of Foreign Affairs, Finance, and Physical Infrastructure and Transport, Energy and Irrigation participated in the meeting. The meeting reviewed the progress made on the projects under the Lines of Credit for US$100 million (LOC-I) and US$ 250 million (LOC-II) extended by the Government of India to the Government of Nepal, through EXIM Bank of India. Under LOC-III, the Government of India has approved inclusion of 16 road projects including the Mahakali bridge. The road projects are to be developed by consolidating the packages of 11 road packages and 1 bridge project since it was desirable to keep smaller number of packages to attract quality contractors. Both sides also discussed the modalities for implementation of the Line of Credit for US $ 750 million pledged by the Government of India for the postearthquake reconstruction of Nepal, which is now ready for operationalization. Arun-3 Hydro Electric Project in Nepal by SJVN Limited Kathmandu: Cabinet approves the investment proposal for generation component of Arun-3 Hydro Electric Project in Nepal by SJVN Limited, a Central Public Sector Enterprises of Government of India. Investment for generation component of Arun-3 HEP (900 MW) for an estimated cost of Rs crore at May 2015 Price Level. Completion period of the project shall be 60 months from the date of financial closure which is planned for September this year. Ex-post facto approval for the existing implementing agency, already incorporated in the name of SJVN Arun-3 Power Development Company (P) Limited (SAPDC) registered in Nepal as a 100% subsidiary of SJVN Limited for implementing the project. Any component of work already or being made by the Nepalese authorities shall be so certified by Central Electricity Authority (CEA) and shall be accordingly deducted from the project cost requirements, The project is located on Arun River in Sankhuwasabha District of Eastern Nepal. The Run-of-River scheme envisages about 70 mtr. High concrete gravity dam and Head Race Tunnel (HRT) of Km. with underground Power House containing four generating units of 225 MW each on Left Bank. SJVN limited bagged the project through International Competitive Bidding. An MoU was signed between Government of Nepal and SJVN Limited for the project in March, 2008 for execution on Build Own Operate and Transfer (BOOT) basis for a period of 30 years including five years of construction period. The Project Development Agreement (PDA) signed on , which provides 21.9% free power to Nepal for the entire concession period of 25 years. Employment generation of around 3000 persons is envisaged in construction of the project from both India and Nepal. The project will provide surplus power to India strengthening power availability in the country and will also strengthening economic linkages with Nepal. The power from the project shall be exported from Dhalkebar in Nepal to Muzaffarpur in India. This is the single largest investment in Nepal so far. This will facilitate early financial closure of the project. Ambassador of India to Nepal Shri Ranjit Rae presented Certificates of Merit to Nepali recipients of the Golden Jubilee Scholarship awarded by the Government of India. The Golden Jubilee Scholarship Scheme was launched by Government of India in 2002 to commemorate 50 years of Economic Cooperation between India and Nepal from 1951 to At the inception of this scheme, 50 Nepalese students undertaking different undergraduate courses in Nepal were awarded the scholarship. In the year 2007, the number of scholarships was increased to 100. Since the year 2012, the number of scholarships has been doubled to 200 and monthly stipend increased from Rs to Rs for MBBS and BE courses and from Rs to Rs for other courses, including B.Sc., B.A., BBS, etc. The students are selected on the basis of merit. Seats are reserved for students from educationally disadvantaged districts. Due weight age for underprivileged and physically challenged students has been accorded. There is an extensive and close relationship between India and Nepal in the field of human resources development. Over a period of time, the quantum of Indian assistance in the field of education has increased manifold, both quantitatively and qualitatively. Nepal abounds in highly qualified experts and specialist in strategic positions in Nepal s polity and economy, who have studied in India. Over the years, India-Nepal cooperation has made major contributions towards human resource development in Nepal. Government of India extends over 3000 scholarships to Nepalese citizens through the Embassy of India in Nepal. The scholarships are provided for a wide spectrum of courses including medical, agriculture, sciences, law, arts, veterinary sciences, pharmacology, computer sciences etc. at various levels of Under-Graduate, Post- Graduate, Fellowships, etc. Training has also been provided to Nepalese nationals in the area of Mass Communications, S&T, HRD, Planning and Urban Development, Information Technology, etc. Some seats in Nursing, which has a great demand in Nepal, has also been added. Numbers of mid-career, short-term training courses are also provided to Nepal Government officials at all ranks. Apart from these scholarships, Nepalese citizens are able to join the Indian educational institutions directly. Similarly, scholarships are extended to Nepalese Gorkha soldiers who have worked in Indian Army in a small attempt to acknowledge their services.

5 5 Monday, 27 th February, , Falgun 16 th National Weekly London : Websites that stream or host pirated material may find it harder to feature on the first pages of two leading search engines as Google and Microsoft, which uses Bing search engine, have agreed to a new code of conduct designed to demote such websites in Britain, media reported on Monday. The code brokered by Britain s Intellectual Property Office (IPO) aims to stop search engines from driving traffic to illegal websites, the Telegraph reported. Technology Google, Microsoft agree to crack down on internet piracy Under the code, Google and Bing must demote Iodized salt protects from goiter and mental retardation. The secret that UML runs the council was ousted by confidential news. The council is said to have been formed to make madheshi people go against the Front and spread wrong news agains the leaders of the front for the sake of assassinating their character. At the coordination of UML s top member Santosh Baraily, the council is doing anti madhesh activities and encouraging anti madhesh vibes. Source says that the council is getting funded by UML. Revenue departments work comes to a halt after all officers go on leave Jaleshwar : Revenue office of Jaleshwar s work has been affected due to lack of work force. Woman killed after a bus hit Kailali : A woman has died after being hit by a bus. Sixty five year old Chana Parki of Accham Sakot was killed on spot after the bus (Na 4 Kha 2115) going from Dhangadi to Tikapur hit her in Mahendra highway. The bus and the driver are under police custody. Youth dies after being hit by an On-Test tractor Dang A youth has been killed by a tractor on test in Dang. Seventeen year old Aizan Chaudhary, son of Shreegau-5 resident Maharaj Chaudhary died after sustaining serious injuries whilst going to Nepalgunj for further treatement. The driver has been impounded. K.C arrested with Drugs Rautahat : Resident of Lalitpur Godawari-1, 29 years old raju KC has been arrested with drugs Dizepam injection 12 pieces, Fenargon injection 12 pieces, Nurfin Injection 10 units, Nitrobhet tablet 3 ampules and three units of lifeline syringes. He was arrested at Chaspur when the police conducted a regular check.

6 6 Monday, 27th February, , Falgun 16 th Entertainment Jhamak Ghimire honoured in Jhapa Jhapa : Civil Society- Jhapa, honoured litterateur Jhamak Ghimire amid a programme held in Kankai Campus in Birtamode, on Wednesday. Ghimire was felicitated by former Chief Justice Kalyan Shrestha with a cash purse of Rs 51,000, and certificate of honour. I have received love from Jhapa s residents time and again I have tried to honour the love I have received. And, this felicitation has further inspired to move ahead with strength, Ghimire wrote in response to the honour. Born to a farming family in Dhankuta, the differently-abled 35-year-old Ghimire has already published more than a dozen books including Jeevan Kanda Ki Phool, Sankalpa, Manchhe Bhitraka Yoddaharu (The Warriors within Humans), Quaati, and Be Mausam Ka Aastha Haru; and has to her credit more than five dozen awards for her literary achievements. She also received the prestigious Madan Puraskar for her autobiography Jeevan Kanda Ki Phool in Shah Rukh Khan receives Yash Chopra Award, calls it his life s best honour Yash Chopra had a successful working and deep personal association with Shah Rukh Khan. On Saturday evening as the superstar received the 4th National Yash Chopra Memorial Award, he attributed his success in Bollywood to him, while recalling his journey with the celebrated filmmaker. Shah Rukh is the fourth recipient of the award, which is given to a Bollywood personality for his or her outstanding contribution to cinema. Megastar Amitabh Bachchan, Lata Mangeshkar and Rekha are the previous awardees. Calling the award the biggest honour of his life, Shah Rukh, in his acceptance speech, said, This is one of the most important evenings of my life. I am very emotional. Yash Chopra has single-handedly created my career. It is a strange circle that I am receiving an award, which honours him and is in his memory, and I am who I am because of what Yash Chopra made me do. Speaking to the media minutes before the ceremony, Shah Rukh admitted that this is one honour he cannot take credit for, as he feels it has come his way only because of his relationship with the Chopras. I am extremely undeserving (for the award) but I am happy that the jury considered me for it. The reason for this is genuinely a gracious, wonderful and fantastic feeling that the whole family has given me over the years. This can be the only reason for this. It can t be my talent. So, it feels really special to receive this award. It is very personal. I can t express how emotional it is for me. It is a personal moment for me, having worked with him for 20 years, right from when I started and then to lose him as we walked along the path of filmmaking it is emotional for me, the 51-year-old actor said. Having worked with the director-producer in seven films, which include Darr, Dil Toh Pagal Hai, Veer-Zara and Jab Tak Hai Jaan, Shah Rukh has been hugely influenced by Yash. Music composer-turned-actor GV Prakash seems to have hit a jackpot of sorts in his acting career. He surely has an interesting line up of movies. And now the latest GV Prakash may share screen space with Jyothika soon buzz is that he has been roped in as the male lead for a Jyothika-starrer, directed by ace filmmaker Bala. The Kollywood grapevine is abuzz with news that Bala will soon be directing Jyothika for the first time in a women-centric film. An official confirmation about the cast and crew is expected to be made soon. Earlier, Bala had also expressed interest in working with Jyothika even before directing her husband, Suriya, in two movies. Bala was one of the directors, who were instrumental in shaping Suriya s successful acting career. His 2001 film Nandha gave Suriya his first major solo hit at the box office and garnered critical acclaim for his performance too. And the director s 2003 film Pithamagan is another landmark in the actor s career. The film, meanwhile, will be bankrolled under Suriya s home production banner, 2D Entertainment. Prakash has previously scored music for Bala s Paradesi, which was set in the period of British Raj. He is on a roll in the Tamil film industry as he is currently shooting for multiple films such as Adangathey, 4G and Ayngaran.
