1 .t$, j /C.C %) j&g* 4;; a_ s ~@$x!d Nations Educational, b&ntific and Cultural Organization Executive Board ex Hundred and forty-second Session 142 EX/42 PARTS, 30 August Original: French 1993 Item of the provisional agenda INVITATIONS INTERNATIONAL TO THE 44th SESSION OF THE CONFERENCE ON EDUCATION SUMMARY Pursuant to the Regulations for the general classification of the various categories of meetings convened by UNESCO, the Director-General submits proposals to the Executive Board for the decisions it has to take concerning invitations to the 44th session of the International Conference on Education. The theme of that session Appraisal and perspectives of education for international understanding is in keeping with the resolutions adopted by the General Conference at its twenty-sixth session and with the draft resolution on this subject that will be submitted to the General Conference at its twenty-seventh session.

2 INTRODUCTION 142 EX/42 1. Resolutions 1.2,7.1,7.3 and 7.4 adopted by the General Conference at its twenty-sixth session provide that the IBE will, inter alia, prepare the 44th session of the International Conference on Education, which will be held in Geneva in 1994 and whose theme will be Appraisal and perspectives of education for international understanding. CATEGORY OF THE CONFERENCE 2. Under the Regulations for the general classification of the various categories of meetings convened by UNESCO (hereinafter referred to as the Regulations ), this Conference falls into the category of intergovernmental meetings other than international conferences of States (category II), and the chief participants will therefore represent their governments. PARTICIPANTS 3. In accordance with the Regulations as they relate to category II meetings, invitations to the Conference are decided on by the Executive Board. Member States and Associate Members (Article of the Regulations) 4. Under Article 21, paragraph 1, of the Regulations, the Executive Board, on the Director-General s proposal and subject to the regulations applicable, shall decide on the Member States and Associate Members whose governments are to be invited. 5. In accordance with the above-mentioned article, the Director-General proposes that all Member States and Associate Members be invited to participate, with the right to vote. Non-Member States (Article 21.3 of the Regulations) 6. In accordance with Article 21, paragraph 3, of the Regulations, the Executive Board may designate non-member States to be invited to send observers to the Conference. The Director-General proposes that those States that are not members of UNESCO but are members of at last one of the organizations of the United Nations system be invited to send observers. At the time when this document was prepared the list of States that are not members of UNESCO but are members of at least one of the organizations of the United Nations system was as follows: Andorra, Brunei, Eritrea, Federated States of Micronesia, Holy See, Liechtenstein, Marshall Islands, Nauru, Singapore, Solomon Islands, Turkmenistan, United Kingdom of Great Britain and Northern Ireland, United States of America, Uzbekistan and Vanuatu. In addition, the Director-General proposes that the Executive Board invite to the Conference, as observers, any States that become members of any of the organizations of the United Nations system before the opening of the Conference. African liberation movements recognized by the OAU (Article 7A of the Regulations) 7. Under Article 7A of the Regulations, the Executive Board shall decide on the African liberation movements recognized by the OAU that are to be invited to send observers to the Conference. At the time when this document was prepared the following African liberation movements were recognized by the OAU: the African National Congress (ANC) and the Pan Africanist Congress (PAC).

3 142 EX/42 - page 2 Palestine (Article 7B of the Regulations) 8. Under Article 7B of the Regulations, the Executive Board shall invite Palestine to send observers to the Conference. International organizations (Articles 21.4 and 21.5 of the Regulations) (a) Organ&&ions of the United Nations system with which UNESCO has concluded mutual representation agreements (Article of the Regulations) 9. The Director-General reminds the Board that under Article 21, paragraph 4, of the Regulations the following organizations of the United Nations system, with which UNESCO has concluded mutual representation agreements, may send representatives to the Conference: United Nations (UN) United Nations Children s Fund (UNICEF) United Nations Conference on Trade and Development (UNCTAD) United Nations Development Programme (UNDP) United Nations Environment Programme (UNEP) United Nations Population Fund (UNFPA) United Nations Institute for Training and Research (UNITAR) United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) United Nations University (UNU) Economic Commission for Africa (ECA) Economic Commission for Europe (ECE) Economic Commission for Latin America and the Caribbean (ECLAC) Economic and Social Commission for Asia and the Pacific (ESCAP) Economic and Social Commission for Western Asia (ESCWA) United Nations Centre for Human Settlements (HABITAT) Office of the United Nations High Commissioner for Refugees (UNHCR) World Food Council (WFC) World Food Programme (WFP) United Nations International Drug Control Programme (UNIDCP) Specialized Agencies International Labour Organisation (ILO) Food and Agriculture Organization of the United Nations (FAO) World Health Organization (WHO) World Intellectual Property Organization (WIPO) United Nations Industrial Development Organization (UNIDO) International Atomic Energy Agency (IAEA) International Telecommunication Union (ITU) (b) Other international organizations (Article 21.5 of the Regulations) 10. Under Article 21, paragraph 5, of the Regulations, the Board may decide that the following shall be invited to send observers to the meeting: (a) organizations of the United Nations system with which UNESCO has not concluded mutual representation agreements; (b) intergovernmental organizations; and (c) international non-governmental organizations, in accordance with the directives concerning UNESCO s relations with these organizations. The

4 142 EX/42 - page 3 Executive Board has also decided on several occasions to invite to category II meetings institutions and foundations that may have an interest in sending observers to these meetings. * 11. In view of the above, the Executive Board may wish to adopt the following decision: The Executive Board, 1. Considering that, subject to the approval of the General Conference at its twentyseventh session, the Director-General is authorized to convene the 44th session of the International Conference on Education in 1994, 2. HavinE examined document 142 EX/42, 3. Decides: 0) (ii) (iii) (iv> (v) (vi> that invitations to participate in the 44th session of the International Conference on Education with the right to vote will be sent to all Member States and the Associate Members of UNESCO and to any other State that becomes a member of UNESCO prior to the opening of the Conference; that invitations to send observers to the Conference will be sent to the States mentioned in paragraph 6 of document 142 EX/42 that are not members of UNESCO but are members of another organization of the United Nations system, and to any other State that becomes a member of one of the organizations of the United Nations system before the opening of the Conference; that invitations to send observers to the Conference will be sent to the African liberation movements recognized by the OAU that are mentioned in paragraph 7 of document 142 EX/42, and also to Palestine; that invitations to send representatives to the Conference will be sent to the organizations of the United Nations system with which UNESCO has concluded mutual representation agreements and which are listed in paragraph 9 of document 142 EX/42; that invitations to send observers to the Conference will be sent to the organizations, foundations and institutions mentioned in paragraph 11 of document 142 EX/42; that the Director-General is authorized to send out any other invitations he may deem useful for advancing the work of the Conference, notifying the Executive Board thereof.
