1 United- Mtions Educational, Scfptific and Cultural Organization Executive Board Hundred-and- twen tv- thir d Se s s ion 123 EX/3 SOFIA, 9 November 1985 Original: French Item of the Provisional aaenda INVITATIONS TO THE SIXTH REGIONAL CONFERENCE OF MINISTERS OF EDUCATION EJD THOSE RESPONSIBLE FOR ECONOMIC PLANNING OF MEMBER STATES IN LATIN AMERICA AND THE CARIBBEAN SUMMARY In accordance with resolution 4.1 adopted by the General Conference at its twenty-third session in connection with Major Programme IV 'The formulation and application of education policies', and pursuant to the 'Regulations for the general classification of the various categories of meetings convened by Unesco', the Director-General submits proposals or provides information to the Executive Board, as appropriate, with a view to the decisions that the Board has to take concerning invitations to the above-mentioned meeting. Introduction 1. The General Conference, at its twenty-third session, adopted resolution 4.1 authorizing the Director-General: 'to pursue and develop reflection, cossultation and co-ordination and exchange of innovatory ideas and experience concerning education policies and, to this end, to convene the sixth Regional Conference (category TI) of Ministers of Education and Those Responsible for Economic Planning in the Member States of Latin America and the Caribbean (MINEDLAC VI) in '

In accordance with the Work Plan contained in paragraph of document 23 C/5, the Conference will inter alia, review educational development and trends since MINEDLAC V and the progress made since the launching of the project in the field of education in the Latin America and Caribbean region, changes which have taken place and reforms carried out in education systems, with special reference to higher education, the impact of scientific and technological progress on the development of technical and vocational education at the secondary and higher levels, and ways and means of strengthening regional and international co-operation in education. 3. The Conference will be organized with the co-operation of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC). Category of the Conference 4. Under the Regulations for the general classification o arious categories of meetings convened by Unesco (hereinafter called 'the Regula ns' ), this Conference will fall within the category of Intergovernmental meetings other than international conferences of States' (category IS) and consequently the chief participants at the 1 be representing their governments In conformity with the prov s of the above-mentioned Regulations applicable to meetings of category 11, it i the Executive Board, on the Director-Genera-l' s proposal, to decide on the invitations to the Conference. (a.) Member States, Associate Members and Territories (Article 21.1 of the Regulations) 6. In accordance with Article 21, paragraph 1 of the Regulations, the Executiv Board, on the Director-General's proposal, and subject to the existing regulations applicable, (a) shall decide on the Member States and Associate Members whose governments are to be invite to the meeting; and (b) may, with the approval of the Member States which admi r it, invite a territory which is not an Associate Member of Unesco but which i f-governing in the fields to be covered by the meeting. 7. In conformity with the decisions of the General Conference concerning the definition of regions with a view to the execution by the Organization of regional activities, the Director-General proposes thac the following Member States shoul be invited to participate in the Conference, with the right to vote: Member States Antigua and Barbuda Argentina Bahamas Barhado s Belize Bolivia Brazil Chile Colombia Commonwealth of Dominic a Costa Rica Cuba Dominican Republic Ecuador ~l Salvador Grenada Guatemala Guyana Haiti Honduras Jamaica Mexico Nicaragua Panama par aguay Peru. It should be noted that Member States and Associate Members of Unesco not invited may, under Article 21.2 of the Regulations, send observers to the Conference ~ The Member States and Associate Members concerned shall be informed of the holding of the Conference. (b) Non-Memher States (Article 21.3 of the Regulations) 9. According to Article 21, paragraph 3 of the Regulations, the Executive Board may designate non-member States, and territories for whose international relations a Member State is responsible, to be invited to send observers to the meetinq, At the time of drafting of the present document, there was no State of Latin America and the Caribbean that was not a member of Unesco but was a member of at least one of the agencies of the United Nations. 10. The Director-General observes that the Board, on the occasion of the fifth Regional Conference of Ministers of Education and Those Responsible for Economic Planning of Member States in Latin America and the Caribbean decided, in accordance with the above-mentioned provision of the Regulations, to invite the Holy See to send observers. (c) International organizations (Articles 21.4 and 21.5 of the Regulations) 11. The Director-General recalls that, under Article 21.4 of the Regulations, the following organizations of the United Nations system with which Unesco has concluded mutual representation agreements may send representatives to the Conference: United Nations United Nations Economic Commission for Latin America and the Caribbean (ECLAC) United Nations Conference on Trade and Development (UNCTAD) United Nations Environment Programme (UNEP) United Nations Industrial Development Organization (UNIDO)" United Nations Children' s Fund (UNICEF) United Nations Development Programme (UNDP) World Food Programme (WFP) Office of the United Nations High Commissioner for Refugees (UNHCR) United Nations Institute for Training and Research (UNITAR) United Nations Fund for Population Activities (UNFPA) United Nations University (UNU! United Nations Research Institute for Social Development (UNRISD) 6 Since that time, UNIDO has become a specialized agency of the United Natiors system.

International Labour Organisation (ILO) Food and Agriculture Organization (FAO) World Heath Organization (WHO) world Intellectual Property Organization (WIPO) International Atomic Energy Agency (IAEA) 12. Pursuant to Article 21, paragraph 5 of the Regulations, the Board may decide that the following shall be invited to send observers to the meeting: (a) organizations of the United Nations system with which Unesco has not concluded mutual representation agreements; (b) intergovernmental organizations; and (c) international non-governmental organizations, in accordance with the directives concerning Unesco's relations with international nongovernmental organizations. The Executive Board has also, on several occasions, decided to invite to category 11 meetings institutes and foundationsthat might be interested in sending observers to them. 13. The Executive Board, in view of the foregoing, may wish to adopt a. decision, in the following terms : The Executive Board, 1, Considering that the General Conference at its authorized the Director-General to convene, in Conference of Ministers of Education and Those Planning of Member States in Latin America and 2. Having examined document 123 EX/3, Decides twenty-third session 1986, the Sixth Regional Responsible or Economic the Caribbean, (a) that invitations to participate in the Conference with the right to vote shall be addressed to the Member States,. Associate Members and, subject to the approval of the Member State responsible for that administration, to the terrotories mentioned in paragraph 7 of document 123 EX/3 and to any other

7 ~ -.IC, 123 EX/3 - page 7 State in Latin America and the Caribbean that might become a member of Unesco prior to the opening of the Conference; (b) that invitations to send observers to the Conference shall be sent to ~ and to any other State in Latin America and the Caribbean that might become a member of one or more agencies of the United Nations system prior to the opening of the Conference; (c) that invitations to send representatives to the Conference shall be addressed to the agencies of the United Nations system listed in paragraph 11, of document 123 EX/3, with which Unesco has concluded an agreement providing for reciprocal representation; (d) that invitations to send observers to the Conference shall be sent to the following organizations, foundations and institutions: * Should the Executive Board follow the same practice as for the fifth E.egional Conference of Ministers of Education and Those Responsible for Economic Planning in the Member States of Latin America and the Caxibbean, it may wish to invite the Holy See to send observers to this Conference.
