MIDWEEK EXCLUSIVE Linda Jeffrey: University in Brampton will bring in $2.5b worth of benefits to community BY SHAZIA MALIK/ BRAMPTON This is a historic day, exclaimed Linda Jeffrey, Mayor of Brampton after Charles Sousa, Ontario Minister of Finance announced that the City of Brampton will be a recipient of a new university-led postsecondary site. An elated Linda added: "Already a number of corporates such as Canon, Coke, Amazon and Loblaw are showing interest in the project along with the five MPs in Brampton who are asking how they can help." According to the new announcement the government will launch a call for proposals in January 2017, and Ontario universities will be encouraged to work in partnership with local communities, business, and other institutions to develop innovative proposals for the new site. It is worth mentioning that Ontario has invested $735 million in capital funding for colleges and universities since Jeffrey has been campaigning for a university in Brampton for long. After the announcement Midweek talked to her exclusively where she mentioned that a new university "will completely transform our city and what's best, will prepare our students for future." She said: "After winning the election in 2014, I named William Davis as head of a Blue Ribbon Panel and urged the community to put in a bid for a post-secondary institution. Earlier it was being said that Milton or Brampton will be the site of a new university but I'm pleased that the province has recognized the need for one in Brampton and we don't have to compete with others." The Blue Ribbon Panel is comprised of 18 members and is chaired by former Ontario Premier, William G. Davis. The Vice Chair is Jaipaul Massey-Singh, Chairman of the Board for the Brampton Board of Trade. The panel has representatives from city and regional councils, educational, business and community leaders. She informed in May 2015, Ontario announced a York University campus in Markham in collaboration with Seneca College. On the other hand Wilfrid Laurier University has been working closely with Milton for more than eight years to develop plans for a local campus and indicated in a statement recently it will continue to pursue a campus. Linda recalled how the community keenly felt the need for a varsity. "I was really touched by the gestures of some seniors in the community who came with $20 bills saying the city can take them if it helps. So for me this is a dream come true. It is the best decision and will bring the cool factor to Brampton." I CONTD. MIDWEEK EXCLUSIVE John McCallum: Major immigration changes before Christmas; visit to India for attracting skilled immigrants BY SHAZIA MALIK / MISSISSAUGA Major changes are coming to the immigration system that will be announced step by step till Christmas. This was stated by John McCallum, Minister of Immigration, Refugees and Citizenship while at the Channel Y studio over the weekend. McCallum not only gave Diwali greetings to the community on behalf of his government but also talked about some of the changes being introduced. He said looking at some of the abusive relationships in spousal immigration cases, where the spouse is being sponsored, would no longer be required to stay in a relationship for two years in order to keep their permanent resident status in Canada. DESK REPORT / TORONTO - In this week's exclusive survey Yudhvir Jaswal, Group Editor and CEO of YMedia asked the community if the government of Canada should increase its immigrant targets in the light of the new announcement made by John McCallum, Minister of Immigration, Refugees and Citizenship. Conducted on Southasian PULSE Prime Time on Tuesday morning between 10am to 12 noon, the community remained divided on the issue saying more immigrants should be invited to give boost to the economic activity, others said in wake of diminishing jobs and resources more immigrants would add to the woes of the economy. Yet a third group thought keeping the target the same would be wiser at this point. The station received about 44 votes in total with 19 respondents saying immigrant targets should be enhanced, 12 said they should not, while 13 called for keeping it the same. INDIAN ORIGIN BUS DRIVER KILLED IN AUSTRALIA MELBOURNE (PTI) In a horrific incident, a 29-year- old Indian-origin bus driver was today burned to death when a man poured some flammable liquid on him in front of several shocked passengers in Australia's Brisbane city, police said. Manmeet Alisher, a well-known singer in the Punjabi community, was driving a Brisbane City Council bus when he was targeted by the man who threw an "incendiary device" at him which sparked a fire. Alisher died on the spot while several passengers on board the bus at the time managed to escape through the rear door, said police in Brisbane, the capital of Queensland. Six persons were rushed to a nearby hospital for smoke inhalation and minor injuries, they said. Police said there was "no apparent motive" including terror or race related. A 48-year-old man was taken into custody over the incident. Detectives from South Brisbane district and the state crime command's homicide group have commenced a homicide investigation, Police Commissioner Ian Stewart said. FROM PAGE 1 Minister McCallum also mentioned keeping its election promise that 'a Canadian is a Canadian is a Canadian', offenders will be punished in Canada and would not be deported to their country of origin. The only instance when a person can be deported is when someone provides wrong information. Adding further McCallum said one of the major election promises of reducing the amount of time permanent residents have to live in Canada in order to become eligible to apply for citizenship, from four out of six years to three out five years - has already been sent to the senate and announcement in this regard is expected before Christmas. The Minister said also mentioned his government will remove language proficiency requirements for certain applicants. McCallum said the government will also soon announce substantially reducing the processing time for family unification. For international students he said systems are being put in place to make it easier for international students to become permanent residents. McCallum also mentioned that this year the government target was to permit 300,000 newcomers to the country but its economic growth advisory council has recommended increasing immigration levels to 450,000 people a year over the next five years that is 50% more. The minister informed the numbers are being reviewed as they are overly ambitious as the issue is being debated among Canadians that hiking immigration at a time of high unemployment would not be the right decision. He said the decision to increase the number would not be right if integration of new immigrants is not managed effectively. McCallum also considered the Canadian immigration website as old fashioned making it difficult to navigate and so mentioned that work is being done to make it less bureaucratic but friendly like some of the other countries such as UK. On Tuesday, the Government of Canada announced it is maintaining its commitment to a strong immigration program and will welcome 300,000 immigrants in Immigration plays an important role in keeping Canada competitive in a global economy. It helps offset the impacts of an aging population and the fact that the number of people in Canada's labour force will soon be in decline. In fact, immigration will soon account for all net labour force growth as the number of retirements outpaces the number of Canadian youth joining the labour market. For these reasons, the Government has established 300,000 as a new baseline for permanent resident admissions with the majority of these selected as economic immigrants. Within this plan, the number of permanent residents selected in economic programs will increase. Though planned admissions of resettled refugees will decrease when compared to the extraordinary target in 2016, they will continue to remain among the highest in Canada's history and will be more than double the target in Maintaining the Government's commitment to family reunification, the 2017 plan also sees an increase to family class levels, which will help to reduce processing times and reunite more families. Overall, the plan balances high immigration levels with improvements to the immigration system, including reducing backlogs. The approach to the 2017 levels plan was guided by feedback from Canadians gathered over the summer months and from provinces and territories. On the other hand Brampton Council's representative on the Blue Ribbon University Committee, Councillor Gurpreet Dhillon showed happiness for the committee's recommendations for a new university being considered saying, "not only the city but this Council worked very hard to finally reach this joyous moment as a lot of planning went into it. The last council did not put any recommendations and I along with other colleagues in the last one and a half years have been pressing for a higher educational institute. So it is great to see our hard work has paid off as the new university will open up the great potential Brampton opens." Gurpreet added: "It will give peace of mind to parents as the varsity will be right at their footsteps, cut commute time and not separate kids from their parents who are moving out of the city for higher studies currently. The city has a diverse population, a talented labour force, so with a regionally integrated transit system and new university, innumerable doors will be opened for Brampton. It will bring in businesses and create jobs so Brampton finally is on its way to a brighter future." Giving a little history, Gurpreet said: "In 2014 Brampton City Council unanimously endorsed and pitched for a new university and during public consultations, it was gathered that the issue is closer to the hearts of even the residents. Even earlier, in 2013 the council had unanimously approved Brampton's PostSecondary University Education Strategy. Taking it further, in 2014, the Ontario government in its guidelines said it will provide funding for 60,000 additional post-secondary education spaces in the province." Gurpreet added the city council started working on it and endorsed participation in the proposal call in a bid to promote Brampton as a place for the new institution and a proposal was presented. He said: "But it was a requirement that the new university proposal get the council's endorsement to proceed with submitting a Notice of Intent application to the provincial government which was done and the result is front of you. But he said still a lot requires to be done, however, we are happy that the provincial government in principle has agrees for an institute of higher education in Brampton. In January next year the criteria and process of work will be further defined." Canada-EU sign historic trade agreement after seven long years BRUSSELS - Canada is committed to deepening trade and investment links with new and traditional partners. Negotiating trade agreements, such as the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (Ceta), will benefit Canadians, create new job opportunities, and help to grow the middle class and those working hard to join it. In keeping with these objectives, Prime Minister Justin Trudeau, together with Donald Tusk, President of the European Council, and Jean-Claude Juncker, President of the European Commission, signed Ceta during European Union-Canada Leaders' Summit. Ceta is a modern, progressive trade agreement that, when implemented, will generate billions of dollars in bilateral trade and investment, provide greater choice and lower prices to consumers, and create middle class jobs in many sectors on both sides of the Atlantic. Both Canada and the EU are committed to bringing Ceta into force as soon as possible. The leaders also signed the Strategic Partnership Agreement (SPA), which will enhance cooperation in important areas such as energy, environment and climate change, migration and peaceful pluralism, counter-terrorism and international peace and security, and effective multilateralism. Ceta is the product of hard work, frank negotiations, and a common commitment - by the Prime Minister, the Minister of International Trade, and countless Canadian public servants - to a strong Canada-EU partnership. Trudeau said: "The signing of Ceta is a historic occasion. This modern and progressive agreement will reinforce the strong links between Canada and the EU, and create vast new opportunities for Canadians and Europeans alikeopening new markets for our exporters, offering more choices and better prices to consumers, and forging stronger ties between our economies. The Canada-EU partnership is based on shared values, a long history of close cooperation, and strong people-to-people ties. "The signing of Ceta and the SPA sets the stage for even deeper relations in the future which will bolster the middle class on both sides of the Atlantic. Ceta will offer significant benefits for most sectors of the Canadian economy, from fishermen in Newfoundland and Labrador, to aerospace workers in Quebec, and from people assembling automobiles in Ontario, to forest industry workers in British Columbia to miners in the Northwest Territories." Diabetes Caucus Meets On Parliament Hill In Advance of Diabetes Awareness Month OTTAWA- The recently-formed Parliamentary All-Party Diabetes Caucus, co-chaired jointly by respective Caucus Champions act within their parties to advance solutions on behalf of the 11 million Canadians living with diabetes or prediabetes. Liberal Member of Parliament for Brampton South, Sonia Sidhu, is a co-chair and Caucus Champion for the government caucus. "I spent eighteen years as a healthcare professional - particularly as a diabetes educator and research coordinator - so this is an issue I'm very passionate about," said MP Sidhu. "I want to thank all the MPs from all parties who came to our meeting to discuss ways we can improve the lives of all those affected by diabetes." The Caucus was formed in June at a reception by the Canadian Diabetes Association in partnership with the Parliamentarians in attendance. MPs Dean Allison and Christine Moore are the co-chairs representing the Conservatives and NDP respectively. The Caucus discussed the burden of diabetes on individuals, on families' finances, and on the system. They furthermore discussed proactive, positive ways to get the word out about preventative measures to reduce diabetes for those at risk. MP Sidhu emphasized how she has "seen it first-hand how untreated diabetes leads to many other problems - limb amputation, heart problems, kidney problems, eye problems, nerve damage I look forward to our next meeting to continue the work of improving the lives of Canadians, like many I know in my riding of Brampton South affected by diabetes." ICCC'S INDIA MISSION JANUARY 2 TO 14 ONTARIO - Arun Srivastava, President, Indo-Canada Chamber of Commerce (ICCC) announced the launch of India Mission 2017 and held consultative meetings with the Canadian High Commissioner in New Delhi, His Excellency Nadir Patel; the Consul General of India in Toronto, Dinesh Bhatia; and the Mayor of the City of Markham, His Worship Frank Scarpitti to discuss the itinerary and the agenda for the Mission. "I am delighted to announce that we have total support from the Canadian High Commission, the Consulate General and Markham for the mission," Srivastava said, adding, "We are working with the Government of India and the Government of Gujarat to ensure that our delegates get the best returns during the mission." A high-level committee at the Chamber, including President Srivastava, Vice Presidents Abubakkar Noohujohn, and Pappur Shankar, Director Naresh Chavada, and Committee member Jay Banerjie are working to finalize the itinerary for the Mission. The 2017 Mission will focus on all industry and services sectors, with special emphasis on the following: " Agriculture & Food Processing " Skill Development " Cleantech " Smart Cities " Health Care For the 2017, the Mission will visit the following cities in India: Mumbai, Kolkata, Bengaluru, Hyderabad, Ahmedabad, Gandhinagar, and New Delhi. In Bengaluru, Delhi, the Mission's delegates will participate in the 14th Pravasi Bharatiya Divas Convention from January 7 to January 9. The theme for the PBD 2017 is Redefining Engagement with the Indian Diaspora. ICCC's India Mission 2017 will also be participating in the 8th Vibrant Gujarat Global Summit being held from the 10th to 13th of January 2017 at Mahatma Mandir, Gandhinagar. The central focus of the Summit is Sustainable Economic and Social Development. Last week, Srivastava along with Devika Penekelapati, ICCC's Director for Programs and Events, and Sponsorship had a detailed discussion with Nadir Patel, the Canadian High Commissioner in New Delhi, pertaining to ICCC's upcoming Mission. During the meeting Patel assured Srivastava and Penekelapati that the Canadian Trade Commissioners' offices across India will assist the India Mission by organizing multi sector B2B meetings for its delegates. Moreover, for the first time, the grand reception in Delhi will be held at the High Commission's Canada House, which is a bigger venue with more amenities; in the past, these receptions were organized at Club Canada. In addition, Patel informed the ICCC office bearers that the Canadian High Commission will also invite guests to participate in the grand reception, paving the way for direct contact of the India Mission delegates with Indian businesses. Earlier this week, the ICCC board members also met Frank Scarpitti, the Mayor of City of Markham, to discuss Markham's participation in India Mission Scarpitti assured the ICCC team that Markham would continue to support the Chamber's efforts to promote the Mission. He also said that Markham would actively consider sending officials from the City's Economic Development department to participate in the delegation. Markham has emerged as a key destination for high technology Indian investments, and has become a hub for ICT companies that rival the Silicon Valley. In addition, Markham has pursued the Indian market, and several Markham-based companies have invested considerably into either launching or expanding their India operations. For the upcoming mission, Markham would focus on ICT, hospitality, waste management, renewable energy, among other sectors. Elucidating a major inclusion in the 2017 itinerary, Srivastava said that for the first time ever, the ICCC's India Mission will be going east. "We are going to West Bengal for the first time to create opportunities for collaboration between Canada and the newly-resurgent Bengal." In Kolkata, the delegation will meet with the Chief Minister of West Bengal Mamta Banerjee, other business and government decision makers, have B2B meetings and interactive sessions with business organizations. A CANADIAN FIRST: REMEMBRANCE DAY SERVICE AND EXHIBIT TORONTO - For the first time in Canadian History, a regimental Remembrance Day service will be held at a Sikh place of worship - the Gurdwara. Gursikh Sabha Canada in partnership with the Sikh Heritage Museum of Canada is proud to host the 7th Toronto Regiment, Royal Regiment of Canadian Artillery (RCA). Two highlights of the event include the Ceremonial March of over 200 members of the Canadian Armed Forces and the service in addition to a historic exhibit - "War & Faith". The "War & Faith" exhibit through the Sikh Heritage Museum of Canada, aims to commemorate the remarkable, but largely forgotten role of faith during a soldier's time in service and war. This exhibition introduces their story through remarkable written accounts of their experiences and achievements, rarely seen imagery, and extraordinary original artifacts. While Chief Minister Akhilesh Yadav is busy attending public functions, signing files and presiding over meetings, his uncle and state party chief Shivpal Singh Yadav is sprucing up the ruling party and networking with old socialist chums who had drifted apart, specially after thesamajwadi Party walked out of the 'Maha Gathbandhan' in Bihar last year. At the bidding of party chief Mulayam Singh Yadav, Shivpal Yadav recently went to Delhi and met some old satraps of the socialist movement. Maharaja Hari Singh signed the Instrument of Accession (IOA) on this day as was required by the Indian Independence Act Under this Act, the British Crown decided to grant independence to British India by dividing it into two independent nations -- India and Pakistan. The Partition was based on religion on the basis of the two-nation theory propagated by the Muhammad Ali Jinnah-led Muslim League and conceived by the Anglo-Muslim Alliance formed by the British to weaken the Indian freedom movement. The two-nation theory was flawed right from its conception because it contradicted the very idea of a nation-state. If religion could form the basis of a nation-state then bulk of Europe should have been one Christian state and the Arabian lands would have been a single Muslim country. Since the Western nations, led by Britain, were scared of the potential of a united India, they decided to divide it. Prior to independence, the Indian nation comprised British India, administered by the Crown, and 569 princely states which were ruled by their hereditary rulers who had accepted the suzerainty and paramountcy of the British Crown. As per the Indian Independence Act 1947, the princely states were made free from the supremacy of British rule without being granted the status of a nation. They were advised to merge either withindia or of November 5. At the same time, he is stacking up his supporters for the November 3 'Rath Yatra'. Two videos, shot by an American team of specialists, have already been aired, in an attempt to portray Akhilesh Yadav as a doting family man and a hard-working chief executive of the state. Incidentally, neither his father nor his uncle figure anywhere in the two-odd films. His supporters, mostly all expelled from the party, have been burning the proverbial midnight oil to ensure that the Rath Yatra is not only a grand success but portrays the Chief Minister as the first choice of the people. The Yatra is also aimed at trying to blunt the anti-incumbency against his government, tarred by communal riots, growing crime, breakdown of law and order and public infighting in his family, an aide admitted to IANS. Party veterans warn that many points remain unsettled in the Samajwadi Party between the warring factions. These include the demand by Akhilesh Yadav and his supporters to expel from the party Amar Singh, a long-time confidant of Mulayam Singh. They also want the expulsion of Ram Gopal Yadav and young MLCs from the party to be revoked. And although Shivpal Yadav has sacked Ayodhya legislator and Minister of State for Forests Tej Narayan aka Pawan Pandey from the party, the Akhilesh Yadav supporter remains in the ministry. Political observers are waiting for Diwali to get over. With so much explosive stockpile in the first family and leaders in the ruling party, a post-diwali blast is not being ruled out. Pakistan. In order to prevent balkanization of India, the condition of geographic contiguity was laid down. With the implementation of the Act, the British responsibility of ensuring security of these states ended automatically. The final decision to merge with which nation was vested in the ruler of the state and not the subjects. The merger of the state to either of the two nations was to be considered complete only after the Governor General accorded approval to the Instrument of Accession (IOA) to be signed by the ruler. Maharaja Hari Singh was faced with a few dilemmas because of which he was unable to take a final decision that delayed his signing the IOA. Firstly, the majority population of the state was Muslim. Secondly, all surface communication to the state was from West Punjab (that was to form part of Pakistan) and there was no direct road/rail connection with India though it shared geographical boundaries with both the Dominions. Thirdly, all major rivers flowing through the state finally drained into the sea via Pakistan. The strategic location of the state and the British interest in Gilgit Agency also weighed heavily on the mind of the Maharaja. He was also advised by senior leaders in Delhi to withhold accession of his state till the Muslim rulers of Hyderabad, Bhopal and Junagadh disclosed their hand. Mahatma Gandhi visited the state on August 1 to discuss the accession with the Maharaja. And while Jawaharlal Nehru and the Congress adhered to the provisions of the Indian Independence Act 1947 by refusing the request of the Khan of Kalat and overtures of Nawab of Bahawalpur for accession to India, Jinnah and the Muslim League deceitfully threw to wind the two-nation theory by accepting the merger of Junagadh and offering use of Karachi port to the Hindu rulers of Jodhpur, Bikaner and Jaisalmer states bordering Sindh with invitation to join Pakistan. Thus, Jinnah had no legitimacy in claiming Jammu & Kashmir based on the two-nation theory and it being a Muslim-majority state. On August 14, 1947, Maharaja Hari Singh proposed a Standstill Agreement with both India and Pakistan. While Pakistan -- in the hope that, under British pressure, the Maharaja will accede to it sooner or later -- readily accepted the Agreement, India demanded further discussions before signing it. When Pakistan realised that the Maharaja was inclined towards India, it started creating trouble for the latter firstly by cutting off the supplies of petrol, sugar, salt and kerosene and then stopping trade in violation of the Standstill Agreement. Pakistan's real intentions became obvious when it started attacking and raiding the frontier outposts of the state. The Maharaja despatched his emissary Mehar Chand Mahajan to Delhi to meet Nehru and Sardar Vallabhbhai Patel to apprise them of the situation in the state. He also informed them of the Maharaja's willingness to merge his state with India but Nehru insisted on first the release of Sheikh Mohammed Abdullah who had been imprisoned by the former on charges of sedition. Sajjan participated in the Counter-ISIL Small Group Defense Ministerial in Paris, France. The meeting, jointly chaired by France and the United States, focused on key contributors' collective commitment to accelerate the Global Coalition's military campaign. OTTAWA - Stéphane Dion, Minister of Foreign Affairs, has welcomed the overwhelming support a Canadian-led resolution advancing a fissile material cut-off treaty (FMCT) received at the UN General Assembly's First Committee. The resolution, which passed with the support of 177 UN member states, establishes a high-level preparatory group mandated to recommend elements of a treaty banning the production of fissile material. It was co-sponsored by Germany and the Netherlands. A fissile material cut-off treaty would restrict production and access to the materials necessary to create nuclear weapons. It is almost universally regarded as the next logical step in nuclear disarmament. The work of the high-level preparatory group, which will be composed of 25 states, including states possessing nuclear weapons, will stand as the only current nuclear disarmament initiative bringing together both nuclear and non-nuclear weapons states. The high-level group will advance preparations for the negotiation of this treaty over the next two years. "Canada attaches enormous importance to making concrete progress on nuclear disarmament. The passage of this resolution, with the support of both nuclear weapons states and non-nuclear weapons states, sets us on this path. Future negotiations on a fissile material cut-off treaty will not be easy. Minister Bains Announces Stronger Canada Pension Plan MISSISSAUGA - Seven out of 10 Canadian workers will have their entire earnings covered and receive higher pension payments as a result of historic changes to strengthen the Canada Pension Plan (CPP). Navdeep Bains, Member of Parliament for Mississauga- Malton and Canada's Minister of Innovation, Science and Economic Development, recently announced details of the CPP enhancement. One in four Canadian families approaching retirement million families - is at risk of not saving enough. This agreement will allow future generations of Canadians to count on a more generous public pension system in their retirement years. All nine participating CPP provinces have confirmed their support for the agreement. When fully implemented, these changes will give Canadians a more secure and dignified retirement by: " Increasing income replacement from one-quarter to one-third of pensionable earnings. Practically speaking, a hard working Canadian earning an average of $50,000 per year over their working life will receive $16,000 a year at retirement instead of today's $12,000. " Extending the range so that the maximum amount of earnings covered by the CPP is increased by 14 per cent. Under the current CPP, any Canadian making an average of $55,000 a year in average salary would receive the maximum pension payment. If the enhancement were fully in place today, this limit would be increased to about $63,000. At full implementation in 2025, the limit is projected to be $82,700. WILL NOT ACCEPT COURT VERDICT ON RIVER WATERS: BADAL AMRITSAR, (IANS) Punjab Chief Minister Parkash Singh Badal on Tuesday categorically said that his government and state will not accept the verdict of even the highest court on the issue of sharing river waters with neighbouring Haryana and Punjab was ready for "any sacrifice" on this issue. Without mincing words, he demanded that the "injustice" done to Punjab over the decades on issues like river waters, denial of Chandigarh as the state's capital and transfer of Punjabi speaking areas from Haryana, should be undone. "I urge you to deliver prompt justice rather than making any favour to us," Badal said while sharing the stage with Union Finance Minister Arun Jaitley and Bharatiya Janata Party President Amit Shah at an event to mark the 50th anniversary of the Punjabi Suba. "Neither Punjab nor Punjabis would accept any verdict against state's interest on river waters and were ever ready to make any sacrifice to safeguard the legitimate share of river waters," he asserted. "I want to use this occasion to state one thing clearly, even if it is taken adversely even if the highest court decides on this issue (sharing of water), we will not give even a drop of water. We are ready for any sacrifice. We will not allow Punjabis to die of hunger," he said. The Supreme Court is seized of the Sutlej-Yamuna Link canal issue and is likely to announce its verdict soon. The SYL, which was to link both rivers in these states, has been a bone of contention for over three decades. Punjab maintains that it has no water to spare for other states. Haryana, which has a BJP government since October 2014, is awaiting the apex court verdict on the water sharing issue. In Punjab, the Shiromani Akali Dal, of which Badal is the patron, has an alliance government with the BJP since Assembly polls in Punjab are likely to be held in January-February next year. "Successive Congress governments at the centre have subjected our state and its people to sheer exploitation by denying its rightful share in river waters," Badal pointed out while seeking personal attention of Jaitley and Shah. "Inter-state issues, including denial of capital to Punjab, transfer of Punjabi speaking areas and resolving river water issues within the ambit internationally accepted riparian principle were hanging in fire since long due to apathetic attitude of the Congress governments at centre," he said. Badal said that 80 per cent of contribution for the country's freedom struggle came from Punjabis but the state continues to suffer apathy. He added that Punjab made the maximum contribution through food grains for the country. KEJRIWAL ALLEGES JUDGES' PHONES BEING TAPPED, GOVERNMENT DENIES NEW DELHI, (IANS) Delhi Chief Minister Arvind Kejriwal on Monday claimed there were allegations that phones of judges from the Supreme Court to High Courts, were being tapped. His claims were promptly rejected by Union Law Minister Ravi Shankar Prasad. Addressing the 50th anniversary celebrations of the Delhi High Court here, Kejriwal, in the presence of Prime Minister Narendra Modi and Chief Justice of India T.S. Thakur among others, said if true, then tapping of judges' phones would be the biggest assault on independence of the judiciary. "There are opportunities when you get to talk to judges, and during one of those, I heard two judges telling each other not to talk over phone because the phones are being tapped. When I said that this cannot happen, they said from the Supreme Court to the High Court and District Courts, all of the judges' phones are being tapped," said Kejriwal. "I don't know if this is true, but if it is true, then this very dangerous. In such a scenario all the judges can be influenced. Even if a judge has indulged in any wrong doing, even that doesn't justify phone tapping. Other means can be used to gather evidence against them," said Kejriwal, leading to loud murmurs among the audience. "Independence of judiciary is paramount. And if true, phone tapping would be the biggest assault on the independence of judiciary," said Kejriwal, who also questioned the Centre's delay on implementing the Supreme Court Collegium's recommendations for filling up vacancies in the courts. "I don't know what is the reason behind the central government not implementing the Supreme Court Collegium's recommendations for filling up vacancies in the courts. But this is giving rise to rumours. INDIA, CHINA CONTINUE TALKS ON NSG MEMBERSHIP NEW DELHI, (IANS) India on Monday continued its discussions with China over the issue of its membership in the Nuclear Suppliers Group (NSG), which Beijing has been stalling. Sources here said Amandeep Singh Gill, Joint Secretary (Disarmament & International Security) in the Ministry of External Affairs, held talks with Wang Qun, Director General in the Chinese Ministry of Foreign Affairs, in Beijing over the issue of India's membership in the NSG. Wang leads Chinese delegations in NSG deliberations. The sources said the talks were substantive and constructive and the engagement would continue according to the directive of the leadership of both countries. At the NSG plenary in Seoul in June, China had blocked India's membership on the ground that for a country to become a member of the 48-nation bloc, it has to be a signatory of the nuclear Non- Proliferation Treaty (NPT). "All eight SIMI terrorists were killed in an encounter near Manikhedi Pathar village," a senior police officer told IANS. According to police, the terrorists were killed in cross-fire about 30 km north of Bhopal, within 10 hours of the jailbreak. The SIMI men had escaped Bhopal Central Jail between 12 a.m. and 2 a.m. on Monday, after scaling the walls of jail and killing a guard. They took another guard hostage, state Home Minister Bhoopendra Singh told reporters earlier on Monday. The men had broken the gates of their cell and scaled the jail walls using bedspreads. The names of seven of the SIMI terrorists are: Sheikh Mujeeb, Majid Khalid, Akeel, Khilchi, Zakir Salikh, Mehboob and Amjad. Four among them were notorious criminals involved in dacoity, loot and treason. They had earlier escaped from Khandwa Jail and were later arrested from Odisha, police said. After news of the escape, the Madhya Pradesh Police sounded a high alert through the state. State borders were sealed immediately. Security was tightened and a search operation launched to nab the terrorists, Singh said. Stop cross-border firings, SAHR tells India, Pakistan armies MUMBAI, (IANS) Rights group, South Asians for Human Rights (SAHR) on Monday urged the armies of India and Pakistan to open up regular channels of communication and curb escalation of cross-border firing in Jammu and Kashmir. Condemning the use of "any country's territory for terrorist activities anywhere," the SAHR called upon the Directors-General of Military Operations of both armies to take steps in this regard and also appealed to the two governments to resume dialogue at the earliest and work towards peace in the region. Expressing its "great concern" at the alarming deterioration of relations between India and Pakistan, SAHR said cross-border firing has now become routine activity with soldiers and civilians of both sides getting killed, the people on either sides of the Line of Control or International Border are severely hit with schools remaining shut. "Unfortunately, even if the villagers want to escape this volatile atmosphere they are unable to do so as the paddy harvesting season is nearing. The only source of livelihood for majority of the people here is growing basmati rice," said SAHR's Chairperson Hina Jilani (Pakistan) and Co-Chairperson Nimalka Fernando (Sri Lanka). In SAHR's perspective, "the situation has degenerated so much that common people in the two countries are turning against each other when they see deaths of soldiers and villagers in the bordering villages," said its India spokesperson Jatin Desai.

According to the complaint filed by some passengers of Rajdhani Express, the incident occurred between Agra and Mathura stations. "The passengers of A1 and A2 coach of the train were deprived of over half dozen costly mobiles, cash worth about Rs 60,000 and jewelleries worth lakhs of rupees," said DCM/PRO DRM Office Agra Neeraj Bhatnagar. The miscreants de-boarded the train after pulling the chain in the outskirts of Mathura, he added. While they claimed it was a "theft", neither the police nor the railway officials could give details on the modus operandi of the miscreants. "It is not loot. Defamation case: Kejriwal appears before Amritsar court AMRITSAR, (PTI) Delhi Chief Minister Arvind Kejriwal today appeared before a court here in connection with a defamation case filed against him and other AAP leaders by Punjab Revenue Minister Bikram Singh Majithia. Kejriwal, along with AAP leaders Sanjay Singh and Ashish Khaitan, appeared before the court which fixed the next date for hearing on November 18. On last hearing in the case on October 15, Kejriwal had taken exemption from personal appearance. On May 20, Majithia had filed a criminal defamation case against Kejriwal, Singh and Khaitan in the Amritsar court alleging that AAP was bent upon tarnishing his and his family's image by leveling baseless allegations on the drug issue. On July 29, Kejriwal and Singh were granted bail in the case. The court had on July 18 issued summons to Kejriwal, Singh, who is AAP's Punjab affairs in-charge, and Khetan, a journalist-turned-politician, to appear before it in the defamation case.

A proposal is pending before the UN Security Council for declaring Azhar as an international terrorist but China has been blocking it, claiming that there is not enough evidence to prove that he is a terrorist. When asked about the espionage case busted today in Delhi involving an employee of the Pakistan High Commission, the former Pakistan Army Chief initially parried the issue saying, "I am not aware of it". But then he added that "if at all it has happened, (it) shouldn't be encouraged", the release said. It also quoted Musharraf as saying that the Nawaz Sharif government lacks aggression. The channel said Musharraf accepted Pakistan government's diplomatic failure on international front. He, however, said it does not mean that Pakistan should be taken for granted. It responds to human rights emergencies, works to prevent abuses. The council's 47 members are elected individually through secret ballot, by the majority of the 193 members of the General Assembly. They serve for a three-year renewable term and cannot seek immediate re-election after two consecutive terms. The council membership is based on equitable geographical distribution. Pakistan to bail 'Afghan Girl' Sharbat Gula ISLAMABAD, (IANS) Pakistani Interior Minister Chaudhry Nisar Ali Khan has said National Geographic's famed "Afghan Girl", Sharbat Gula, would be freed soon on bail. Gula, now a woman in her mid 40s, was arrested by the Federal Investigation Agency (FIA) from her home for forgery of a Computerised National Identity Card (CNIC). Gula has dual Pakistani and Afghan nationality, and both ID cards have been recovered from her. The court is scheduled to hear her case on November 1, the Express Tribune reported on Sunday. "I think I will have to review this case because she is a woman and we should see it from a humanitarian angle," BBC quoted Chaudhry Nisar Ali Khan as saying. "If we withdraw charges against her, deport her, or give her a temporary visa to leave Pakistan, then we will have to take back cases against the officials who issued her fake ID card. They are the real culprits, and I do not want to let them off the hook in any manner," he added. Pakistan Information Minister quits over 'leak' of civil-military spat ISLAMABAD, (IANS) Pakistan Information Minister Parvaiz Rasheed has resigned from his post in the wake of a story in the Dawn that reported details of a high-level civil-military meeting and an apparent rift between the two on tackling terrorism in the country. News channels quoted sources as saying that Prime Minister Nawaz Sharif asked Pervaiz Rasheed to resign from his post. The development comes after the October 7 Dawn story "Act against militants or face international isolation, civilians tell military", which forced the government to initiate an inquiry to identify the person responsible for its leak, Dawn reported. Sources said Rasheed's portfolio was taken away after a preliminary inquiry was launched by Interior Minister Chaudhry Nisar Ali Khan. Now on his second trip, on which he will embark on next month, he hopes to explore more. "I have grown up in Delhi, and for us, adventure meant going to Rishikesh. There weren't much adventure options. When I went to New Zealand, I jumped off a plane 15,000 ft in the air. It offers a great view and their safety norms are very much in place. My skydive was with a person who had an experience of 30,000 dives. So, I felt safe with professionals," Sidharth said at an event here on Thursday. Was he afraid? A romance, an entertainer and a complete filmy film, this one boasts of laughter, racy dialogues, relationships, heartache and unrequited love. Ayan Sanger (Ranbir Kapoor) is pursuing his MBA in London, but is a singer at heart. Brought up without a mother, he feels alienated from his rich business tycoon father and obviously longs for love and acceptance. A chance meeting at a Soho pub with Alizeh Khan (Anushka Sharma), a bubbly, vivacious girl, who is nursing a heartbreak, and a deep bond and friendship ensues between the two. Laced with a generous dose of humour, the first half of the film is fun, light and frothy. Peppered with well written dialogues replete with Bollywood lingo, foot-tapping music with numbers like "Mere saiyyanji se aaj maine breakup kar liya", the film glides through smoothly. The pace in the second half drops distinctly, with a focus on heartbreak and one-sided love. The dialogues get verbose, poetic and at times, heavy duty. Ranbir Kapoor is Ayan Sanger from the first scene and slips into his character effortlessly, as the boy who is deeply in love and craves for it to be requited. His childlike innocence, emotional outbursts, spontaneity and even pain, is real and endearing. He lip syncs the songs with fervour making them seem real. Anushka Sharma is the joie de vivre element of the film even though ironically she portrays a girl who has gone through the pain of CAST: RANBIR KAPOOR, ANUSHKA SHARMA, AISHWARYA RAI BACHCHAN, LISA HAYDON, FAWAD KHAN, IMRAN ABBAS DIRECTED BY: KARAN JOHAR RATING: ***1/2 a heartbreak. Aishwarya Rai Bachchan as a poetess Saba Taliyar Khan, separated from her husband, looks like a "painting" as described by Ayan in one scene in the film. "Woh ladki nahin, painting hai". Indeed, she looks beautiful but delivers a synthetic performance, extremely unreal and devoid of any emotion. Fawad Khan as DJ Ali is a disappointment as he has nothing much to offer by way of histrionics. Lisa Haydon is a treat to watch with her impeccable comic timing. Imran Abbas in a minuscule role makes his presence felt. There are a few unexpected cameos, which are bound to take you by surprise. The screenplay is divided into chapters that are interspersed with the interview of singer Ayan Sanger as the film is narrated from his point of view. The music is definitely one of the highlights of the film as are the stellar performances of Ranbir Kapoor and Anushka Sharma. From the title song to "Channa meriya", each number is mellifluous and touches your heart. The film, as expected, with excellent production values and muted gloss, has a tinge of maturity to the tale and presentation. I held my breath wondering what he will show her. Relax. It's just the tattoos which make our hero so loftily heroic. Just to drive in the hero's anointed status, we have the noisy background score where starstuck choruses chant in unison about Shiva, the Destroyer, blah blah. "Shivaay" is so steeped in self-importance, so awed by its own intended grandeur, it seems the makers forget there is a story to tell. Story, there is to tell. But the plot is propelled forward in stuttering staccato waves of melodrama and action. It's like Shekhar Kapur desperately tries to shake hands with Rohit Shetty. But they just can't seem to find a meeting-ground. Not in this Ajay Devgn-directed lopsided melange of mayhem and melodrama. At one point in this tedious homage to mountain climbing and cross-cultural copulation, debutante Sayyeshaa (she could do better, I'm sure) tells us that she wanted to help Ajay because "superheroes comic books ke baahar nahin milte". Precisely the problem in "Shivaay". It wants to make Ajay a largerthan-life superhero, the kind that may look appealing in a comic book but appears amply askew in a real-life situation. And I use "real life" with much reservation. "Shivaay" is as real as "300" or "Baahubali", minus the comfort of escape into fantasy. Devgn plays a whole lot of super-heroic roles all in the course of one film. He is a mountain climber (a la Sylvester Stallone in the disastrous "Cliffhanger"), and an unabashed explorer of uncharted territory. That includes a Bulgarian woman Olga (Erika Kaar, listless and clueless). The two are soon shown getting intimate and passionate, while the censor board looks the other way. This is after all, Ajay's first stab at on screen passion, and we all must step back reverentially for the grand occasion. The fruits of the passionate liaison is a little girl Gaura (Abigail Eames), who alas is vocally impaired. Gaura, I suspect, has been written as a mute character to accommodate the young foreigner actress' inability to converse in Hindi. I really can't be blamed for being paranoid about the scriptural contrivances. "Shivaay" is cluttered with them. The plot moves from trying to be a "Masoom" in reverse (illicit liaison and the complications that ensue when the child gets insistently precocious) to being a clamorous wannabe cluttered and confused adaptation of Pierre Morrel's "Taken" where Liam Neeson rescued his teenaged daughter from flesh traders. Some such catastrophic eventuality crops up in the narrative, like an uninvited viral fever, when our superhero Shivaay's half-bulgarian speechless daughter insists on meeting her mother who has by then, upped and lefte. Recently, we saw the calamitous incidents that awaited the father and daughter when they took off to meet the girl's mother in the Korean film "Train To Busan". But in oiling his triple tattoos, catering to his demanding daughter and saving the world, I doubt Shivaay has time to watch Korean films. He does seem to have watched "Taken" closely. The action scenes are shot with the uni-focused singularity of a screen hero who wants to give the audience enough thrills to forget the Hollywood super-hero films. Alas, it's a losing battle. "Shivaay" is a cumbersome over-blown action drama. While the stunts are quite engaging at times, the drama is unbearable and unintentionally funny. It is hard to even bear with the characters, let alone devote nearly three hours of time to them. The performances are partially to blame. Ajay's strongand-silent act had been done to death. Mercifully, he doesn't try comedy here as he did in "Action Jackson". Sad to see talented actors like Vir Das and Saurabh Shukla wasted in sketchily written parts. Aseem Bajaj's cinematography captures the bleak foreboding mood of the plot much better than any of the actors. "Shivaay" is not the light, fun, crackerjack Diwali film you'd like to sit through this festive season. It is laden with an overbearing darkness which eclipses all of the film's efforts to pull us into its embrace. The proceedings get so edgy that they finally topple over. The complaint was filed on Tuesday in Los Angeles County Superior Court, reports hollywoodreporter.com. Costner, along with Treehouse Films, is suing Kylin for breach of contract and fraud, as well as for goods and services rendered. In April, Treehouse and Beacon Films signed a deal to produce "Shanghai Sojourners", which according to Kylin's website is the story of a Chinese woman who falls in love with a Jewish man during World War II and tries to help him escape the Nazis. According to the lawsuit, Costner and Armyan Bernstein were set to receive a combined producing fee of $3 million. Also, Treehouse and Beacon were to receive a $1 million overhead fee and a share of profits. DAILY EXERCISE MAY EXPOSE CITY KIDS TO POLLUTION NEW YORK, (IANS) Children from urban areas who engage in vigorous exercises both indoors and outdoors may be at a greater exposure to black carbon - a traffic-related pollutant - than children who are less active, researchers said. Black carbon - a pollutant that is also an indicator of diesel exhaust exposure - is known to have an adverse impact on health. The study revealed that the children who exercised were exposed to 25 per cent greater concentration of black carbon compared to non-active children. There are numerous health benefits associated with regular physical activity, including reduced airway inflammation compared to less active children, but, exposure to high levels of black carbon may lessen this effect, the researchers said. LONDON, (IANS) Women who consume oily fish while pregnant or during breast-feeding may decrease the risk of their children developing food allergies, asthma, eczemas or hay fever, researchers have found. The findings have showed that children introduced to fish and eggs - major source of omega 3 fatty acids - before 11 months of age had a lower risk of developing allergies. "Fish intake in the family seems to reduce the risk of allergies," said Karin Jonsson from Chalmers University of Technology in Sweden, in a statement. Kids who eat fish, eggs and flour early in life were found to have less allergies, as they had higher levels of omega-3 in their blood. The results showed that at birth, and again at four months of age, the healthy children had higher proportions of the omega-3 fatty acid eicosapentaenoic acid, EPA, in their blood. "The levels corresponded with the mother's intake of fatty fish. The mothers of children with high proportions of omega-3 in the blood had been eating a lot of fish during pregnancy and lactations, and we could also see evidence of this in their breastmilk," Jonsson explained. "There are few ways to approach the game. The IPL way, you keep hitting and chase down but in international arena, you fail and that's when you become more calculative. It's not necessary to win in 40 overs. You can do so in 50 as well." The 21-year-old goaltenderclinched the victory by making a blocker save on Rocco Carzo in the fourth round of the shootout after Mike Vernace staked the Beast to the lead by beating Missouri netminder Josh Robinson with a wrist shot that popped the water bottle off the net. Fucale, a native of Laval, Que., made 31 saves en route to the win. World Junior Gold Medalist and Memorial Cup Champion Fucale Reassigned to Beast BRAMPTON, ONTARIO - The Brampton Beast, ECHL affiliate of the Montreal Canadians, announce that World Junior Hockey Championship Team Canada gold medalist and Memorial Cup champion Zach Fucale has been reassigned to the Beast. Considered one of the Canadiens' top goaltending prospects, the 21-year-old netminder has found success at every turn throughout his hockey career. A second round selection chosen 36th overall in the 2013 NHL Entry Draft, Fucale spent his junior career in the Quebec Major Junior Hockey League (QMJHL) with the Halifax Mooseheads and Quebec Remparts between the and seasons and is widely considered to be one of the most successful goaltenders to ever play in the league. Beast President and General Manager Cary Kaplan is excited to see Fucale don a Beast jersey and believes he is following the same path that several NHL superstars have taken to reach the pinnacle of professional hockey. "Zach Fucale is simply one of the greatest junior goaltenders ever," Kaplan said. "Having won both the World Juniors Gold Medal and the Memorial Cup at such a young age, Zach has a tremendous upside. In the postseason, he appeared in an additional 17 contests with the Mooseheads and took his game up a notch, and recorded a 2.88 goals against average and a.904 save percentage. The following season, Fucale became the focal point for scouts and NHL clubs everywhere as he turned in one of the greatest single seasons in junior hockey history. His numbers were simply breathtaking. He played in 55 games and recorded an incredible 2.35 goals against average to accompany his.909 save percentage. Throughout the regular season, he was twice named the Canadian Hockey League (CHL) Goaltender of the Week and appeared in the CHL Top Prospects Game. Following the season, he was named to the QMJHL First All-Star Team and went on an unprecedented postseason run and recorded an eye-opening 2.08 goals against average and a.913 save percentage in 17 contests.
