7 FOREWORD It gives me immense pleasure to present to you the Governance Journalism Compendium 2016 edited by Vision India Foundation. Democracy is not a ritual which takes place once in 5 years on the voting day. For a democracy to work the country needs active and involved citizens. While India is the world's youngest democracy, the younger citizens need to be given a platform to participate in the democratic process. The platform needs to positively engage the young energy in a constructive way. Governance Journalism is a unique program designed by Vision India Foundation to document the hidden stories of good governance in our neighborhood. We as a young nation are restless for change. There is cynicism in the air that nothing works in the system and this is manifesting in the form of various agitations. Governance Journalism brings a refreshing fresh perspective that there are institutions and individuals out there, who are striving to bring change while overcoming many challenges. The Governance Journalists who documented the stories you will read in this compendium are concerned citizens like you and me. They were waiting for the right platform and support and I am glad VIF could provide that. The outcome is not just the documentation which you will read, but transformed young citizens who did the hard work. I hope you enjoy reading these stories of change and share it with many others. Together we can spread the message that change is possible and happening now. 9 PREFACE India is on the verge of bearing the fruits of its demographic dividend in the coming decade. Hence, it becomes imperative for the youth to play their role in catalyzing the process of nation building. To channelize the creative energy of the young, bright minds, Vision India Foundation started the Governance Journalism program. This program seeks to encourage responsible journalism through well researched case studies highlighting model governance projects across India. The young journalists, apart from secondary research, have interacted closely with government officials and other relevant stakeholders, including the foot-soldiers and beneficiaries, in an attempt to gain complete understanding of their respective good governance projects. This compendium consists of 15 projects from 9 states of India, covering 8 development domains. The projects were shortlisted on the basis of transparency, accountability, and citizen's participation in delivering good governance. The journalists had a great learning experience while documenting their projects, and we sincerely hope their learning will be reflected in their future roles. At the same time, we also hope that the compendium will inform tomorrow's public leaders and inspire them to deliver good governance in their roles.
