2 ROLE OF GRAMPANCHAYAT ADMINISTRATION IN RURAL DEVELOPMENT OF MAHARASHTRA: A SPECIAL REFRENCE OF JAFRABAD TEHSIL Introduction: Democratic decentralization process was started in sixty s decade from Panchayat Raj at district level. Decentralization process is categorized in two type s rules administration and development administration this process has responsibility committed on peoples elected representatives. India is made from small villages at ancient period and from Vedic period villages are local administrative centers due to this reason villages are social and political activities center. But this situation collapse in Muslims administration. In British administration time the Vice Roy Lord Meyo and Vice Roy Lord Ripan has again running the process local administration. Specially pass amendment in Lord Ripen plays an important role for running the local administration in Panchayat Raj decentralization due to this work he nominated as father of PanchayatRaj. Mahatma Gandhi has preferred the democratic decentralization and whole development in the RamRajya and PanchayatRaj concept. For rural India has firstly development in Panchayat Raj from 2 Oct The community development program was launch at 2 Oct 1952 Gandhi s Jayanti. Balvantarai Mehata committee was established for the implementation of local decentralization the also suggested three tiers arrangement firstly at district level Zillaparishad at Tahasil level Panchayat samitti and village level Grampanchayat. In India democratic decentralization process was launch under the committee Balvantrai Mehata committee establish in Mehata committee has found the failures the community development program by the lake of peoples participation in local administration that s why the committee focus peoples administration in new structure committee has also focus of two things i.e. firstly PanchayatRaj formula, autonomous structure and second things is decentralization of local administration.
3 In Maharashtra democratic decentralization concept significantly accepted that s why Maharashtra government accept the committee under the revenue minister Vasantrav Naik in 1960 the committee gives his report in According to the committee report and recommendation in Maharashtra implemented the rule Maharashtra Zilla Parishad and Panchayat samitti adhiniyam Committee has suggested that the three tiers in Panchayat Raj administration from the 1 May 1961 in Maharashtra was started three tires arrangement at district level under Zillaparishad. As compare the Vasantrao Naik committee and Balvantrai Mehata committee gives the importance to Zillaparishad but Balvantrai Mehata committee gives the importance to Panchyatsammiti. Both this committee second values Grampanchayat later according to Maharashtra Mumbai grampanchayat 1958 Grampanchayat has lot of rights. The 73 rd amendments of constitution of India is the important incident for the implementation of Panchayat Raj and democratic decentralization according to amendments of constitution of India has included 9 th part and expanded under the part article no 243(A) to 243 (o) by this amendments Panchayat Raj has constitutional status. 73 rd ROLE OF VILLAGE ADMINISTRATION IN RURAL DEVELOPMENT Grampanchayat is the last unit in Panchayat Raj in rural self-government. Grampanchayat work is under the Mumbai Grampanchayat Adhiniyam In Maharashtra Panchayatraj amendments under 73 th amendments was started from 2 oct By the article no 5 in every village or blocs establishes the Grampanchayat at present in India 2 lakh 65 thousand Grampanchayat were establishes (265000) and in Maharashtra Grampanchayat has been working. Grampanchayat has working under Zillaparishad and Panchayat samitee.every Grampanchayat appointed one administrative officer called as Gramsevak. Rural development officer is the play an important role as secretary in Grampanchayat according to constitution of India the administrative officer has constitutional status and rights. In Grampanchayat Gramsabha plays an important role in the development of Grampanchayat and people s rights and suggestions. According to constitution of India article 243(k) has given the constitutional rights and status to Gramsabha in Gramsabha Sarpanch, secretary, vice Sarpanch and every electoral representative are participated in gram sabha.gramsevak (Rural Development Officer)
4 is working as a secretary in Grampanchayat and also Gramsabha. Rural development officer i.e. Gramsevak his under the service of Zillaparishad status class 4 (k). Formulation of the Problem Specially zillaparishad is the main unit in the planning of the Grampanchayat but under panchayatraj now a days Grampanchayat is play an important role. According to 73 amendments constitutional of India gives constitutional status and rights to Panchayatraj. In the formulation of problem we have to check the role of Panchayatraj in the development of rural administration. According to 73 constitutional amendment gives the constitutional status panchayat raj in the development rural administration is successful or not. What Is the role of electoral representative and beurocracy in Panchayatraj? Specially in this research we have to check lot of questions review and we are expect to solvation in my research study entitle role of Grampanchayat administration in rural development of Maharashtra.A special reference of jafrabad tehsil. OBJECTIVES OF REASERCH For the present study following objective are nominated Present situation of Grampanchayat and PanchayatRaj concept. Working incentives in Grampanchayat. Role of rural administration in rural development. Study of Grampanchayat Tahasil and its role in their area Remedies over Grampanchayat,Panchayatraj and Gramsabha problems Hypothesis:

SECONDRY SOURCES In the collection of necessary information we are using secondary sources i,e specially daily newspaper, monthly,weekly,yearly and the various magazines and are also help through print media, governmental,non-governmental organization etc. DATA PROCESSING According to collection of information process all information will be data processing and then results and comprehension presented.
