3 Northeast s first regional Centre for Agriculture with Israeli collaboration to come up in Mizoram February 21, 2018 Northeast India s first regional Centre for Agriculture with collaboration of Israel will be inaugurated in Mizoram in March It will be first such centre in North East region of India being established with Israeli collaboration. -- continued

4 There are 22 such operational centres setup across India with support of Israel including in states of Haryana, Gujarat, Madhya Pradesh, Rajasthan and Punjab. The first centre was established in 2008 in Haryana. Centre for Agriculture: This centre will be exclusively for processing of citrus fruits and will cater to the whole north east. It has been set up with tripartite collaboration of Union Ministry of Agriculture and Farmers Welfare, Government of Israel and Mizoram Government. Israel will provide expertise knowledge andprofessionalsupportto the centre.

5 Government sets up the NITI Forum for Northeast February 21, 2018 The Union Ministry for Development of North-East Region (DoNER) is setting up the NITI Forum for NorthEast to identify constraints and recommend suitable interventions for speedy and sustainable growth in North East Region (NER). -- continued

6 The forum will be co-chaired by Vice Chairman of NITI Aayog and Minister of State (I/C), Ministry of Development of Northeastern Region (DoNER). It will have its Secretariat in the Ministry of DoNER. NITI Forum for Northeast The forum is tasked to identify various constraints on way of accelerated, inclusive and sustainable economic growth in NER. Members of the Forum It will include Secretaries of Ministries of Road Transport & Highways, Power, Railways, Water Resources, River Development & Ganga Rejuvenation, Health & Family Welfare, New & Renewable Energy, Human Resource Development, Environment, Forest & Climate Change. Chief Secretaries of 8 Northeastern states of Assam, Nagaland, Meghalaya, Manipur, Tripura, Arunachal Pradesh, Mizoram and Sikkim will also be members of the Forum. Secretary, North East Council (NEC), Shillong will be Member Secretary. Joint Secretary (NE),MHA.

7 Government launches six new user friendly features of e-nam Platform February 21, 2018 The Union Ministry of Agriculture & Farmers Welfare have launched six new features of National Agriculture Market (e-nam) Platform to make it more users friendly. -- continued

8 The six new features are e-nam Mobile App, BHIM payment facility, new and improved Website with elearning Module, MIS Dashboard, Grievance Redressal Management System for Mandi Secretaries and Integration with Farmer Database.

9 e-nam Platform It is one of major and important flagship schemes implemented by Ministry of Agriculture & Farmers Welfare. Its objective is to provide competitive and remunerative price to farmers for their produce through online competitive and transparent bidding process. e-nam is pan-india e-trading platform. It is designed to create unified national market for agricultural commodities. Its objective is to provide competitive and remunerative price to farmers for their produce through online competitive and transparent bidding process. It integrates Central Farmer Database to increase the efficiency and reduce queue time. It was launched in 21 Mandis in April 2016 and now expanded to 479 Mandis across 14 states and 1 Union Territory. It is now available in 8 different languages and its live trading facility is available in six different languages.

10 Government launches Swajal Programme and Gangotri Swachh Iconic Place project February 21, 2018 The Union Ministry of Drinking Water and Sanitation has launched Gangotri Swachh Iconic Place project and Swajal, a community owned drinking water programme in Uttarkashi district of Uttarakhand.

11 These both projects will create cleanliness, provide basic amenities to the people of Ganga bank villages and will also generate employment. Moreover, Bagori Ganga Gram project was also announced for Bagori village, which was declared open defecation free (ODF). New Swajal Project The project was inaugurated at Bagori. It is community owned drinking water programme for sustained drinking water supply. It has budgetary support of more than Rs. 32 lakh.

12 Gangotri Swachh Iconic Place project It aims to make Gangotri as Swachh Iconic Place (SIP). For this, CSR funds of Oil and Natural Gas Corporation Limited (ONGC) will be used for making Gangotri SIP. The SIP project is coordinated by Ministry of Drinking Water & Sanitation (MDWS), in collaboration with Union Ministries of Housing & Urban Affairs, Tourism, Culture, state governments, municipal and local agencies. Bagori Ganga Gram project The project is a solid and liquid waste management scheme with total expense of Rs lakh. Bagori is one of 24 pilot Ganga Villages chosento be transformedinto Ganga Grams this year.

13 21 February: International Mother Language Day February 21, 2018 The International Mother Language Day (IMLD) was observed across the world on 21 February to promote awareness of linguistic, multilingualism and cultural diversity. This year it is the 18th anniversary of IMLD.

14 The observance of this day signifies importance of mother language as the greatest weapon to express one s feeling. Mother Language of one country is the sign of independence of that country. It is most powerful instruments of preserving and developing tangible and intangible heritage. The theme of 2018 International Mother Language Day is Linguistic diversity and multilingualism count for sustainable development.

15 Background The International Mother Language Day was instituted by United Nations General Assembly (UNGA) by passing resolution in The resolution had called upon member states to promote the preservation and protection of all languages used by peoples of the world.

16 Cabinet Approves New Bill To Ban Unregulated Deposit Schemes In a bid to protect the savings of the investors, Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval to introduce Banning of Unregulated Deposit Schemes Bill, 2018 and Chit Funds (Amendment) Bill, 2018 in Parliament

17 Banning of Unregulated Deposit Schemes Bill, 2018 Salient Features: Main objective to introduce this bill is to tackle the menace of illicit deposit taking activities across India by plugging the existing regulatory gaps and implement strict administrative measures. The bill contains a banning clause which bans Deposit Takers from promoting, issuing advertisements, operating and accepting deposits in any Unregulated Deposit Scheme. Running of Unregulated Deposit Schemes, fraudulent default in Regulated Deposit Schemes, and wrongful inducement in relation to Unregulated Deposit Schemes have been categorised as punishable offences. Offenders under the provisions of this bill will be subjected to severe punishment and heavy pecuniary fines.

18 The bill comprehensively defines the terms Deposit Taker and Deposit. The term unregulated Deposit Taker excludes entities that are incorporated by legislation and Deposit excludes money accepted by an establishment in the ordinary course of its business. Government s plan to bring in comprehensive central legislation to deal with illegal deposit schemes was first announced during Budget Speech by Finance Minister Arun Jaitley.

23 SARAS completes the second test-flight successfully On 21 February 2018, SARAS, indigenous light transport aircraft of India, successfully finished its second test flight. -- continued

24 SARAS completes the second test-flight successfully: Wing Commander U.P. Singh, Group Captain R.V. Panicker and Group Captain K.P. Bhat of Indian Air Force- Aircraft and System Testing Establishment, commanded the test flight. This was the second out of the 20 test flights that was planned for SARAS PT1N before freezing the production version. SARAS was designed and developed by CSIR-National Aerospace Laboratories (NAL). NAL has said that, the production model design would be ready by June-July iv. CSIR-NAL is planning to get military and civil certification for SARAS-Mk 2. The improved version of CSIR-NAL would be a 19-seater aircraft.

25 Science & Technology Minister Dr Harsh Vardhan said that, the unit cost of SARAS will be nearly crores. He added that, SARAS has more than 70 % indigenous content. vi. Hindustan Aeronautics Limited (HAL) is decided as the production agency for military version of SARAS. Production of civil version of SARAS will be handed to private industries. Dr Girish Sahni, Director General of CSIR, said that, the development and certification cost of SARAS Mk2 will be nearly Rs. 600 crores. The time taken for development and certification will be 2 to 3 years.
