1 COURSE AT IHEAL- SORBONNE JANUARY TO MARCH 2018 PRELIMINARY SYLLABUS 1-COURSE IDENTIFICATION TITLE: The Social Protection System in Latin America: historical overview and the main challenges CREDITS: 30 credits LEVEL: Master Degree and PhD TIMETABLE: Thursday from PLACE: IHEAL, PROFESSOR: Lauro Mattei 2- DESCRIPTION Social protection is considered a social development practice as it raises household income while develop beneficiaries human capital. In this case, social protection is one of the tools used by the States to satisfy social risks, alleviate individual deprivations and produce welfare (e.g. public education, health care, housing, cash transference). Researchers have considered the Latin American welfare systems as emerging Welfare States or as Welfare States in development. This meaning that their welfare programs and institutions are still in the process of institutionalization and have a lower degree of development than their European counterparts. 3 MAIN OBJECTIVES The objective of this course is to discuss the origins, trajectory and the main challenges on social protection systems and welfare regimes in Latin America and the Caribbean. At the end of the course, we expect that students will be able to discuss contemporary social situation in Latin America, and the main challenges to build a sustainable social protection system.

2 4 THE MAIN TOPICS The course will try to cover the following topics: 1)The different concepts of Social Protection System 2)The different types of Social Protection System 3)Historical overview of Social Protection System in the World 4)Historical overview of Social Protection System in Latin America 5)The roles of Social Protection System to reduce the poverty and inequality 6)How to build a Universal Social Protection System in Latin America 7)The main challenges to build a Social Protection System in Latin America 5 TEACHING METHODS Each section of the course will consist of lectures that will be conducted by the professor. In this part we expect the participation of students through the information by articles that will be ed by the professor to the students in each week of classes. 6 ASSESSMENT AND GRADES Attendance in class is an essential requirement. The dates of the exams cannot be changed. Absence on any exam date must be justified through relevant documentation to the director of the program and the class professor. Readings should be completed in advance of classes. Grading will be based on: attendance and participation (10%); mid-term exam (40%); final exam (50%).
