2 Assignment Rules 19 TAC Chapter 231 contains assignment rules for educators in Texas public schools. Ø Rules are organized by grade level and subject area or role. Ø Acceptable certificates, as well additional requirements, are included. Ø Rules are updated based on certification and curriculum changes TEXAS EDUCATION AGENCY 4 Chapter 233 Categories of Classroom Teaching Certificates Chapter 233 includes all currently issued classroom teaching certificates. Elementary-Level Certificates Generalist EC-6 may teach Art, English/Reading, Health, Math, Music, PE, Science, Social Studies, Technology Applications, Theater Generalist 4-8 may teach English/Reading, Math, Science, Social Studies 2015 TEXAS EDUCATION AGENCY 5 Generalist Certificates The Generalist tests were eliminated September 1, Ø Generalist EC-6 (191) and Generalist 4-8 (111) Ø Bilingual Generalist EC-6 (192) and Bilingual Generalist 4-8 (119) Ø ESL Generalist EC-6 (193) and ESL Generalist 4-8 (120) To obtain these standard certificates: All requirements must be completed by and Application/recommendation completed by TEXAS EDUCATION AGENCY 6 2
3 Core Subjects Certificates The new Core Subjects certificates are somewhat similar to the Generalist certificates. 6 Health Science Ø Associate s or more advanced degree Ø Current license, certification, or registration by a nationally recognized accrediting agency as a health professions practitioner Ø Two years of wage-earning experience using the license Ø TExES exams for PPR EC-12 (160) and HST (173 or 273) Ø Educator preparation program Ø This certificate is moving from an 8-12 to a 6-12 certificate TEXAS EDUCATION AGENCY 16 Trade and Industrial Education Ø Degreed 3 years of wage-earning experience earned within the past 8 years Ø Non-degreed 5 years of wage-earning experience earned within the past 8 years Ø Note: In some cases, an occupational license is required, such as cosmetology or law enforcement. Ø An educator preparation program must be completed. Ø TExES for TIE PPR (170 or 270) Ø This certificate is moving from an 8-12 to a 6-12 certificate. 8 Educational Aides All educational aides in the Texas public schools must hold an Educational Aide certificate. Ø Upon employment, the aide applies online and the school district recommends for the appropriate level of certification Ø Educational Aide I, II, or III. Ø $32 issuance fee Ø Fingerprinting If fingerprinted by a Texas school as a noncertified person, allow a few days for results to transfer for certification purposes TEXAS EDUCATION AGENCY 22 Emergency Permits Emergency permits may be requested by a public school when a fully certified and qualified educator is not available. Ø Paper application and online entry by ISD staff Ø $57, paid by school district check, is mailed to TEA Ø Used for uncertified persons and professional positions, such as counselors, librarians, and diagnosticians need an EPP deficiency plan renewals possible Ø Certified persons may take the next test for a classroom area. Example: English as a Second Language, Bilingual or Special Education no renewals Specific requirements are located in Chapter 230, Subchapter F TEXAS EDUCATION AGENCY 23 Temporary Classroom Assignment Permit (TCAP) Ø Certified at the secondary (grade levels 7-12) and teaching outside the certification area (not on a probationary certificate) Ø Must have 6 semester hours in the subject taught Ø Limited to 4 class periods Ø TCAPS are handled at the local level and not processed online Ø No fee Ø Hardships possible 2015 TEXAS EDUCATION AGENCY 24 8
9 9/29/15 Out-of-State Certified Educators with acceptable out-of-state certificates and degrees apply to TEA for a review of credentials. Ø Apply online using the out-of-state application. Ø $180 nonrefundable fee for review of credentials Ø Out-of-state certificate(s) Ø Official transcript(s) Electronic transcripts may be accepted directly from escrip- SAFE TEA/SBEC sends approval letters for needed examinations via Acceptance of comparable out-of-state tests is communicated via an ed letter to the educator TEXAS EDUCATION AGENCY 25 Out-of-Country Certified Educators with acceptable out-of-country credentials and degrees apply to TEA for a review of credentials. Ø Apply online using the out-of-country application. Ø $180 nonrefundable fee for review of credentials Ø Letter of Professional Standing in English Ø Foreign Credential Evaluation equivalent degree and credits Ø Acceptable evidence of English language proficiency TEA/SBEC sends approval letters for needed examinations via TEXAS EDUCATION AGENCY 26 One-Year Certificate for Out-of-Texas Certified Educators After the review of credentials, out-of-state or out-of-country certified educators may qualify for a One-Year Certificate while taking tests. Ø Apply online using the out-of-state or out-of-country application. Ø $52 Ø Fingerprinting Ø English proficiency Nonrenewable, valid for one calendar year, regardless of employment situation TEXAS EDUCATION AGENCY 27 9
10 9/29/15 Standard Certificate for Out-of-Texas Certified Educators After passing TExES tests or acceptance of comparable out-of-state tests, educators may request the Standard Certificate. Ø Apply online using the out-of-state or out-of-country application. Ø $78 Ø Fingerprinting, if not already done TEXAS EDUCATION AGENCY 28 Educator Testing Requirements Since 1986, all Texas educators, except educational aides, must pass tests, unless specifically exempted. Persons with lifetime certificates issued prior to Feb. 1, 1986, must pass the TECAT, TASP, the reading and writing portions of the THEA, or any ExCET or TExES test. Persons initially certified Feb. 1, 1986 or later were required to pass the ExCET or current TExES, ACTFL, or AAFCS tests TEXAS EDUCATION AGENCY 29 Additional Certification by Examination Degreed, certified classroom teachers may add other classroom certificates by examination. Set up a TEAL/ECOS account and update educator profile on TEA website. Obtain TEA ID number. Register for content tests with the appropriate testing company. Some certificates, such as bilingual, require two tests. Once passing results are received by TEA, apply for certification at using TEAL/ECOS. $78 per application Multiple certificates can be added with one application 2015 TEXAS EDUCATION AGENCY 30 10
11 9/29/15 Renewal of Standard Certificates Standard Certificates are valid for 5 years from the educator s next birth month after the issuance of the first standard certificate. All standard certificates issued to an educator expire at the same time so that they can be renewed together. Exception: Educational Aide Educators must meet continuing professional education (CPE) requirements to renew. Exception: Educational Aide Taking certification tests will not replace the CPE hours. Notice sent by 6 months prior to expiration 2015 TEXAS EDUCATION AGENCY 31 Renewal Requirements All educators, except educational aides, must complete CPE to renew a standard certificate.
