2 Thematic Block 1: Conflict and Peacebuilding in Fragile States Dates and Venue 12 and 13 October 2012, 09h00-17h30, Center for European and International Studies of the University of Basel, Gellertstrasse 27, 4020 Basel Description Fragile states are generally considered to be a source of insecurity, instability and violent conflict in other words as a problem that needs to be 'fixed'. But what are 'fragile states'? What is special about governance structures in so-called fragile or weak contexts? How can/should external actors respond to the challenges which fragile states pose? In this thematic block, participants will look critically at the issue of state fragility and will reflect on the complex interplay between peacebuilding and statebuilding. Learning Objectives Participants know about the fragile state debate (historical perspective, current positions and driving institutions within the debate) and are able to reflect critically on the different positions; Participants are able to break down the theoretical discussions to the experience/daily life of people and organizations living and working in so-called fragile contexts; Participants are aware of the complex interplay between peacebuilding and statebuilding; Participants know how fragility is applied in practice by different institutions; Participants know about the challenges of working on statebuilding in fragile contexts; Participants develop their own vision of fragility. Fragile states are seen as a threat to international security, ungoverned territory can provide safe haven for terrorists. The inability of governments to provide basic services is considered as a significant contributory factor to state failure. This notion of fragility also shows a specific (western) understanding of what a state is. How did state fragility come into play? What does it actually mean today in the politico-developmental discourse? What experiences have participants made when working in fragile contexts? and Prof. James Putzel will be present The concept of fragile states has been criticized by different exponents from both practice and academia. The approach contrasts for example African states to a static and ahistorical definition of the state.
