1 CURRICULUM VITAE Dr. Akmal Hussain CURRENT Dr. Akmal Hussain specializes in action research on development. He runs a family owned manufacturing firm and is Distinguished Professor of Economics at Beaconhouse National University, Senior Fellow at the Pakistan Institute of Development Economics (PIDE), member Syndicate of the Government College University, member Board of Governors of the South Asia Centre for Policy Studies (SACEPS) and adjunct faculty, Lahore University of Management Sciences (LUMS). He was the Principal Author of the UNDP, Pakistan National Human Development Report He has delivered lectures in the Distinguished Academic Visitor series at the University of California, Riverside in November TEACHING EXPERIENCE Dr. Akmal Hussain has a B.A. Honours Degree in Economics from Cambridge University and Ph.D. in Economics from Sussex University. National He has lectured on economic development to a broad range of Pakistan s society: Ranging across students, peasants, industrial workers, government officials, officers in military institutions, executives in the private and public corporations and officials in multilateral agencies. He was Chairman, Public Administration Department, Punjab University and is adjunct faculty at the Lahore University of Management Sciences (LUMS); has lectured widely at premier training institutions, including Pakistan Administrative Staff College, NIPA, the Civil Services Academy, National Defence College, the Command and Staff College, the National College of Arts, and WAPDA Academy Tarbela. He has made a presentation on economic policy at the Pakistan National Assembly. International He has been an economics lecturer at the University of California, Riverside. He has also made presentations on economic policy at Harvard University, the United Nations in Geneva, and the Foreign Ministries of the Governments of the United Kingdom, Japan, the Netherlands, the Chinese Academy of Sciences, and the Foreign Service Training Institute of the U.S. State Department. POLICY ADVICE He was the Principal Author of the UNDP, Pakistan National Human Development Report (2003). Many of the policy proposals for pro-poor growth were adopted by the Government of Pakistan. He was member of the Prime Minister s Task Force on Poverty Alleviation and Employment Generation in 2004, member of the President Musharraf s Economic Advisory Board during and earlier a member of the Prime Minister s Economic Affairs 1

2 Committee as an independent economist working on an honorary basis, until May In May 1997 he prepared the Report of the Task Force on Poverty Eradication, as its Chairman. Some of the proposals of the Report were later adopted by the government as part of National Policy. He was Chairman of the working group on Poverty Alleviation for the preparation of the Ninth Five- Year Plan and has also contributed to the Report of the National Commission on Agriculture. INSTITUTION BUILDING FOR RESEARCH AND POLICY ACTION Local He has worked as a social mobilizer to enable local communities to acquire basic services in Inayatabad (near Muzzafarabad) and Okara (Punjab). During 1998 he worked as honourary Chief Executive Officer of the Punjab Rural Support Program (PRSP). In this capacity he helped establish this poverty alleviation institution, and got it to a flying start forming 1100 community organisations in eight divisions of rural Punjab in the first four months. National He has also helped to establish the Pakistan Poverty Alleviation Fund (PPAF) and Leadership for Environment and Development Pakistan (LEAD) as the founding member of the Board of Directors of both institutions. He was also founding board member of the Punjab Vocational Training Council. He was also a member of the Board of Directors of Ghazi Barotha Taraqiati Idara ( ). International He has been working for regional cooperation in South Asia as a member Board of Governors of the South Asia Centre for Policy Studies (SACEPS) and earlier the Independent Group for South Asian Cooperation (IGSAC). The IGSAC proposals on regional cooperation were adopted at the Colombo SAARC Summit 1991 and some of the proposals of South Asia Centre for Policy Studies (SACEPS) were adopted at the Islamabad SAARC Summit in January

3 CONTRIBUTION TO MAJOR NEW IDEAS IN ECONOMICS AND ECONOMIC POLICY 1. Participatory Development Jointly pioneered (with Ponna Wignaraja et.al) the concept and methodology of Participatory Development 1. Later put this methodology into practice as the first CEO of the Punjab Rural Support Programme Regional Economic Cooperation in South Asia (a) Contributed to the pioneering studies that established the analytical basis of economic cooperation and peace in South Asia as a member of the United Nations University, South Asia Perspectives Project 3, in the 1980s and subsequently as a member of the Independent Group for South Asian Cooperation (IGSAC). Social Polarization in Agrarian Structure in Pakistan Identified the phenomenon of land resumption and social polarization in Pakistan in the context of the Green Revolution, provided empirical evidence and analysis of the phenomenon. 7. RESEARCH PUBLICATIONS (See Attached List) He has authored three books on economic policy and co-authored/contributed chapters to fourteen other books, 29 publications in academic journals and contributed over 100 newspaper articles on economic and social issues; has also undertaken research for international agencies, including the World Bank, United Nations University, ILO/ARTEP, Swiss Development Corporation, Dutch Government, CIDA and the UNDP. He has presented papers as a panellist at international conferences around the world, including Harvard University, The Chinese Academy of Social Sciences, Peace Research Institute, Oslo, World Conference on Development Rome, The United Nations, Geneva, Wilton Park at Sussex and the Ministry of Foreign Affairs, Tokyo.
