2 WPT2 - Research question What is the political, institutional and market system that works in order to produce effective trans-national, harmonized, multilevel and multi-sectoral cooperation in lowcarbon energy planning? Could there be a replicable framework model behind it? IMEAS Kick-off meeting 2

3 WPT2 - Overview - T2 will develop the Stakeholders Network Model(SNM), a socio-political model for integrated low carbon energy planning. Up-to-date knowledge of political and institutional economics will be followed. - All PP will contribute with their experience on the design, implementation and monitoring of energy & environmental plans. - The model focuses on networks of public and private actors, taking into account the information flow among them and the incentives behind their decisions. What WPTs does it support? T3 tools and guidelines T3 will produce guidebook and accompanying tools for the SNM T4 roadmaps T4 will use the SNM (proof of concept) What project output will be delivered because of T2? A Stakeholder Framework Model (White Book describing the Multilevel Stakeholders Network, a model to align stakeholders interests and decision processes in integrated low carbon energy planning) Contribution to what programme indicator? 4 WPT2 - Overview issues 1) Let s agree on one name for the model that will be described in the WhiteBook: A. Stakeholder Framework Model (SFM)? B. Stakeholders Network Model(SNM)? C. Multilevel Stakeholders Network (MSN)? 2) All PP will contribute with their experience on the design, implementation and monitoring of energy & environmental plans we need to define HOW this contribution will be given 3) Programme indicator We need to define WHAT ARE the transnationally integrated low carbon policy instruments and WHAT ARE the strategic elements that lie behind them. 6 WPT2 - Engagement issues 1) To specify and realize the engagement, the first step is to identify the SCOPE and SECTORS/SUBSECTORS we are going to investigate (i.e. all sectors? Or some among Households, Tertiary, Industry, Agriculture, Transport?) 2) Do we foresee additional tools and procedures for the engagement? 3) We need to specify the function of each IMEAS Group for the objectives of T2: Observers (IOB) Sounding Board (ISB) Formal Project Stakeholders (IPS) Other Users and Stakeholders (OUS) 4) We need to give a definition (i.e. criteria that have to met in order to be sure of a positive implementation) of applicability of the model and trans-national validity IMEAS Kick-off meeting 6

8 WPT2 - Activ.&deliv. issues 2.1 1) The activity has to start ASAP, not much time until the role of each PP in each territory is relevant to overcome language barriers to understand the legal/institutional/market framework and to reach the objective of the total 140 actors. Moreover we must outline the difference between single actors (e.g. former politician or expert involved in planning) or collective ones (e.g. local government or association of utilities and who i.e. the person that is going to represent the collective actor) 2) This is an identification WP, but before D.T2.1 (Qualified list) we must define the sectors (see the issue of previous session), because from the sectors all other characteristics will be defined (see methodological notes at the end of the presentation). 3) Before implementing the D.T.2.2 a clear definition of roles and functions of IMEAS Groups have to be done (Observers - IOB, Sounding Board - ISB, Formal Project Stakeholders - IPS, Ambassadors - AMB, Other Users and Stakeholders OUS) it affects the taxonomy and tagging system included in the online DB 4) This task T1.1 is invaluable to give a solid base for T2.2 huge attention must be given to it, especially in receiving info exchange from T1 IMEAS Kick-off meeting 8

10 WPT2 - Activ.&deliv. issues 2.2 1) An ad hoc version of FIELD methodology will be developed a webinar on the methodology might be useful to set up (see methodological notes at the end of the presentation) 1) The feedback from T3/T4 and the sounding board must be defined in terms of: Process Feedback tools 2) The reports of D.T2.2.1 must be ALSO in national language, so it must be decided if they will be translated internally by PP or outsourcing the trasnlation IMEAS Kick-off meeting 10

12 WPT2 - Activ.&deliv. issues 2.3 1) Two practical objectives of this task, starting from the stakeholders analysis of the previous one AND the information exchange with T1, T3, T4 : Identifying Network (multiple) mechanisms (to be implemented among stakeholders and taking into consideration the legal/policy/regulatory/institutional/market constraints in place) to foster integration of energy and climate plans (e.g. vertical, i.e. multilevel; horizontal, i.e. among governing bodies belonging to the same level; and transversal, i.e. among sectors) Support the development of the risk-register and the list of riskmitigation actions associated to the roadmaps of T4 2) Define the relevance criteria that must be associated to the transnational character of the White Book 3) Decide about the process of validation of the White Book (+exec.summaries) from the SoundBoard IMEAS Kick-off meeting 12

14 WPT2 - Methodological notes The current 8 steps of FIELD methodology 1. identification of the purpose to apply FIELD methodology 2. identification of the stakeholders, players, or actors 3. identification of the incentives that drive the behaviour, and thus the decisions, of each player 4. collection of information owned by each actor with regards to the service or infrastructure to which FIELD is applied 5. data collection of formal and informal relationships 6. data-collection on how information is transferred from a player to another one 7. series of open questions, potentially useful to the researchers to wrap up the findings from the previous six steps 8. identification of the obstacles that the system of relationships, information, and incentives described in the previous steps poses to the implementation of the regulatory agenda, the project, the initiative, or the policy innovation in the context analysed CUSTOMIZATION ACTIONS (DEC+JAN+FEB) IMEAS Stakeholder Framework Model (FULL DRAFT READY IN ) IMEAS Kick-off meeting 14

16 WPT2 - Customization Actions Foreseen necessary and preliminary steps: 1) Decide - as already mentioned - upon the SECTORS of interest ( it affects the choice of who they are and what level they belong to, with regards to primary and secondary legislation-makers, policy-makers, Public administrations, decision makers, regulators, M&V institutions, market actors, financial actors, lobbies, final-user groups, etc.) 2) Define the MULTI-LEVEL approach ( State to the local level indeed, but what about federal states? And how we define local?) so as to be compliant with every national system in place in the Alpine Space 3) Define the CROSS-BORDER VALIDITY (ref. The criteria issue already mentioned) among all AS territories or some of them 4) Define if a simplified GRAPHICAL IMPLEMENTATION of the network mapping is needed for data visualization so as to speed-up the analysis of the findings IMEAS Kick-off meeting 16
