From 1989 to 1992, designed and directed the Academies research project on Civilian Technology. Responsible for economic analysis and writing of final report, as well as financial, and staff management. The project, requested by the U.S. Congress in the Omnibus Trade and Competitiveness Act of 1988, resulted in the book: The Government 2

3 Role in Civilian Technology: Building a New Alliance, published by the National Academy Press in The report provided detailed analysis and policy recommendations related to the economic returns to government investment in civilian R&D, industrial technology development and transfer. Created the Academy's Technology and Public Policy seminar series. The Stern Group, Washington, D.C. November 1988-August Principal associate to Paula Stern, former Chairwoman of the U.S. International Trade Commission. Responsible at the international trade and economic policy consulting firm for research and analysis on U.S. and international economic policy issues, including; impact of U.S. anti-dumping and countervailing duty laws on competitiveness of U.S. industry, high technology trade and U.S. performance in electronics and semiconductor sectors, and impact of foreign investment in U.S. high technology industries. Responsibilities included drafting speeches, position papers, and monitoring congressional and executive branch initiatives. The World Bank, Washington, D.C. May 1988-August 1988 Consultant. Industry Development Division, Industry and Energy Department, Policy, Planning, and Research. Planned, directed, and coordinated research on the impact of U.S. government technology transfer and development programs on technology generation. Analysis included an examination of the economic rationale for investment in R&D, technology adoption, diffusion, and industrial extension assistance to small and medium-sized firms. Background paper produced on Productivity and Competitiveness: Industrial Extension Services and Technology Transfer Programs in the United States. The Office of Technology Assessment, United States Congress, Washington, D.C. October 1986-March Consultant Technology, Innovation, and U.S. Trade project. Responsible for analysis and research on U.S. trade policymaking, bilateral high technology trade issues, and U.S.-Japan trade patterns in semiconductors, among other issues. Produced background paper: The U.S. Government Trade Policy Response to Japanese Competition in Semiconductors, Research support to International Competition in Services assessment, which resulted in the publication: International Competition in Services. Research and analytical work on the service sector included analysis of telecommunications, computer, and financial services firms and U.S. competitiveness. The Committee for Economic Development, Washington, D.C. January 1985-October Assistant to the President. Reporting directly to the president, staff member responsible for policy research and analysis on U.S. macroeconomic policy issues, trade policy formation and implementation, and international economic issues. 4 assignments included examination of U.S.-Mexican trade relations, determinants of the structure of U.S. balance of payments, and changes in the pattern of direct foreign investment in the U.S. Duties included liaison to senior U.S. and multinational corporate members of CED working groups. Assisted senior staff and President of the company with analysis of industrial competitiveness issues. Provided staff support and analysis for the President's Commission on Industrial Competitiveness 1984 (regulatory reform, education, and international economic issues).
