1 Caucus: March 10, 2018 RPMC Proposed Resolutions 2018 page #1 of 6 Resolution Affirmation of Life WHEREAS the Republican Party was founded by free men who fought to reassert the cherished American belief that all human beings have certain God-given unalienable rights, WHEREAS the Republican Party has stood steadfast against government policies that devalue human life, including abortion-on-demand and coercive "family planning" policies, WHEREAS in Wisconsin, the state university's teaching hospital is implementing plans for an expanded abortion facility in disregard to its mission and its state funding, NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County affirms its support for the rights of the unborn and for the struggle to ensure that our government and our society protect and respect innocent human life in all its forms, and believes that human life, including human beings which have been aborted, should not be treated as a commodity, and further believes that aborted baby parts should not be sold and that it is unethical for organizations to be monetarily incentivized to encourage their patients to have abortions; and BE IT FURTHER RESOLVED that the Republican Party of Milwaukee County opposes efforts to bring back taxpayer funding of abortion, opposes U.S. taxpayers money funding foreign programs which promote abortion and coerced sterilizations and abortions; opposes the creation of an abortion clinic at the University of Wisconsin-Madison hospital; supports the appointment of Supreme Court Justices who will support reversing the Roe v. Wade abortion decision; opposes efforts to repeal or weaken existing protections for the unborn including parental consent laws and the partial birth abortion ban; calling for an immediate ban on third-trimester abortions; opposes the sale and use of aborted baby parts (i.e. fetal tissue); and opposes efforts to repeal Wisconsin's statute prohibiting abortion. Resolution Foreign and International Law a. WHEREAS the United States is governed solely by our constitution, federal, state and local laws, and b. WHEREAS there is no acceptable circumstance where any foreign or international law should be allowed any legal standing or basis for legal decisions in the U.S. c. NOW THEREFORE BE IT RESOLVED, by the Republican Party of Milwaukee County, that no foreign or international law will be used or cited in any courtroom presentation or court decision. d. BE IT FURTHER RESOLVED that the law of the United States and the law of the State of Wisconsin, unaltered by any influence of foreign laws or practices, be operationally exclusive for Wisconsin courts. e. BE IT FURTHER RESOLVED that the calls for the legislature of the state of Wisconsin to adopt legislation which would require that Wisconsin courts apply only American Law. Resolution Immigration a. WHEREAS our nation s illegal immigration population is now estimated to be still high, and many of those that came over on visas are unaccounted for and b. WHEREAS administrative paperwork and cost for legal immigration causes unnecessary delays in obtaining legal status and c. WHEREAS there is dispute of building a wall regarding payment and d. WHEREAS congress has said that they will take up DACA and immigration this session. e. THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County that DACA or dreamers should be given legal status immediately and be allowed to pursue citizenship through the normal process and f. BE IT FUTHER RESOLVED that the Republican Party of Milwaukee County supports immigration reform that will first require the federal government to protect and secure the border and our sovereignty, but would also provide a simplified path for legal status for foreign nationals that are here illegally currently in this country under which they would be required to have paid all local, state, and federal taxes (including payroll taxes) that they owe for the work they did while they were illegal immigrants and be encouraged to take English as a Second Language, and would also provide for a

BE IT FUTHER RESOLVED that there is border security (e.g. building a wall) after Mexico agrees to pay for it or Congress passes new appropriate funding to pay for it and h. BE IT FURTHER RESOLVED, that the Republican Party of Milwaukee County condemns rhetoric by candidate that seeks to cast any particular ethnic group or religious group as unwanted or undesirable as a whole, i. BE IT FURTHER RESOLVED, that the Republican Party of Milwaukee County agrees that the Diversity Lottery can be eliminated in exchange for the adoption of the rights for the Dreamers since so few even benefit from the Diversity Lottery; j. BE IT FURTHER RESOLVED, that the Republican Party of Milwaukee County urges the Republican Party to remain true to its pro-family principles and support keeping families together by supporting what should be called "family migration". Resolution Obamacare a. WHEREAS, Obamacare is a complete failure; b. WHEREAS Republicans must stand up for free market health care reform and not compromise on the promises they made to the voter nor merely go back to what we had before Obamacare; c. WHEREAS Republicans are disappointed in the U.S. Senate for failing to pass any repeal of Obamacare but will not give up in attempting to do so; d. NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County urges the Republican Senate to use reconciliation again in 2018 to avoid the need for a 2/3 majority to end debate and this time pass a bill repealing Obamacare with a majority vote, and commends the House of Representatives for already voting to repeal Obamacare; e. BUT BE IT FURTHER RESOLVED that the Republican Party of Milwaukee County supports the replacement of Obamacare with a proposal that is similar to what the House adopted in 2017 but should also contain at least the following concepts: allowing healthcare associations, block grants to the states for Medicaid, removal of barriers to selling health insurance across state lines, and allowing the sale of any health insurance plan without government minimum requirements. Resolution Elimination of Same Day Voter Registration a. WHEREAS the voter ID law which was adopted by the legislature does not go far enough in that people with ID's can still register on election day with false addresses or hotel addresses and their votes will count even if their fraud is later discovered; thus allowing potentially thousands of fraudulent votes, b. WHEREAS municipal clerks are much better prepared to handle the intricacies of election law, c. NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County supports legislation which would require pre-registration, and supports the elimination of Election Day voter registration. Resolution History And Future Of The Republican Party a. WHEREAS, the Republican Party is the Party that issued the Emancipation Proclamation; and b. WHEREAS, we are the Party that brought up and passed the 13th (abolished slavery), 14th (citizenship for all natural born persons) and the 15th (allowed African-American men the right to vote) Amendments; and c. WHEREAS, the Republicans are the Party of the 1866 Civil Rights Act, the 1867 Reconstruction Act, the 1870 Enforcement Act, the 1871 KKK Act, the 1875 Civil Rights Act and the 1957 Civil Rights Act; and d. WHEREAS, we are the Party that overwhelmingly supported the 1960 Civil Rights Act (90% supported) and the 1964 Civil Rights Act (75% supported); and

NOW THEREFORE, BE IT RESOLVED that the Republican Party of Milwaukee County vows to continue to fight against racism in all forms until it is eliminated from our society, and g. BE IT FURTHER RESOLVED, that the Republican Party of Milwaukee County will continue to fight for these truths that are self-evident that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. Resolution Deficit, Debt and Continuing Resolutions. a. WHEREAS a budget deficit is the difference between what the federal government spends (outlays) and what it takes in (revenue) and the United States deficit is $440 billion and b. WHEREAS the national debt is a result of the federal government borrowing money to cover years of budget deficits and the United States debt for 2018 is $20.6 trillion. Making the debt cost $63,359 per person and c. WHEREAS Republican leaders continue to kick the can down the road by siding with Democrats by voting for pay-as-you-go continuing resolutions and d. WHEREAS it is getting harder to differentiate ourselves as the party of fiscal responsibility to that of the party of tax and spend. e. NOW THEREFORE, BE IT RESOLVED by the Republican Party of Milwaukee that from this day forward the Republican controlled Congress shall present to the President of The United States a balanced budget and f. BE IT FURTHER RESOLVED, that if we have a surplus (and it looks that way after hearing the Treasury Report) that the surplus money be used to pay off the national debt only and g. BE IT FURTHER RESOLVED, that Republican leaders stop kowtowing to the Democrats (and the media) and start using the power of the majority, particularly in the Senate, to cut foolish spending and pass a balanced budget and h. BE IT FURTHER RESOLVED, that if we do this, The Republican Party can once again be known as the party of fiscal responsibility. Resolution Retirement Planning Reform a. WHEREAS, the evidence is clear that Social Security will go bankrupt when the baby boomers retire even if the Social Security surplus is dedicated to Social Security alone; b. WHEREAS, the Democrats have proposed no solution to this problem and likely would rather just resort to a huge increase in the payroll tax to resolve it; c. WHEREAS, the only way to save Social Security without huge tax increases is to modify it to allow for a portion of Social Security payroll taxes to be diverted into a personal retirement account in which employees will be able to determine how their Social Security taxes are invested; d. WHEREAS, when voters are asked in opinion polls whether they should be able to control how their Social Security taxes are invested, they overwhelmingly support it notwithstanding the continued attacks by the Democrats and the unions which have scared voters into opposing the proposal; and e. WHEREAS, neither periods of unusual increases in the stock market nor periods of unusual decreases in the stock market should be used as justification to oppose personal accounts for Social Security since the evidence is clear that over the long term investments in the stock market have historically grown significantly, and citizens can be educated to take investments out of the stock market when they are nearing retirement age to keep them safe from unexpected downturns in the stock market. f. NOW THEREFORE, BE IT RESOLVED that the Republican Party of Milwaukee County urges Congress to support allowing workers to place a portion of their Social Security payroll taxes into a personal retirement account in which employees have the right to direct the investment of their Social Security taxes, and to oppose proposals to increase Social Security taxes, impose means testing for the

4 Caucus: March 10, 2018 RPMC Proposed Resolutions 2018 page #4 of 6 receipt of Social Security benefits without allowing workers to place a portion of their Social Security payroll taxes into a personal account, or to have the government invest Social Security funds. Resolution Mass Shootings and Terrorism a. WHEREAS, the tragedies of mass shootings and terrorism attacks in the United States have occurred in areas where it is illegal to possess a firearm; b. WHEREAS, gun control laws will add just another law that will be violated by anyone intent on shooting students or killing Americans and will not prevent any shootings as criminals and terrorists will always be able to obtain the firearms they want or use others that are still legal and bring them to a location where they are not legal; c. WHEREAS allowing teachers and administrators who have concealed weapons permits to carry their weapons in schools would be an effective deterrent against school shootings and in any case would give teachers and administrators an opportunity to stop shootings before there would be many victims; and d. WHEREAS the best way to prevent terrorist mass shootings is to have law abiding armed citizens in all areas ready to protect themselves and others from terrorists. e. NOW THEREFORE, BE IT RESOLVED that the Republican Party of Milwaukee County opposes any proposals to ban assault rifles, large capacity magazines, any other firearms; any limitation on ammunition capacity, or any other form of gun control; f. BE IT FURTHER RESOLVED, that the Republican Party of Milwaukee County urges the Wisconsin Legislature and Governor Walker, and the Legislatures and Governors of all states, to adopt legislation allowing teachers, administrators, and any other citizen who has a reason to enter school grounds (such as for dropping off children for school) who are concealed weapons permit holders to possess firearms within schools and on school grounds, and not to include in such legislation a provision giving the school district a choice in the matter so that citizens cannot be put in danger by liberal, anti-gun school board members; and g. BE IT FURTHER RESOLVED, that the Republican Party of Milwaukee County urges the Wisconsin Legislature and Governor Walker, and the Legislatures and Governors of all states, to adopt legislation eliminating any state prohibition of the possession of firearms by concealed weapons permit holders in any location and requiring any state agency and any local government to allow the possession of firearms by concealed weapons permit holders in any of their buildings (other than courthouses, jails, and prisons), and in particular allows the possession of firearms by concealed weapons permit holders in state universities and Federal, state and local government buildings (other than courthouses, jails, and prisons), and the Republican Party of Milwaukee County further urges all private businesses to allow the possession of firearms by concealed weapons permit holders in all areas of their businesses. Resolution Civil Forfeiture Reform a. WHEREAS Wisconsin allows police departments to keep seized property they suspect is related to a crime even if the owners are never actually charged with a crime; and b. WHEREAS when police departments are given an opportunity to use civil forfeiture to increase their budgets, they tend to find more circumstances for seizing property. c. NOW THEREFORE BE IT RESOLVED, that the Republican Party of Milwaukee County supports returning all seized property unless someone is charged and convicted of a crime. Resolution Repeal the Ethanol Mandate a. WHEREAS that the federal government has no business being in the business of subsidizing crops; and b. WHEREAS ethanol is an inefficient fuel, and we are converting our food supply into engine fuel; c. NOW THEREFORE BE IT RESOLVED by the Republican Party of Milwaukee County that the federal government repeal the ethanol mandate.

WHEREAS Rachel s Law protects Americans from the practice of Libel Tourism, in which plaintiffs choose to file lawsuits in jurisdictions which do not provide the same protections of free speech as the U.S. Constitution.; and b. WHEREAS Libel Tourism is especially used against persons who publish anything that deals with international terrorism; and c. WHEREAS U. S. publishers, online retailers and distinguished news organizations are so scared of Libel Tourism, many have begun to refrain from publishing items dealing with international terrorism and must increasingly vet their stories according to foreign libel laws due to the potential for global distribution made possible on the internet; and d. WHEREAS This stifling of free speech, due to the fear of foreign lawsuits, is a pernicious form of foreign censorship. d. NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee Count calls for the legislature of the state of Wisconsin to adopt and enforce a Rachel s Law form of free speech protection that protects American persons who exercise First Amendment freedoms but who then travel abroad and then become subject to physical application of foreign libel laws and judgments. Resolution Repeal the Minimum Markup Law a. WHEREAS the state government has no business being in the business of setting prices; and b. WHEREAS Wisconsin s retailers are still governed by the Unfair Sales Act originally passed in the 1930s; and c. WHEREAS Wisconsin s residents are forced to pay higher prices by this law which has outlived its usefulness; and d. WHEREAS crony capitalism enables price fixing which is injurious to consumers; e. NOW THEREFORE BE IT RESOLVED by the Republican Party of Milwaukee County, that the state of Wisconsin repeal the Unfair Sales Act, otherwise known as the minimum markup law. Resolution Litigation Reform a. WHEREAS, current law does not allow a defendant in tort cases to collect his or her attorney's legal fees from the plaintiff in the event that the defendant prevails; b. WHEREAS, this encourages plaintiffs to bring cases without merit against defendants with the goal of obtaining a quick settlement since defendants know that they will spend more in legal fees defending and winning the case than they would for the settlement; c. WHEREAS, this inequity creates a significant drag on the economy as businesses have to allocate resources to the settling of lawsuits for which they are not responsible; and d. WHEREAS, these issues will combine to make Wisconsin viewed as a bad state for business and cause companies to leave Wisconsin or choose not to relocate in Wisconsin, and will cause medical malpractice insurance costs for doctors in Wisconsin to increase significantly causing significant increases in the cost of health care in Wisconsin which is already too high. e. NOW THEREFORE, BE IT RESOLVED that the Republican Party of Milwaukee County calls upon the State Legislature to adopt a bill to require plaintiffs in civil litigation (except cases in small claims courts) who lose their cases to pay the attorney's fees of the defendants who won the cases. Resolution Gas Tax a. WHEREAS all taxes are bad for the economy and confiscatory; b. WHEREAS the Republican Party's brand is anti-tax; c. WHEREAS the road building lobby has too much power over our Legislature and Governor (regardless which party controls the Legislature and the office of Governor) and forces construction of unnecessary highway expansions and unnecessary repaving of highways throughout the state.

NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County opposes any increase in the Wisconsin gas tax or the Federal gas tax; e. BE IT FURTHER RESOLVED that the Republican Party of Milwaukee County supports reductions in unnecessary transportation spending in order to fund necessary transportation spending instead of gas tax increases. Resolution Expansion of Education Choices for Parents a. WHEREAS the State of Wisconsin prides itself on the tradition of its educational opportunities; and b. WHEREAS each and every parent, custodian and student should be treated with respect and equality; and c. WHEREAS the success of the Milwaukee Parental Choice Program (MPCP) and the enthusiasm for its expansion into Racine is evident. d. NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County calls for the expansion of the charter and school voucher programs to include all citizens of the State of Wisconsin. Resolution Restricting the Exercise of Eminent Domain a. WHEREAS the U.S. Supreme Court, in the case Kelo vs. City of New London (Connecticut), expanded the ability of government to take private property for economic development purposes; and b. WHEREAS the Fifth Amendment to the U.S. Constitution prohibits the taking of private property, except for public use upon payment of just compensation: c. NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County urges passage of legislation prohibiting any government entity from using eminent domain to take private property purely for purposes of economic development, and d. BE IT FURTHER RESOLVED the Republican Party of Milwaukee County supports the prohibition of any takings without just compensation as being defined as two times the tax assessment. Resolution Smart on Crime Legislation a. WHEREAS the Republican Party was founded on equal rights and opportunities for all, and b. WHEREAS we as conservatives must balance our support of a tough on crime stance with responsible tough on criminal justice spending, both fiscally and in personal costs, and c. WHEREAS the Wisconsin Statutes allow misdemeanors and low level felonies to be expunged, that process is seldom used, and d. WHEREAS those with misdemeanors and felonies on their records may be denied occupational licenses, college and home loans, the opportunity to attend college, lose job opportunities, disallow seniors the chance to live in assisted living plus other wrong on crime consequences. e. NOW THEREFORE BE IT RESOLVED that the Republican Party of Milwaukee County supports the national Right On Crime movement which makes the conservative case for reform: fighting crime, prioritizing victims, and protecting taxpayers, and f. BE IT FURTHER RESOLVED, that the Republican Party of Milwaukee County supports a change in Wisconsin Statute , the law concerning expungement, allowing persons of any age to be eligible for expungement, not just those who are under 25, eliminating the "at time of sentencing" clause which would allow these positive changes to be retroactive, and changing the process from judicial to administrative thereby fully offering Wisconsin residents a clean slate to enter college, pursue a better job, get home loans and improve one's life.
