Noon, Mershon Center for International Security Studies, 1501 Neil Ave. Martha Olcott is senior associate with the Russia and Eurasia Program at the Carnegie Endowment in Washington, D.C. She specializes in the problems of transitions in Central Asia and the Caucasus as well as the security challenges in the Caspian region more generally. She has followed interethnic relations in Russia and the states of the former Soviet Union for more than 25 years. Her book, Central Asia s Second Chance (Carnegie Endowment, 2005), examines the economic and political development of this ethnically diverse and strategically vital region in the context of the changing security threats post 9/11. Read more and register View this message in a web browser Unsubscribe Tuesday, April 12, 2011 Fred Donner The Development of Early Islamic Political Vocabulary 3:30 p.m., Scott Lab E0125, 201 W. 19th Ave. Fred Donner is professor of Near Eastern History and director of the Center for Middle Eastern Studies at University of Chicago. His teaching focuses on early Islamic history, Islamic social history, and aspects of Islamic law. His latest book is Muhammad and the Believers: At the Origins of Islam (Harvard, 2010). Donner, an eminent scholar of early Islamic history, will in his lecture discuss several stages of religious and political developments in the early Muslim community and how they shaped political concepts in Islam, which still dominate Islamic political thought. Read more and register Wednesday, April 13, 2011 John Mearsheimer Grand Strategic Folly 3:30 p.m., Mershon Center for International Security Studies, 1501 Neil Ave. John Mearsheimer is R. Wendell Harrison Distinguished Service professor of political science and the co-director of the Program on International Security Policy at the University of Chicago. Mearsheimer has written extensively about security issues and international politics more generally. He has five books: Conventional Deterrence (Cornell, 1983), which won the Edgar S. Furniss Jr., Book Award; Liddell Hart

2 and the Weight of History (Cornell, 1988); The Tragedy of Great Power Politics (Norton, 2001), which won the Joseph Lepgold Book Prize; The Israel Lobby and U.S. Foreign Policy, with Stephen M. Walt (Farrar, Straus and Giroux, 2007), which made The New York Times bestseller list and has been translated into 19 languages; and Why Leaders Lie: The Truth about Lying in International Politics (Oxford, 2011). Read more and register Thursday-Friday, April 21-22, 2011 Gender and States of Emergency Organized by the Department of Women's Studies Saxbe Auditorium, Moritz College of Law, 55 W. 12th Ave. Blackwell Auditorium, Fisher College of Business, 2110 Tuttle Park Place The Gender and States of Emergency conference will gather a range of perspectives on how gender, in relation to racial, sexual, bodily and economic dimensions, is vital to investigating the impact of war, natural disasters, and political upheavals. At the same time, "states of emergency" is not confined to discussions of catastrophic events; trauma exists in the everyday. In addition, some political actors work to define a particular moment as a state of emergency in order to mobilize publics, redefine citizenship or utilize national machinery. Participants will explore the issue of states of emergency from a variety of angles, not only states in (economic, political or environmental) emergency, but what it means to be in a state of crisis as a specifically situated woman. Read more and register Wednesday, April 13, 2011 Xinyuan Dai The Compliance Gap and the Efficacy of International Human Rights Institutions 3:30 p.m., Mershon Center for International Security Studies, 1501 Neil Ave. Xinyuan Dai is associate professor of political science at the University of Illinois, Urbana-Champaign. Her research focuses on theories of international relations, international cooperation, international institutions, international environmental politics, international human rights and game theory. Dai s book International Institutions and National Policies (Cambridge, 2007) discusses how the proliferation of international institutions and their impact has become a central issue in international relations. For her talk, Dai will discuss how recent studies of human rights treaties find that states increasingly endorse human rights norms but

3 their behavior does not always or even usually conform to these norms. Read more and register Other events Wednesday, April 13, 2011 No Woman, No Cry A documentary by Christy Turlington Burns 7 p.m., Mershon Auditorium, 1871 N. High St. Sponsored by the College of Public Health and Wexner Center for the Arts For hundreds of thousands of women each year, pregnancy is a death sentence. But most of those deaths are preventable, according to the World Health Organization. The College of Public Health and the Wexner Center for the Arts are proud to present a screening of No Woman, No Cry, a documentary about the risks of giving birth without adequate care, on April 13. Christy Turlington Burns shares the powerful stories of at-risk pregnant women in four parts of the world, including a remote Maasai tribe in Tanzania, a slum of Bangladesh, a post-abortion care ward in Guatemala, and a prenatal clinic in the United States. A panel discussion with Turlingtong Burns and local health advocates will follow the show. Read more Thursday, April 14, 2011 Mordechai Inbari Religious Zionism and the Temple Mount Dilemma 3:30 p.m., 168 Dulles Hall, 230 W. 17th Ave. Sponsored by the Melton Center for Jewish Studies Mordechai Inbari is assistant professor of religion at the University of North Carolina at Pembroke. He is author of Jewish Fundamentalism and the Temple Mount: Who Will Build the Third Temple? (State University of New York). This lecture will explore the internal debate within Religious Zionist circles over the question of Jews entering the Temple Mount and building the Third Temple. The session will point to a clear phenomenon of erosion and weakening of the religious prohibition against Jews entering the Temple Mount. The 14th Amendment was not intended to apply to corporations, yet Santa Clara became the precedent for the legal fiction that corporations are people, and therefore enjoy equal protection under the 14th Amendment and many other constitutional rights, resulting in corporations exerting never-intended political power. Gain insight from a variety of perspectives on the impact of this decision. He served as a deputy head of the U.S. delegation that successfully concluded the New START Treaty with the Russian Federation in April The treaty was ratified by the Senate in December. Mershon News Wikistrat offers $10,000 prize in strategy competition Select teams representing leading academic institutions from around the world are invited to participate in the first ever wiki-based grand strategy competition sponsored by Wikistrat. Managed by former Pentagon strategist Dr. Thomas PM Barnett, this competition will provide participants with the opportunity to test their skills with global counterparts and network within that community. Participants can demonstrate their capacity for strategic thought to agencies, institutions and firms seeking to recruit up-and-coming analytic talent. Each team of 5-10 graduate political science students and interns will collaborate on the Wikistrat model to: Forecast their team s national trajectory Develop scenario pathways and national policy options for specific strategic issues Articulate national grand strategies Brainstorm future regional security environments (alternate futures) Simulate plausible scenarios of geopolitical crises. The Wikistrat control team will assign points to teams based on their activity throughout the week. At the conclusion of the exercise, the team with the most points will be declared the grand strategy competition winner. The grand prize is $10,000. For more information including focus issues, see Dirksen Center seeks presenters for summer conference The Dirksen Center is accepting proposals from high school or college and university faculty to present a session on "The Impact of Redistricting on the 2012 Congressional Elections" at the center s summer workshop for social studies teachers, July 25-28, Our presenters are the key to the program. We strive to give the workshop attendees a mix between pedagogical information and fresh content about Congress - information they can then use in their classrooms. Workshop sessions last for 50 minutes. We ask presenters to limit their remarks to 40 minutes to allow for questions from teachers. In the past, faculty have delivered lectures, conducted simulations, and worked collaboratively with the audience during their 40-minute allotment - we do not have a format preference. Teachers find it helpful, however, when presenters spend the last few minutes of their remarks

6 suggesting how teachers can use the information just presented in their classrooms. We pay each presenter $500 for conducting a session. We also reimburse you for travel and provide for your lodging in the headquarters hotel for as many days of the workshop as you are able to attend. This year we will host the workshop in East Peoria. The headquarters will be the Embassy Suites Hotel. You will be close to a variety of restaurants, to downtown Peoria, and to the Illinois Riverfront.
