1 About the Authors Gerald Caiden, a native of London, England, graduated from the London School of Economics and Political Science, and has served on the faculties of the University of London ( ), Carleton University ( ), The Australian National University ( ), The Hebrew University ( ), University of California, Berkeley ( ), Haifa University ( ), and The University of Southern California (1975 to present). He has published over thirty books and monographs and over two hundred and sixty journal articles, and has acted as editorial consultant to several leading journals in the field of public administration and as a reader for notable publishing houses. He has acted as consultant, researcher, and administrator of a wide variety of public organizations ranging from the World Bank and the United Nations Organization to local authorities and public utilities. He is known best for his research in administrative and public service reform, corruption and administrative ethics, and administrative culture and organizational diagnosis. Marie-José Chidiac is a Doctor of Law at the University of Liège (Belgium), a senior Lecturer with the Namur Law Faculty and is the First Adviser to the Mediator of the Walloon Region. She has authored a book on constitutional rights, Notions de droit constitutionnel (Notions of Constitutional Law), numerous articles of public law, and the academic syllabus. She is has been a guest speaker at the Institut des Affaires Publiques in Charleroi. From 1989 to 1995 Dr. Chidiac provided legal council to the Walloon Region. As editor of law proposals and decrees, she helped prepare the law of regional ombudsman that inspired the federal ombudsman law in Belgium. Dr. Chidiac served as regional Ombudsman from 1996 to1997 and has written numerous articles on the role of the Ombudsman. A consultant to political decision-makers on issues of public management, Dr. Chidiac has contributed in particular towards the improvement of dialogue with citizens. O.P. Dwivedi, Ph.D., LL.D. (Hon), Fellow of the Royal Society (Canada), is Professor Emeritus, Department of Political Science, University of Guelph, Guelph, Canada where he taught since His specializes in comparative public administration, public service ethics, development administration, and environmental policy/law. A past president of the Canadian Political Science Association (Ottawa), a former president of the Canadian Asian Studies Association (Montreal), and a past Vice President of the International Association of Schools and Institutes of Administration (Brussels, Belgium), he has written, co-authored and edited 31 books and over 100 articles and chapters in scholarly publications. He has been consultant with the World Bank, UNESCO, WHO, UNO, UNESCAP, vii

2 CIDA, and IDRC; and served as a member of environmental tribunal with the Government of Ontario, Toronto, Canada. Keith M. Henderson is Professor of Political Science at the State University of New York at Buffalo and a former Department Chair. He previously was Associate Professor of Public Administration at the Wagner School for Public Service, New York University (the Graduate School of Public Administration at the time). He has also taught overseas, most recently on a Senior Fulbright grant at the School of Law, University of Rijeka, Croatia. He has published widely in the area of Comparative Public Administration and has worked in local government administration for the City of Los Angeles. Nasir Islam is an Adjunct Professor of Public Policy & Management at the University of Ottawa. He took his Master s degree in Political Science at the Punjab University, standing first and winning the Sir Tej Bahadur Supro Gold Medal. He took his MPA and a Doctorate in Public Administration at the University of Southern California. His Doctoral thesis focused on a comparative analysis of administrative systems in Ghana, Nigeria, India and Pakistan and was published by the International Public Administration Center. In his early career, he worked for International Labor Office at Geneva and the Citibank of New York. He taught Public Administration at Université Laval and served as Chair at the Department of Political Science. He served as Assistant Dean (Graduate Programs) and Director (MBA program) at the Faculty of Administration at University of Ottawa, where he also served as the Chairman of the Department of Public Administration. He was promoted to the rank of a Full Professor in Occasionally, he has worked as a consultant to IDRC, CIDA, the UNDP, the Commonwealth Secretariat, the Canadian Foreign Service Institute and the Government of Pakistan. He has been a Visiting Professor at Cornell University s International Study Center, University of Sri Jaywardenepura in Sri Lanka and l Institut National de Gestion et Affaires Internationales of Haiti s National University. His work has been published in major international and national journals, including International Review of Administrative Sciences, Canadian Public Administration, Public Administration & Development, International Journal of Middle Eastern Studies, Canadian Journal of Development Studies, International Journal, Canadian Review of Studies in Nationalism, Etudes Internationales, Gestion: La Revue Internationale and International Perspectives. Recently his work has been focused on governance, institutional development, inter-cultural management. In 2003, the International Association of Schools and Institutes of Public Administration conferred on him their prestigious Pierre de Celles Award for Excellence. Professor Islam occasionally provides cross cultural briefing sessions to the Canadian experts going to Pakistan and other South Asian countries for working on CIDA projects. He has been involved in major mid career training programs for middle and top level public managers from developing countries. He was Co-ordinator of the prestigious Pearson Fellowship Program of the IDRC and the Top Management Training Program of the Commonwealth Secretariat in cooperation viii

3 with the Indian Institute of Management at Ahmedabad. For several years he taught a course at the Canadian Foreign Service Institute on Ottawa Policy Arena. He is often called upon by various TV and Radio programs to comment on Indo Pak Relations and South Asian Politics. Following politics in South Asia, particularly Pakistan is his passionate hobby. Another hobby he enjoys is traveling to Italy and France, exploring renaissance art and architecture. Joseph G. Jabbra received his Licence en droit from the Université St. Joseph and his Ph.D. in political science from the Catholic University of America. He is President of the Lebanese American University in Beirut and Byblos, Lebanon. Previous to that he served as Academic Vice President of Loyola Marymount University in Los Angeles, California, and as Vice President, Academic and Research, at St. Mary s University in Halifax, Nova Scotia. He is the author or co-author of ten books. He has also published thirty scholarly articles and book chapters, more than twenty-six book reviews in both English and French, and delivered numerous conference papers and keynote addresses. Dr. Jabbra belongs to fifteen professional societies. Nancy W. Jabbra is an anthropologist, and Professor and Chair of Women s Studies at Loyola Marymount University in Los Angeles, California. Before coming to Loyola Marymount, she was Associate Professor of Social Anthropology in the Department of Sociology and Social Anthropology at Dalhousie University in Halifax, Nova Scotia. She also served as Director of the International Development Studies Programme and the Interdisciplinary Centre at Dalhousie University, and as President of the Canadian Ethnic Studies Association. She is the author or co-author of numerous publications on gender roles in Lebanon and other Middle Eastern countries, gender and development, ethnic groups in Canada and the United States, politics and government in Lebanon, and environmental issues in Lebanon. Londoloza L. Luvuno is a Senior Lecturer in the Department of Public Management at the University of the Free State, South Africa. He was born in Cumakala, a rural area near Stutterheim in the Eastern Cape Province. He obtained his junior degree from the University of the Western Cape and completed his Masters and Ph.D. studies in Public Management at the University of the Free State. He was a fellow of the much sought after Andrew W. Mellon scholarship. He tutored and lectured in Public Administration/Management for 11 years and presented international papers in Athens, Greece; Istanbul, Turkey; Miami, USA; and Seoul, South Korea. Prof. Luvuno specializes in Public Sector Management Techniques, such as Information Technologies (IT), System Analysis (SA), Management by Results (MBR), Strategic Public Management (SPM), Social Benefit Analysis (SBA), Service Quality Management (TQM), Public Project Management (PPM), Programme Budgeting Systems (PBS), Cost Performance Improvement (CPI), ix

4 Workload Analysis (WA), Time Management (TM) and Performance Management Systems (PMS); Executive Public Management (both State and Municipal Management); Organizational Analysis and Development; Public Policy Management; Administrative Culture; Research Methodology; and Training of the Trainers. Stephen K. Ma, Professor of Political Science, is Director of the Institute for Executive Leadership at California State University, Los Angeles. He is the author of Administrative Reform in Post-Mao China: Efficiency or Ethics? (University Press of America 1996) and US Civil Service and Ethical Codes (in Chinese) (Tsinghua University Press 1999). His research articles have appeared in Pacific Affairs, Asian Survey, Journal of Contemporary China, Chinese Public Administration, Asian Journal of Political Science, International Journal of Public Administration, Policy Studies Review. He has contributed to Handbook of Economic Development (1998), Administrative Reform and National Economic Development (2000), and Where Corruption Lives (2001). Jorge Nef is Professor of Latin American, Caribbean and Latino Studies, and Political Science at the University of South Florida (USF) in Tampa and has been Professor of Politics, International Development and Rural Extension Studies at the University of Guelph. A graduate of the University of Chile and a Ph.D. in Political Science (UCSB), he has been a Visiting Professor in many Canadian and foreign universities and institutes. He has done work in a wide array of subjects development, democratization, administrative reform, international relations, technology, food security, ethics, violence, and human rights. He has been Vice President of the Chilean College of Public Administrators and President of the Canadian Association of Latin American and Caribbean Studies (CALACS), and the recipient of numerous teaching awards. He has written over a dozen books and monographs, and edited collections, while contributing over one hundred articles to refereed journals, edited books and to other national and international publications. His book Human Security and Mutual Vulnerability appeared in He has worked with national and international development agencies in Latin America and the Pacific. He has been the Director of the School of Government, Public Administration and Political Science at the University of Chile and is currently the Director of Latin American, Caribbean and Latino Studies at USF. Bamidele Olowu was educated at the Universities of Ibadan and Ile-Ife in Nigeria ( ); University of Birmingham, England (1978); and received a post-doctorate at Indiana University, Indiana, USA ( ). He was Professor and Head of Local Government and Public Administration at Obafemi Awolowo University, Ile-Ife, Nigeria ( ); Director of Research at the National Commission on Intergovernmental Relations; Presidency, Federal Government, Nigeria (1992-3); Adviser on Governance and Capacity Building, United Nations Economic Commission for Africa, Addis x

Dr. Olowu has published over 100 articles in refereed journals and books. Dwivedi, 1988) special issue on Ethics in Public Service, Public Administration and Development (with Paul Smoke, 1992) Successes in African Local Governments and African Development (2002) special issue on New Public Management in Africa. Ejeviome Eloho Otobo is Chief of Policy Analysis and Monitoring Unit in the Office of the Special Adviser on Africa at the United Nations headquarters in New York. His areas of research interest are business-government relations, public management, institutional reforms, economic governance and corporate governance. Some of his most recent book chapters have appeared in African Development and Governance Strategies in the 21 st Century (Zed Publishers London 2003); Better Governance and Public Policy: Capacity Building and Democratic Renewal in Africa (Kumarian Press 2002); and Public Administration in Africa: Main Issues and Selected Country Studies (Westview Press 1999). His articles have been published in a number of scholarly journals and policy bulletins. He was a contributor to the 2001 African Development Bank s Report devoted to the theme of Fostering Good Governance in Africa. Lynton Robins is Coordinator for Public Policy at De Montfort University, UK, and a Fellow of the Politics Association. He was a Fairbridge Scholar and completed doctoral research at the University of Southampton, UK. He is a former editor of Talking Politics, the journal of the Politics Association. Together with Professor John Greenwood, he is a project director of an IASIA working group which has published findings on global public administration education. Vladimir I. Shein serves as Director at the Center for Leadership Training, the Academy of National Economy under the Government of the Russian Federation (Moscow, Russia). Throughout his career he held affiliated and independent positions as a research fellow, a management consultant, an educator, and an administrator in institutions and government agencies in Russia and abroad. His publications include more than 60 articles, eight books and brochures on corporate governance, privatization, management, market reforms, and personnel. He earned his Ph.D. in 1967 from the Institute of Precise Mechanics and Computers in Moscow, and his B.S. in 1959 from the Bashkirsky State University in Ufa. Anatoly Zhuplev is a Professor of International Business at Loyola Marymount University (Los Angeles, California). He taught for ten years at the Moscow Management Institute, and subsequently at the Advanced Training Institute of the State Committee for Printing and Publishing in Moscow; in Bonn, Germany; and at Northeastern University in Boston. His books and articles on International Management, International Entrepreneurship, International Business, and Corporate Governance have been published in the U.S., Western Europe, Russia, and the former USSR. He received his Ph.D. from the Moscow Management Institute, Russia, in 1981, and his B.S. from the Moscow Engineer-Economics Institute in xii
