Mrever, yu and the U. S. A. Gvernment under yur leadership frcefully intervene in the internal affairs in Serbia in spite f the referendum f the peple f Serbia nt t accept freign interventins in reslving the internal plitical prblems. This is pen letter because yur U. S. A. Presidency and yur secular Presidential leadership have been crucially influencing lives and future nt nly f American peple amng wh I have lvely friends, but als lives and future f my native Serbian peple, f all Yugslav peples, f peples and natins all ver the Wrld. It was annunced here in France yesterday that the Huse f Representatives f the U. S. A. verified, cncluded and declared that yu, Mr. President Clintn, are guilty fr lying under the ath in the Curt. Yur message that yu will nt resign as the President f the U. S. A., that yu are determined t cntinue functining and acting as the President has been transmitted here t the peple. This makes impressin that yu think yu can cntinue equally well as s far as the President f the U. S. A. because yu think yu are the same persn as yu were six and tw years ag when yu were elected and re-elected the President. I can understand that yu fr yurself are the same persn. Yu have knwn what yu have been ding. Yu have been aware f all yur attitudes and actins. Yu have been ding cnscientiusly; yu have been acting cnscientiusly. Yu lied cnscientiusly under the ath in the Curt during yur U. S. A. Presidential term! Yu have knwn all that, yu have knwn yurself. Therefre, yu can think yu are the same persn t thers as yu are t yurself, the same persn t ther peple as yu were six r tw years ag. A., but als, even mre fr the whle American peple, as well as fr demcratic hnest peple arund the Wrld. Unfrtunately, lying under the ath in the Curt during yur U. S. A. Presidential term yu shwed the ther real side f wh yu are, what is yur persnal character, hw yu really appreciate the American juristic system, American natinal mral, American devtin t fairness and brevity. Yu prved in the Curt f the United States f America during yur Presidential term that yu use the lie in rder t achieve yur gal, t satisfy yur interest, t defend yurself, t justify yur behavir. The usage f the lie created an unbelievable and unjustifiable prpaganda demnizing ne small-numbered natin and every its member my dear native Serbian natin. In this cnnectin I wrte yu several times: On April 19, 1993 On August 30, 1993 On March 12, 1998 On Octber 23, 1998 I presented t yu the fact that Serbs did nt start the war in Yugslavia in general and did nt start it in Bsnia and Herzegvina in particular and I kindly asked yu fr yur favr t explain in public what was the reasn fr yur different treatment f Serbian peple relative t ther Yugslav peples. Then, I sent t yu a cpy f my Appeal f July 6, 1991, and f a letter f June 16, 1992, t Mr. President BUSH. In the frmer there was the appeal fr a pacific reslutin f the plitical crisis in (S. F. R.) Yugslavia. In the latter there was als emphasized that: neither the United States f America nr any ther cuntry has the mral right t military attack Serbia and/r any ther part f Yugslavia, which means n mral right t attack babies, pupils, my mther, my sisters, my brther-in-law, my nephews, my relatives, my friends, students, wrkers, peasants, emplyees, artists, prfessrs, ld peple, n mral right t attack inncent peple f Serbia and/r f any part f Yugslavia, their prperties and lands. Killing cnscientiusly inncent peple is the mst difficult crime that a persn r peple can d. The war tragedy has becme already s huge and deep that generatins f Yugslav natins will seriusly suffer fr it. Can yu hear cries f children and peple in Serbian Krayina, Serbian Slavniya, Bsnia and Herzegvina? The rivers f Serbian bld wuld then make the grund red f shame. They wuld nt bring happiness t anybdy. Nbdy culd breathe the air full f cries f dying inncent children. and: I kindly ask again a favr f yu t apply all p e a c e f u l means in rder t stp the war and tragedy in Yugslavia I wrte t yu that: The United States f America and its Gvernment d nt have any mral right t trture inncent peple f Serbia and Mntenegr at least, but nt nly, because my appeal f 6 July 1991 repeated June 1992 and sent t yu 1993, has been ignred. and The prblems in Yugslavia will be best slved by Yugslav peple themselves in the peace and freedm and nt by sanctining a part (!!!) f Yugslavia and the inncent peple r by bmbing them. Prfessr Radmir Askvic (France) and I wrte t yu: Yu are nt nly very actively invlved in the destiny f ur families and friends, f ur frmer students, f ur native land, f ur native peple as well as f ther peple living tgether with them, but als the mst cmpetent fr bth the internatinal attitude t what has been there happening and decisins n varius relevant internatinal actins. Mr. Dragic V. Vukmanvic (Canada), Mr. Aleksandar Tmvic (USA) and I appealed* t yu:

3 3 t stp the unbelievable unjustifiable prpaganda against Serbian peple, the military pressure n and sanctins against the peple f Serbia, and t enable the peple f Serbia t reslve the situatin freely, peacefully and demcratically. Instead f appreciating the truth abut Serbian peple and t present it t American peple, yu were unjustifiably accusing Serbian peple fr aggressin in their wn Fatherland and used untruthful arguments t rder bmbing f inncent Serbian peple in the Republic Serbian. American peple believed yu. They culd nt imagine at that time that yu as their President culd lie them. Instead f helping Serbian peple t reslve cmplex prblems in their Fatherland Serbia, yu have been impsing sanctins and ultimatum t bmbard ur native land. These are sme reasns fr which I have taken the liberty t write t yu as a freigner n the matter that seems exclusively internal U. S. A. affair at the first glance. Hwever, the fact that yu lied under the ath in the U. S. A. Curt during yur Presidential term as a mean t achieve yur gal explains that yu d nt hesitate t use an untruthful argument which yu did by accusing the Serbian natin in the whle fr aggressin, hence me. This has set all Serbian peple in a situatin t be expsed t unjustifiable irny and ignrance everywhere by thse wh relied n yur accusatin. Hwever, there are als ther strng reasns t write this letter t yu. The Funding Fathers f the United States f America established the scial and state fundaments fr a free, hnest, demcratic life f the citizens and residents f the U. S. A. and fr such a leadership and supprt t ther peple. The United States f America have becme the leader f the free wrld. The United States f America have becme a hpe fr thse living under nn-demcratic regimes, fr thse living in nn-free scieties. The trusted fairness f American peple has been a mral supprt t hnest peple everywhere. The bjectiveness, fairness,, justice f the U. S. A. juristic system, prcedures and judgments have been cnsidered as advanced achievements f the American civilizatin. Keystnes fr them are fairness and truthfulness f every American at least under the ath in the Curt. By annuncing that yu will nt resign as the President f the U. S. A. yu essentially state that a persn wh is the President may lie under the ath in the Curt, may in the sense that the persn shuld rest the President! Such an attitude is destrying American spirit legitimized by the Funding Fathers. Yur cntinuatin as the President wuld destry the juristic, legal, legitimate system f the U. S. A. It will be the sign, reference and supprt t thers t lie under the ath withut underging adequate cnsequences. It will pen a new epch f great suffering everywhere, in particular in the U. S. A. Yur dedicatin f yur decisin t cntinue as the President f the U. S. A. shws als the fllwing: Yu prefer t keep the White Huse psitin fr yu in spite it divides American peple rather than t resign in rder t help Americans and the States t vercme the very embarrassing situatin (created exclusively by yu) and t help them aviding its unpredictable cnsequences. Yu prefer t frce, by faithfulness t yu, yur party clleagues the members f the Demcratic Party t supprt yu, rather than t relax them f facing themselves with their cnscience. What is a difference between yu and the leaders f cmmunistic parties in nn-free scieties? I d nt see anyne frm this pint f view. Yu have created an impressin that yu think Mr. Al GORE, the Vice-President f the U. S. A., wh is als a member f the Demcratic Party, cannt be nt nly better President than yu, but that he cannt be as gd President f the U. S. A. as yu have been. Such an attitude is wrng. Why? Because yu, Mr. President Clintn, are nt the same persn as yu were befre lying under the ath in the Curt f the United States f America. Evidently, if yu resigned the Demcratic Party wuld have its member fr the President f the U. S. A. I believe that Mr. Al GORE wuld be very gd President f the U. S. A. in the spirit f the Funding Fathers and American Cnstitutin. It seems that yu think that yur cntinuatin as the President f the U. S. A. will nt have imprtant negative internatinal cnsequences t the States. Or, yu d nt mind them relative t yur staying in the White Huse? By lying under the ath in the Curt yu, Mr. President Clintn, have lst the mral credibility yu had befre. As the President f the U. S. A. yu represent all the Americans. What wuld be a reasn fr such a faith t yu nt nly in the United States f America but als abrad? It seems that yu prefer t accept a pssibility, which appears unlikely accrding t the reprts n yur behavir, fr the President f the United States f America t be dismissed by the U. S. A. legal and legitimate institutins rather than that yu resign. Such a preference reflects an eager t be the President under all means and cnditins despite it degrades fundamentally the reputatin, the rle and the dignity f the institutin f the President f the U. S. A. What is then a difference between yu and many strngmen in cmmunistic cuntries? I d nt see anyne frm this pint f view. Yu prefer t cntinue next tw years as the President rather than t resign befre the Senate meeting despite after tw years yu will be cmpletely the persn wh yu are withut the pwer and authrity f the U. S. A. President. D yu cnsider yur life amng many Americans wh fr frmal reasns wuld have t accept yur Presidency if the Senate des nt demand yur dismissal, nt t mentin yur life if it happens that the Senate des decide t dismiss yu? Certainly such a chice is yur persnal chice, but yur cnscius chice. Such yur chice wuld shw that yu have nt been ready t help American peple, yur Demcratic Party and the United States f America by resigning as their President. Yu think that by cntinuing as the President f the United States f America yu can be a leader f this Wrld. Hw is it pssible? What persnal example d yu give t the Wrld? If yu were t be fllwed then Presidents f ther cuntries wuld have a strng reference fr staying as Presidents even they lied under the aths in the Curts f their cuntries. What wuld be then the cnsequences different than a cmplete supprt t all thse Presidents wh impse themselves ver the mral, Law and Cnstitutin in their cuntries? Then what is a difference between yu and dictatrs frm this pint f view? I d nt see anyne. D yu really think that lying under the ath in the Curt during the Presidential term yu did nt brake yur Presidential ath, as well? Accrding t the radi and TV news here, yu are cnvinced that yu will nt be dismissed. The reprters claim that such yur evaluatin is real. Such a situatin is in fact just an pprtunity fr yu, Mr. President Clintn, t shw that yu accept the full respnsibility fr lying under the ath in the Curt during the Presidential term s that yu resign as the President. Yur resignatin wuld bring gdness natinally and internatinally. Mrever, it will ensure a respect t yu in future. I have just seen n TV yu laughing happily and a priest in a church in a small twn in the U. S. A. I cannt understand why and hw yu can smile happily when yu knw that the Huse f Representatives f the U. S. A. verified, cncluded and declared that yu are guilty fr lying under the ath in the Curt during yur Presidential term! I have just heard yu stating that yu wish t wrk fr the gdness f the American peple and the United States f America and that yu wish all Americans t gather tgether, unite tgether. This has reminded me f several actual dictatrs demanding their peples t unite arund themselves. The priest has prayed in a church in an American twn fr yur dismissal. He explained t the prayers in the church that yur lying under the ath in the Curt has been unacceptable. Hw can yu freely, demcratically unite Americans if yu d nt resign? If yu wish t understand yur cmpatrits yu might wish t g t the priest and the peple in the church. They care the American values legitimized by the Funding Fathers whse spirit and suls are certainly with them and thse Americans wh are agreeing with the priest.
