4 Arianna Bellini Enrico Maccallini Paola Riccio Pedro Duarte Giuseppe Bertoli Paul Maier Andrea Di Carlo Claire Castel Justyna Petsch Mario Gradi In the context of the Italian Presidency of the European Union, the European on Infringements of Intellectual Property Rights' public sector representatives from the EU Member States met on 26 November 2014 in Rome. The meeting followed the Euro- Mediterranean meeting of national committees against counterfeiting (CNAC) organised jointly by the French and Italian national committees, whose invitees were warmly welcomed and participated also actively in the meeting. The Italian Presidency was thanked for the support and the involvement of Italian authorities was highly appreciated and crucial for both events success. The meeting started with an intervention of the Italian Under-Secretary of State, Senator Simona Vicari, who underlined the importance of the in optimising national policies and strategies in fighting counterfeiting, and stressed the crucial role of dedicated studies, instruments and knowledge sharing. Mme Vicari mentioned various Italian initiatives in the area, notably Italian estimations made through macroeconomic indicators on IP quantification and impact, dedicated IP campaigns, and seminars directed to companies in collaboration with the Ministry of Education. On the other hand, both the President of the, António Campinos, and the representative of the European Commission, Caroline Edery, stressed the importance of inter-agency cooperation and the knowledge building for enforcers, as well as of the gathering and sharing of data and information on IPR infringements. The public stakeholders meeting was focused on four main areas, notably: inter-agency collaboration, public awareness, online resources and knowledge building. Inter-agency collaboration In the inter-agency cooperation part the main characteristics of practices implemented within the UE and non-eu Mediterranean countries were presented by Italy, Romania and the representatives of Morocco from both the public and private sector perspectives. Following the presentations, the debate showed general interests and support for the strengthening of these type of collaboration and encouraged to exchange any further new developments. The 4 / 6

5 participants stressed the importance of training and knowledge building events involving various national authorities such as judges, police, prosecutors and other authorities and presented experience from their countries. The report on inter-agency cooperation within the EU Member States was mentioned, highlighting the importance of cross border, but also cross regional collaboration, engagement of the private sector, its collaboration with the public one and sharing of best practices from different countries. Public awareness One of the main mandates of the majority of inter-agency cooperation initiatives in Member States is raising awareness. Thus every year several initiatives are carried out throughout the EU to inform consumers about the benefits of IP and the negative impact of IP infringements. Two recent initiatives undertaken in Poland and the UK were presented. Both showed innovative and varied types of interaction with the public (apps, outdoor expositions, websites, etc.) underlining the need for a mix of cultural, educational and fun means to build a respect for IP. This was followed by the presentation of the Office of its social media activities with a dedicated website, IdeasPowered, which is to be launched in the coming weeks with the main aim of attracting the young generation and engaging with them in twoway dialogues on IP and IP-related issues. Then came the presentation of the IP Youth Scoreboard, an annual qualitative and quantitative assessment of youth and IP that aims at deepening the results of IP perception and at measuring awareness campaigns. Member State representatives stressed the importance of the intelligence information which will be gathered through the Youth Scoreboard and the activities that through the is carrying out in social media and the idea was proposed to organise ad-hoc workshops for communication experts from Member States to present and share such information so that common priorities and approaches can be established in raise awareness initiatives. There was then a presentation of the annual fund that the Office is establishing to finance awareness raising activities in Member State and the bilateral cooperation agreements with national offices which can also be used to obtain financial contribution to offices initiatives in the area of awareness raising. Participants welcomed the various initiatives in the area, stressed a need for their measurement and showed interest in participating in the awareness raising fund. The session ended with a presentation of the first results from the IP and education report, which was followed by a debate on the report itself, and on the country fiches which were sent to the stakeholders for validation and which will constitute an essential part of the report. The stakeholders welcomed the preliminary results. They shared their views and were given the deadline of the end of the year to verify with their national education contacts the content of the country fiches. Online resources 5 / 6

6 Following this the participants were reminded that according to Article 5 of the Regulation 386/2012, Member States shall, at the request of the Office or on their own initiative, inform about their enforcement policies or strategies and provide available statistical data on IPR infringements. In this context the presented the need to update the IP in Europe map which is hosted on the s website and which is composed of information on the national enforcement structures, the national copyright legal framework, and the national results of the IP contribution and IP perception studies compared with the European average. The agreement reached was that the would send the country table to each Member State at the beginning of next year, with updated information taken from the Inter-agency report, and the Member State will confirm or amend the data. The tables will then be resent to Member States twice a year for any changes relating to policies or legislation to be updated. This was followed by the presentation of the Anti-Counterfeiting Intelligence Support Tool (ACIST) whose aim is to set up a single EU repository of data on detentions of articles infringing IP rights both at the EU borders and within the EU internal market. The Office informed about the state of play of the project and the data received so far and encouraged the Member States to provide the necessary figures in whatever form they exist. As already established, data available on cases of infringements reported at the EU external borders by customs are directly provided by the Commission, for the 28 Member States. Stakeholders welcomed the tool and acknowledged the difficulty and complexity of its aim, but committed to providing information to the on the persons to contact in this regard within their respective Member States. Knowledge building A final session was focused on knowledge building, in which the briefed on its efforts in the area explaining and presenting the Academy Learning Portal (OALP), the Europol-Eurojust- knowledge building seminars, the regional seminars and the IP for enforcers teaching kit, which is a basic set of IP information for enforcers. Participants were informed that the Office is willing to organise a regional conference during the first half of 2015 in Italy and invited Member States to volunteer to host a similar event in the second half of The meeting ended with the intervention of Loredana Gulino, Director General of the Directorate General for the Fight against Counterfeiting Italian Patent and Trademark Office of the, who thanked the participants for a fruitful meeting. She added that the right communication, information and knowledge building exercises are one of the most important tasks in fighting counterfeiting. They should be designed around facts and evidence and enforced through international cooperation and networks. Mme Gulino mentioned examples of various Italian initiatives designed in this spirit, notably a recently-launched campaign to raise the value of IP named Defend IP, let your ideas grow, the issue of a special IP vademecum together with consumers, designing and providing training to teachers and pupils also via an e-learning platform, and the creation of a specialised IP Academy which could offer a Master in Open Innovation and Intellectual Property. 6 / 6
