PROJECT BACKGROUND Project Tit le: Supporting Peace and Stability in Nineveh Period of Performance: December 2017 August 2018 Donor: GIZ Background The Nineveh Governorate of Iraq, arguably the most diverse region of Iraq, has historically enjoyed peaceful coexistence between its diverse communities. However, land disputes between the Government of Iraq and Kurdistan Regional Goverment, the USled invasion of Iraq, and the presence of extremist militant groups such as ISIL, have increased tensions both within and between a number of these groups. This project was designed to provide an environment ripe for social cohesion and peaceful coexistence, by addressing these issues more quickly and efficiently to help foster longlasting social cohesion. Object ives Identify key actors, community perceptions, and reconciliation stakeholders in Nineveh. Address tribal dynamics in order to support the rule of law and state institutions. Build the capacity of community leaders, women, and youth in Basic Conflict Management Sanad began this project by conducting an Actor Mapping of key actors, community perceptions, tribal dynamics, and key peacebuilding and reconciliation entities operating in Nineveh. Concurrently, Sanad conducted a community perceptions assessment, with a particular focus on women's perceptions. The findings of both assessments were presented to and discussed with key peacebuilding and reconciliation entities working in the areas targeted by the assessment. Next, Sanad sought to establish a consensus for current opportunities and challenges regarding tribal dynamics, which prevent peaceful coexistence in Nineveh. Sanad therefore conducted a series of dialogue sessions with key tribal and local government officials, women, and youth to define a set of challenges, opportunities, and roles to be included in a future peaceful coexistence agreement. In order to build the capacity of the targeted communities to identify and address conflict, Sanad implemented training workshops for community leaders, women, and youth on Basic Conflict Management. BUILDING COM M UNITY CAPACITIES IN NORTHERN NINEVEH In order the strengthen the knowledge and skills of communities in Northern Nineveh, Sanad conducted a series of Basic Conflict Management Training workshops for women, youth, and community leaders from Rabea, Zummar, Wana, and Tel Kaif from July 23 through August 8. These training workshops provided the diverse set of participants with tools critical for identifying and mitigating local tensions. The purpose of these training workshops was twofold. By building the capacity of local actors, Sanad has provided a diverse set of actors with the skills and knowledge to actor as local peace actors within their communities. Next, as Sanad is set to begin a second intervention, with GIZ support, targeting the same geographic areas, the built capacities of these individuals will empower their participation in further dialogue sessions aimed at increasing tribal customary laws' support of rule of law. In order to ensure the transferability of skills acquired in the training workshops, the facilitators employed the use of presentations, group activities, and role play activities. Overall, 162 participants were trained on skills related to mediation and conflict resolution theories and practices. Participants also identified salient issues and challenges within their own communities and, using the skills and knowleddge they gained from the workshop, developed possible mechanisms to address them. ADDRESSING TRIBAL CUSTOM ARY LAW S IN NORTHERN NINEVEH Since 2003, Iraq has seen the large expansion of tribal authority and influence. Likewise, in recently liberated areas such as northern Nineveh, tribal authority, and the customary laws associated with it, holds considerable weight in issues related to ISILaffiliated individuals and the crimes they committed. Therefore, it is critical that these customary laws are supportive of the rule of law, to ensure that individual and community grievances are fairly addressed, that justice does not escape perpetators of ISIL crimes, and that voluntary and sustainable IDP returns are enabled. From August 12 through 15, Sanad conducted four roundtable sessions with tribal leaders, women and youth activists from Wana, Zummar, Rabea, and Tel Kaif. These roundtables sought to discuss such tribal dynamics and possible avenues for increasing their support of the rule of law and state institutions and develop and agree on key elements to include in a future tribal agreement. An interactive methodology was used to engage the participants in the meeting sessions. Roundtable discussions were used to identify existing programming gaps and challenges and to develop recommendations for more effective and outcome driven responses to community needs. In each session, participants identified specific administrative and social challenges and possible actions to mitigate them. Such findings will serve as a critical resource for future interventions aimed at addressing key challenges in the governorate.

PROJECT BACKGROUND ENABLING THE SAFE AND VOLUNTARY RETURN OF IDPS IN AYADIYAH Project Tit le: Supporting Minorities (Tal Afar) Period of Performance: January 2017 Present Donor: USIP Background Tal Afar?s longstanding occupation by ISIL and its recent liberation, coupled with current tensions, has highlighted the need to develop a thorough and inclusive reconciliation process to ensure the longterm stability of Tal Afar and the prevention of revenge attacks. Object ive Decrease tensions and willingness to take revenge against Tal Afar community members postliberation. The project began in early 2017 with a conflict assessment and an actor mapping. Next, Sanad conducted a series of key actor interviews focusing on their positions in Tal Afar and issues related to security management, compensation, and vetting processes. In August 2017, Sanad conducted a roundtable for Sunni Turkmen and a roundtable for Shia Turkmen to identify the possibility for transparent mechanisms for safe return, current challenges facing IDPs, and challenges to peaceful coexistence. This was followed by a series of individual interviews conducted by NIF members targeting community actors to identify perceptions and challenges to security and establish the grounds for an agreement by serving as a complimentary effort to the roundtables held in August. In July 2018, Sanad conducted a oneday dialogue session with participants from Ayadiyah, a subdistrict of Tal Afar, to identify challenges and recommendations for stability and develop Peaceful Coexistence Principles among different community actors from the region. This was followed by a press conference where the final agreement was announced. Ayadiyah, which is 11 km north of Tal Afar city and is a subdistrict of Tal Afar, has a population of 16,000 with the majority from a Sunni Turkmen background and a minority of Shia Turkmen. Surrounding Ayadhiyah are 53 villages with a total population of 55,000 and with Arab, Turkmen, and Kurdish components. In August 2017, liberation operations began for Ayadhiyah and lasted for 10 days, leading to considerable destruction of the area's infrastructure. During the Iraqi Parliament's 13th session, held in March 2018, Ayadhiyah was declared a disaster area due to large scale damage of homes and infrastructure. Starting in 2017, Sanad began a comprehensive USIPsupported outcomedriven dialogue process targeting Tal Afar district and beginning with a robust assessment phase. Sanad has also conducted a number of individual and collective dialogues with key stakeholders and community actors. On July , Sanad for Peacebuilding conducted a dialogue session with 38 participants from Ayadhiyah, a subdistrict of Tal Afar, to identify challenges and recommendations for stability and develop Peaceful Coexistence Principles among different community actors from the region. Following the dialogue session, Sanad worked to produce the first draft of the principles which were then communicated to the participants and validated by their respective communities. On August 9, 2018 Sanad held a press conference with tribal and community leaders, representatives of the Permanent Higher Committee for Coexistence and Social Peace at the General Secretariat of the Council of Ministers, and the local government in Nineveh Governorate and in Tal Afar District signed an agreement covering peaceful coexistence among Ayadiyah citizens, between surrounding communities, and with the local and central government in Ayadiyah. The agreement allows for the facilitation of return processes for internally displaced persons (IDPs) to the town, which number around 40,000 persons inside Ayadiyah Center and its surrounding villages. The agreement was signed by more than 90 tribal and community leaders from Ayadiyah. As of November, 2018, 1,000 displaced families, both internally and internationally, have successfully returned to their homes in Ayadiyah. Many of these families have come from Turkey or from camps across Iraq, including Kirkuk and Mosul.

CONNECTING KEY ACTORS AND COM M UNITY DYNAM ICS IN NINEVEH As communities in Nineveh begin to rebuild following the military, local and international actors have designed and implemented numerous interventions aimed at fostering peaceful coexistence and overall social cohesion. In order for these efforts to succeed, it is critical that actors understand community perceptions of the drivers of local tensions as well as the influence of and relationships between different segments of society. Moreover, it is critical that local and international peacebuilding entities coordinate efforts and share information to ensure that gaps are addressed, programming overlaps do not occur, and community input plays a large role in interventions. In order to enable these critical needs to comprehensive reconciliation in Nineveh, on July 22, 2018, Sanad hosted a roundtable discussion, as part of a GIZsupported project Supporting Peace and Stability in Nineveh. This session, which was attended by 27 representatives of local and international NGOs and entities working in peacebuilding in northern Nineveh, presented the findings of an actor mapping and a community perceptions assessment conducted in the first half of Moreover, the session included roundtable discussions to identify existing peacebuilding efforts in northern Nineveh, thematic gaps related to peacebuilding and reconciliation in the targeted areas, and recommendations for ensuring sustainable, strategic, and collaborative interventions. Participants represented Aktis Strategy, the Alliance of Iraqi Minorities, the Canadian Embassy, Danish Refugee Council, GIZ, Hammurabi Human Rights Organization, Mercy Corps, the Network of Iraqi Facilitators, Nonviolent Peace Force, Pax, Un Ponte Per, United States Institute of Peace, and Welthungerhilfe. THE PEACE AND RECONCILIATION W ORKING GROUP: CULTIVATING COLLABORATION AND COORDINATION IN NINEVEH The proliferation of international and local organizations working on reconciliation has created overlaps, the potential for confusion at the community level, and the possibility for large gaps regarding service provision and programming in general. The need for a more specific coordination mechanism on reconciliation at Nineveh level has been recognized, leading to the formation of a Peace and Reconciliation Working Group (PRWG) by Sanad with support from GIZ. As the first step for establishing the PRWG, Sanad organized a meeting in Baghdad on August 29 with representatives from the federal government, GIZ, UNDP, and local and international organizations to discus current programming themes and geographic coverage, overlaps and gaps, and overall challenges in Nineveh. Next, a meeting with federal government representatives, GIZ, UNDP, and local and international organizations was organized by Sanad on September 23 and 24 in Erbil to develop and finalize the ToR of the PRWG, whereby NGOs provided their input into the design and function of the working group. The PRWG in Nineveh works under the sponsorship of GIZ and in cooperation with UNDP and in coordination with the Higher Permanent Committee for Coexistence and Communal Peace (General Secretariat for the Council of Ministers). It is a forum through which agencies with reconciliation programs in Nineveh can coordinate activities and interventions; exchange research, assessments, and knowledge related to local dynamics; seek consensus on issues and policies; and establish relationships and partnerships for greater utilization of existing resources and commitment to minimum standards of response with an overall goal of enhancing the reconciliation. The PRWG has the objective of attaining an effective and predictable response to reconciliation issues in Nineveh through improved coordination among agencies involved in reconciliation programming. The PRWG is managed by a Secretariat (Sanad), a Government Representative, and a Technical Coordinator.

LAYING THE FOUNDATION FOR SOCIAL COHESION IN NINEVEH PLAINS PROJECT BACKGROUND Pr oject Tit le: Supporting Minorities (ChristianShabak) Per iod of Per f or m an ce: April 2017 Present Don or : USIP Back gr ou n d The Nineveh Governorate is home to a diverse mosaic of ethnoreligious groups including Arab Sunnis, Arab Shias, Kurds, Assyrians, Chaldeans, Turkmen, Yezidis, Shabak, Kaka?i, and others. While many of these groups have coexisted peacefully for centuries, historical policies of marginalization, the emergence and presence of extremist groups such as the Islamic State, and the push and pull of control between Baghdad and Erbil have increased tensions both within and between a number of these groups, including Christian and Shabak components. While tensions are generally nonviolent, there is a fear that if they remain ignored, the situation could deteriorate and splinter along a number of fault lines. Object ive The Shabak are an ethnoreligious minority community in Iraq numbering from 200,000 to 500,000 and located largely in Nineveh governorate. Following the USled invasion of Iraq in 2003, Shabaks became the targets of Sunni Arab insurgent groups based on their majority adherence to Shia Islam and their geographic location. It is estimated that around 1,200 Shabaks were killed between 2003 and 2011 alone. Moreover, for many years, Shabaks have found themselves caught in the middle of ArabKurdish power struggles. Shabaks were further targeted and suffered a number of attacks following ISIL?s capture of the region. In August 2014, roughly 60 Shabak villages were under ISIL control. As a result of these events, many Shabaks resettled in the Nineveh Plain, a diverse area which has experienced years of resource marginalization. Consequently, tensions between Christians and the displaced Shabak population mounted due to strains on resources and services and competition over local administration positions. In particular, lack of access to healthcare services and female access to educational institutions have been cited by Shabaks. As part of a larger effort to address these tensions, on July 6, 2018, Sanad conducted a oneday dialogue session with 21 Shabak community leades from Nineveh Plains as part of its USIPsupported intervention in Nineveh Plains. This activity focused on identifying the current challenges to the Shabak component and defining their requirements for peaceful coexistence with the Christian component. This activity followed a comprehensive dialogue process aimed at achieving overall social cohesion between the Shabak and Christian components in Nineveh Plains. Participants worked to identify security, administrative, service, and social challenges faced by their communities as well as recommendations to address them. Overall, the identified challenges and recommendations shared a number of common features with challenges and recommendations identified by Christian leaders during previous activities. Enable a collaborative dialogue environment for Christian and Shabak components in Nineveh Plains. This project began in the spring of 2017 with a series of focus groups with Christian, Eyzidi, Kaka'i, and Shabak components to identify communitylevel challenges. Next, in the summer of 2017, Sanad conducted a series of roundtable sessions, both joint and independently with community leaders from each component, to understand security, administrative, and social challenges facing each community. Sanad then conducted two roundtable sessions with Shabak community leaders to agree on the main principles of a future agreement with the Christian component. This was followed by four individual dialogues conducted by NIF members in January 2018 with Christian religious leaders from Nineveh Plains to discuss current challenges, possible next steps, recommendations, and requirements for peaceful coexistence with the Shabak component. In June 2018, Sanad conducted a oneday dialogue session in Erbil with Christian community leaders to identify the current challenges faced by the Christian component and to define the Christian component's requirements for a peaceful coexistence with the Shabak component. In July, Sanad conducted a oneday dialogue session with the Shabak component, with participation of Shabak community leaders from Nineveh Plains, which aimed to identify the current challenges to the Shabak component and define their requirements for a peaceful coexistence with the Christian component.

COUNTERING VIOLENT EXTREM ISM IN NINEVEH Social Inquiry, in partnership with Sanad, recently produced an assessment of the rise of and trends surrounding violent extremism in Nineveh governorate. This assessment, which is part of Sanad's Canadian governmentsupported project focused on countering violent extremism in Anbar and Nineveh, used a mixedmethods approach to understand community perspectives related to violent extremism as well as potentials for countering it. It further explored views and attitudes of individuals who lived within ISIL controlled areas. Sanad and Social Inquiry held a validation session for the first draft of the assessment on July 5, 2018 with CVE experts, activists, and academics to review the initial findings of the CVE assessment. The participants' input was critical in ensuring the validity of the collected data, so that the findings of the research can best be used to implement sound and comprehensive CVE programming. On August 16, 2018, Sanad held a validation session in Baghdad for the CVE assessment with 14 representatives from the National Security Advisory, key security actors from police, military, and security forces, and representatives from the Prime Minister's office. Following the sessions, the notes and recommendations made by the participants were sent to the CVE expert for consideration during the finalization of the CVE strategy. PROJECT BACKGROUND Project Tit le: Supporting Anbar and Nineveh Communities to Counter Violent Extremism Period of Performance: December 2017 Present Donor: The Government of Canada Background Following years of oppression and influence under ISIL, the postliberation phase remains a crucial period to ensure ongoing stability, especially within Anbar and Nineveh. Reconciliation activities, such as dialogue processes that rehabilitate social cohesion, will help crisisaffected people to return and settle back into their areas of origin while avoiding new and potential conflicts and minimizing the threat of revenge attacks. Tribal systems and structures, which have played a critical economic, social and political role in Anbar and Nineveh for decades, need to be effectively engaged and utilized in the current stabilization phase and prevent them from serving as spoilers. With this project, Sanad endeavors to improve social cohesion by developing a countering violent extremism strategy for Nineveh; increasing trust in the rule of law and community reconciliation; improving good governance; and building the capacity of key stakeholders on fundamental CVE skills. Object ives 1. Establish and introduce a twoyear strategy for Countering Violent Extremism (CVE) in Nineveh 2. Enhance the rule of law and transparency in Anbar and Nineveh 3. Enhance reconciliation and safe returns of IDPs in Anbar and Nineveh through dialogue and community participation in policy and decision making 4. Develop the capacity of key stakeholders in Anbar and Nineveh on skills critical to countering violent extremism This project began with an assessment centered on the rise, trends, manifestations, drivers, and structures of violent extremism in Nineveh followed by the establishment of a CVE committee, which has participated in the development of the strategy for Nineveh and who will later advocate and work on its implementation. Next, through dialogue sessions and individual interviews with key actors, Sanad has been working to revise and strengthen the People?s Covenant of Anbar. As this project aims to increase the role of women in peace and security through focus groups and roundtables with women activists and the development of a policy paper on integrating gender mainstreaming into the frameworks on the Anbar and Nineveh local governments. Additionally, Sanad will conduct roundtables with select stakeholders with the aim of establishing legal solutions for issues related to the status of children and spouses of ISIL members. Finally, workshops for selected religious leaders will build their capacity to transform religious narrative and increase their motivation to effectively engage in dialogue.

PROJECT BACKGROUND Project Tit le: Supporting Local Reconciliation (Southwest Kirkuk) Period of Performance: April 2016 Present Donor: USIP Background Since the 2003 USled invasion of Iraq, Hawija has been a hotspot for ongoing violence and conflict. Insurgents frequently attacked US and Iraqi forces during the years of occupation making it one of the most dangerous areas in the region. During the Islamic State's occupation, Hawija's residents suffered from severe shortages of critical supplies and faced untold amounts of violence and human rights abuses. Hawija has complex demographics with a predominantly Sunni Arab population. However, due to the proximity to Kurdistan and the disputed Kirkuk territory, it suffers influence from both Baghdad and the Kurdistan Regional Government making it a potentially volatile location. Object ives Gain an understanding of community perceptions surrounding the drivers of tension and conflict in southwest Kirkuk Establish Peaceful Coexistence Principles which prevent violence and support overall social cohesion postliberation Establish general tribal law principles which support the rule of law and promote justice and stability postliberation Establish mechanisms which provide sustainable peaceful coexistence and social cohesion and address drivers of tension Starting in midapril 2016, Sanad has undergone a comprehensive reconciliation process in southwest Kirkuk aimed at identifying and addressing key issues before, during, and after liberation. The first phase consisted of an assessment to determine perceptions surrounding security, displacement, the potential and desire for reconciliation, the possibility of revenge actions, and other issues. Next, individual interviews were held with key tribal and governmental actors to gain a deeper understanding of the context in southwest Kirkuk and possibilities for reconciliation. Dialogue sessions were then held with key government and tribal actors to further address the key issues and identify possible solutions. Following these activities, a press conference was held and was attended by over 50 leading actors from southwest Kirkuk who announced their commitment to a Peaceful Coexistence Principles pact. The next step was to collectively and unanimously draft amendments to existing tribal laws to enable fair and universal justice in southwest Kirkuk postliberation. Activities in this phase included consultative meetings and dialogue sessions with tribal and community leaders to discuss, review, and adopt the revised tribal law. The press conference was held in June 2017 and was attended by numerous key actors, including 114 tribal leaders. After the press conference, consultative dialogue sessions were held to discuss and agree upon mechanisms, including the establishment of a central committee and local committees, to guarantee support for rule of law and the achievement of justice, security, and stability in southwest Kirkuk. A central committee was established in late 2017 and is comprised of the heads of local councils and key tribal actors. In August 2018, Sanad launched the six local committees in Hawija Center, Abbasi, Zab, Riyadh, Multaqa, and Rashad. These committees are comprised of religious leaders, academics, mukhtars, legal experts, community leaders, women activists, and civil society actors. ENSURING SUSTAINABLE SOCIAL COHESION IN SOUTHW EST KIRKUK In midaugust 2018, Sanad held kickoff meetings for local committees established under Sanad's USIPsupported intervention in southwest Kirkuk. These local committees were established in the subdistricts of Hawija Center, Zab, Rashad, Abbasi, Multaqa, and Riyadh and are comprised of security officials, tribal leaders, local council members, and community leaders. The six local committees, which fall under the umbrella of a central committee, were established to ensure the sustainability of the Peace Coexistence Pact and the General Tribal Law Principles adopted and announced in These committees will work to identify and address drivers of tension in their communities through inclusive and conflict sensitive interventions. In the coming months, Sanad is set to build the capacities of these committees through training workshops and will also work with the committees to design localized interventions. The establishment of these committees marks an important step in ensuring the sustainability of the Peaceful Coexistence Pact and the General Tribal Law Principles. As of October 2018, over 130,000 individuals have returned to Hawija district which further stresses the necessity to have inclusive and reliable local peace structures in place to ensure that communities have adequate channels to use in order to prevent the reemergence of violent conflict. Moreover, this inclusive and transparent process has shown to be successful because it not only provided agreement between over 100 key actors on core peaceful coexistence principles and tribal laws, but it also established sound and lasting mechanisms to ensure future adherence and implementation. Tribal leaders put forth unique and wideranging solutions and the success of their cooperation and dialogue offers hope for the replication of similar efforts across Iraq.
