4 (b) Achievements in the field of science, technology, communications, atomic power etc., have led to a race for acquiring material wealth. On the other hand, there is also a race for acquiring destructive weapons. The wealth spent on acquiring weapons could have been better utilised for eradicating poverty and unemployment. One important sector where this wealth could be utilized is energy sector, particularly nuclear energy. But recent destruction of nuclear plants in Japan due to tsunami has cast a shadow of doubt on this sector too. The third world countries, faced with the problems of poverty and development have been looking towards India to provide leadership for meeting these challenges. (c) On April 1, when Odisha Day is celebrated by the State, and the Odia community outside the State, it's a befitting occasion to make an introspection of the Odia identity. Never before perhaps in the history of Odisha, till the other day known as Orissa, there would have been an occasion when the State's past glory would have drawn as much attention in Parliament as it was when the Bill seeking the amendment of the State's name was passed by the Rajya Sabha on March 24. The final passage of the Bill in PGDT-03 4
5 the Upper House which was earlier passed by the Lok Sabha evoked unanimous and overwhelming support, cutting across party lines. In spite of its rich history and cultural tapestry, there is very little awareness about the State and its culture. While a person outside the State, would know Lord Jagannath and the Rath Yatra, he or she may not know where the abode of the Lord is located. An average student of Indian history would have perhaps no knowledge that it was on the banks of river Daya, now extinct where the Dhauli Stupa is located, that the emperor Ashoka was converted to Darmashoka from Chandashoka after seeing the bloodbath and horrors of war. After the war, it is believed emperor Ashoka renounced war and evolved as the greatest messenger of peace and non-violence spreading his message of compassion and deliverance. (d) How does one explain the craze of an average middle class or lower middle class for the civil services? The reason is not far to seek. First, it is the lack of other avenues of career such as engineering which, however, has improved in last few years, PGDT-03 5 P.T.O.
6 second the lack of resources to pursue such an expensive career option and finally the low levels of socio-economic development. The civil service thus becomes the easy catchment area for bright middle class. The gain of civil service is sometimes a loss to other challenging vocations such as research and academics. Given their innate intelligence and drive this category of people can simply do marvelously in other areas of human endeavour including teaching and research. What has happened is that some of these bright youngsters after their success at the examinations, with a few exceptions, shrink to lethargy, mediocrity, and indolence. It is an irony and sad reflection on the State. 4.
