3 Our Mission The Center for Social and Economic Strategies is an interdisciplinary research and teaching unit developing the theory, methodology and practice of exploring possible futures and applying analyses and forecasts to public policy issues. For these purposes CESES: identify key issues and development priorities for the Czech Republic; produce particular and comprehensive analyses, scenarios, visions and strategies for the social, economic, environmental and political development of the Czech Republic in a global context; promote dialogue with specialists, politicians, public administration officials, representatives of public sector, and individual citizens; create cognitive and methodological prerequisites for improving the strategic management of the country. 4 From the Head of CESES Dear Friends of Good Future, The task of the Center for Social and Economic Strategies of the Faculty of Social Sciences of Charles University in Prague is to participate in the systematic exploration of possible futures of the country, identify looming threats and developmental possibilities, as well as outline visions, strategies and scenarios of its further development. Established in October 2000, CESES is an interdisciplinary center the theoretic and methodological approaches of which stem from public policy. Over the past six years we have published several compendiums and many separate studies, organized or co-organized many specialist events, established numerous contacts here and abroad, and have become involved in international research projects. We have accumulated a considerable wealth of theoretical and empirical knowledge as well as methodical experience in the field of forecasting. In 2005 there was an important change in the overall direction of our activities. We started a six-year research cycle, Visions and Strategies of the Development of Czech Society within the EU, which is conceived as a partial project within the more general Development of Czech Society in the EU: the Challenges and the Risks, conducted in cooperation between Charles University s Faculty of Social Sciences and Philosophical Faculty. While in the first year of this project we worked especially to deepen the theoretical and methodological foundations of future studies, the second year s focus was on the preparation of two compendiums (theoretical and empirical) to be released in The outcomes of our endeavor were presented late in the year at the CESES working conference The Czech Republic in the EU: Transformations and Inspirations. The issues we worked to resolve were closely associated with two other separate projects. The methodological aspects of forecasting were addressed by the Czech Grant Agency s Systematic Development of Forecasting Methodology, crowned by the publication of A Manual of Forecasting Methods. Research in the field of social cohesion benefited from procedures applied in the project Social and Cultural Cohesion in a Differentiated Society, commissioned by the Czech Ministry of Labor and Social Affairs. Importantly, we have become active within international, notably European, research networks. We have participated, since 2006, in two long-running international projects working under the 6th EU Framework Program; the thematic contents are closely linked with CESES partial project. One of the EU projects is Civil Society and New Forms of Governance in Europe The making of European Citizenship (CINEFOGO) Network of Excellence. CESES is this network s main coordinator for activities aimed at effective transfer of research findings and good practice CESES FSV UK - Annual Report 2006

5 examples to many target groups at various EC levels. The second project, The Role of Organized Civil Society in the Governance of Transition in the Czech Republic (CISOCICZ), is part of the Marie Curie Chair program. Since May 2006, Dr. Jürgen Grote analyzes the mutual dependence and strategic behavior of public and private organizations. We have continually published the outcomes of our research in our own series of texts CESES Papers since 2003 as well as organized seminars and conferences. Our Public Policy textbook, the first of a kind in the Czech Republic, was formally launched in Parliament in The CESES Security Policy Center staged several events during the year to deal with security and security-research issues. We have also participated in the education of university students. In addition to involving our staff in lectures on public and social policy at the Charles University Faculty of Social Sciences, we have formulated and prepared two new master degree and doctoral courses Educational Policy and Security Policy, and a new bachelor-degree course, Problems of Czech Society and Public Policy. Our effort is consistently to invite and engage experts and the general public as well as political leaders and civil servants in the formulation of forecasts. Many members of our staff have therefore become actively involved in the work of the Czech Branch of the Club of Rome. We have also continued our Workshops of the Future series of regular get-togethers on various interesting topics that have to do with our activities, this series having been launched in Within this series, two topical events were held just before the general elections in May 2006, Media Power and Power Media, and How Far Political Parties Can See? Our approaches and findings were regularly communicated to all interested. Our outputs were published by the daily and specialized press and communicated via the public service broadcasting organizations Czech Radio and Czech Television. I trust this Annual Report will also help spread information about the services that the Center of Social and Economic Strategies at Charles University s Faculty of Social Sciences has on offer to you personally, to your organization and indeed to the country as a whole. 6 National Research Projects Visions and Strategies of the Development of Czech Society within the EU A particular project developed within the framework of a joint research intention of Charles University s Faculty of Social Sciences and Philosophical Faculty (reg. no. MSM ). The objective is to identify a set of relevant visions for modernizing the Czech Republic, to ascertain the parameters of existing potentials and moving implementation forces, and to develop possible strategies of implementing these visions within the Czech Republic as well as in the integration of the Czech Republic in the EU and the global division of labour. The aim is also to promote the conceptual and methodological basis for the forecasting and shaping of public policy. There are six partial research areas: Visions and strategies of Czech society s development in the EU concepts, coordination, communication This is an umbrella project. It develops a comprehensive concept of applicable visions and strategies, coordinates other staff projects, and fosters communication in public space as a necessary condition to the practical application of the visions and strategies. Strategic governance This project basically aims to produce theoretical concepts of research in strategic governance and provides an analysis of empirical findings about the processes (or absence) of strategic governance at various levels, notwithstanding international and transnational institutions, notably the EU. Also offered is comparison between the strategic governance approaches of other selected countries. Modernization and its actors This project identifies existing potentials and moving forces responsible for modernization including an analysis of the abilities of leading social actors bearers of visions and development strategies; ways of their prospective thinking, their priority orientations, mutual conflicts, tensions and problems the solution if which is a sine qua non of achieving specific visions through specific strategies. This research is based on the interpretation of sizable data sets from international and national surveys of popular opinions on the relevant issues of modernization. Economic competition and social cohesion The project aims to develop theoretical links between the competitiveness of enterprises and the impact of competition in its narrower sense on the broader concept of social welfare and sustainable development of society. 6 CESES FSV UK - Annual Report 2006

7 Security The project analyzes the main concept of broader approach to security and identification of key factors impacting the Czech Republic s security. Staff members engage in discussion on drafting a new Security Strategy of the Czech Republic. Methodology of analyzing and formulating public policies and strategies This is the methodological coping stone of the whole project. Its aim is to foster the theory and methodology of comprehensive forecasting studies and to generalize experience with practical forecasting and public policy. Project web page: Social and Cultural Cohesion of a Differentiated Society National Research Program I, Czech Ministry of Labor and Social Affairs (reg. no. 1J 028/04-DP2). The project is preoccupied with the current state, changes and developmental prospects of social and cultural cohesion within the Czech society and aims to propose realistic strategies to strengthen cohesion on the macro, i.e. state level as well as on the mezzo and micro levels of society. The project is based on wide national questionnaire surveys and on comparative, institutional and geographical analyses. Additonal in-depth and group interviews on chosen population categories have also been conducted. The project is coordinated by CESES with participation of three other institutional partners: (1) Institute of Sociological Studies, Faculty of Social Sciences, Charles University, Prague; (2) The Institute of Sociology of the Academy of Sciences of the Czech Republic, Prague and (3) Faculty of Social Studies, Masaryk Univerzity, Brno. Project web page: Systematic Development of Forecasting Methodology The Czech Grant Agency research project (reg. no. 403/03/0109) is aimed at systematic monitoring, experimental verification, development and evaluation of internationally used forecasting methods and principles. Also under scrutiny is the development of new methods and their inclusion in the comprehensive set of forecasting methodology and practice of researching into the future development of the Czech Republic. It was crowned by the formal launching of A Manual of Forecasting Methods (Potůček, M. (ed.), Sociologické nakladatelství, Praha 2006, in Czech). CESES FSV UK - Annual Report 2006

Education, Advisory and Consulting Center for Upgrading Strategic Control A project under the JPD3 Program aided by the European Social Fund, Czech State and Prague Municipal Council (reg. no. CZ / /2038). The essence of the project was the development of a new program of further education and its subsequent pilot verification. The objective was to develop an educational, advisory and consulting center which would methodologically and practically assist public, commercial and civic sector entities in acquiring necessary skills to work out concepts and strategies. Eleven lecturers were trained in pilot courses. A total of 124 certificates were issued to 103 participants from the public, commercial and nonprofit sectors. Shared Values and Behavioral Standards as a Source of Strengthening Social Cohesion and Overcoming Adverse Impacts of Social Differentiation in the Czech Republic Research of New Principles and Methods of Civil Defense, Crisis Management and Boosting the Preparedness of the Integrated Rescue System to Fight Potential Effects of Chemical, Radioactive and Nuclear Weapons and Other Hazardous Substances National Research Program II, Ministry of Education (reg. no. 2D06014). The goal of the research project is to analyze changes in the social structure and obtain background material to identify social cohesion-enhancing factors in the Czech Republic. Analysis of new social differentiation processes and their associations with the Czech society s value, belief and standard structure will produce methods to assist secondary socialization which would help strengthen social cohesion. Ministry of the Interior, General Directorate of the Czech Fire and Rescue Corps Lázně Bohdaneč Institute of Civil Protection. The goal of the research project is to predict future changes in the security environment and their impact on the security policy of the Czech Republic. CESES FSV UK - Annual Report 2006

9 Educational Policy Educational Policy Fund, Czech Ministry of Education. In 2006 the continuation of efforts to outline and develop educational and research aspects of educational policy as an independent discipline and follow-up to EPF-supported 2005 activities. EPF funding in 2006 was used in accordance with that year s plan to upgrade the educational policy specialization within a master studies course in public and social policies at the Charles University s Faculty of Social Sciences. Core instruction texts were processed, similar foreign programs were analyzed, the structure of the specialization was established, and a network of specialists was developed. Early in 2007 Karolinum Publishers will release The Theory of Educational Policy, Czech Educational Policy in Global Context, and Selected Chapters on Educational Policy. Further specialist and teaching materials have been processed to cover the less explored field areas including: education management and funding; research, development and innovation; education for life and politics in education. They will enrich Educational Policy instruction at the Charles University Faculty of Social Sciences. Awaiting publication in English is Educational Policy Studies in the Czech Republic: Current state, theoretical and analytical approaches and possible future development in international context. This work sums up the outcomes of analysis of educational policy teaching and defines the Czech approach to this field. Security Policy Educational Policy Fund, Czech Ministry of Education. This project develops the security policy specialization within the master studies course in public and social policy at the Charles University Faculty of Social Sciences. We aim to provide contextual, staffing and methodological support to the Security Transformations course with the eventual goal of starting a Security Studies field at the faculty in academic 2007/2008. The instructional Chapters on Security text (to be released in 2007 by Karolinum Publishers) was prepared along with specialist papers on topical Czech, EU and NATO security issues; this work probes into papers and analyses concerning security policy. Also held in 2006 were special seminars with the broader as well as specialist public on the key issues of Czech, EU and NATO security policies. CESES FSV UK - Annual Report 2006

10 International Research Projects Civil Society and New Forms of Governance in Europe The Making of European Citizenship - Network of excellence (CINEFOGO) Within this project under the 6th EU Framework Program (contract no ), CESES has joined a consortium of more than 40 universities and research centers. The purpose of this network is to generate and disseminate findings about the development of citizenship values and overlapping identities as well as to overcome civic apathies and social exclusions in Europe. Denmark s Roskilde University is the chief project coordinator. CESES is the network s main coordinator for the effective transfer of scientific findings and best practices on to many target groups at various European Community levels; it is also the national coordinator within the Czech Republic. The Role of Organized Civil Society in the Governance of Transition in the Czech Republic (CISOCICZ) Beginning in May 2006, within this project under the 6th EU Framework Program (contract no. MEXC-CT ), approved by the European Commission in the framework of the Marie Curie Chair Program, CESES and the Department of Public and Social Policy of the Charles University s Faculty of Social Sciences, Dr. Jürgen Grote analyzes interdependences and strategic behavior of public and private sector organizations. Monitoring the Quality of Life in Europe Mental Health and Policy Research Training Program CESES is an institutional contributor of international comparative research on the quality of life in the EU Member States and Candidate Countries to the European Foundation for the Improvement of Living and Working Conditions (Dublin, Ireland) and the Wissenschaftszentrum für Sozialforschung (Berlin, Germany). The objective of the joint project of CESES at the Charles University Faculty of Social Sciences with The School of Public Health at the University of California (Berkeley, U.S.A.) is to introduce high-level interdisciplinary studies in the U.S.A. for economists, sociologists, psychologists, physicians and/or post-doctoral students of other social or political sciences. 10 CESES FSV UK - Annual Report 2006

The Friedrich-Ebert-Stiftung Foundation and CESES organized a one-day international conference with the presence of specialists from the Visegrád Group and Germany.
