DEED OF FOUNDATION (with amendments) By virtue of the powers awarded in Section 17(2) of Act XL of 1994 on the Hungarian Academy of Sciences and in conformity with Act XXXVIII of 1992 on Public Finance and with Governmental Decree 292/2009 (XII. 19.) on the Operative Rules of Public Finance, I hereby issue the Deed of Foundation of the Centre for Social Sciences, Hungarian Academy of Sciences, as follows: 1. The Centre for Social Sciences, HAS is a legal entity, comprising institutions as organisational units, having its own budget, economic management and responsibility; it has no independent budgetary agencies belonging to it. In respect of its budgetary allocations, the Centre for Social Sciences, HAS performs the tasks of economic management, accounting and data supply; it also in respect of operations and the management of assets performs tasks related to investment and to the use, utilisation and protection of assets.

According to Section 18(1) of the Act on the Hungarian Academy of Sciences, the names and addresses of the institutes comprising the organisational units of the Centre for Social Sciences and its branch sites (to be listed as sites in the register) are: 9.1 Institute for Legal Studies of the Centre for Social Sciences, HAS. Address: 1014 Budapest, Országház utca 30; abbreviated name: MTA TK KI; name in English: Institute for Minority Studies, Centre for Social Sciences, Hungarian Academy of Sciences. 9.3 Institute for Political Science of the Centre for Social Sciences, HAS. Address: 1014 Budapest, Országház utca 30; abbreviated name: MTA TK PTI; name in English: Institute for Political Science, Centre for Social Sciences, Hungarian Academy of Sciences. 9.4 Institute for Sociology of the Centre for Social Sciences, HAS. Address: 1014 Budapest, Úri utca 49; abbreviated name: MTA TK SZI; name in English: Institute for Sociology, Centre for Social Sciences, Hungarian Academy of Sciences 10. The legal public tasks of the Centre for Social Sciences, HAS: The Centre for Social Sciences, HAS performs the tasks designated in Section 3 of the Act on the Hungarian Academy of Sciences in accordance with the competences noted in the present Deed of Foundation and as follows: 10.1 The basic activity of the Centre for Social Sciences, HAS comprising the Institutes for Legal Studies, Minority Studies, Political Science and Sociology is to carry out theoretical, comparative and empirical research in the fields of law, minority research, political science and sociology. The Centre for Social Sciences, HAS shall also conduct, in these areas, basic research, applied and comparative research, undertaking the academic work in line with professional independence and free of political influence. The Centre for Social Sciences, HAS shall: establish and foster domestic and international contacts for research; promote the presence in international academic life of research in Hungary on legal studies, minority studies, political science and sociology; cooperate with academic workshops in Hungary and abroad and conduct joint research with them; contribute to the further training of Hungarian and foreign PhD students and scholarship holders; establish research documentation and databases for the various academic fields, which it shall make accessible to the academic community and the wider public on the Internet or in printed form Within the basic research activities, the Centre for Social Sciences, HAS and its institutes shall give priority to the following academic fields and research tasks: In the field of legal studies: Conducting research primarily in the fields of administrative law, constitutional law, criminal law, civil law, human rights, European law, legal theory, international public and private law; Reflecting upon certain legal problems arising in connection with scientific and technical progress, alongside traditional branches of law; Cooperating on solving domestic and international legislative tasks; Cooperating with national and international institutions participating in the law-making process; Monitoring the activities of domestic, foreign and international law enforcement agencies and the work of the major human rights protection organisations, analysing the main trends in the areas surveyed;

3 Compiling and publishing comprehensive and synthetic works (registers, encyclopaedias, national legal bibliographies, etc.); Offering professional training and consultation, and producing expert opinions; Developing the legal awareness of citizens and disseminating knowledge of the law. In the field of ethnic and national minority research: Conducting research on the community circumstances and social situation of national and ethnic minorities in particular the Roma in Hungary and and in Europe, defining such in social scientific terms, analysing their effects on social structure, and elaborating new methods and interpretative models arising from these objectives; Conducting comparative analysis of integration processes in Central Europe, of ethno-political models, and of the legal status of the minorities; Conducting historical research on changes in the demographic, economic, political and cultural situation of the national and ethnic minorities in Hungary and the minority Hungarian communities; Examining the social effects of migration processes affecting Hungary and the social situation of migrant groups; Examining identity components, with an analysis of the substantive and formal changes in European, national and local identities; Basic (linguistic and philological) research in Jewish studies which is necessary for research on Central European and Hungarian Jewry. In the field of political science: Conducting research on elections, political behaviour, and political participation; Conducting research on parties and civil society and the relationship between parties and the state; Political communication and media research; Conducting research on political leadership and elites and the relationship between political leaders and government officials and public servants; Conducting research on changes in social and political values in Hungary and in Europe; Conducting research on new methods of governance and public policy and institutional changes at the national and European levels; Measuring and evaluating government performance and conducting research on democratic feedback; Conducting research on the institutions of the Hungarian political and governmental system, party system, and division of powers; Examining EU integration and globalisation and their effects on the domestic government system; Conducting research on the relationship between market and state and on political economy; Conducting research on empirical, normative and analytical democracy theories and political theory, and on the relationship between the state and civil society; Conducting research on the delegation of government powers and on control mechanisms; Description and interpretation of major trends in Hungarian politics and enriching the scholarly tools necessary for such. In the field of sociology: Conducting research on social inequalities, the market and the redistribution systems, equal opportunities and equal treatment; Conducting research on power and social stratification, on elites and their institutions; Conducting research onfamily practices, gender inequalities, social minority groups, migration, ageing society, youth, poverty, and the social factors of social policy; Conducting research on organisations and the world of work; Conducting sociological research on values, culture and knowledge;

4 Conducting research on the social aspects of environmental, ecological and climate change processes, and sustainability; Conducting research on local society, local power and local governance; Development policies, EU development policy, and the social consequences of projectification; Conducting research on the changing spatial structure of society, urban and rural development, and the social changes and competitiveness of rural and urban society; Conducting research of theory and methodology of international and intercultural empirical comparison;conducting research on Central and East-European integration issues and the broader international outcomes affecting Hungarian society Other tasks related to the research tasks of the Centre for Social Sciences, HAS: Publishing in the context of its work scholarly, professional and knowledge dissemination publications; Assisting the cultivation of sciences in Hungarian; Cooperating with other Hungarian research sites, conducting joint research with them; maintaining and establishing contact with academic institutions of other countries and with international scientific associations; promotes the presence in international academic life of Hungarian research in the social sciences (legal studies, minority studies, political science and sociology); Organising scientific programmes and conferences in Hungary and abroad, announcing grant programmes; Promoting and assisting the utilisation of research results in society and the economy; Participating in teaching work in cooperation with higher educational institutions, and performing joint research, training and further training tasks; Operating a specialised library of social sciences Classification by type of the basic activities of the Centre for Social Sciences, HAS according to the rules governing the specialised tasks of public finance: In relation to the basic research tasks: Basic research in economics Applied research in economics Basic research in law and political science Applied research in law and political science Basic research in sociology Applied research in sociology Basic research in philosophy and history Applied research in philosophy and history Basic research in language and literature Applied research in language and literature In relation to the other basic tasks: Pre-press Other reproduction Book publication Publication of directories and correspondence notes Publication of magazines and periodicals Other publication tasks Data processing and web hosting Information services not listed elsewhere Market and opinion research Methodological professional management Other professional, scientific or technical activities not listed elsewhere

5 Organisation of conferences and commercial presentations International academic cooperation Other types of education that do not award higher education degrees Bachelor s courses Master s courses PhD courses Cultural courses Other adult education not listed elsewhere Other supplementary courses Supplementing and recording library holdings Excavating, preserving and protecting library holdings Library services 10.5 Entrepreneurial activities of the Centre for Social Sciences, HAS: The Centre for Social Sciences, HAS may undertake entrepreneurial activities; however, the combined revenues from such activities may not exceed, in two successive years, a third of total expenditures in the given year. 11. The selection and appointment of the general director and financial director of the Centre for Social Sciences, HAS: Under Sections 18(2) and 18(3) of the Act on the Hungarian Academy of Sciences, the Centre for Social Sciences, HAS shall be directed by one person; its activities shall be directed by a general director employed as a senior public servant. In a selection process that accords with European Union recommendations, the President of the Hungarian Academy of Sciences will select the general director, appoint him/her for at most five years, and dismiss him/her. The financial director of the Centre for Social Sciences, HAS shall be a senior public servant. The President of the Hungarian Academy of Sciences will select the financial director, appoint him/her for at most five years, dismiss him/her, and determine his/her salary. With respect to the general director and the financial director, other employer s rights shall be governed by the applicable laws and the provisions of the resolution of the President of the Hungarian Academy of Sciences. 12. The terms of employment of employees at the Centre for Social Sciences, HAS: The employees of the Centre for Social Sciences shall be public servants, and their terms of employment shall be governed by the provisions of Act XXXIII of 1992 on the legal status of public servants and by the provisions of related executive decrees. 13. The organisational and operational procedures of the Centre for Social Sciences, as well as its entrepreneurial activities and their classification according to specialist tasks of public finance and the rules relating to internal and external relations, shall be contained in the Organisational and Operational Rules, which shall be approved by the Council for Academic Research Institutes of the Hungarian Academy of Sciences. 14. The Hungarian Academy of Sciences shall own the property assets necessary for the accomplishment of the public tasks of the Centre for Social Sciences, HAS. The Hungarian Academy of Sciences shall sign a contract in accordance with the provisions of the Act on the Hungarian Academy of Sciences, the Statute of the Hungarian Academy of Sciences, and the academic rules relating to the use and economic management of property belonging to the Hungarian Academy of Sciences on the use of property submitted to the Centre for Social Sciences, HAS.

The Centre for Social Sciences, HAS shall manage the property assets and intangible assets necessary for the accomplishment of its public tasks in accordance with the provisions of the Act on the Hungarian Academy of Sciences, the Statute of the Hungarian Academy of Sciences, and the rules relating to the use and economic management of property belonging to the Hungarian Academy of Sciences. 16. The Centre for Social Sciences, HAS may manage its stakes in economic companies in the manner outlined in the academic permit issued in accordance with Section 23(6) of the Act on the Hungarian Academy of Sciences. 17. Under Section 66(6) of the Statute of the Hungarian Academy of Sciences, the Centre for Social Sciences, HAS shall itself dispose of the intellectual property with economic value, in accordance with the provisions relating to the management of the intellectual property of a body in charge of a budgetary chapter, but if such intellectual property is to be transferred to an economic company as a contribution in kind, then an academic permit issued in accordance with Section 23(6) of the Act on the Hungarian Academy of Sciences shall be necessary. 18. The Centre for Social Sciences, HAS shall use its monetary assets and other resources stemming from the results of its activities in accordance with the provisions of the Act on the Hungarian Academy of Sciences, the Act on Public Finance, and the Operative Rules of Public Finance. 19. The Centre for Social Sciences, HAS shall be the general legal successor also with respect to the future accomplishment of the public tasks of the public bodies under termination, to their rights and duties, to their assets, to their property rights and budgetary allocations, and to the exercising of employer s rights of the following bodies terminated through merger on 31 December 2011: - Institute for Ethnic and National Minority Studies of the Hungarian Academy of Sciences (registered office: 1014 Budapest, Országház utca 30) - Institute for Legal Studies of the Hungarian Academy of Sciences (registered office: 1014 Budapest, Országház utca 30) - Institute of Sociology of the Hungarian Academy of Sciences (registered office: 1014 Budapest, Úri utca 49) 20. This Deed of Foundation enters into force on 1 January 2012, whereby the uniformly edited Deed of Foundation No. E-1304/1/2010 of 25 October 2010 of the Institute of Political Science of the Hungarian Academy of Sciences shall be abrogated.
