1 The ESPON National Network and the role of the Contact Point (ECP) ESPON Information Session 7 November 2016, Malta Role of ECPs The ESPON Contact Points (ECPs) Network is a European wide network of national institutions nominated by the Member and Partner States involved in the ESPON 2013 Programme which have been confirmed by the ESPON Monitoring Committee (MC). In total, 30 national ESPON Contact Points exist. Each ECP institution is represented by a contact person. 2 1

2 Malta ECP The Malta ESPON Contact Points (ECPs) Network is represented by: Prof Saviour Formosa (University of Malta) Ms Ashley Hili (Planning Authority) 3 The ECP s role in the Cooperation Programme The ECP Network supports the European Grouping on Territorial Cooperation (EGTC) at transnational and national level in reaching and engaging policymakers, practitioners, ii stakeholders, researchers, experts and citizens The ECP Network, nominated by each participating country, is an important collaborator of the EGTC in ensuring the outreach to policymakers in all parts of Europe, promoting transnational collaboration with regional and local stakeholders and building capacity The events at transnational / national level is implemented by the EGTC in coordination with the ECP network 4 2

3 The ECP s Roles and Tasks Act as agents in the national and transnational context to support the outreach and use of ESPON territorial evidence in accordance with ihthe Outreach Strategy of the ESPON 2020 Cooperation Programme An ongoing process with particular reference to the increase in knowledge and the linkages to the shift in thought from development planning to spatial planning. Also includes the spread of knowledge to a wider network inclusive of university / teaching institutions and the industry Activate relevant policymakers, scientists and other stakeholders at trans-national, national and sub-national scales to engage with ESPON knowledge To ensure the enhancement of the national Maltese network 5 The ECP s Roles and Tasks Collaborate with the ESPON EGTC regarding transnational and national activities in the context of the Outreach Strategy, and with the MA regarding transnational and national activities iii in the sense of the Communication Strategy of the ESPON 2020 Programme Promote the territorial evidence of ESPON 2020 towards policy makers and practitioners at transnational, national and sub-national level in order to encourage the use of the evidence in policy making Process the scientific content of ESPON 2020 outputs in order to facilitate the transfer of ESPON knowledge into the trans-national, national and sub-national academic contexts 6 3

4 The ECP s Roles and Tasks Support the dissemination of regular bulletins, promotional material and information on new European territorial evidence from the ESPON EGTC to national policymakers, scientists i and stakeholders on new ESPON knowledge and events related to the national and transnational context An ongoing process. Enhancing the process to include meetings Support the service providers contracted by the ESPON EGTC to implement Transnational Outreach and / or the ESPON EGTC with contacts to potential speakers and advice in organising and hosting conferences, seminars, workshops, information days and other events, in the country or transnational context of the ECP 7 The ECP s Roles and Tasks Provide feedback to the ESPON EGTC on transnational and national experiences with ESPON 2020 outputs with the aim to deepen the ESPON knowledge base taking into account the different trans-national, national and sub-national contexts Report on factual mistakes and misinterpretations in ESPON 2020 through an ongoing process as per Blunder Check and Translation Quality Checking Cooperate closely with other nominated ECP institutions 8 4

5 ECP Dissemination Activities on information about Tendering Procedure Tendering procedures: Due to procurement procedure laws and regulations, tendering documents are strictly confidential and information on tendering procedure is the solely responsibility of the ESPON EGTC) With regards to the dissemination of information about tendering procedures ECPs can only refer to the already public information (tender notices published by the EGTC) and further inform national stakeholder of the existing opportunities For any additional information on future and ongoing tendering procedure ECPs shall advice the potential tenderers in their respective countries to directly contact the ESPON EGTC 9 ECP s Participation in Tendering Procedures Tendering procedures including Transnational Networking Activities: All tendering including Transnational Networking Activities is decided and defined by the ESPON EGTC in the Annual Work Programme The ECPs are able to participate to the tendering procedures for the implementation of the activities identified by the ESPON EGTC and included in the ToRs Regarding transnational network activities the ECPs located in the countries, where the activities will be implemented, are involved to support the dissemination and the involvement of the relevant stakeholders in the countries 10 5

7 ESPON Tools Tools include: Online Map Finder - web application to search, display, zoom-in and out, download d maps as well as create a comparison list of favourite maps Typologies - 9 regional typologies, which ongoing and future ESPON Applied Research Projects and ESPON publications could make use of for analytical purposes, if relevant, are: urban-rural, metropolitan regions, border regions, islands regions, sparsely populated regions, outermost regions, mountainous regions, coastal regions, and regions in industrial transition Territorial Impact Assessment - Two tried-and-tested tools for assessing territorial impacts from the ESPON Programme and Operational Guidance from the European Commission (EC) 13 e-tendering Platform ESPON Calls - e-tendering Platform What is the ESPON EGTC e-tendering Platform? This platform allows access to all ESPON EGTC Calls for Tenders and related documentation such as technical specifications, annexes, questions and answers Benefit for economic operators interested in ESPON calls The ESPON EGTC e-tendering Platform provides access to all Calls for Tender related documentation. The users can benefit from easy access and immediate download of all available Calls for Tender, related documentation, access to all questions and answers, notification related to changes in Calls for Tender.
