1 UNESCO CHAIR/UNITWIN NETWORK PROGRESS REPORT FORM Title of the Chair/Network: Gender Research Host Institution: Lancaster University, UK Date of establishment of Chair/Network: Period of activity under report: Report established by: Professor Sylvia Walby, Chairholder, UNESCO Chair in Gender Research 1. Executive Summary: Major outcomes, results and impact of the Chair, including on national policies, in relation to its objectives as stated in Article 2 of the Chair Agreement (between the Institution and UNESCO)
2 2 The main outcomes of the UNESCO Chair in Gender Research during 2017 are reported in relation to its three main objectives, which aim to support the development of policy-oriented research on gender equality around the world: (i) Support and conduct policy-relevant research on gender equality: The UNESCO Chair has contributed to the development of expert knowledge on gender equality policies, relevant to both researchers and policy makers. There have been six published outputs from research on gender equality during this year, including one book, one journal special issue, two refereed journal articles, and two other papers. During this year, the research has focused on: gender-based violence against women, including measuring changes, and the gender dimension of austerity. (ii) Build capacity in policy-relevant gender equality research; curriculum development; student training at graduate level: Capacity for policy-oriented gender equality research has been built through the training of one research associate. Curriculum development includes teaching a postgraduate module on gender and violence. Graduate research student supervision includes three students registered at Lancaster, including, gender and climate change, attitudes to violence against women in prisons, and police engagement with domestic violence. In addition, there were two visiting research students from Spain who were researching gender-based violence. Further, one student successfully completed her PhD on gendered economic development in Turkey. One postdoc was mentored on her project on the securitisation of tourism. (iii) Support and develop international networking to facilitate the exchange of ideas, research and policy developments, especially between the North and South, and between researchers and policy makers, in the context of UN instruments for promoting women s rights. Assisted the development of international networking and conferences as Board Member of the International Sociological Association s (ISA) Research Committee 02 on Economy and Society. Supported international networking with bodies including: International Sociological Association, Eurostat, University of Rabat, the University of Casablanca, and the EU COST network on femicide. 2) Activities:

Linta Mathews: Gender and climate change (co-supervised with Buscher) Jess Phoenix: Use of police time for domestic violence cases: data from Lancashire Constabulary, (co-supervised with Humphreys and Towers) Supervision of visiting research students, to assist achieving a PhD at their home University: Amalia Gómez Casillas (University of Barcelona) Comparative domestic violence Jan-April Delia Montero Fernández (University of Huelva, Spain) Gender violence in couples using new technologies Jan- March Successful completion of PhD: Ece Kocabıçak: Theorizing the relationship between patriarchies and capitalisms: The case of Turkey. Masters postgraduate taught module Gender and violence ii) Training (short term) Offered expert advice to policy bodies on gender equality and on violence against women, including: Eurostat (European Commission statistical office): Offered advice on developing a survey on gender-based violence.

8 8 The plan builds on previous achievements to pursue the objectives of the Chair in Gender Research: Research: Support and conduct policy-relevant research on gender equality Capacity building: Build capacity in policy-relevant gender equality research; curriculum development; student education and training International exchange: Support and develop international networking to facilitate the exchange of ideas, research and policy developments, in the context of UN instruments for women s rights Research The Chair focus on four inter-related themes: Gender and violence o developing the measurement of the gender dimension of violence o explaining changes in domestic violent crime o investigating trafficking in human beings, especially its gender dimension Gender and crisis o investigating the gender dimensions of economic crisis as it cascades through society and identifying points of intervention Measurement o developing the measurement framework and data for gender (in)equality in the context of the Sustainable Development Goals Theory of change o Investigating variations in gender regimes and institutions to develop the theory of change to underpin effective policy interventions Capacity-building Capacity-building will be built by developing: administrative capacity; colleague involvement internally, externally, internationally; external presence; and resources: Develop the Violence and Society Centre, increasing administrative capacity. Develop postgraduate education and training Consolidate and develop events to increase opportunities for cooperation o Annual lecture o Annual external facing symposium o Ad hoc workshops International networking for research and policy development Contribute to the building of international exchange, networking and cooperation: o Develop international engagement with relevant entities including: UNESCO, other UN entities (including UN Women), international social science (including International Sociological Association) o Develop the Chair and Lancaster as nodes in international networks for research and policy development for gender equality Funding The resources to implement this programme are being sought, including from ESRC and
9 9 the Humboldt Foundation. Appendix: 1) Human Resources The Chairholder, Professor Walby, is a Distinguished Professor in the Department of Sociology at Lancaster University, UK (full-time). One Senior Research Associate has been working with the Chair at Lancaster (part-time; temporary). A Research Administrator (part-time, temporary) has been appointed to the Violence and Society Centre. ESRC Global Challenges Research Fund supported a Postdoctoral fellowship, held by Sarah Becklake on Touristic securitisation External research funding has enabled the funding of the Senior Research Associate, postdoctoral fellow, research students and a part-time research administrator. The University provides offices with appropriate equipment (including computer and phone) for the Chair holder and shared office space for the Senior Research Associates, postdoctoral fellow and research students. There is support from the Departmental secretarial and administrative staff, for example for the web-site; and from University and Faculty administrative staff, for example, with finance. Two PhD students were funded by the UK Economic and Social Research Council. Two Visiting Research Students were funded by their home universities in Spain: (University of Barcelona, and University of Huelva). The Senior Research Associate was funded by external grants from Citizens Advice, Lankelly Chase and Nelson Trust. The postdoctoral fellow was funded by an external grant from the Economic and Social Research Council. One new award was achieved during 2017 (for the period ): Humboldt Foundation, Anneliese Maire Research Award, for Sylvia Walby, to be administered by the University of Duisberg-Essen (Germany), 250,000.
