1 Appendix M PARLIAMENTARY, GLC AND GLA ELECTIONS IN HARROW, This Appendix sets out results for Parliamentary, Greater London Council (GLC), European Parliament, Mayor of London, and Greater London Assembly (GLA) Elections. The format is similar to the main results tables except for the inclusion of an extra column showing the % share of the vote achieved by each candidate. A cross (+) before the name of a candidate in 1979 indicates either a member of the previous ( ) Parliament, or before the name of a candidate in 1981 a member of the previous ( ) Greater London Council. An asterisk (*) indicates a forfeited deposit. Turnout is based on the number of valid votes cast. Polling dates for the various elections were as follows: Parliamentary 1979 Thursday 3 May 1992 Thursday 9 April 1983 Thursday 9 June 1997 Thursday 1 May 1987 Thursday 11 June 2001 Thursday 7 June GLC 1981 Thursday 7 May European 1979 Thursday 7 June 1994 Thursday 9 June 1984 Thursday 14 June 1999 Thursday 10 June 1989 Thursday 15 June Mayor/GLA 2000 Thursday 4 May In 1979 the European Parliament constituency of London North-West comprised the following constituencies: Brent East Harrow Central Barnet, Chipping Barnet Brent North Harrow East Barnet, Hendon North Brent South Harrow West Barnet, Hendon South Between 1984 and 1994 the European Parliament constituency of London North-West comprised the following constituencies: Brent East Harrow East Hillingdon, Hayes and Harlington Brent North Harrow West Hillingdon, Ruislip-Northwood Brent South Hillingdon, Uxbridge At the 1999 European Parliament Election an ordered party regional list (without choice) form of proportional representation was used. Seats were allocated between lists in proportion to the votes received using the d Hondt (largest average) method. (See E. Lakeman and J.D. Lambert, Voting in Democracies, Faber and Faber, London, 1955, p. 87.) For the election Harrow, and indeed the whole of the London North-West constituency, was subsumed within the London region, which returned 10 MEPs. For the first time voting statistics at the Parliamentary constituency level were made available. The 2000 Mayor of London election used the Supplementary Vote system. If no candidate secured over half of the first choice votes, then all but the top two candidates were eliminated. Any valid second choice votes from those eliminated were allocated to the two candidates left in the race. In 2000, the Greater London Assembly was elected by an Additional Member System. Fourteen members were elected from traditional constituencies by the first-past-the-post method. The London Boroughs of Brent and Harrow were combined to form one of these constituencies. Voters also cast ballots for the additional eleven members of the GLA, by voting for a party list or for individual candidates. Having taken into account seats won by each party from the constituencies, the additional seats were allocated (using the d Hondt formula) among those parties winning over 5% of the entire London vote. Alternatively, consult House of Commons Library Research Paper 00/53: The Local Elections and Elections for a London Mayor and Assembly, 4 May 2000.) Approximately 33.3% of electors in Brent and Harrow (and 35.2% of electors in Greater London as a whole) participated in the election. It is clear that the new voting systems caused considerable confusion because there were many rejected votes. 89
