6 Challenge Ø EU Energy/Climate goals Ø Their achievement rests also on highly integrated and highly efficient energy systems Ø Cities play important role in this energy transition
7 Scope Ø Deploy and test integrated innovative solutions for Positive Energy Blocks/Districts in the Lighthouse Cities. Ø Interaction and integration between the buildings, the users and the larger energy system. Ø Implications of increased electro-mobility, its impact on the energy system and its integration in planning.
8 Definition Positive Energy Blocks/Districts: Ø consist of several buildings (new, retro-fitted or a combination of both) that actively manage their energy consumption and the energy flow between them and the wider energy system. Ø have an annual positive energy balance. Ø make optimal use of elements such as advanced materials, local RES, local storage, smart energy grids, demand-response, cutting edge energy management (electricity, heating and cooling), user interaction/involvement and ICT. Ø are designed to be integral part of the district/city energy system and have a positive impact on it. Their design is intrinsically scalable and they are well embedded in the spatial, economic, technical, environmental and social context of the project site.
9 Assessing Positive Energy Blocks/Districts Ø New Building Energy Specification Table BEST 2018 Ø As Primary Energy Factors used for energy balance calculations differ substantially depending on the framework, we evaluate: Ø energy need, Ø RES produced locally and Ø energy flows through test site boundaries. Ø BEST 2018 overview of proposed measures Ø Assess ambition of the project and will facilitate comparison
10 BEST Building Energy Specification Table (Best 2018) Qualitative description of elements/solutions for Positive Energy Block/District Overview table for SCC version As stated in the Scope: "Integrated innovative solutions for Positive Energy Blocks/Districts will be developed and tested and performance- monitored in the Lighthouse Cities". As Primary Energy Factors used for energy balance calculations differ substantially depending on the framework, for this BEST table we evaluate only energy need, RES produced locally and energy flows through test site boundaries. Please propose an ensemble of measures and innovative solutions that will enable large scale roll- out of Positive Energy Blocks/Districts and describe them in this Annex. Keep in mind that the aim is s to go beyond "nearly Zero Energy Building" (NZEB) status and towards Positive Energy Blocks/Districts. The overview shall help to assess the ambition of the project and will facilitate comparison between proposals. 13 Proposals should also Ø Focus on mixed use urban districts and positively contribute to the overall city goals Ø Develop solutions that can be replicated/gradually scaled up to city level Ø Make local communities and local governments (particularly city planning departments) an active and integral part of the solution, increase their energy awareness and ensure their sense of ownership of the smart solutions
14 Ø Promote decarbonisation, while improving air quality. Ø Extensive performance monitoring Ø Incorporate all relevant performance data into the Smart Cities Information System database (SCIS)
15 Projects should also deliver: Ø Effective business models for sustainable solutions Ø Practical recommendations arising from project experience on: Ø regulatory, legal aspects and data security/protection; Ø gender and socio-economics Ø storage solutions (from short-term to seasonal); Ø big data, data management and digitalisation; Ø electro-mobility: i) its impact on energy system and ii) appropriate city planning measures to support large scale roll-out;
16 City-vision 2050 Ø Each Lighthouse City and Follower City will develop, together with industry, its own bold city-vision for Ø The vision should cover urban, technical, financial and social aspects. Ø Each vision should come with its guide for the city on how to move from planning, to implementation, to replication and scaling up of successful solutions.
17 Eligibility and admissibility conditions p.130 Ø Consortia shall be composed of 2 lighthouse cities and at least 5 follower cities. Ø By the call deadline, all lighthouse cities must have a validated: i) Sustainable Energy Action Plans (SEAP) or ii) Sustainable Energy (and Climate) Action Plans (SECAP) or iii) a similar, at least equally ambitious, plan. Ø A city can be funded as a lighthouse city only once under Horizon 2020.
18 Eligible costs Ø are primarily those that concern the innovative elements of the project needed to: Ø connect and integrate buildings; Ø enable Positive Energy Blocks/Districts; Ø foster innovative systems integration; Ø complement the wider energy system.
19 Non eligible costs Ø Costs of commercial technologies are not eligible, for example: Ø Buildings: purchase, construction, retrofitting and maintenance; Ø Electric vehicles and charging stations: purchase, installation and maintenance; Ø City-level ICT platforms: purchase, development and maintenance; Ø Standard, commercially-available RES: purchase, development and maintenance
20 Cooperation Ø Projects are expected to cooperate with other Smart Cities and Communities projects funded under Horizon 2020 as well as the European Innovation Partnership on Smart Cities and Communities (EIP-SCC). Ø earmark appropriate collaboration resources (5% of the requested EU contribution)
