1 EU Level approaches to Urban Development Dr. Henriette van Eijl, EC DG MOVE Disclaimer: This presentation is based on the Commissions' original proposal from November 2011 plus our best understanding of the results of the interinstitutional process that followed. At this moment no final decision taken by Parliament and Council on the agreed budget and modifications in structure and contents. But we expect such a decision soon, once the MFF has been decided and the overall envelope for Horizon 2020 defined.

9 Convergence (2): Horizon2020 contains many topics for urban development some examples: Transport societal challenge: Five urban mobility topics, with a tentative total EU budget of 106,5 Million Euro (CIVITAS and others) ITS, logistics, infrastructure and socio-economic topics Energy societal challenge: Enhancing the capacity of public authorities to plan and implement sustainable energy policies and measures Public procurement of innovative sustainable energy solutions

10 Convergence (3): Horizon2020 "smart cities" and EU policy objectives Energy work-programme : "Lighthouse projects" for smart cities Integration of: Low energy districts Integrated infrastructures Sustainable urban mobility Conditions Consortia: industry & cities (2-3 cities follower cities) Part of ambitious urban plan Funding from other parts secured

11 Convergence (4): Sectors and Partners: European Innovation Partnership in Smart cities and communities Focus: Implementation of innovation results in cities How: Ø Accelerating full-scale deployment of smart city solutions at intersection of Energy, Transport and ICT Ø Using many types of actions, BUT it is not a funding instrument Ø Creating much stronger cooperation between industry, policy makers research, cities and other end-users

14 Possible actions organised by the EC in support of implementation of the EIP smart cities: Support sharing know-how across Europe: companies, cities and other organisations/ networks Co-fund deployment of smart cities innovations: Horizon2020, Cohesion Funds Develop the best EU innovation policy and regulatory framework to drive innovation and scale.
