1 EIPAC 2017 Annual eport Message from Gaddi Vasquez, Senior Vice President, Government Affairs As we face the challenges ahead in 2018, effective political engagement is more important than ever for our company s customers, shareholders and employees. EIPAC is an essential part of our external engagement strategy and your voluntary contributions make the difference. This report provides all of our members an overview of our accomplishments and a preview of what s in store in the months ahead. I d like to personally thank each of you who supported EIPAC during Without your support, we wouldn t be as effective as we need to be in engaging with policy makers in the nation s capital. I m excited to share that we have a solid plan in place to grow EIPAC this year. It has been some time since we communicated with every eligible employee about the opportunity to voluntarily participate in EIPAC, and we will do so this year. In addition, special member events will be held with key elected officials and senior officers, and we are going to bring back our PAC Champion Network to expand peer-to-peer dialogue about EIPAC across all operating units of the company. If you are interested in assisting with our efforts in any way, please contact me or Lisa Calderon at lisa.calderon@edisonintl.com. We would love to hear from you and will certainly use your talents in growing EIPAC in 2018 and beyond. Thanks again for your support. Gaddi Legislative Update Environment: The federal government s reversal on the Clean Power Plan and potentially the California wavier on vehicle emission standards has refocused legislative and regulatory efforts on preserving California s environmental standards. We are working with regulators to consider California s efforts in these areas and also working with them on other areas to help facilitate needed infrastructure development. Energy Policy: Comprehensive energy policy continues to be a topic of discussion in Washington. We will work to ensure that a comprehensive energy bill incorporates our energy priorities. Public Utility egulatory Policies Act (PUPA) reform and energy efficiency standards are among a number of issues that could be addressed in a major energy bill. EV eployment: Transportation Electrification deployment is vital to addressing carbon reductions mandated by California. Federal tax policy is critical to meeting those goals and metrics. Edison worked hard in 2017 to protect electric vehicle tax incentives in comprehensive tax legislation. We will work to protect EV tax incentives. Cyber Security: Protecting critical infrastructure, such as the electric grid, from cyber threats is a shared responsibility by the government and the private sector. Edison supports policies that: facilitate coordination between the government and critical infrastructure sectors; improve information sharing capabilities, tools, and technologies; and enhance resilience, response, and recovery efforts. EIPAC Mission The mission of the Edison International Political Action Committee (EIPAC) is to encourage Edison employees to participate in the political process and support candidates who share our company s perspective on key business issues. EIPAC is non-partisan and not affiliated with any political party, candidate, or organization. It is supported solely through voluntary contributions from eligible Edison employees. 2 Myths vs. Facts With all the spin associated with political campaigns, sometimes it is difficult to sort out the real facts. We thought we d take some time in this issue to dispel some of the myths about PACs. Myth Fact Politics really doesn t affect me. Just because you don't pay attention to politics doesn't mean that political decisions don't affect you and Edison. Government decisions can have a tremendous impact on the company and affect all of our livelihoods. It's vitally important that we understand that EIPAC represents our interests on the issues we share as a company. Moreover, EIPAC is designed to facilitate the political involvement of employees -- like you -- who are neither politically active nor inclined, yet who recognize that they have citizen responsibilities. If you decide to participate in EIPAC, you will be joining your colleagues in promoting our shared political interests. If you simply don t make that decision, you have decided to let others determine the political fate of our company. For Edison, that's a risk we can't afford to take. Myth Fact My PAC contributions pay for the administration of the PAC. No, 100% of your PAC contribution goes to candidates. PAC administration expenses are paid by the company, as allowed by the Federal Election Commission. HOW A BILL BECOMES LAW Bill introduced in House of epresentatives Bill introduced in Senate eferred to House committee and subcommittee CONGESS Conference committee writes compromise bill that melds House and Senate versions. eferred to Senate committee and subcommittee Voted on by full committee House and Senate vote on compromise bill. 3 Treasurer s eport This report provides information regarding 2017 EIPAC receipts and expenditures. Also included is an overview and breakdown of the PAC s activities, including contributions by political party, state, and individual contributions made in each state. In 2017, EIPAC raised $188,977 (up from $168,733 in 2016). In turn, EIPAC contributed $225,900 to candidates and committees in Because EIPAC lost many senior executive PAC members to retirement, these figures actually represent a successful effort to recruit new members to compensate for the loss of these longstanding EIPAC members. This year, we seek to rebound from the loss of the retired senior-level PAC members as we face the midterm elections that could bring major changes for the company, industry, and country. As you know, EIPAC is funded solely by eligible Edison employees and their spouses. EIPAC is only as strong as we make it. Your support of EIPAC allows our company to support those candidates who know our industry, understand our issues, and will work with us to design the best strategies and policies for all involved. If you have any questions or comments about this information, please feel free to contact Lisa Calderon at lisa.calderon@edisionintl.com. If you would like more information about specific contributions to candidates, please visit the Federal Election Commission s website at Cary avidson, EIPAC Treasurer Total Contributions to Candidates By State O CA $108.4k AK UT epublicans $104,200 TX $4.5k Party Breakdown Non Partisan $7,000 WI $10k IL $4k KY $4k VA EIPAC supports our engagement with members of Congress across the country. emocrats $114,700 MA $2k CT M $5k EIPAC Annual eport 3 Non Partisan PAC contributions include the Edison Electric Institute Political Action Committee. Political Action Committees are an effective way for employees to support candidates for office who have our best interest in mind. The PAC supports candidates who are willing to listen to our position on issues of interest to the company and our employees. The company is permitted to fund the administrative costs associated with operating a PAC ensuring the total amount of all contributions to EIPAC are used only to help elect candidates. This is the reason EIPAC is critical to our success in the political arena. EIPAC Annual eport 4

PAC dollars allow our advocates to strengthen Edison s relationship with our elected officials and candidates and continue to engage with them on policy issues that affect our business and industry. My PAC membership has not only served me as an Edison employee, it has also made me a more educated voter, allowing me to participate in events featuring elected officials and candidates, including those in my district, and to learn more about their policy priorities. EIPAC Champion Program As employees of Edison, we have the right and responsibility to participate in the political process to fulfill our responsibilities to our customers and shareholders. One of the easiest and most effective ways for us as employees to fulfill this responsibility and to be politically active is through the EIPAC Champion Program.
