3 3 The meeting was co-chaired by Dr Sitokozile Sibanda, Chief Veterinary Research Officer, representing the Chair of SADC, Zimbabwe and Dr Moses Mauraihungiriri, Director of Fisheries in Namibia. 1. OPENING REMARKS 1.1 The representative of the SADC Chair Zimbabwe, Dr Sitokozile Sibanda, and Chief Veterinary Research Officer opened the meeting. 1.2 In her remarks, she stressed that fisheries is globally considered as one of the fastest growing animal food producing sector and is expected to be instrumental in providing solutions for global food and nutrition security for the increasing world s population, if exploited sustainably. This is especially so for the developing countries as fish provides a cheap but important source of animal protein. She noted that the 34 th SADC Technical Committee meeting on Fisheries would consider, amongst other key documents, the draft SADC Aquaculture Strategy, the draft SADC Aquatic Animal Health Strategy and the SADC Action Plan to combat IUU fishing and their alignment to the SADC Regional Agricultural Policy (2014), Regional Indicative Strategic Development Plan ( ) and the Pan African Policy and Reform Strategy for Fisheries and Aquaculture (2014). 1.3 The Chair expressed satisfaction that the meeting would provide a necessary platform for information sharing and future development of the fisheries sector regionally. She indicated that in Zimbabwe they have for the first time included aquaculture into their draft National Livestock Development Policy, as they recognise that aquaculture should be at the forefront of the fisheries sectoral development and it is expected to provide answers to the global decline in capture fisheries. She concluded by expressing her profound gratitude to the Government of South Africa and the people of South Africa for their warm hospitality in hosting the meeting. 2. WELCOMING REMARKS The delegates were welcomed by Mr. Mqondisi Ngadlela, Director of Fisheries International Relations at the Department of Agriculture, Forestry and Fisheries of South Africa. He assured the delegates of South Africa s pleasure to host the meeting. He also apologised for the electricity load shedding that had been an inconvenience for the meeting and wished the meeting fruitful deliberations. 3. ATTENDANCE 3.1 The Technical Committee meeting was attended by all 15 SADC Member States: Angola, Botswana, Democratic Republic of Congo, Lesotho, Malawi, Madagascar, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, United Republic of Tanzania, Zambia and Zimbabwe.

4 4 3.2 The following development partners we also represented: African Union Inter- African Bureau for Animal Resources (AU-IBAR), Food and Agriculture Organization of the United Nations (FAO), Indian Ocean Commission (IOC)/SmartFish, Lake Tangangika Authority (LTA), New Partnership for Africa s Development (NEPAD), Stop Illegal Fishing (SIF), WorldFish Centre (WFC), and World Wide Fund for Nature (WWF). Attendance list is in Appendix ADOPTION OF AGENDA The Fisheries Technical Committee (FTC) considered and adopted the agenda with amendments. 5. REVIEW OF 2013 RECORD AND MATTERS ARISING The FTC noted and approved the Record of their 33 rd Meeting. Matters arising were also satisfactorily addressed. 6. PROGRESS REPORT ON THE IMPLEMENTATION OF FISHERIES PROGRAMMES BY THE SADC SECRETARIAT The FTC considered and adopted the progress report submitted by the Secretariat. 7. SADC AQUACULTURE STRATEGY 7.1 The FTC noted that aquaculture offers potential for reducing pressure on capture fisheries, contribution to food and nutrition security, poverty reduction, and employment and wealth creation. 7.2 The FTC recalled that in 2011, Ministers responsible for Environment and Natural Resources at their meeting held in Windhoek, Namibia, approved the development of a framework to guide aquaculture development in the SADC Region. To this end, they established a Working Group on Aquaculture under the leadership of Namibia. The Working Group met 3 times, in 2013 in Namibia and in Angola, and in 2015 in South Africa. 7.3 The FTC also recalled that at its meeting held in 2013 in Swakopmund, Namibia, it received a report on the development of the Aquaculture strategy. 7.4 The FTC considered the final draft SADC Aquaculture Strategy which has 6 strategic objectives to: (a) Increase the current levels of annual production of aquaculture in the SADC region while ensuring environmental sustainability, (b) Promote the responsible, equitable and sustainable development of aquaculture in order to improve food, income and nutrition security in the SADC region,

5 5 (c) Improve market access and efficient supply chains and product diversification in the SADC region, (d) Enhance resilience to Climate Change, (e) Establish an institutional framework for effective governance and best practices management of aquaculture in the Region, and (f) Mainstream cross-cutting issues in the SADC region. 7.5 The FTC noted that the strategy also includes a situational analysis, vision, mission, intervention areas and implementation mechanisms. The FTC welcomed the developed strategy, however, highlighted the need to incorporate the following inputs into the strategy to further improve it: a) The role of the private sector which was not well articulated, b) The document should be costed accordingly so that the Secretariat can have enough information for resource mobilization, c) The role of the Secretariat in coordinating development of common areas such as research and zoning so that they become more cost effective, and d) The issues of fish diseases should be adequately addressed in the document. DECISION The FTC endorsed the draft Aquaculture Strategy in principle subject to the incorporation of the comments provided by the FTC meeting of April 2015 and recommended it for Ministerial approval The SADC Secretariat should facilitate the incorporation of the comments and convene another meeting of the Working Group on Aquaculture to validate the final SADC Regional Aquaculture Strategy, considering the willingness of the Government of Seychelles to host such a meeting The SADC Secretariat should submit a formal request to AU-IBAR including all the background documents to support the meeting of the Aquaculture Working Group. 8. REPORT OF THE 3 RD MEETING OF THE SADC TASK FORCE ON IUU FISHING The FTC noted the report of the 3 rd Meeting of the SADC Task Force on Illegal, Unreported and Unregulated (IUU) Fishing which was held at Birchwood Hotel and O.R. Tambo Conference Centre during April 2015 in Johannesburg, South Africa.

6 6 8.1 Implementation of the SADC Statement of Commitment on IUU fishing (SoC) The FTC recalled that IUU fishing remains one of the greatest threats to the sustainability of fisheries resources and to the livelihoods of fishing communities. Combating IUU fishing cannot be successfully done by one country because it is a global challenge that requires global efforts The FTC noted that although the SADC SoC has all the necessary mechanisms to eliminate IUU fishing in the region, its effectiveness is limited by the lack of funding and the slow process of establishing the SADC Regional Fisheries Monitoring, Control and Surveillance (MCS) Coordination Centre. 8.2 SADC Action Plan to combat IUU fishing The FTC noted the revised SADC Action Plan to combat IUU fishing which aims to operationalise the SADC SoC The FTC considered the revised IUU Action Plan which is aligned to the SADC Regional Indicative Strategic Development Plan ( ). DECISION The FTC approved the amended SADC Action Plan on IUU fishing for presentation to the Ministers for noting. 8.3 Financing mechanisms for the SADC Regional Fisheries MCS Coordination Centre The FTC noted that the delay in the establishment of the SADC Regional Fisheries Monitoring, Control and Surveillance Coordination Centre (RFMCSCC) is affecting the region s collective efforts to arrest IUU fishing activities. Consequently, it has resulted in some of the deadlines set for activities stipulated in the IUU Action plan not to be met The FTC recalled that the commitment for the establishment of the Regional MCS Centre is reflected in Article 5 of the SADC Statement of Commitment. To this end, Ministers responsible for Environment and Natural Resources approved that the Centre be located in Mozambique The FTC also recalled that in 2011, Ministers also approved the project proposal to facilitate the establishment of the Centre. Since funding is still not available to fund the Centre, there is need to intensify resource mobilisation by both Member States and the SADC Secretariat The FTC noted that the SADC Task Force on IUU fishing would like to continue to implement the Ministerial decision of 2013 on convening of a donor s conference, in order to engage them for the purpose of supporting the establishment of the Centre.

7 The FTC noted that Mauritius expressed reservation to the SADC RFMCSCC being governed by a Charter and that they do not support separate ad-hoc Member State funding for the Centre. DECISION The FTC encouraged the convening of a donors meeting as per Ministerial decision of The FTC requested the Secretariat to apply for a regional Technical Cooperation Programme (TCP) for the establishment of the SADC RFMCSCC to the FAO Sub- Regional Office in Harare, Zimbabwe by May The FTC also requested the Secretariat to facilitate immediate implementation of activities in the SADC Action Plan to combat IUU fishing which do not have financial implications as recommended by the Task Force on IUU fishing, this includes the questionnaire survey on the status of MCS in Member States The FTC endorsed the recommendation of the Taskforce on IUU Fishing for Member States to investigate possibilities for financially supporting the establishment of the Centre including in kind contributions. 8.4 Terms of Reference for the SADC Task Force on IUU Fishing The FTC considered the revised Terms of Reference (TORs) for the SADC Task Force on IUU fishing The FTC commended the Task Force and the Secretariat for a job well done in revising the TORs. DECISION The FTC approved the revised TORs of the SADC Task Force on IUU fishing, and recommended them for presentation to the Ministerial meeting for noting The FTC approved the report of the 3 rd meeting of the Task Force on IUU Fishing held on April 2015 in Johannesburg, South Africa. 9. SADC AQUATIC ANIMAL HEALTH STRATEGY 9.1 The FTC recalled Article 13.9 of the SADC Protocol on Fisheries regarding monitoring and exchange of information on diseases and the spread of diseases of relevance to cultured aquatic species. 9.2 The FTC noted that in the last 10 years the region had suffered the incursions of three significant aquatic diseases: Epizootic Ulcerative Syndrome (EUS) of cultured and

8 8 wild finfish in the Chobe-Zambezi River, white spot diseases (WSD) of cultured shrimp in Mozambique and Madagascar and abalone viral disease in South Africa. 9.3 The FTC also noted that in response to these diseases, the Member States in collaboration with FAO developed the draft SADC Aquatic Animal Health Strategy. The Strategy aims to support the improvement of aquatic biosecurity; the development of aquatic animal health management capacity; the preservation of aquatic biodiversity; the improvement of food security, nutrition and safety; and sustainable management of aquatic resources in the SADC Region, through such actions as improved awareness of and risk mitigation for OIE-listed and other serious diseases transmitted by live aquatic animals and their products, and enhanced coordination between key role players involved in aquatic animal health. 9.4 The FTC further noted that the Strategy has the following intervention areas: Policy and legislation; Risk analysis; Pathogen list; Disease diagnostics; Border inspection and quarantine; Surveillance, monitoring and reporting; Emergency preparedness and contingency planning; Research and development; Communication; Human resources and institutional capacity development; Infrastructure; and Regional and international cooperation. 9.5 The FTC considered the draft strategy and made the following recommendations: a) The strategy should be translated into French and Portuguese. b) The strategy should be aligned to the SADC policy and legal framework; and c) Once finalised and translated the strategy be circulated to Member States. DECISION The FTC endorsed the strategy and recommended it for Ministerial approval in principle pending the incorporation of comments raised by the FTC on April PRESENTATIONS BY PARTNERS The FTC noted presentations by AU-IBAR, FAO, IOC/SmartFish, LTA, NEPAD, SIF, WFC, and WWF. 11. PRESENTATIONS BY MEMBER STATES The FTC noted the national reports presented by Angola, Botswana, Lesotho, Malawi, Madagascar, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, United Republic of Tanzania, Zambia and Zimbabwe. 12. FINANCING OF FISHERIES AND AQUACULTURE PROGRAMMES 12.1 The FTC noted that resource constraints are one of the major factors that limit the implementation of the SADC Protocol on Fisheries at regional level.

9 The FTC recalled that at its 33 rd meeting it requested the SADC Secretariat to work with WWF in securing resources for the implementation of SADC fisheries programmes The FTC noted that to this end the Secretariat has approached development partners to support some of the key SADC fisheries programmes The FTC also noted that the following development partners have expressed interest in supporting the establishment of the SADC RFMCSCC, fish trade and aquaculture in the region: the African Development Bank (AfDB); the African Union through AU-IBAR; the European Union; the German Government; and the WorldFish Centre. This includes hosting of regional fisheries and aquaculture meetings The FTC further noted that the Secretariat also partnered with WWF through the signing of the Memorandum of Understanding (MOU), which will improve cooperation and enhance efforts in further mobilising resources. DECISION The FTC requested the SADC Secretariat to further intensify its efforts in working with all partners to secure resources for the implementation of the SADC fisheries and aquaculture programmes. 13. HARMONISATION OF FISHERIES POLICIES IN SADC 13.1 The FTC noted that policy harmonisation is at the core of regional integration, as per SADC Treaty and Article 8 of the SADC Protocol on Fisheries The FTC recalled that at its 33 rd meeting it requested the SADC Secretariat to submit a request to WWF for Fisheries policy harmonisation in SADC and have this exercise carried out before its 34 th FTC meeting. The Committee noted that to this end the Secretariat and WWF signed the MOU during the last part of The FTC also noted that due to the delays in the signing of the MOU between the Secretariat and WWF, the fisheries policy harmonisation work could not be initiated in time. DECISION The FTC requested the SADC Secretariat to proceed with WWF and other partners to facilitate the Fisheries policy harmonisation exercise before the end of DATE AND VENUE OF THE NEXT MEETING The FTC agreed that the meeting would be hosted during April 2016 in Botswana. The host country will liaise with the Secretariat for the preparation of the meeting.

10 PARTICIPATION AT THE FTC MEETINGS The FTC noted that the following development partners, through existing partnership programmes, offered to support the participation of Member States at the next FTC meeting: AU-IBAR, FAO, NEPAD, WFC, and WWF. 16. ADOPTION OF THE RECORD OF THE 34 TH SADC TECHNICAL COMMITTEE ON FISHERIES MEETING The FTC adopted the record of the meeting as a true reflection of the deliberations and decisions of the Committee. 17. MEETING DOCUMENTS The members of the FTC received copies of all reports and presentations presented in the meeting by Secretariat, partners and Member States. 18. CLOSURE The Chair provided the closing remarks by thanking everyone for their positive participation and contributions to the meeting. She also thanked the SADC Secretariat for organizing the meeting in South Africa and supporting Member States participation. She further emphasized the importance of the work of the Task Force on IUU fishing and encouraged improved engagements and implementation of the agreed actions to ensure that the region succeed in combating IUU fishing.
