World Bank funding for SADC s CAADP related activities are financed from the CAADP Multi Donor Trust Fund. The CAADP MDTF was established at the World Bank in September 2008 and a series of child trust funds (CTF) have been established for African institutions to provide programmatic financing for their medium term plans in support of CAADP processes. The Project Development Objective of the CTF Grant to SADC is to support an improved enabling environment for African agricultural programs and 1/4/2016 Page 1 of 11

2 policies at national and regional level. The Grant is expected to support SADC s regional integration objectives in policy harmonization and adoption, the delivery of more effective TA to support national and regional stakeholders; improved capacity of national actors to plan, program and undertake analytical work and policy dialogue; strengthened implementation of strategic work at country and regional level; and greater harmonization and alignment of development activities and DPs around agreed upon priorities for the sector. An initial Grant in the amount of US$3.9 million for SADC Secretariat s CAADP activities became effective October 13, 2013 and is scheduled to close December 31, The grant to SADC was among the last two to be issued by the MDTF after delays experienced by the World Bank in obtaining the necessary parent fund grant extensions by some of the donors. A partial cancelation of the Grant in the amount of US$1.4 million took place in July The cancelled funds were redirected to the parent CAADP MDTF to enable better support to SADC s CAADP country processes through an alternative mechanism within the Bank-executed part of the MDTF and to assist SADC to more effectively focus remaining funds and efforts on activities that could be delivered within their implementation capacity. Cumulative disbursements currently at US$1.9 million to-date, which represents approximately 77% of the remaining balance of the US$2.5 million. The CTF Grant is scheduled to close on December 31, Key Achievements. Following a slow start in grant implementation and partial cancellation of the Grant SADC has made good progress on implementing its 2015 work program, particularly in the latter half of the year. The CTF Grant has helped SADC contribute to a number of important initiatives that advance the SADC region s agriculture and CAADP agenda. The CTF Grant also heightened awareness of CAADP processes in SADC Secretariat and its Member States and enabled SADC-FANR to engage in CAADP at regional and continental level in ways that it was not able to achieve prior to establishment of the Grant. Specific achievements include: SADC Regional Agricultural Policy. SADC has continued to advance its regional agricultural agenda through the SADC Regional Agricultural Policy (RAP), a regional policy, planning, and programming initiative that will provide a framework for formulating a comprehensive set of regional programs to advance sustainable agricultural development and food security in the region. CTF Grant resources have been used to finance a stakeholder consultations and design work around the SADC RAP through support for convening the RAP technical working group and facilitating FANR s coordinating of national consultation process around the RAP. Grant financing has functioned as important complementary financing for RAP together with technical support from FAO and additional financing from USAID. The RAP was endorsed by the SADC Council in August 2014 and the associated Regional RAP/CAADP Compact was expected to be signed in 2015 but is now scheduled for signing in May 2016 at the next SADC Ministers of Agriculture meeting. Regional policy dialogue around RAP/CAADP technical themes. CTF funds were also used to finance as well as a range of detailed technical work under the RAP framework focusing on advancing a number of on-going initiatives around agriculture and natural resources. This included technical expertise and stakeholder consultations to draft the Food and Nutrition Security Strategy, which was subsequently submitted and approved by Ministers of Agriculture in July 2014 and later endorsed by the SADC Council and Summit. CTF grant funds were also used to co-finance work on the following: Inclusive Rural and Agricultural Financing Stakeholder Consultation (co-sponsored by FinMark Trust); SADC Aquaculture Strategy; Climate Change and Green Economy Strategies; Plant Breeders Rights Protocol Workshop; Technical Committee and Working Group on Environment; Anti-Poaching Strategy; SADC United Nations Convention to Combat Desertification (UNCCD) Workshop; SADC Climate Change Yearbook; Regional Financial Food Reserve Facility (Workshop); SPGRC Technical Committee Meeting; Livestock Commodity Based Trade (CBT) Workshop; Livestock Technical Committee Meeting. Much of the RAP-related thematic or sub-sector policy dialogue and strategy development listed above was co-financed with CTF Grant resources and other donor partners or SADC Member State contributions. The added value provided by the CTF Grant was to enable SADC to expand and deepen stakeholder consultation beyond what was normally planned or to fill gaps in technical design work or technical consultation. This helped increase the visibility of SADC and created greater ownership by stakeholders over the RAP/CAADP agenda. Additional Grant resources also increased the effectiveness of and accelerated process of decision making which can be lengthy in past SADC experience. Good progress was achieved on a number of agenda items in a short space of time. Country CAADP Support. Much of the planned country CAADP support activities were reduced through the partial cancellation, which was intended to redirect funds to the Bank-executed TA Fund to support delivery of the planned TA activities on behalf of SADC through a service agency arrangement. As a result, SADC-FANR country CAADP support activities were primarily confined to limited engagements with Botswana and Namibia, and two regional meetings of national CAADP focal points to work on common CAADP M&E systems under SADC-FANR regional strategies and Malabo, identify priorities relevant for the regional agricultural policy (RAP) initiative, and to sensitize stakeholders on Malabo processes and initiate biennial reporting to the African Union Heads of States and Government annual summits on the CAADP Results Framework. These activities were undertaken together with NPCA, who also played a key role in providing technical assistance and support SADC Member States in their national CAADP processes when SADC-FANR was unable to dedicate staff. NPCA provided support directly through its own funds for Namibia, Botswana, South Africa, Lesotho and Mozambique national CAADP processes. The status of CAADP in SADC Member States is as follows: Angola (compact signed, NAIP in process), Botswana (compact under development), DRC (compact signed, NAIP completed), Lesotho (compact signed, NAIP in process), Madagascar (compact signed, NAIP in process), Malawi (compact signed, NAIP completed),mauritius (compact signed, NAIP in process), Mozambique (compact signed, NAIP completed), Namibia (CAADP process about to be launched), Seychelles (compact signed, NAIP in process), South Africa (compact about to be signed), Swaziland (compact signed, NAIP in process), Tanzania (compact signed, NAIP completed), Zambia (compact signed, NAIP completed), Zimbabwe (compact signed, NAIP completed). 1/4/2016 Page 2 of 11

5 At approval the project identified the following risks as moderate: 1. Stakeholder Risk:Low levels of political support could delay roundtable processes and limit allocation of national and regional budgets to support CAADP related programs 2. Implementing Agency Risk: Limited capacity exists within SADC-FANR to undertake activities and functions of CTF. Current financial management staff complement is insufficient to meet the demands under the grant. In addition, existing procurement staff may not be able to dedicate sufficient time to the grant. 3. Project Risk - Design: Risk of poor technical assistance and analysis delivered at country and regional level, and limited coordination amongst CAADP support institutions 4. Delivery Monitoring and Sustainability: No formalized SADC Secretariat-wide M&E system is in place and this could impact efficient and accurate tracking and monitoring of implementation progress and outcomes of CAADP activities at the national, regional, and continental level At project close it is clear the implementing agency risk was under-estimated and was quite substantial. Other risks were moderate and mitigation measures put in place were adequate.
