3 About SASPEN Background The Southern African Social Protection Experts Network, SASPEN, is a not-for-profit loose alliance of stakeholders, scholars and consultants who engage with social protection in the SADC region. SASPEN was founded in Johannesburg on May 15, 2012 on initiative of the regional working line social compact of Friedrich Ebert Stiftung who has been extending capacity and organizational support in the beginning years of the network. 9/1/2017 Friedrich-Ebert-Stiftung 3

4 About SASPEN Areas of Focus SASPEN promotes social protection in SADC countries and beyond. SASPEN provides platforms for exchange to foster sensitization and dissemination. SASPEN is a network structure to link social protection experts and institutions with each other. 5 About SASPEN Aims SASPEN aims to be a platform for 1. Sharing of experience and information based on research and indepth knowledge of social protection issues 2. Constructive debate, discourse, discussion and reflection among experts and with stakeholders and role-players, and 3. Rendering a range of services to support the promotion, development and implementation of social protection in SADC countries, with reference also to strengthening social protection floor initiatives on a commissioned, requested or self-initiated basis. 9/1/2017 Friedrich-Ebert-Stiftung 5

6 Social Protection Definitions There is no single definition of social protection. Countries and organizations use the term social protection in different ways Examples: The World Bank (WB) defines social protection as informal, marketbased and public interventions that assist poor individuals, households, and communities to reduce their vulnerability by managing risks better The Department for International Development (DFID) defines social protection as interventions that strengthen the capacity of the poor to protect their consumption and to support household investment in the assets required to manage and overcome their situation 9/1/2017 Friedrich-Ebert-Stiftung 6

7 Social Protection Definitions Examples: The International Labour Organization (ILO) defines to social protection as mechanisms that provide access to health care and protect citizens against the stoppage or reduction of earnings resulting from sickness, maternity, employment injury, occupational diseases, unemployment, invalidity, old age and death. One example of a National Government s definition, is the Malawi National Social Protection Strategy defines social protection as policies and actions that protect and promote the livelihood and welfare of poor and vulnerable people. 9/1/2017 Friedrich-Ebert-Stiftung 7

8 Social Protection Definitions Examples: One of the individuals (shortest) definitions of social protections has been offered by Ferreira and Robalino (2010) Together, social assistance and social insurance make up a countries social protection system. 9/1/2017 Friedrich-Ebert-Stiftung 8

9 Concepts and Frameworks on SP Social Protection Floor (SPF) concept The concept of a social protection floor was proposed by the World Commission on the Social Dimension of Globalization in 2004, when it stated that "a certain minimum level of social protection needs to be an accepted and undisputed part of the socio-economic floor of the global economy." The concept was developed by the ILO as a means to extend the scope of coverage of social protection. It denotes a set of basic social rights, services and facilities to which the global citizen should have access. It consists of a basic set of social security entitlements that are provided in addition to social insurance schemes. 9/1/2017 Friedrich-Ebert-Stiftung 9

10 Concepts and Frameworks on SP SADC Social Protection Instruments: Towards a Minimum Floor Southern African Development Community (SADC) has as its mission the promotion of sustainable and equitable economic growth and socioeconomic development through efficient production systems, deeper cooperation and integration, good governance, and durable peace and security, so that the region emerges as a competitive and effective player in international relations and the world economy 9/1/2017 Friedrich-Ebert-Stiftung 10

11 Concepts and Frameworks on SP Issues to note on the SADC SP Instruments SADC social protection-related instruments include: Declaration and Treaty of the SADC (the SADC Treaty) Charter of Fundamental Social Rights in the SADC (the Social Charter) Code on Social Security, the Protocol on Gender and Development Protocol on Health, Education and the Draft Protocol on Facilitation of Movement of Persons in the SADC SADC Treaty and Protocols to the Treaty, and Social Charter are legally-binding instruments that must be implemented by SADC Member States. However, the Code on Social Security is non-binding, it just provides guidelines on the implementation of social security. 9/1/2017 Friedrich-Ebert-Stiftung 11

12 Concepts and Framework on SP African Union Agenda 2063 This is strategic framework for the socio-economic transformation of the continent over the next 50 years and it builds on, and seeks to accelerate the implementation of past and existing continental initiatives for growth and sustainable development The framework is SP focus with the following (7) aspirations: 9/1/2017 Friedrich-Ebert-Stiftung 12

13 Concepts and Frameworks on SP Aspirations of the African Union Agenda A prosperous Africa based on inclusive growth and sustainable development 2. An integrated continent, politically united and based on the ideals of Pan- Africanism and the vision of Africa s Renaissance 3. An Africa of good governance, democracy, respect for human rights, justice and the rule of law 4. A peaceful and secure Africa 5. An Africa with a strong cultural identity, common heritage, shared values and ethics 6. An Africa where whose development is people-driven, relying on the potential of African people, especially its 7. Women and youth, and caring for children 8. 14 Concepts and Frameworks on SP Sustainable Development Goals Agenda 2030 (17 Goals) The Agenda 2030 is another SP framework which supports comprehensive SP concepts and frameworks - The SDGs, also known as Global Goals, build on the success of the Millennium Development Goals (MDGs) and aim to go further to end all forms of poverty. The new Goals are unique in that they call for action by all countries, poor, rich and middle-income to promote prosperity while protecting the planet. They recognize that ending poverty must go hand-in-hand with strategies that build economic growth and addresses a range of social needs including education, health, social protection, and job opportunities, while tackling climate change and environmental protection. SDGs are not legally binding, governments are expected to take ownership and establish national frameworks. 9/1/2017 Friedrich-Ebert-Stiftung 14
